The prosecutor of the International Criminal Court on Monday applied for arrest warrants against Israeli Prime Minister Benjamin Netanyahu and top Hamas leaders on suspicion of war crimes and crimes against humanity.
Karim Khan said he was seeking warrants against Netanyahu and ISraeli Defence Minister Yoav Gallant for crimes including "starvation", "wilful killing", and "extermination and/or murder".
"We submit that the crimes against humanity charged were committed as part of a widespread and systematic attack against the Palestinian civilian population pursuant to State policy. These crimes, in our assessment, continue to this day," said Khan in reference to Netanyahu and Gallant.
The charges laid against the Hamas leaders including Yahya Sinwar, the head of the movement, include "extermination", "rape and other acts of sexual violence", and "taking hostages as a war crime".
"We submit that the crimes against humanity charged were part of a widespread and systematic attack against the civilian population of Israel by Hamas and other armed groups pursuant to organisational policies," said the statement.

The United States has pressured Israel to increase aid deliveries during the war, and on Wednesday, Israel reopened a border crossing with hard-hit northern Gaza Strip for the first time since it was damaged at the start of the war.
Meanwhile, on his seventh visit since the latest war between Israel and Hamas broke out in October, US Secretary of State Antony Blinken pressed for a cease-fire deal. The proposed truce would free hostages held by Hamas in exchange for a halt to the fighting and the delivery of much needed food, medicine and water into Gaza. Palestinian prisoners are also expected to be released as part of the deal.

Yemen's Houthi rebels on Saturday claimed shooting down another of the US military's MQ-9 Reaper drones, airing footage of parts that corresponded to known pieces of the unmanned aircraft.
The Houthis said they shot down the Reaper with a surface-to-air missile, part of a renewed series of assaults this week by the rebels after a relative lull in their pressure campaign over the Israel-Hamas war in the Gaza Strip.
US Air Force Lt. Col. Bryon J. McGarry, a Defence Department spokesperson, acknowledged to The Associated Press on Saturday that &ldquo;a US Air Force MQ-9 drone crashed in Yemen.&rdquo; He said an investigation was underway, without elaborating.
The Houthis described the downing as happening Thursday over their stronghold in the country's Saada province.
Footage released by the Houthis included what they described as the missile launch targeting the drone, with a man off-camera reciting the Houthi's slogan after it was hit: &ldquo;God is the greatest; death to America; death to Israel; curse the Jews; victory to Islam.&rdquo; The footage included several close-ups on parts of the drone that included the logo of General Atomics, which manufactures the drone, and serial numbers corresponding with known parts made by the company.
Since the Houthis seized the country's north and its capital of Sanaa in 2014, the US military has lost at least five drones to the rebels counting Thursday's shootdown &mdash; in 2017, 2019, 2023 and this year.
Reapers, which cost around USD 30 million apiece, can fly at altitudes up to 50,000 feet and have an endurance of up to 24 hours before needing to land.
The drone shootdown comes as the Houthis launch attacks on shipping in the Red Sea and Gulf of Aden, demanding Israel ends the war in Gaza, which has killed more than 34,000 Palestinians there. The war began after Hamas-led militants attacked Israel on October 7, killing 1,200 people and taking some 250 others hostage.
The Houthis have launched more than 50 attacks on shipping, seized one vessel and sank another since November, according to the US Maritime Administration.
Houthi attacks have dropped in recent weeks as the rebels have been targeted by a US-led airstrike campaign in Yemen. Shipping through the Red Sea and Gulf of Aden has declined because of the threat. American officials have speculated that the rebels may be running out of weapons as a result of the US-led campaign against them and after firing drones and missiles steadily in the last months. However, the rebels have renewed their attacks in the last week.

