"America was built on the promise of possibility and second chances. As President, I have the great privilege of extending mercy to people who have demonstrated remorse and rehabilitation, restoring opportunity for Americans to participate in daily life and contribute to their communities, and taking steps to remove sentencing disparities for non-violent offenders, especially those convicted of drug offenses," Biden said in a statement on Thursday.
"That is why, today, I am pardoning 39 people who have shown successful rehabilitation and have shown commitment to making their communities stronger and safer. I am also commuting the sentences of nearly 1,500 people who are serving long prison sentences &ndash; many of whom would receive lower sentences if charged under today's laws, policies, and practices,&rdquo; he said.
This was the largest single-day act of clemency in recent times.
In December 2012, Dr Meera Sachdeva was sentenced to 20 years in prison and ordered to repay nearly USD8.2 million for fraud at a former Mississippi cancer centre she ran. She is now 63.
Babubhai Patel was sentenced to 17 years on 26 convictions for a healthcare fraud conspiracy, a drug conspiracy, and related fraud and drug violations in 2013.
Also in 2013, Krishna Mote, 54, was sentenced to serve life in prison after he was convicted of conspiracy to distribute more than 280 grams of crack cocaine and more than 500 grams of cocaine, and distribution of crack cocaine as an aider and abettor.
Vikram Dutta, 63, was in January 2012 sentenced in a Manhattan federal court to 235 months in prison after he was found guilty of conspiracy charges stemming from his use of his perfume distribution business to launder millions of dollars for a Mexican narcotics organisation.

&nbsp;Four prominent Indian-American lawmakers -- Pramila Jayapal, Ami Bera, Raja Krishnamoorthi and Ro Khanna-- have been appointed members of three key House panels, reflecting the growing influence of the community in US politics.
Congresswoman Jayapal has been named Ranking Member of the powerful House Judiciary Committee&rsquo;s panel on Immigration, making her the first immigrant to serve in a leadership role for the subcommittee.
Jayapal, 57, representing the 7th Congressional District of Washington State succeeds Congresswoman Zoe Lofgren to serve on the Subcommittee on Immigration Integrity, Security, and Enforcement, a media release said.
&ldquo;As the first South Asian woman elected to the US House of Representatives and one of only two dozen naturalised citizens in Congress, I am honoured and humbled to serve as the Ranking Member of the House Subcommittee on Immigration Integrity, Security, and Enforcement,&rdquo; said Jayapal.
&ldquo;I came to this country when I was 16, alone, and with nothing in my pockets. After 17 years on an alphabet soup of visas to become a US citizen, I was lucky enough to have the opportunity to live the American Dream, a dream that is out of reach for too many immigrants today,&rdquo; she said.
&ldquo;It is extremely meaningful to me that I will now be in this position to better move the needle and re-center our broken immigration system around dignity, humanity, and justice. Bera, 57, has been appointed as a member of a powerful US House committee handling intelligence-related matters.
The House Permanent Select Committee on Intelligence is charged with providing oversight of the country&rsquo;s intelligence activities, including the Central Intelligence Agency (CIA), Office of the Director of National Intelligence (DNI), National Security Agency (NSA), as well as military intelligence programmes.
&ldquo;I am honoured to be appointed by Leader (Hakeem) Jeffries to serve on the House Intelligence Committee, which plays a crucial role in ensuring the safety and national security of the United States,&rdquo; Bera said.
A six-time Congressman, Bera represents the sixth Congressional District of California.
&ldquo;At a time of increased threats, both at home and abroad, I take seriously this new role and the responsibility entrusted to me to protect and defend American families,&rdquo; he said.
&ldquo;With my decade of experience working on critical national security issues, I look forward to working with Committee members from both sides of the aisle to ensure our intelligence agencies are operating effectively to keep our nation safe,&rdquo; Bera said.
Bera also serves on the House Foreign Affairs Committee and the House Science, Space and Technology Committee.

Krishnamoorthi has been made Ranking Member of a newly created House committee on China that will look into various aspects of Chinese behaviour, its threat being posed to the US and the world.
US House of Representatives Minority Leader Jeffries on Wednesday announced the appointment of Krishnamoorthi as Ranking Member of the House Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party (CCP).

