Pakistan's Islamabad capital administration has notified the Hindu Marriage Act 2017, more than five years after its passage, a development that could benefit members of the minority community who can now solemnise their marriage in line with established rituals, a media report said on Friday.
The notification titled &lsquo;Islamabad Capital Territory Hindu Marriage Rules 2023&rsquo; will pave the way for the implementation of the marriage act passed in 2017 in the Punjab, Khyber Pakhtunkhwa, and Balochistan provinces as well, the Dawn newspaper reported.
According to the rules, relevant Union Councils in Islamabad will register a &lsquo;Maharaj&rsquo; to solemnise marriages.
According to the report, a Hindu male with adequate knowledge of Hinduism can become a &lsquo;Pundit&rsquo; or &lsquo;Maharaj&rsquo;.
However, the 'Maharaj' will be appointed only after the submission of a character certificate from the local police and the written approval of at least 10 members of the Hindu community, the report said.
Similar to the case of the &ldquo;registered nikah-khawan&rdquo; for Muslims, respective Union Councils will issue a &ldquo;Shaadi Pert&rdquo; (marriage certificate) to the &lsquo;Maharaj&rsquo; registered with the relevant local government body.

In a fresh crackdown on freedom of speech in Pakistan, the Shehbaz Sharif government has reportedly prepared a bill to curb criticism of the military and the judiciary.
The proposed legislation states that anyone who ridicules or scandalises the Army or judiciary through any medium will face a prison sentence of upto 5 years, or a fine of Rs 1 million, or both. Further, the accused can be arrested without a warrant, and the offence will be non-bailable and non-compoundable.
The cabinet summary states that recently the country has witnessed a spate of scandalous, derogatory and vicious attacks on certain institutions of the state, including the judiciary and armed forces, according to news outlet Dawn, as reported by PTI.
It adds that it is well-known that a deliberate cyber campaign has been launched by certain wings for self-serving motives with the objective of inciting and nurturing hatred against important state institutions and their officials, the report said.
It also states that such attacks are focused on undermining the integrity, stability and independence of the country&rsquo;s state institutions. The summary says that judicial and army officials do not have the opportunity to step forward and negate scandalous, derogatory remarks while appearing in the media.

The newly-elected Prime Minister visited Kot Lakhpat Jail and Ramazan Bazaars in Lahore last week.
However, a Pakistan Television (PTV) team failed to ensure “proper” coverage due to the non-availability of an advanced laptop required to upload the video footage through File Transfer Protocol (FTP), the Dawn newspaper reported.
As per the standard operating procedures, a VVIP team comprising reporters and producers is responsible for the coverage of the prime minister. The team is equipped with the latest gadgets, including laptops for live streaming and timely uploading of the footage of any event, the report said.
The core team is stationed in Islamabad and moves with the Prime Minister across the country and abroad, it said.
When the PTV Lahore centre was informed about the visit, it asked the PTV headquarters to provide an advanced laptop, it said.
Earlier on April 18 also, the Lahore centre wrote a letter to the headquarters saying: “Since we don’t have any laptop editing facility at the Lahore centre, we hired a laptop with the editing facility… but as a permanent arrangement we must own the same facility at the centre.” However, the state-run TV did not pay any attention and suggested hiring one again.
At this, the Lahore centre arranged the personal laptop of an official. After coverage, when the team tried to transmit the footage, it found the battery of the laptop had drained.
Next day, the PTV administration suspended a total of 17 officials, including the VVIP coverage deputy controller Imran Bashir Khan.
In addition, the administration suspended various engineers and cameramen over the alleged neglect.