Students across the US are demanding their colleges to stop doing business with Israel and weapons manufacturers supplying arms to Israel. They also want their colleges to stop accepting research money from Israel. They are demanding an end to what they are calling a genocide of Palestinians in Gaza.&nbsp;
Students of Columbia University stood at the forefront of this campaign as they set up an encampment on the campus. They were met with stiff police action and more than 100 protesters were arrested.&nbsp;
The police action only backfired as the agitation spread like a wildfire engulfing the country with students of many universities gathering by the hundreds on campuses, setting up camps. The protests have been orchestrated by various students groups such as Students for Justice in Palestine and Jewish Voice for Peace.
The University of Southern California cancelled its graduation ceremony after its campus was roiled by protests. More than 90 people were arrested.
At Ohio State University, police clashed with protesters at Ohio State University in Columbus. More than 30 people were arrested.
At New York University, students set up an encampment. Over 130 protesters were taken into custody.
At University of Texas in Austin, police on horseback and holding batons bulldozed into protesters. Over 30 arrests were made.
At Emory University in Georgia, police are said to have used rubber bullets and teargas against the protesting students who had set up multiple tents on the campus&rsquo;s lawns.
The pro-Palestinian protests have erupted in many other institutions, including George Washington University California State Polytechnic University, Northwestern University, University of Pennsylvania, University of Florida, Arizona State University and others.
The protests across colleges hold high stakes given the presidential elections set to take place this year. Dozens of angry Israeli settlers stormed into a Palestinian village in the Israeli-occupied West Bank on Friday, shooting and setting houses and cars on fire. The rampage killed a Palestinian man and wounded 25 others, Palestinian health officials said.
The violence was the latest in an escalation in the West Bank that has accompanied the war in the Gaza Strip. An Israeli rights group said the settlers were searching for a missing 14-year-old boy from their settlement. After the rampage, Israeli troops said they were still searching for the teen.
The killing came after an Israeli raid overnight killed two Palestinians, including a Hamas militant in confrontations with Israeli forces.
Palestinian health officials say over 460 Palestinians have been killed in the West Bank by Israeli forces since the war erupted in October.
The Israeli human rights group Yesh Din said that settlers stormed into the village of al-Mughayyir late Friday, searching for the Israeli boy. The group said that settlers were shooting and setting houses on fire in the village.
Videos posted to X by the rights group showed dark clouds of smoke billowing from burning cars as gunshots rang out. A photo posted by the group showed what appeared to be a crowd of masked settlers.
The Palestinian Health Ministry said that one man was brought dead to the hospital and 25 were treated for wounds. The Palestine Red Crescent Society said eight of the injured were hit by live fire from settlers.
The Israeli army said it was searching for the 14-year-old boy, and that forces had opened fire when stones were hurled at soldiers by Palestinians. It said soldiers also cleared out Israeli settlers from the village.
&ldquo;As of this moment, the violent riots have been dispersed and there are no Israeli civilians present within the town,&rdquo; it said.
US officials, including President Joe Biden, have repeatedly raised concerns about a surge in settler violence against Palestinians in the West Bank since Israel's war with the militant Hamas group in the Gaza Strip began. Rights groups have long accused the military of failing to halt settler violence or punish soldiers for wrongdoing.
Earlier Friday, two Palestinians were killed in confrontations with Israeli forces in the northern West Bank, Palestinian medics and the military said. Hamas said one of those killed was a local commander.
The military said the target of the soldiers' raid was Mohammed Daraghmeh, a local Hamas commander. It said Daraghmeh was killed in a shootout with Israeli soldiers who discovered weapons in his car. The army alleged that Daraghmeh had been planning attacks on Israeli targets but provided no evidence. It also said assailants also hurled explosives at soldiers.
The Israel-Hamas war started on October 7, when Hamas killed 1,200 Israelis, mostly civilians, in a surprise attack and incursion into southern Israel. Around 250 people were seized as hostages by the militants and taken to Gaza.
Israel said on Friday it had opened a new crossing for aid trucks into hard-hit northern Gaza as ramps up aid deliveries to the besieged enclave. However, the United Nations says the surge of aid is not being felt in Gaza because of persistent distribution difficulties.

