Asserting that Israel's military campaign in Gaza amounts to "genocide", Congress parliamentary party chairperson Sonia Gandhi on Tuesday slammed the Modi government for being a "mute spectator to this affront to humanity", and said this was a "cowardly betrayal of our constitutional values".
She also said that Prime Minister Narendra Modi's "shameful silence" in the face of Israel's relentless and devastating assault on the people of Gaza is "deeply disappointing", as well as the height of "moral cowardice".
In an article published in the Hindi daily 'Dainik Jagran', Gandhi urged the prime minister to speak out "clearly, boldly and forthrightly" on behalf of the legacy that India has long represented.
She said nothing can justify Hamas' barbaric attacks on innocent men, women and children in Israel on 7 October 2023, or its continued holding of Israeli hostages thereafter.
She said these must be condemned repeatedly and unreservedly.
"But as members of the international community - and more so as human beings - it is our responsibility to acknowledge that the Israeli government's response and reprisals against the civilian population of Gaza have not only been egregious, but downright criminal," she asserted in her article in Hindi titled 'Gaza sankat par mookdarshak Modi sarkaar'.
Over the past nearly two years, more than 55,000 Palestinian civilians have been killed, including 17,000 children, Gandhi pointed out.
Most residential buildings in Gaza have been razed to the ground through relentless aerial bombardment, including hospitals, she said, adding that the social fabric has been completely shattered.
"The events since October 2023 have been disturbing, and in recent months the situation has become even more heart-wrenching. We have seen how humanitarian aid has been weaponised as part of a dastardly strategy. The Israeli Defense Forces have imposed a military blockade on Gaza, deliberately and cruelly blocking the supply of medicines, food and fuel to the population," the former Congress chief said.
"The wanton destruction of infrastructure and the unbridled massacre of civilians have led to a man-made tragedy - made worse by the blockade. This strategy of forced starvation is undoubtedly a crime against humanity," Gandhi said.
In the midst of this devastation, Israel has either outright rejected or blocked humanitarian aid from the United Nations and other international organisations, she asserted.
"In a perversion of every idea of humanity, armed soldiers of the Israeli Defense Forces have ruthlessly fired on hundreds of civilians who were trying to gather food for their families. The United Nations itself has expressed grave concern on this issue - and even the Israeli Defense Forces have had to admit this horrifying truth," Gandhi said.
"According to almost all objective assessments by experts on Israel's ongoing military occupation of Gaza, it is a campaign that amounts to genocide and aims to ethnically cleanse the Gaza Strip of Palestinians," she said.
Its scale and consequences are reminiscent of the Naqba tragedy of 1948, when Palestinians were forced from their homes, Gandhi said.
All this atrocities are being carried out to serve some of the most nefarious objectives - ranging from a colonial mindset to the selfish interests of a few "greedy" real estate tycoons, Gandhi claimed.
She asserted that the ongoing crisis has exposed one of the most serious weaknesses in the international system.
"UN General Assembly resolutions demanding an immediate, unconditional and permanent ceasefire in Gaza have been completely ignored. The United Nations Security Council has failed to impose sanctions on the Israeli government for its attacks on civilians in Gaza and the large-scale destruction of its infrastructure," she said.
The International Court of Justice's order of 26 January 2024 -- directing Israel to prevent acts of genocide and to provide essential services and humanitarian aid to civilians -- has also been completely ignored, Gandhi said.
Israel's direct and indirect support from the US not only encouraged these actions, but also made them possible, she added.
Gandhi opined that when international laws and institutions have become "virtually defunct", the fight to protect the interests of the people of Gaza is now left to individual countries.
Despite the risk of backlash, South Africa has taken the bold step of taking Israel to task at the International Court of Justice, and Brazil has now joined the effort, she noted.
France has decided to recognise the Palestinian state, and countries like Britain and Canada have imposed sanctions on Israeli leaders who have promoted aggression in Gaza, she said.
Even within Israel itself, the voices of protest are growing - a former prime minister has acknowledged the reality of Israeli war crimes in Gaza, she said.
"Amidst this humanitarian crisis and the rising global consciousness around it, it is a national shame that India has remained a mute spectator to this affront to humanity," Gandhi said.
