External Affairs Minister S Jaishankar said on Friday that India and China are going through a "particularly bad patch" in their ties because Beijing has taken a set of actions in violation of agreements for which it still doesn't have a "credible explanation" and it is for the Chinese leadership to answer where they want to take the bilateral relationship.
"I don't think the Chinese have any doubt on where we stand on our relationship and what's not gone right with it. I’ve been meeting my counterpart Wang Yi a number of times. As you would've experienced, I speak fairly clear, reasonably understandably (and) there is no lack of clarity so if they want to hear it, I am sure they would have heard it," Jaishankar said in response to a question at a panel "Greater Power Competition: The Emerging World Order" at the Bloomberg New Economic Forum here.
"We are going through a particularly bad patch in our relationship because they have taken a set of actions in violation of agreements for which they still don’t have a credible explanation and that indicates some rethink about where they want to take our relationship, but that’s for them to answer," he further said, in an apparent reference to the eastern Ladakh border clash with China.
The eastern Ladakh border standoff between the Indian and Chinese militaries erupted on May 5 last year following a violent clash in the Pangong lake areas and both sides gradually enhanced their deployment by rushing in tens of thousands of soldiers as well as heavy weaponry.
The tension escalated following a deadly clash in Galwan Valley on June 15 last year.
As a result of a series of military and diplomatic talks, the two sides completed the disengagement process in the north and south banks of the Pangong lake in February and in the Gogra area in August. The last round of military talks on October 10 ended in a stalemate.
Meanwhile, on Thursday the two sides agreed to hold the 14th round of military talks at an early date to achieve the objective of complete disengagement in remaining friction points along the Line of Actual Control (LAC) in eastern Ladakh.
Jaishankar also dismissed as "ridiculous" the notion that the United States has been strategically contracting and yielding space to others amidst a global rebalancing of power.
He said that the US is today, a much more flexible partner, much more open to ideas, suggestions, and working arrangements than in the past.
"Don't confuse it with the decline of the United States. I think that's ridiculous," he said in response to a question from the moderator at the session, also attended by former US Secretary of State Hillary Clinton and former British Prime Minister Tony Blair.
"It's clear China has been expanding. But the nature of China, the manner of its growing influence is very different. And we don't have a situation where China necessarily replaces the United States. Well, it's natural to think of China, US (and) China as the overarching happening. The fact is, there are also a lot of other countries including India, which have come much more into play. There's been a rebalancing in the world,” he said.
Citing QUAD as an example, he pointed out that some countries are coming together on a certain set of concerns and issues or interests. The Quad comprising India, Japan, the US and Australia was formed to develop a new strategy to keep the critical sea routes in the resource-rich Indo-Pacific free of any influence.
He said the United States is today, a much more flexible partner, much more open to ideas, suggestions, and working arrangements than in the past. "I think this reflects a very different kind of world. We are moving into a world in a sense, you could say, the real transitions after 1992 are now occurring." The minister also elaborated on a question about how the world is changing. "It is certainly not unipolar and it is not really really bipolar either. There are many more players. A lot of what we are doing in terms of repositioning, working with countries, (it) is multipolar work," he said.
"In a sense, it is partly a hedging strategy, partly autonomous partnership, often very issue based (as) we work with different countries on different sets of issues," said Jaishankar.
Noting that the COVID has called into question the old model of globalisation, he said, "we are actually at multiple levels in a very, very complex transition." He pointed out that countries are willing to pay additional costs for a greater sense of security.
"We all want more reliable, more resilient supply chains. We want more options. Many of us were in touch during that period and went through very difficult issues. It could have been on health, even in some cases on food. So we are actually at multiple levels in a very, very complex transition. The transition, some of it is with the rise and fall and the rebalancing of powers,” he said.
"The transition some of it is with the rise and fall and the rebalancing of powers. Some of it is many more players. Some of it is that our concept of what is national security has changed. We think much more of economic security, much more of health security, much more of digital security,” he said.
He said that in the old days, it didn't matter beyond a point what the neighbour's domestic system was.
"Today, issues of trust and transparency are much more relevant in a data driven world. So it does matter to me what the character of my partner is, who they are partners with. So these are all new factors, which I would suggest is really taking the world in a very, very different direction," he said.
Obviously, India would like to see how its interests are best served and those interests today are definitely served with a much closer relationship with the United States, with a much stronger relationship with Europe, and the UK as well as re-energising the relationships with the ASEAN and especially Singapore, he said.