The World Health Organization said Saturday that Gaza's largest hospital had been reduced to ashes by Israel's latest siege, leaving an "empty shell" with many bodies.
Israeli forces pulled out of Al-Shifa hospital in Gaza City on Monday after a two-week military operation, during which it said it had battled Palestinian militants inside what was once the Palestinian territory's most important medical complex.
A WHO-led mission finally accessed the hospital on Friday, after multiple failed attempts since March 25, the UN health agency said, describing the massive destruction.
"WHO and partners managed to reach Al-Shifa -- once the backbone of the health system in Gaza, which is now an empty shell with human graves after the latest siege," agency chief Tedros Adhanom Ghebreyesus wrote on X, formerly Twitter.
He said the team had seen "at least five dead bodies during the mission".
They had also found that "most of the buildings in the hospital complex are extensively destroyed and the majority of assets damaged or reduced to ashes", the WHO chief said.
"Even restoring minimal functionality in the short term seems implausible," he said, adding that "an in-depth assessment by a team of engineers is needed to determine if the remaining buildings are safe for future use".
Tedros lamented that efforts by WHO and other aid groups to revive basic services at Al-Shifa after Israel's first devastating raid on the hospital last year "are now lost, and people are once again deprived of access to lifesaving health care services".
Of Gaza's 36 main hospitals, only 10 remain partially functional, according to WHO.
The Gaza war began on October 7 with an unprecedented attack cross-border attack by Hamas militants resulting in the death of 1,170 people in southern Israel, mostly civilians, according to an AFP toll from official Israeli figures.
Palestinian militants also took around 250 hostages, about 130 of whom remain in Gaza. The army says that more than 30 are dead.
Vowing to destroy Hamas, Israel has relentlessly bombarded the territory, killing at least 33,137 people, mostly women and children, according to the health ministry in the Hamas-run territory.
Tedros said urgent action was needed in Gaza as "famine looms, disease outbreaks spread and trauma injuries increase".
He called for the "protection of remaining health facilities in Gaza (and) protection of health and humanitarian workers".
The WHO chief demanded "unimpeded access of humanitarian aid into and across the Gaza Strip" and a "ceasefire".

The first batch of over 60 Indian construction workers is going to Israel, Israeli envoy to India Naor Gilon said on Tuesday.
In a post on X, he hoped that the workers would become 'ambassadors' of the great people-to-people relations between the two countries.
He said the workers are going to Israel under the framework of a government-to-government agreement and complimented India's National Skill Development Corporation (NSDC) for the initiative.
"Today we had a farewell event from the first batch of 60+ Indian construction workers going to Israel under the G2G agreement. This is an outcome of hard work of many, including @NSDCINDIA," Gilon said.
"I'm sure that the workers become 'ambassadors' of the great P2P relations between India and Israel," he said.
There is no official announcement yet on firming up any government-to-government agreement on employment of Indian workers in Israel.

