"We work tirelessly to return all of our hostages. We do this in two main ways: through negotiations and liberation (rescue) operations. Both ways together require our military presence in the field, and unceasing military pressure on Hamas. We will continue to act like this until we bring everyone home" said the Israeli prime minister.

The Israeli army ordered a mass evacuation of Palestinians from much of Khan Younis on Monday, a sign that troops are likely to launch a new ground assault in the Gaza Strip's second largest city.
The order suggested Khan Younis will be the target in the latest of Israel's repeated raids into parts of Gaza it had previously invaded during the past mearly nine months, pursuing Hamas militants as they regroup. Much of Khan Younis was already destroyed in a long assault earlier this year, but large numbers of Palestinians have since moved back in to escape another Israeli offensive in Gaza's southern-most city, Rafah.
The order came as Israel released the director of Gaza's main hospital after holding him for seven months without charge or trial over allegations the facility had been used as a Hamas command centre. He said he and other detainees were held under harsh conditions and tortured.
The decision to release Mohammed Abu Selmia raised questions over Israel's claims surrounding Shifa Hospital, which Israeli forces have raided twice since the start of the nearly nine-month war with Hamas. Abu Selmia and other Palestinian health officials have denied the accusations.
His release triggered an uproar across Israel's political spectrum. Government ministers and opposition leaders expressed outrage and insisted Abu Salmia played a role in Hamas' alleged use of the hospital &mdash; though Israeli security services rarely unilaterally free prisoners if they have a suspicion of militant links. Prime Minister Benjamin Netanyhu's office called the release &ldquo;a grave mistake&rdquo;.
Khan Younis evacuation Monday's evacuation call covered the entire eastern half of Khan Younis and a large swath of the Gaza Strip's southeast corner. Earlier in the day, the army said a barrage of rockets out of Gaza was fired from Khan Younis.
The order suggested a new assault into the city was imminent. Israeli forces fought for weeks in Khan Younis earlier this year and withdrew, claiming to have destroyed Hamas battalions in the city. But in other places where the military made similar claims, renewed raids have underscored Hamas' continued capabilities.
Last week, the military ordered an evacuation from the north Gaza district of Shijaiya, where there has been intensive fighting since.
Netanyahu said Monday that the military was &ldquo;making progress toward ending the phase of the destruction of Hamas' terror army.&rdquo; But he said forces will continue to &ldquo;target their remains going forward&rdquo;.
An evacuation and eruption of fighting in the Khan Younis area could further hamper Palestinians' access to much-needed potable water. Included in the evacuation zone is a water line that Israel installed following criticism over its cutoff of water to the strip early in its campaign.
Also in the zone is the area surrounding the Kerem Shalom crossing, the major aid crossing to southern Gaza, as well as an aid route that Israel said it would safeguard to allow trucks carrying humanitarian aid to enter the strip. Very little aid has entered the strip due to lawlessness along the aid route, and a new offensive would risk further harming aid efforts.
Director's release The decision to release Abu Selmia and 54 other Palestinian detainees back into Gaza appeared to have been taken to free up space in overcrowded detention centres.
&ldquo;Our detainees have been subjected to all kinds of torture behind bars,&rdquo; Abu Selmia said at a news conference after his release. &ldquo;There was almost daily torture.&rdquo; He said guards used batons to beat detainees and terrorised them with dogs. He said some detainees had limbs amputated because of poor medical care. He said a beating caused his head to bleed and that guards broke his finger.
The allegations could not be independently confirmed but matched other accounts of Palestinians who have been held in Israeli custody. There was no immediate response from the prison service, which has previously denied similar accusations.
Israeli forces raided Shifa Hospital in November, alleging that Hamas had created an elaborate command and control center inside the facility. Abu Selmia and other staff denied the allegations and accused Israel of recklessly endangering thousands of patients and displaced people who were sheltering there. Abu Selmia was detained on November 22.
Amid the uproar over Abu Selmia's release, the various Israeli state organs responsible for detentions scrambled to shift blame.
Netanyahu's office said Abu Selmia &ldquo;belongs in prison&rdquo; and that the prime minister had ordered a thorough review into how the release happened. It said the decision was made &ldquo;without the knowledge of the political echelon or the heads of the organisations&rdquo;.
Itamar Ben Gvir, Israel's far-right national security minister who controls the country's police and prison service, blamed the Defence Ministry.
Defence Minister Yoav Gallant's office said prisoner releases are the responsibility of the prison service and the Shin Bet internal security agency. The prison service said the decision was made by the Shin Bet and the army, and released a document ordering his release that was signed by an army reserve general.
The Shin Bet said Abu Selmia had passed a risk assessment, &ldquo;compared to other detainees&rdquo;. It said the government had decided against its advice to release detainees determined to be less of a threat in order to free up space.
After its first raid on Shifa Hospital, the military uncovered a tunnel beneath it leading to two empty rooms, as well as evidence that militants had brought wounded hostages to the facility. But the evidence fell short of showing an extensive base as claimed before the raid.
Israel has since raided other Gaza hospitals on similar allegations, forcing them to shut down or dramatically reduce services. The army raided Shifa a second time earlier this year, causing heavy destruction after saying that militants had regrouped there.
Since the start of the war, Israeli forces have detained thousands of Palestinians from Gaza and the occupied West Bank, crowding military detention facilities and prisons. Many are being held without charge or trial in what is known as administrative detention.
Israel launched its offensive after Hamas' October 7 attack, in which Palestinian militants killed some 1,200 people across southern Israel and took another 250 hostage. In its campaign, Israel has killed at least 37,900 Palestinians, according to Gaza's Health Ministry, which does not say how many were civilians or fighters.
Most of Gaza's population of 2.3 million have fled their homes, with many displaced multiple times. Israeli restrictions, ongoing fighting and the breakdown of public order have hindered the delivery of humanitarian aid, fuelling widespread hunger and sparking fears of famine.