"India has long been a symbol of global justice. We are the country that inspired global movements against colonialism, raised its voice against imperialist domination during the Cold War era, and led the international struggle against apartheid South Africa," she said.
"At a time when innocent human beings are being brutally slaughtered, India's abdication of its values is a blot on our national conscience, a disregard for our historical contributions, and also a cowardly betrayal of our constitutional values," Gandhi said.
She pointed out that the Directive Principles of State Policy clearly require the government to take effective steps to "promote international peace and security, maintain just and honourable relations between nations, foster respect for international law and treaty obligations, and encourage settlement of international disputes by arbitration.
"But Israel's blatant disregard for basic concepts of international law, human rights and justice -- and our current government's moral cowardice in the face of it -- is tantamount to a dereliction of our duties to our constitutional values," she said.
India has always been a supporter of the 'two-state solution' and a just peace between the people of Israel and Palestine, she asserted.
Gandhi recalled that in 1974, under the leadership of Indira Gandhi, India became the first non-Arab country to recognise the Palestine Liberation Organisation (PLO) as the sole and legitimate representative of the Palestinian people.
In 1988, India was among the first countries to officially recognise the State of Palestine, she noted.
"Prime Minister Narendra Modi's shameful silence in the face of Israel's relentless and devastating assault on the people of Gaza is deeply disappointing. It is the height of moral cowardice. The time has come for him to speak out clearly, boldly and forthrightly on behalf of the legacy that India has long represented," she said.
The Global South is once again looking to India for leadership on an issue that today shakes the collective conscience of all humanity, Gandhi said.&nbsp;

On the war's 600th day, Prime Minister Benjamin Netanyahu hailed Israel's Gaza offensive, saying it had killed tens of thousands of militants including Mohammed Sinwar -- nicknamed "the shadow".
Israeli media said Sinwar was targeted by strikes in southern Gaza earlier this month. His brother was killed in October 2024.
Wednesday's announcement came as the UN condemned a US- and Israeli-backed aid system in Gaza after dozens were hurt the day before in chaotic scenes at a food distribution site.
Also Wednesday, AFP footage showed crowds of Palestinians breaking into a UN World Food Programme warehouse at Deir el-Balah in central Gaza and taking food as gunshots rang out.
The WFP posted on X that "hungry people" raided the warehouse "in search of food supplies that were pre-positioned for distribution".
The aid issue has worsened amid a hunger crisis and criticism of the Gaza Humanitarian Foundation (GHF), which bypasses the longstanding UN-led system.
The UN said 47 people were injured Tuesday when thousands of Palestinians rushed a GHF site. A Palestinian medical source reported at least one death.
Ajith Sunghay, head of the UN Human Rights Office in the Palestinian territories, said most injuries came from Israeli gunfire.
The military rejected this. A spokesman said soldiers "fired warning shots into the air", not towards people.
GHF also denied crowds were shot while waiting for aid and said operations continue, with a new site opened "without incident" and more planned.
With two of its four sites fully operational, GHF said it distributed eight trucks of aid and more than 840,000 meals on Wednesday.
Gazans accused the US-backed system of causing confusion and unfair access.
"All the aid boxes were torn apart and people just took whatever they wanted. This is all I could find: five bags of chickpeas and five kilos of rice," said Qasim Shalouf in Khan Yunis.
UN Middle East envoy Sigrid Kaag said Gazans "deserve more than survival".
"Since the resumption of hostilities in Gaza, the already horrific existence of civilians has only sunk further into the abyss," she told the Security Council.
 - 'War of Revival' -
Netanyahu marked the 600-day milestone in parliament, saying the offensive had "changed the face of the Middle East".
"We drove the terrorists out of our territory, entered the Gaza Strip with force, eliminated tens of thousands of terrorists, eliminated... Mohammed Sinwar," he said.
In Washington, US envoy Steve Witkoff expressed optimism about a possible ceasefire, saying he expected to propose a plan soon.
"I have some very good feelings about getting to a long-term resolution, temporary cease fire, and a long-term resolution, a peaceful resolution of that conflict," he said.
Gazans remained pessimistic.
"Six hundred days have passed and nothing has changed. Death continues, and Israeli bombing does not stop," said Bassam Daloul, 40.
"Even hoping for a ceasefire feels like a dream and a nightmare."