Another Indian-American Congressman Ro Khanna has also been made a member of this new committee, formed in the 118th Congress by Republican House Speaker Kevin McCarthy for the specific purpose of investigating and developing policy to address the United States&rsquo; economic, technological and security competition with the Chinese Communist Party.
Krishnamoorthi, 49, is the four-term Congressman representing the eight Congressional districts of Illinois, while Khanna, 46, is the four-term lawmaker representing the 17th Congressional district of California.
&ldquo;I am grateful to Leader Jeffries for appointing me to serve as Ranking Member on the House Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party,&rdquo; said Krishnamoorthi.
&ldquo;The Chinese Communist Party poses serious economic and security threats to the United States and to democracy and prosperity across the globe, illustrated by its threats against Taiwan&rsquo;s democracy, its weaponisation of TikTok, and its theft of hundreds of billions of dollars&rsquo; worth of American intellectual property,&rdquo; he said.
&ldquo;I look forward to working with my colleagues in both parties on this committee to counteract the CCP&rsquo;s escalating aggression and ensure that our nation is prepared to overcome the economic and security challenges that the CCP presents to our country,&rdquo; Krishnamoorthi said.

Krishnamoorthi is also a senior member of the House Permanent Select Committee on Intelligence. He is also the lead Democrat on Averting the National Threat of Internet Surveillance, Oppressive Censorship and Influence, and Algorithmic Learning by the Chinese Communist Party Act (ANTI-SOCIAL CCP Act), which protects Americans by blocking and prohibiting all transactions from any social media company in, or under the influence of, the People&rsquo;s Republic of China (PRC) and several other foreign adversaries.
In the 117th Congress, he led bipartisan legislation that was signed into law, called the Gathering and Reporting Assessments Yielding Zero Overlooked Nefarious Efforts (GRAY ZONE) Act, which requires the Director of National Intelligence (DNI) to produce a National Intelligence Estimate on different aspects of grey zone activities -- actions that fall between ordinary statecraft and open warfare -- that the PRC employs.
Krishnamoorthi was also the lead Democrat on the bipartisan Transparency for Malign Chinese Investments in Global Port Infrastructure Act, which requires the DNI to study and report to Congress information related to Chinese global investments in port infrastructure.&nbsp;

An Indian-American family was attacked by masked men in USA's Georgia, in the second such incident reported within a week.
52-year-old Pinal Patel died, while his wife Rupalben and daughter Bhakti were injured in the incident which took place on 20 January 2023 on Thoroughbred Lane near Hartley Bridge Road, Georgia.
Three masked men with guns attacked the Indian-American family when it arrived home from work, police said. Shots were fired when Pinal Patel confronted the masked men.

After deputies arrived, they found Pinal, his wife Rupalben Patel, and daughter Bhakti Patel, suffering from gunshot wounds in the driveway of their home, a police statement said. All three were transported to Atrium Health where Pinal was later pronounced deceased by Deputy Coroner Luann Stone, it said.
Rupalben and her daughter are stated to be in stable condition.
The three masked individuals then ran to a dark in colour vehicle waiting across the street occupied by a fourth person, the statement said. The individuals then fled the scene and no items were reported to have been taken from the family, it said.
Meanwhile, on 22 January, a 23-year-old Indian student named Devsish Nandepu was shot dead during a robbery in Chicago.

