Washington, PTI: China has amassed 60,000 troops on India's northern border, US Secretary of State Mike Pompeo has said as he hit out at Beijing for its "bad behaviour" and the threats it poses to the Quad countries.
The foreign ministers from the Indo-Pacific nations known as the Quad group - the US, Japan, India and Australia - met in Tokyo on Tuesday in what was their first in-person talks since the coronavirus pandemic began.
The meeting took place in the backdrop of China's aggressive military behaviour in the Indo-Pacific, South China Sea and along the Line of Actual Control (LAC) in eastern Ladakh.
"The Indians are seeing 60,000 Chinese soldiers on their northern border,&rdquo; Pompeo told The Guy Benson Show in an interview on Friday after his return from Tokyo wherein he attended the second Quad ministerial with his counterparts from India, Japan and Australia.
"I was with my foreign minister counterparts from India, Australia, and Japan &ndash; a format that we call the Quad, four big democracies, four powerful economies, four nations, each of whom has real risk associated with the threats imposed &ndash; attempting to be imposed by the Chinese Communist Party. And they see it in their home countries too," he said.
Pompeo met External Affairs Minister S Jaishankar in Tokyo on Tuesday and they underscored the need to work together to advance, peace, prosperity and security in the Indo-Pacific and around the globe. He described his meeting with Jaishankar as "productive." "They see, the people of their (Quad) nations understanding that we all slept on this for too long. For decades, the West allowed the Chinese Communist Party to walk all over us. The previous administration bent a knee, too often allowed China to steal our intellectual properties and the millions of jobs that came along with it. They see that in their country too," he said in the interview.
In another interview with Larry O&rsquo;Connor, Pompeo said in his meetings with his counterparts from Japan, India and Australia, they began to develop a set of understandings and policies that can jointly take these countries to work to present a true resistance to the threats that the Chinese Communist Party poses to each of these nations.
"They absolutely need the United States to be their ally and partner in this fight," he said.
"But they&rsquo;ve all seen it, whether it&rsquo;s the Indians, who are actually having a physical confrontation with the Chinese up in the Himalayas in the northeastern part of India, the Chinese have now begun to amass huge forces against India in the north," he said.
India and China are locked in a bitter border standoff in eastern Ladakh since early May that has significantly strained the bilateral ties.

In his opening remarks at a ministerial meeting in Tokyo of the Quadrilateral coalition, also known as 'Quad', External Affairs Minister S Jaishankar said India remained committed to a rules-based world order, respect for territorial integrity and sovereignty, and peaceful resolution of disputes.
The in-person meeting of the foreign ministers of the 'Quad' comprising India, the US, Japan and Australia is taking place in the backdrop of China's growing aggressive military behaviour in the Indo-Pacific, South China Sea and along the Line of Actual Control (LAC) in eastern Ladakh.
Jaishankar also asserted that advancing security and economic interests of all countries having legitimate and vital interests in the Indo-Pacific remained a priority.
Ahead of the meeting, US Secretary of State Mike Pompeo told Japanese publication Nikkei Asia about Washington's pitch for institutionalising the Quad. "Once we've institutionalised what we're doing -- the four of us together -- we can begin to build out a true security framework," he was quoted as saying by the publication.
Noting that it was a matter of satisfaction that the Indo-Pacific concept has gained increasingly wider acceptance, Jaishankar said, "As vibrant and pluralistic democracies with shared values, our nations have collectively affirmed the importance of maintaining a free, open and inclusive Indo-Pacific." "We remain committed to upholding the rules-based international order, underpinned by the rule of law, transparency, freedom of navigation in the international seas, respect for territorial integrity and sovereignty and peaceful resolution of disputes," he said.
He said the meeting of the foreign ministers, despite the global pandemic, is a testimony to the importance that these consultations have gained, particularly in recent times.
The evolving situation in the Indo-Pacific region in the wake of China's increasing military muscle flexing has become a major talking point among leading global powers in the last few years. The US has been favouring making Quad a security architecture to check China's growing assertiveness.
During his address at the meeting, Pompeo stressed on ensuring a free and open Indo-Pacific and said the conversations among the countries of the grouping should aim to achieve that "good outcome".

In his recently-released book "The India Way: Strategies for an Uncertain World", he also says that India is not the only country focused on coming to terms with China as the entire world is doing so, each nation refashioning its terms of engagement in its own way. The external affairs minister, however, had written this book before the military standoff in eastern Ladakh began in early May.
"If there is a common approach, it is of them simultaneously strengthening capacities internally, assessing the external landscape and seeking understandings with China. In this overall exercise, India will occupy a special place by virtue of its size, location, potential, history and culture," Jaishankar writes.
He says this book, published by HarperCollins India, was developed in the course of the last two years through a series of events and lectures given at think tanks, conferences or business forums form its core.
According to Jaishankar, much has changed, mostly to India's disadvantage, since November 1950, when Sardar Patel and Jawaharlal Nehru had a famous exchange of views on how to approach China.
"The key issues - realism versus optimism and bilateralism versus globalism - remain as relevant today as then. Striking a judicious balance is not necessarily easier with the passage of time. But the past also tells us that there is always room for strategy and vision if we are to go beyond politics and constraints. More than on any other relationship in the world today, the long view must prevail," he writes.
He is of the view that the India-China relationship will always take into account the larger context as they establish an equilibrium.
"World events determine not just China's overall attitude but its specific demeanour towards India. Currently, this context is dominated by global frictions and systemic differences. It is, therefore, necessary for India to continuously monitor this larger picture as it calibrates its China relationship," the former diplomat suggests.
He believes China's powerful rise is among the multiple factors that have led to a more uncertain world.
"As the politics of this era evolves, neither country has an interest in allowing the other to become a card against them. Making sure of that will depend on their own policies. One concern is that unlike on the rest of world, India's rise has been partly lost on a China that has been growing five times faster," he says.
"It is up to India to ensure that its enhanced standing is given due weight," he adds.
Jaishankar also says that the future of the Indo-Pacific lies in a complex range of forces interacting on a continuous basis.
"For India, it will be an important element of its relationship with China and its partnership with the West. New possibilities could be opened up with Russia, whose maritime interests may grow with the viability of Arctic commerce. The importance of the Indo-Pacific to ties with Japan, ASEAN and Australia clearly cannot be underestimated," he writes.
On life after COVID-19, he says India too will be shaped by the broad trends in the global environment that the coronavirus will intensify.
"But more than that, it needs to take into account the more direct consequences of the pandemic. Its destructive impact naturally demands a strategy of national revival. And that, in turn, warrants a fundamental rethink about our growth model," Jaishankar says.&nbsp;