Israeli Prime Minister Benjamin Netanyahu said Sunday that the current phase of fighting against Hamas in Gaza is winding down, setting the stage for Israel to send more troops to its northern border to confront the Lebanese militant group Hezbollah.
The comments threatened to further heighten the tensions between Israel and Hezbollah at a time when they appear to be moving closer to war. Netanyahu also signaled that there is no end in sight for the grinding war in Gaza.
The Israeli leader said in a lengthy TV interview that while the army is close to completing its current ground offensive in the southern Gaza city of Rafah, that would not mean the war against Hamas is over. But he said fewer troops would be needed in Gaza, freeing up forces to battle Hezbollah.
&ldquo;We will have the possibility of transferring some of our forces north, and we will do that,&rdquo; he told Israel's Channel 14, a pro-Netanyahu TV channel, in an interview that was frequently interrupted by applause from the studio audience. &ldquo;First and foremost, for defense,&rdquo; he added, but also to allow tens of thousands of displaced Israelis to return home.
The Iranian-backed Hezbollah began striking Israel almost immediately after Hamas' Oct. 7 cross-border attack that triggered the Gaza war. Israel and Hezbollah have been exchanging fire nearly every day since then, but the fighting has escalated in recent weeks, raising fears of a full-blown war.

Hezbollah already has unveiled new weapons during the low-level fighting, including hard-to-defend attack drones that strike with little warning. An Israeli soldier was badly wounded Sunday in a drone strike.
But Israel says it too has shown Hezbollah only a small part of its full capabilities, and that Lebanon will be turned into a second Gaza if there is a war. Israel's army last week said it had &ldquo;approved and validated&rdquo; a new plan for a Lebanon offensive.