New York, PTI: External Affairs Minister S Jaishankar on Friday said the presence of a large number of Chinese troops with weapons at the Line of Actual Control(LAC) in eastern Ladakh posed a "very critical" security challenge to India.
Jaishankar also said the violent clashes at the de facto border in the Ladakh sector in June had a very deep public and political impact, and left the relationship between India and China &ldquo;profoundly disturbed&rdquo;.
"There are today a very large number of troops(of PLA) with weapons concentrated on that segment of the border and that is obviously a very critical security challenge that we face,&rdquo; said Jaishankar, speaking at a virtual event hosted by the Asia Society.
Tensions had escalated manifold between India and China after the Galwan Valley clashes in eastern Ladakh on June 15 in which 20 Indian Army personnel were killed. The Chinese People's Liberation Army(PLA) also suffered an unspecified number of casualties.
Jaishankar said India has built a relationship with China over the course of the last 30 years &ldquo;and a basis for building that relationship has been peace and tranquillity along the Line of Actual Control.&rdquo; He said there are multiple agreements, starting from 1993, which created the framework for that peace and tranquillity, which limited the military forces that came to the border areas, how to manage the border, how border troops behave when they approach each other.
&ldquo;So, from the conceptual level down to the behavioural level, there was an entire sort of framework out there. Now, what we saw this year was a departure from this entire series of agreements. The massing of large amount of Chinese forces on the border was clearly contrary to all of this.
&ldquo;And when you had friction points which have large number of troops at different points very close to each other, then something tragic like what happened on 15th of June happened," he said.
"To underline the enormity of that, it was the first military casualty we had after 1975. So what it has done is, it has obviously had a very deep public impact, very major political impact and it has left the relationship profoundly disturbed." In response to a question on what did the Chinese actually do on the border and why they did it, Jaishankar said: &ldquo;I haven&rsquo;t frankly got any reasonable explanation that I can tell myself from them on this matter." At the special Asia Society Policy Institute (ASPI) event, Jaishankar was in conversation with ASPI President Kevin Rudd, a former Australian prime minister. The two also spoke about Jaishankar&rsquo;s new book &lsquo;The India Way: Strategies for an Uncertain World".
Jaishankar said that apart from the Wuhan Summit in April 2018, there was a similar summit in Chennai last year and the idea of these parleys was that Prime Minister Narendra Modi and President Xi Jinping spend time, talk to each other directly about their concerns.
&ldquo;What happened this year of course was a very sharp departure. Now it's not just a sharp departure from the conversation, it's a sharp departure over a course of relationship over 30 years," he added.

The foreign ministers from the Indo-Pacific nations known as the Quad group - the US, Japan, India and Australia - met in Tokyo on Tuesday in what was their first in-person talks since the coronavirus pandemic began.
The meeting took place in the backdrop of China's aggressive military behaviour in the Indo-Pacific, South China Sea and along the Line of Actual Control (LAC) in eastern Ladakh.
"The Indians are seeing 60,000 Chinese soldiers on their northern border,&rdquo; Pompeo told The Guy Benson Show in an interview on Friday after his return from Tokyo wherein he attended the second Quad ministerial with his counterparts from India, Japan and Australia.
"I was with my foreign minister counterparts from India, Australia, and Japan &ndash; a format that we call the Quad, four big democracies, four powerful economies, four nations, each of whom has real risk associated with the threats imposed &ndash; attempting to be imposed by the Chinese Communist Party. And they see it in their home countries too," he said.
Pompeo met External Affairs Minister S Jaishankar in Tokyo on Tuesday and they underscored the need to work together to advance, peace, prosperity and security in the Indo-Pacific and around the globe. He described his meeting with Jaishankar as "productive." "They see, the people of their (Quad) nations understanding that we all slept on this for too long. For decades, the West allowed the Chinese Communist Party to walk all over us. The previous administration bent a knee, too often allowed China to steal our intellectual properties and the millions of jobs that came along with it. They see that in their country too," he said in the interview.
In another interview with Larry O&rsquo;Connor, Pompeo said in his meetings with his counterparts from Japan, India and Australia, they began to develop a set of understandings and policies that can jointly take these countries to work to present a true resistance to the threats that the Chinese Communist Party poses to each of these nations.
"They absolutely need the United States to be their ally and partner in this fight," he said.
"But they&rsquo;ve all seen it, whether it&rsquo;s the Indians, who are actually having a physical confrontation with the Chinese up in the Himalayas in the northeastern part of India, the Chinese have now begun to amass huge forces against India in the north," he said.
India and China are locked in a bitter border standoff in eastern Ladakh since early May that has significantly strained the bilateral ties.

Ahead of the meeting, US Secretary of State Mike Pompeo told Japanese publication Nikkei Asia about Washington's pitch for institutionalising the Quad. "Once we've institutionalised what we're doing -- the four of us together -- we can begin to build out a true security framework," he was quoted as saying by the publication.
Noting that it was a matter of satisfaction that the Indo-Pacific concept has gained increasingly wider acceptance, Jaishankar said, "As vibrant and pluralistic democracies with shared values, our nations have collectively affirmed the importance of maintaining a free, open and inclusive Indo-Pacific." "We remain committed to upholding the rules-based international order, underpinned by the rule of law, transparency, freedom of navigation in the international seas, respect for territorial integrity and sovereignty and peaceful resolution of disputes," he said.
He said the meeting of the foreign ministers, despite the global pandemic, is a testimony to the importance that these consultations have gained, particularly in recent times.
The evolving situation in the Indo-Pacific region in the wake of China's increasing military muscle flexing has become a major talking point among leading global powers in the last few years. The US has been favouring making Quad a security architecture to check China's growing assertiveness.
During his address at the meeting, Pompeo stressed on ensuring a free and open Indo-Pacific and said the conversations among the countries of the grouping should aim to achieve that "good outcome".

India raised the issue of cross-border terrorism at the informal SAARC meeting on Thursday in which Minister of External Affairs S Jaishankar addressed ministers from the region. In a tweet, Jaishankar wrote, he reaffirmed India&rsquo;s commitment to Neighbourhood First policy and towards building a connected, integrated, secure and prosperous South Asia. Earlier, MEA had said, they were looking forward to a positive and constructive discussion to take forward regional cooperation among member states for increased prosperity in South Asia.