&ldquo;While we get more life-saving aid to Gaza, the United States will continue working non-stop to establish an immediate and sustained ceasefire for at least six weeks as part of a deal that releases hostages. And we will continue building toward a long-term future of stability, security, and peace. That includes a two-state solution to ensure Palestinians and Israelis share equal measures of freedom, dignity, security, and prosperity. That is the only path toward an enduring peace,&rdquo; Biden said.
The United States will continue to lead international efforts to get more humanitarian assistance into Gaza by land, air, and sea, he said.
&ldquo;Earlier this week, I directed our military to lead an emergency mission to establish a temporary pier on the coast of Gaza that can receive large shipments of aid. We are carrying out airdrops of aid, in coordination with our international partners, including Jordan. Following the incident, the Gaza government media office denounced the airdrops as "flashy propaganda rather than humanitarian service". It advocated for the aid to pass through land borders.
"We previously warned it poses a threat to the lives of citizens in the Gaza Strip and this is what happened today when the parcels fell on the citizens' heads," the Gaza government media office said in a statement.
The United Nations Office for the Coordination of Humanitarian Affairs reported last month that at least half a million, or one in four people in Gaza, feared famine.
The deaths took place as the enclave was gripped by a famine. It brought attention to the difficulty of delivering much-needed humanitarian aid into Gaza in the face of Israeli restrictions. US military C-130 cargo planes dropped food in pallets over Gaza on Saturday in the opening stage of an emergency humanitarian assistance authorized by President Joe Biden after more than 100 Palestinians who had surged to pull goods off an aid convoy were killed during a chaotic encounter with Israeli troops.
Three planes from Air Forces Central dropped 66 bundles containing about 38,000 meals into Gaza at 8:30 am EST (3:30 pm local).
The bundles were dropped in southwest Gaza, on the beach along the territory's Mediterranean coast. The airdrop was coordinated with the Royal Jordanian Air Force, which said it had two food airdrops Saturday in northern Gaza and has conducted several rounds in recent months.
&ldquo;The combined operation included US Air Force and RJAF C-130 aircraft and respective Army Soldiers specialized in aerial delivery of supplies, built bundles and ensured the safe drop of food aid,&rdquo; US Central Command said in a post on "X", formerly known as Twitter.
The US airdrop is expected to be the first of many.
Three Biden administration officials said the planes dropped the military Meals Ready to Eat (MREs) &mdash; shelf-stable meals that contain a day's worth of calories in each sealed package &mdash; in locations that were thought would provide civilians with the greatest level of safety to access aid. Hundreds of people had rushed about 30 trucks bringing a predawn delivery of aid to the north. Palestinians said nearby Israeli troops shot into the crowds. Israel said they fired warning shots toward the crowd and insisted many of the dead were trampled.
White House national security spokesperson John Kirby said Friday that the airdrops were being planned to deliver emergency humanitarian assistance in a safe way to people on the ground. The United States believes the airdrops will help address the dire situation in Gaza, but they are no replacement for trucks, which can transport far more aid more effectively, though Thursday's events also showed the risks with ground transport.
Kirby said the airdrops have an advantage over trucks because planes can move aid to a particular location very quickly. But in terms of volume, the airdrops will be &ldquo;a supplement to, not a replacement for moving things in by ground.&rdquo; The C-130 is widely used to deliver aid to remote places because of its ability to land in austere environments.
A C-130 can airlift as much as 42,000 pounds of cargo and its crews know how to rig the cargo, which sometimes can include even vehicles, onto massive pallets that can be safely dropped out of the back of the aircraft.
Air Force loadmasters secure the bundles onto pallets with netting that is rigged for release in the back of a C-130, and then crews release it with a parachute when the aircraft reaches the intended delivery zone.
The Air Force's C-130 has been used in years past to air drop humanitarian into Afghanistan, Iraq, Haiti and other locations and the airframe is used in an annual multi-national &ldquo;Operation Christmas Drop&rdquo; that air drops pallets of toys, supplies, nonperishable food and fishing supplies to remote locations in the Federated States of Micronesia and the Republic of Palau.
Since the war began on October 7, Israel has barred entry of food, water, medicine and other supplies, except for a trickle of aid entering the south from Egypt at the Rafah crossing and Israel's Kerem Shalom crossing.
The United Nations says one-quarter of Gaza's 2.3 million people face starvation. Aid officials have said that airdrops are not an efficient means of distributing aid and are a measure of last resort.

The US will begin airdropping humanitarian assistance into Gaza, President Joe Biden said Friday, a day after more than 100 Palestinians were killed during a chaotic encounter with Israeli troops.
The president announced the move after at least 115 Palestinians were killed and more than 750 others were injured, according to Gaza's Hamas-run health ministry, on Thursday when witnesses said Israeli troops opened fire as huge crowds raced to pull goods off an aid convoy.
Biden said the airdrops would begin soon and that the United States was looking into additional ways to facilitate getting badly needed aid into the war-battered territory to ease the suffering of Palestinians.
"In the coming days we're going to join with our friends in Jordan and others who are providing airdrops of additional food and supplies" and will "seek to open up other avenues in, including possibly a marine corridor," Biden said.
The president twice referred to airdrops to help Ukraine, but White House officials clarified that he was referring to Gaza.
Israel said many of the dead were trampled in a stampede linked to the chaos and that its troops fired at some in the crowd who they believed moved toward them in a threatening way. The Israeli government has said it is investigating the matter.
Biden made the announcement while hosting Italian Prime Minister Giorgia Meloni at the White house.
"Aid flowing to Gaza is nowhere nearly enough," Biden said. "Now, it's nowhere nearly enough. Innocent lives are on the line and children's lives are on the line. We won't stand by until we get more aid in there. We should be getting hundreds of trucks in, not just several." The White House, State Department and Pentagon had been weighing the merits of US military airdrops of assistance for several months, but had held off due to concerns that the method is inefficient, has no way of ensuring the aid gets to civilians in need and cannot make up for overland aid deliveries.
Administration officials said their preference was to further increase overland aid deliveries through the Rafah and Kerem Shalom border points and to try to get Israel to open the Erez Crossing into northern Gaza.
The incident on Thursday appeared to tip the balance and push Biden to approve airdrops. White House national security spokesman John Kirby said that airdrops are difficult operations, but the acute need for aid in Gaza informed the president's decision.
He stressed that ground routes will be continued to be used to get aid into Gaza, and that the airdrops are a supplemental effort.
"It's not the kind of thing you want to do in a heartbeat. you want to think it through carefully," Kirby said. He added, "There's few military operations that are more complicated than humanitarian assistance airdrops".
Biden in his visit with Meloni at the White House on Friday also sought to assure European leaders that the US remains behind Ukraine even as he's been unable to win passage of a supplemental foreign aid package that includes USD 60 billion for Ukraine in addition to USD 35 billion for Israel and Taiwan. The legislation has passed the Senate, but Republican Speaker Mike Johnson has refused to put it up for a vote in the House.
Ahead of Meloni's visit, White House officials said they don't have good answers for allies about finding an end to the impasse with House Republicans and reopening the American spigot of aid to Kyiv that's badly needed as Ukraine tries to fend off Russia's invasion.
Biden, along with top Democrats and Senate Republican Leader Mitch McConnell, strongly urged Johnson during a White House meeting this week to take up the foreign aid package, but Johnson responded by saying that Congress "must take care of America's needs first." The leaders' agenda also discussed the US, Egypt and Qatar to broker an extended cease-fire between Israel and Hamas, Italy's priorities for a G7 presidency, migrant flows into Italy from North Africa, and their countries' China policies.
Biden said earlier this week that he was optimistic that a cease-fire deal could be reached by early next week. But he acknowledged that a prospective deal may have been set back after Israeli troops on Thursday fired on a large crowd of Palestinians racing to pull food off the aid convoy.
With Meloni by his side, Biden on Friday expressed cautious optimism that a deal can still be struck.
"We've been working and hopefully we'll know shortly," Biden said.
Meloni said solving the humanitarian crisis in Gaza was Italy's top priority.
"We need to coordinate our actions to avoid an escalation, and this regard we fully support the US mediation efforts," she said.