The current phase of the war &ldquo;is about to end,&rdquo; Netanyahu said. &ldquo;That doesn't mean the war is about to end.&rdquo; Netanyahu spoke as his defense minister, Yoav Gallant, was in Washington for talks with American officials about the war and tensions with Lebanon. And next month, Netanyahu has been invited to address Congress for a speech that already is dividing Washington along partisan lines. Some Democrats, angry at Netanyahu's public fighting with Biden, say they will not attend.
American officials also have been pressing Netanyahu to spell out a clear post-war plan for Gaza. The U.S. has said it will not accept a long-term Israeli occupation of the territory.
Netanyahu spelled out a very different vision. He said the only way to guarantee Israel's security is for Israel to maintain military control over the territory.
&ldquo;There is no one else&rdquo; capable of doing that, he said. But he said he is seeking a way to create a Palestinian &ldquo;civilian administration&rdquo; to manage day-to-day affairs in Gaza, hopefully with backing from moderate Arab countries. He ruled out any role for the internationally recognized Palestinian Authority, which was ousted from Gaza by Hamas in a violent 2007 takeover.
Netanyahu said the Israeli army several months ago looked into working with prominent Palestinian families in Gaza, but that Hamas immediately &ldquo;destroyed them.&rdquo; He said Israel is now looking at other options.
Netanyahu ruled out one option favored by some of his ultranationalist governing partners &mdash; re-settling Israelis in Gaza. Israel withdrew from Gaza in 2005, ending a 38-year presence.

&ldquo;We, as you know, are continuing to review one shipment that President Biden has talked about with regard to 2,000-pound bombs because of our concerns about their use in a densely populated area like Rafah. The latest war of words between the two ally nations signifies their diverging positions on the Gaza war which has entered the ninth month and as per Gaza authorities, has left over 37,000 Palestinians dead.
In October, when the war started following Hamas' attack on Israel that killed some 1,200 people, the US promised absolute support to Israel in its bid to wipe out Hamas. The Biden administration supplied massive quantities of weapons and funds to help Israel. But with time, its position shifted by a certain degree. Of late, Joe Biden has made some stinging remarks directed at Netanyahu over his approach to the war in Gaza.
"I think what he's doing is a mistake. I don't agree with his approach," said Biden. "What I'm calling for is for the Israelis to just call for a ceasefire," he added.

In election year, Biden, who is seeking to retain his office, is well aware of the ramifications of the impact of the war on Gaza on his own people. Therefore, the US president has come up with a new three-phase plan. The first phase in Biden's plan for Gaza calls for a "full and complete ceasefire". The second phase would include the release of all remaining living hostages held by Hamas and withdrawal of Israeli forces from all populated areas of Gaza. The third phase calls for the start of a major reconstruction of war-torn Gaza.
The United Nations has adopted the US-backed cease-fire resolution. However, it is too early to concur if the plan would materialise. Both Israel and Hamas have been reluctant to fully endorse it. And with Netanyahu disbanding his war Cabinet, a move that consolidates his influence over the war, and his latest remarks directed at Biden, the odds of a cease-fire remain low.

The Israeli military on Sunday announced a &ldquo;tactical pause&rdquo; in its offensive in the southern Gaza Strip to allow the deliveries of increased quantities of humanitarian aid.
The army said the pause would begin in the Rafah area at 8 a.m. (0500 GMT, 1 a.m. eastern) and remain in effect until 7 p.m. (1600 GMT, noon eastern). It said the pauses would take place every day until further notice.
The pause is aimed at allowing aid trucks to reach the nearby Israel-controlled Kerem Shalom crossing, the main entry point for incoming aid, and travel safely to the Salah a-Din highway, a main north-south road, to deliver supplies to other parts of Gaza, the military said. It said the pause was being coordinated with the U.N. and international aid agencies.
The crossing has suffered from a bottleneck since Israeli ground troops moved into Rafah in early May.
Israel's eight-month military offensive against the Hamas militant group has plunged Gaza into a humanitarian crisis, with the U.N. reporting widespread hunger and hundreds of thousands of people on the brink of famine. The international community has urged Israel to do more to ease the crunch.
From May 6 until June 6, the U.N. received an average of 68 trucks of aid a day, according to figures from the U.N. humanitarian office, known as OCHA. That was down from 168 a day in April and far below the 500 trucks a day that aid groups say are needed.
The flow of aid in southern Gaza declined just as the humanitarian need grew. COGAT, the Israeli military body that oversees aid distribution in Gaza, says there are no restrictions on the entry of trucks. But much of that aid has piled up at the crossings and not reached its final destination.
A spokesman for COGAT, Shimon Freedman, said it was the U.N.'s fault that its cargos stacked up on the Gaza side of Kerem Shalom. He said the agencies have &ldquo;fundamental logistical problems that they have not fixed,&rdquo; especially a lack of trucks.
The U.N. denies such allegations. It says the fighting between Israel and Hamas often makes it too dangerous for U.N. trucks inside Gaza to travel to Kerem Shalom, which is right next to Israel's border.
It also says the pace of deliveries has been slowed because the Israeli military must authorize drivers to travel to the site, a system Israel says was designed for the drivers' safety. Due to a lack of security, aid trucks in some cases have also been looted by crowds as they moved along Gaza's roads.
The new arrangement aims to reduce the need for coordinating deliveries by providing an 11-hour uninterrupted window each day for trucks to move in and out of the crossing.
It was not immediately clear whether the army would provide security to protect the aid trucks as they move along the highway.&nbsp;

