ICC AGM to Discuss Test and T20 Expansion

The ICC&rsquo;s four-day AGM will debate the two-tier Test system, expansion of the T20 World Cup to 24 teams, and potential new members like East Timor and Zambia.

The much-debated idea of a two-tier Test system, expansion of the T20 World Cup and ratification of new members are some of the topics that will be discussed in depth during the four-day AGM of the International Cricket Council (ICC), beginning here from Thursday.
With the new World Test Championship (WTC) cycle (2025-27) in progress, the discussion on the two-tier Test format is set to revolve around fund allocation and clauses surrounding promotion and relegation.
However, it has been generally accepted that the current WTC cycle will not be altered, and a possible implementation of the new system will be done after 2027.
But the upcoming AGM, which will be headed by ICC chairman Jay Shah and newly-appointed CEO Sanjog Gupta, will take a serious note of this method since Cricket Australia and the England and Wales Cricket Board are major advocates of it.
While there is no intention to add more teams to the 50-over World Cup, the ICC may mull adding more teams to the T20 version, potentially swelling it to 24 participants. However, any concrete decision is not expected before next year.
At present, 20 teams are competing in the showpiece after the addition of four more sides since the last year's World Cup and the model will be retained until at least the 2026 edition.
But cricket's return to the Olympics through the 2028 Los Angeles Games, and Italy's qualification for next year's T20 World Cup, to be jointly hosted by India and Sri Lanka, have given an impetus to the expansion thoughts.
"Italy's qualification for the World Cup is being viewed as a sign of cricket gaining some traction with new nations, and the governing body is keen to connect with a wider audience," a source privy to the development informed PTI.
Since his elevation to the ICC top position in December 2024, Shah has been holding a series of high-profile engagements such as the one with FIFA president Gianni Infantino during the 144th IOC Session at Costa Navarino in Greece in March and with former IOC head Thomas Bach in January.
Meanwhile, the ICC is likely to get a final update on the inquiry into the conduct of last year's T20 World Cup. There were charges of a cost blow-out during the tournament.
While it was not officially announced, it is believed that the mis-handling of funds during the marquee event held in the USA and the West Indies had a role in the resignation of former CEO Geoff Allardice in late January.
Meanwhile, Zambia is set to return to the ICC fold as an Associate member after its suspension in 2019 and East Timor is also likely to become a first-time member.
Zambia was suspended due to "continued non-compliance" to amend multiple breaches of the ICC's Membership Criteria, relating to general competence and an acceptable detailed governance system.

India will play next year&rsquo;s Champions Trophy matches on neutral ground after refusing to visit tournament host and arch-rival Pakistan.

The deadlock over the hosting of next year's Champions Trophy finally ended on Thursday when the ICC announced that India will play their matches of the 50-over event at a neutral venue instead of host country Pakistan, which will get a similar arrangement for tournaments to be held in India till 2027.
The agreement will also extend to the 2028 women's T20 World Cup, which will be held in Pakistan. Although no formal announcement has been made, but India's Champions Trophy matches are likely be held in the UAE.
"The ICC Board has approved that all matches between India and Pakistan played at ICC Events during the current rights cycle from 2024 to 2027 (which are to be hosted in India or Pakistan) will be played at a neutral venue proposed by the tournament host," said the ICC in a statement, confirming what PTI reported on December 5.
The arrangement will also cover next year's women's World Cup in India and the T20 World Cup in 2026, to be jointly hosted by India and Sri Lanka.
India had refused to travel to Pakistan for the event scheduled in February-March due to security concerns. The Indians have not played in Pakistan since the 2008 Mumbai terror attacks in which 150 people were killed. The two countries' last bilateral engagement was back in 2012.
Travelling to Pakistan also requires Indian government's clearance which has remained firm on the status quo.
"The schedule for the ICC Champions Trophy 2025 is set to be confirmed soon," the ICC added.
The decision, that came after a series of back-channel talks, was on expected lines after the sport's governing body maintained prolonged silence on the contentious matter during the previous set-up led by chairman Greg Barclay.
His successor Jay Shah took charge on December 1 and all stakeholders, including the Pakistan Cricket Board, the BCCI and the broadcasters, were running out of time to organise the 50-over event that was last played in the UK in 2017.
While BCCI's stance was always clear, the matter got stretched because of PCB's refusal to allow a "one-sided" arrangement of neutral venues. Led by Pakistan interior minister Mohsin Naqvi, the PCB was determined not to lose face in front of the local public.
PCB, which had sent its team to India for the ODI World Cup last year, had categorically opposed the hybrid model but eventually agreed to it on reciprocal grounds.
The PCB had earlier indicated that it wanted a greater share in the annual revenue cycle to accommodate the Indian demand for a hybrid model but there is no word yet on whether that has been discussed or accepted.
The tournament will feature eight teams, divided into two groups. The top two teams from each group will advance to the semifinals.

South Africa faces a possible ban from International cricket

South Africa is in danger of being banned from international cricket after its government warned on Wednesday about an intervention in the affairs of Cricket South Africa. After a series of revelations of major financial misconduct by certain officials, the government has asked Cricket South Africa to reply by 27th October. According to the rules set by the International Cricket Council,&nbsp;government interference can lead to a ban from international matches for the country's teams until the national cricket body is operating independently again.

South Africa is in danger of being banned from international cricket after its government said on Wednesday that it intended to intervene in the affairs of the sport's national body following revelations of serious misconduct by senior officials.
The statement from sports minister Nathi Mthethwa said he had informed the International Cricket Council of the intended action. The ICC's constitution forbids government interference and the punishment is normally a ban from international games for the country's teams until the national cricket body is operating independently again.
The tension between the South African government and Cricket South Africa (CSA) relates to a long-running investigation into the affairs of the cricket body, which resulted in the firing of CEO Thabang Moroe for serious misconduct in August.
CSA has refused to release in full a report by independent investigators and has also resisted an attempt by the government-aligned South African Sports Confederation and Olympic Committee to conduct its own investigation into the misconduct allegations.
Mthethwa has given cricket officials until 27th October to set out why he shouldn't intervene.