The International Court of Justice said in a statement that the &ldquo;perilous situation&rdquo; in Rafah &ldquo;demands immediate and effective implementation of the provisional measures indicated by the Court in its Order of 26 January 2024, which are applicable throughout the Gaza Strip, including in Rafah, and does not demand the indication of additional provisional measures.&rdquo; The World Court added that Israel "remains bound to fully comply with its obligations under the Genocide Convention and with the said Order, including by ensuring the safety and security of the Palestinians in the Gaza Strip.&rdquo; South Africa announced Tuesday that it had lodged an &ldquo;urgent request&rdquo; with the International Court of Justice to consider whether Israel's military operations targeting the southern Gaza city of Rafah breach provisional orders the court handed down last month in a case alleging genocide.

The overnight bombardment brought devastation in Rafah, which is packed with some 1.4 million people, most of whom fled their homes elsewhere in Gaza to escape fighting. Associated Press footage showed a large area of flattened houses, tattered tents and lines of bloodied bodies brought into nearby hospitals.
Israel's offensive has killed more than 28,000 Palestinians in the territory, displaced over 80% of the population and set off a massive humanitarian crisis.

Overnight into Saturday, three airstrikes on homes in the Rafah area killed 28 people, according to a health official and AP journalists who saw bodies arriving at hospitals. Each strike killed multiple members of a family, including a total of 10 children, the youngest three months old.
Fadel al-Ghannam said one strike tore his loved ones to shreds. He lost his son, daughter-in-law and four grandchildren. He fears even worse with a ground invasion of Rafah, and said the world's silence has enabled Israel to proceed.
Later on Saturday, an Israeli airstrike on a home in Rafah killed at least 11 people, including three children, according to Ahmed al-Soufi, head of Rafah municipality.
"This is what Netanyahu targets -- the civilians," said a neighbour, Samir Abu Loulya. Two other strikes in Rafah killed two policemen and three senior officers in the civil police, according to city officials.
In Khan Younis, Israeli forces opened fire at Nasser Hospital, the area's largest, killing at least two people and wounding five, according to the medical charity Doctors Without Borders. Israeli tanks reached the hospital gates on Saturday morning, Ahmed Maghrabi, a physician there, said in a Facebook post.
Health Ministry spokesman Ashraf al-Qidra said hospital staff are no longer able to move between buildings because of the intense fire. He said 450 patients and 10,000 displaced people are sheltering there.
The Israeli military said troops were not operating inside the hospital but called the surrounding area "an active combat zone".