An Israeli strike early Thursday on a school sheltering displaced Palestinians in central Gaza killed more than 30 people, including 23 women and children, according to local health officials.
The Israeli military said that Hamas militants were operating from within the school.
It was the latest instance of mass casualties among Palestinians trying to find refuge as Israel expands its offensives in the Gaza Strip. A day earlier, the military announced a new ground and air assault in central Gaza, pursuing Hamas militants it says have regrouped there.
Troops repeatedly have swept back into sections of the Gaza Strip they have previously invaded, underscoring the resilience of the militant group despite Israel's nearly eight-month onslaught in the territory.
Witnesses and hospital officials said the predawn strike hit the al-Sardi School, run by the United Nations agency for Palestinian refugees known by the acronym UNRWA. The school was filled with Palestinians who had fled Israeli offensives and bombardment in northern Gaza, they said.
Ayman Rashed, a man displaced from Gaza City who was sheltering at the school, said the missiles hit classrooms on the second and third floor where families were sheltering. He said he helped carry out five dead, including an old man and two children, one with his head shattered open. &ldquo;It was dark, with no electricity, and we struggled to get out the victims,&rdquo; Rashed said.
Casualties from school strike arrived at the Al-Aqsa Martyrs Hospital in nearby Deir al-Balah, which had already been overwhelmed by a stream of constant ambulances since the central Gaza incursion began 24 hours earlier, said Omar al-Derawi, a photographer working for the hospital.
Videos circulating online appeared to show several wounded people being treated on the floor of the hospital, a common scene in Gaza's overwhelmed medical wards. Electricity in much of the hospital is out because staff are rationing fuel supplies for the generator.
&ldquo;You can't walk in the hospital &mdash; there's so many people. Women from the victims' families are massed in the hallways, crying,&rdquo; he said.
Hospital records and an Associated Press reporter at the hospital recorded at least 33 dead from the strike, including 14 children and nine women. Another strike on a house overnight killed six people, according to the records.
Both strikes occurred in Nuseirat, one of several built-up refugee camps in Gaza dating to the 1948 war surrounding Israel's creation, when hundreds of thousands of Palestinians fled or were driven from their homes in what became the new state.
Footage showed bodies wrapped in blankets or plastic bags being laid out in lines in the courtyard of the hospital. Mohammed al-Kareem, a displaced Palestinian sheltering near the hospital, said he saw people searching for their loved ones among bodies, and that one woman kept asking medical workers to open the wraps on the bodies to see if her son was inside.
"The situation is tragic," he said.
The Israeli military said Hamas had embedded a &ldquo;compound&rdquo; within the school and that Hamas and Islamic Jihad militants inside were using it as a shelter where they were planning attacks against Israeli troops, though it didn't immediately offer evidence. It released a photo of the school, pointing to classrooms on the second and third floor where it claimed militants were located.
It said it took steps before the strike "to reduce the risk of harming uninvolved civilians ... including conducting aerial surveillance, and additional intelligence information.&rdquo; UNRWA schools across Gaza have functioned as shelters since the start of the war, which has driven most of the territory's population of 2.3 million Palestinians from their homes.
Last week, Israeli strikes hit near an UNRWA facility in the southern city of Rafah, saying they were targeting Hamas militants. An inferno that followed ripped through tents nearby housing displaced families, killing at least 45 people.