Displaced mother-of-three Aya Shamlakh, 35, said: "There is no food, no water, not even clothes. The clothes we wear are torn and my children cannot find food to eat, where do we go?"
In Israel, relatives of hostages held since the October 7 attack gathered in Tel Aviv.
"I want you to know that when Israel blows up deals, it does so on the heads of the hostages," said Arbel Yehud, who was freed from Gaza captivity in January.
"Their conditions immediately worsen, food diminishes, pressure increases, and bombings and military actions do not save them, they endanger their lives."
 - 'Waste of resources' -
The UN has criticised the GHF, which faces accusations of failing humanitarian principles.
"I believe it is a waste of resources and a distraction from atrocities," said Philippe Lazzarini, head of the UN agency for Palestinian refugees.
Gaza's civil defence said Israeli strikes killed 16 people Wednesday.
Israel imposed a full blockade on Gaza for more than two months, before easing it slightly last week.
It stepped up its military offensive earlier this month, while mediators push for a still elusive ceasefire.
In Tel Aviv, hundreds of people called for a ceasefire, lining roads and the main highway at 6:29 am -- the exact time the unprecedented October 7 attack began.
Most Israeli media focused on the 600-day milestone and the hostage families' struggle.
Some 1,218 people were killed in Hamas's October 7, 2023, attack, mostly civilians, according to an AFP tally based on official figures.
The health ministry in Hamas-run Gaza said Wednesday at least 3,924 people had been killed in the territory since Israel ended the ceasefire on March 18, taking the war's overall toll to 54,084, mostly civilians.

"The US will take over the Gaza Strip and we will do a job with it, too. We'll own it," he said.
He said there was support from the "highest leadership" in the Middle East for his idea, but hours later, the leaders of Hamas, the Palestinian Authority, Egypt, Turkey, China, Britain, France and Germany hit back.
Netanyahu, however, welcomed the idea, saying it could "change history" and was worth "paying attention to".
Suggesting "long-term ownership" by the United States, Trump said his idea would make it "the Riviera of the Middle East. This could be something that could be so magnificent."
Hamas, which seized sole control of Gaza in 2007, rejected the proposal, branding it "racist".
The group said the proposal to "occupy" the territory was "aggressive to our people and cause, won't serve stability in the region and will only put oil on the fire".
Much of Gaza was levelled in a 15-month war triggered by Hamas's October 2023 attack on Israel, and Trump has repeatedly claimed credit for sealing a ceasefire agreement that took effect last month.
 - 'Miserable existence' -
While Netanyahu's visit to the White House was billed to focus on a second phase of the truce, it quickly turned into the revelation of a proposal that would, if implemented, completely transform the Middle East.
Trump, who also floated travelling to Gaza, appeared to suggest it would not be rebuilt for Palestinians.
"It should not go through a process of rebuilding and occupation by the same people that have... lived there and died there and lived a miserable existence there," he said.
Palestinian president Mahmud Abbas rejected the proposal, saying that "legitimate Palestinian rights are not negotiable" and that it would constitute a "serious violation" of international law.
UN human rights chief Volker Turk said that deporting people from occupied territory was "strictly prohibited" under international law.
It is not the first time that Trump has suggested Palestinians should move from Gaza. In recent days, he has cited Egypt and Jordan as possible destinations, but people from the territory have said they want to stay.
"We create dignity because we are the dignity here, and we say in short to Trump and Netanyahu, Palestine is not for sale," 24-year-old Gazan Ahmed al-Minawi said.
For Palestinians, any attempts to force them out of Gaza would evoke dark memories of what the Arab world calls the "Nakba", or catastrophe -- the mass displacement of Palestinians during Israel's creation in 1948.
Israelis in Jerusalem welcomed Trump's proposal, though some did not believe it could be achieved.
"I really like what he said, but in my wildest dreams (I doubt) if it happens, I don't believe it, it's hard for me to believe it will happen, but who knows, God knows," said Refael, a 65-year-old massage therapist.
Trump was vague on the details, but hinted that it could require US boots on the ground in one of the most volatile places on earth "if necessary".
Egypt and Jordan have rejected any resettlement from Gaza, with Egyptian Foreign Minister Badr Abdelatty calling on Wednesday for a swift reconstruction "without the Palestinians leaving".
 - 'Winning the war' -
In Washington, Netanyahu hailed Trump as Israel's "greatest friend" and praised his "willingness to think outside the box".