Hamas fired a barrage of rockets from Gaza that set off air raid sirens as far away as Tel Aviv for the first time in months on Sunday in a show of resilience more than seven months into Israel's massive air, sea and ground offensive.
There were no immediate reports of casualties or damage in what appeared to be the first long-range rocket attack from Gaza since January. Palestinian militants have continued to sporadically fire rockets and mortar rounds at communities along the Gaza border since then.
Hamas' military wing claimed the attack, and rocket launches could be heard in central Gaza. Egypt refuses to reopen its side of the Rafah crossing until control of the Gaza side is handed back to Palestinians. It agreed to temporarily divert traffic through Israel's Kerem Shalom crossing, Gaza's main cargo terminal, after a call between US President Joe Biden and Egyptian President Abdel-Fattah el-Sissi.
But that crossing has been largely inaccessible because of fighting linked to Israel's offensive in the nearby city of Rafah. Israel says it has allowed hundreds of trucks to enter, but United Nations agencies say it is usually too dangerous to retrieve the aid on the other side.
The war between Israel and Hamas, now in its eighth month, has killed nearly 36,000 Palestinians, according to Gaza's Health Ministry, which does not distinguish between civilians and fighters in its count. Around 80% of the population's 2.3 million people have fled their homes, severe hunger is widespread and UN officials say parts of the territory are experiencing famine.
Hamas triggered the war with its Oct 7 attack into Israel, in which Palestinian militants killed some 1,200 people, mostly civilians, and seized some 250 hostages. Hamas is still holding some 100 hostages and the remains of around 30 others after most of the rest were released during a cease-fire last year.

The British military earlier said there had been a suspected drone attack and explosions in the Red Sea, without elaborating.
The Pentagon did not identify where it believed the fire came from. However, Yemen's Iran-backed Houthi rebels have been launching a series of attacks on vessels in the Red Sea, as well as launching drones and missiles targeting Israel as it wages war against Hamas in the Gaza Strip.
A US official, speaking on condition of anonymity to discuss intelligence matters, said the attack began about 10 a.m. in Sanaa, Yemen, and had gone on for as much as five hours. Another US official who similarly spoke on condition of anonymity for the same reason said the Carney had intercepted at least one drone during the attack.
There was no immediate comment from the Houthis. However, a Houthi military spokesman earlier said an &ldquo;important&rdquo; statement would be released shortly.
Global shipping had increasingly been targeted as the Israel-Hamas war threatens to become a wider regional conflict &mdash; even as a truce briefly halted fighting and Hamas exchanged hostages for Palestinian prisoners held by Israel.
However, the collapse of the truce and the resumption of punishing Israeli airstrikes and its ground offensive there had raised the risk of the seaborne attacks resuming.
Earlier in November, the Houthis seized a vehicle transport ship also linked to Israel in the Red Sea off Yemen. The rebels still hold the vessel near the port city of Hodeida. Missiles also landed near another US warship last week after it assisted a vessel linked to Israel that had briefly been seized by gunmen.
However, the Houthis had not directly targeted the Americans for some time, further raising the stakes in the growing maritime conflict. In 2016, the US launched Tomahawk cruise missiles that destroyed three coastal radar sites in Houthi-controlled territory to retaliate for missiles being fired at US Navy ships at the time.

The most prominent Palestinian released is Israa Jaabis, 39, who was convicted of detonating a gas cylinder in her car at a checkpoint in 2015, wounding a police officer.
She was sentenced to 11 years in prison.
Palestine claimed that Jaabis was moving to Jerusalem with her son, driving her car with household items, including a propane tank for the kitchen.
The incident occurred when her car's engine died near the Jewish settlement of Ma&rsquo;ale Adumim.&nbsp;
A retired Israeli police officer passing by stopped her and asked for her ID.
As she attempted to exit the car, he asked her to stay inside.&nbsp;

According to Jerusalem-based Wadi Hilweh Information Center, Israeli police imposed several restrictions, including no celebrations on her release and the evacuation of all journalists from her home to not cover the first moments of her release.
"I'm ashamed to talk about rejoicing when the whole of Palestine is wounded", Jaabis told journalists in her living room, alongside her 13-year-old son.
"They must release everyone," she said.