The Israeli premier would not rule out a return to hostilities with Hamas, or with its other foes in the region including Lebanon's Hezbollah and Iran.
"We will end the war by winning the war," Netanyahu said, while vowing to secure the return of all hostages held in Gaza.
He voiced confidence that a deal with regional rival Saudi Arabia to normalise relations was "going to happen".
But Saudi Arabia said it would not formalise ties with Israel without a Palestinian state, while rejecting any "attempts to displace the Palestinian people from their land".
Turkish Foreign Minister Hakan Fidan also lashed out, saying that relocating Palestinians was something "neither we nor the region can accept".
"They must be allowed home," UK Prime Minister Keir Starmer said. "They must be allowed to rebuild, and we should be with them in that rebuild on the way to a two-state solution."
German Foreign Minister Annalena Baerbock said Gaza "belongs to the Palestinians", while Chinese foreign ministry spokesman Lin Jian said: "We are opposed to the forced transfer of the residents of Gaza."
The Gaza war began when Hamas attacked Israel on October 7, 2023, resulting in the deaths of 1,210 people, mostly civilians, according to an AFP tally based on Israeli official figures.

If approved by Israel's cabinet, the ceasefire agreement would take effect Sunday and involve the exchange of Israeli hostages for Palestinian prisoners, after which the terms of a permanent end to the war would be finalised.
Away from the diplomacy, Israeli strikes killed dozens of people, Gaza rescuers said Thursday, while Israel's military reported hitting about 50 targets across the territory over the past day.
Netanyahu's office had accused Hamas on Thursday of reneging on key parts of the agreement to extort last-minute concessions -- an allegation Hamas denied.
His office said early Friday a "deal to release the hostages" had been reached and he had ordered the political-security cabinet to meet later in the day.
"The government will then convene to approve the deal," it added.
At least two cabinet members have voiced opposition to the ceasefire, with far-right National Security Minister Itamar Ben Gvir saying that he and his party colleagues would quit the government -- but not the ruling coalition -- if it approved the "irresponsible" deal.
Far-right Finance Minister Bezalel Smotrich also opposes the truce, calling it a "dangerous deal".
But US Secretary of State Antony Blinken, who has been involved in months of mediation efforts, said Thursday he believed the ceasefire would go ahead on schedule.

In Israel and Gaza, there were celebrations welcoming the truce deal, but also anguish.
Saeed Alloush, who lives in north Gaza, said he and his loved ones were "waiting for the truce and were happy", until overnight strikes killed many of his relatives.
"It was the happiest night since October 7" until "we received the news of the martyrdom of 40 people from the Alloush family", he said.
In Tel Aviv, pensioner Simon Patya said he felt "great joy" that some hostages would return alive, but also "great sorrow for those who are returning in bags, and that will be a very strong blow, morally".

Qatari Prime Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani, announcing the agreement on Wednesday, said an initial 42-day ceasefire would see 33 hostages released, including women, "children, elderly people, as well as civilian ill people and wounded".
Also in the first phase, Israeli forces would withdraw from Gaza's densely populated areas and allow displaced Palestinians to return "to their residences", he said.
Biden said the second phase of the agreement could bring a "permanent end to the war".
He added the deal would "surge much needed humanitarian assistance to Palestinian civilians, and reunite the hostages with their families".
Egyptian President Abdel Fattah al-Sisi also underscored the "importance of accelerating the entry of urgent humanitarian aid" into Gaza.
Cairo said it was ready to host an international conference on reconstruction in Gaza, where the United Nations has said it would take more than a decade to rebuild civilian infrastructure.
In a statement Thursday, G7 leaders called the ceasefire deal "a significant development" and urged Israel and Hamas to work on its "full implementation."
The World Health Organization's representative in the Palestinian territories, Rik Peeperkorn, said Thursday that at least $10 billion would probably be needed over the next five to seven years to rebuild Gaza's devastated health system alone.
The UN Palestinian refugee agency UNRWA, facing an Israeli ban on its activities set to start later this month, welcomed the ceasefire deal.
"What's needed is rapid, unhindered and uninterrupted humanitarian access and supplies to respond to the tremendous suffering caused by this war," UNRWA head Philippe Lazzarini wrote on X.