Four Indian-American women have been racially abused and smacked by a Mexican-American woman in the US state of Texas who hurled racist slurs at them that they are "ruining" America and should "go back to India".
The incident took place on Wednesday night in a parking lot in Dallas, Texas. The woman, who has now been arrested, is seen in the video identifying herself as a Mexican-American and assaulting a group of Indian-Americans.
"I hate you Indian. All these Indians come to America because they want a better life," Esmeralda Upton is seen saying in the video.
The video shows her telling the group of women to "Go back to India. You... people are ruining this country," the CBS News reported.
The video has now gone viral and sent shock waves among the Indian-American community across the United States.
The video shows Upton using racial slurs, and at one point physically smacking at least two of the women.
The person who posted this video wrote, "this incident occurred in Dallas, Texas after my mom and her three friends went to dinner".
The mom is seen contesting the arguments made by the Mexican-American woman and requesting her not to make racial slurs. At one point in time, the Mexican-American woman, who says she was born in the United States, is seen assaulting the mom and her other friends as well.
"Everywhere I ... go, you Indians are ... everywhere," she is seen screaming in the video. "If life was so great in India, why are you here," she shouted while inserting the f-word and suddenly started assaulting the four Indian women.
Plano Police Detectives arrested Esmeralda Upton of Plano on Thursday afternoon. She has been charged with assault, bodily injury and terroristic threats and is being held on a total bond amount of USD 10,000.
"This is so scary. She actually had a gun and wanted to shoot because these Indian-American women had accents while speaking English. Disgusting. This awful woman needs to be prosecuted for a hate crime,” Reema Rasool said on Twitter.
This incident is currently under investigation by the Plano Police Department's Crime Against Persons Unit as a hate crime.
Groups in North Texas with ties to the South Asian American community condemned the attack and said they were relieved that a suspect had been arrested.
Urmeet Juneja, president of the India Association of North Texas, said he thinks North Texas has largely been a welcoming and safe place for people who are of South Asian descent, The Dallas Morning News reported.
”We are happy that law enforcement has taken swift action and arrested this person. Still, we also think that they should conduct a fair investigation and get to the bottom of the matter and take this hate crime investigation to its conclusion,” Juneja said.
“The events in Plano remind me of stories my parents and their friends told me over and over in the wake of 9/11 — of fellow Americans seeing them as others and enemies,” said Saatvik Ahluwalia, a spokesman for Asian Texans for Justice was quoted as saying by the report.
Chanda Parbhoo, executive director of South Asian American Voter Engagement of Texas, said in a statement: ”While we are relieved our community members are safe, listening to their cries for help from the verbal, physical, and racist abuse this woman was unleashing in that dark parking lot is infuriating.”

The settlement was reached by the Department of Homeland Security in a class-action lawsuit, which was filed by the American Immigration Lawyers Association (AILA) on behalf of immigrant spouses.
"This (H-4 visa holders) is a group that always met the regulatory test for automatic extension of EADs (employment authorisation documents), but the agency previously prohibited them from that benefit and forced them to wait for reauthorisation. People were suffering. They were losing their high-paying jobs for absolutely no legitimate reason causing harm to them and US businesses," Jon Wasden from AILA said.
The litigation successfully achieved the reversal of the US Citizenship and Immigration Services (USCIS) policy that prohibited H-4 spouses from benefiting from the automatic extension of their employment authorisation during the pendency of stand-alone applications.
"Although this is a giant achievement, the parties' agreement will further result in a massive change in position for the USCIS, which now recognises that L-2 spouses enjoy automatic work authorisation incident to status, meaning these spouses of executive and managers will no longer have to apply for employment authorisation prior to working in the United States," AILA said.
"We are delighted to have reached this agreement, which includes relief for H-4 spouses, through our litigation efforts with Wasden Banias and Steven Brown. It is gratifying that the administration saw that settling the litigation for non-immigrant spouses was something that should be done, and done quickly," said Jesse Bless, AILA director of federal litigation.
The Obama administration had given work authorisation to certain categories of spouses of H-1B visa holders. So far, more than 90,000 H-4 visa holders, a significant majority of whom are Indian-American women, have received work authorisation.

Washington, PTI: Highlighting the great relationship that he has developed with Indian Americans and Prime Minister Narendra Modi, US President Donald Trump said that he would think that Indian Americans will vote for him in the November 3 presidential election. The president said that he has a very good relationship with PM Modi. Calling the prime minister his good friend, Trump said he is doing a very good job. The US president also recollected his historic address at the 'Howdy Modi' event in Houston last September.&nbsp;

Washington, PTI: Highlighting the great relationship that he has developed with Indian Americans and Prime Minister Narendra Modi, US President Donald Trump said that he would think that Indian Americans will vote for him in the November 3 presidential election.
"We have great support from India. We have great support from Prime Minister Modi. I would think that the Indian (American) people would be voting for Trump," the president told reporters at a White House news conference.
Trump was responding to a question on a video titled, "Four more years" released by the Trump Campaign during the Republican National Convention last month. Tweeted by Kimberly Guilfoyle, national chair of Trump Victory Finance Committee and retweeted by his son Donald Trump Jr, the video conceptualised by Al Mason, co-chair of the Trump Victory Indian American Finance Committee, has short clips from the Modi-Trump joint address in Houston last year and Ahmedabad in February this year.
"Would Kimberly, Don Jr, and Ivanka Trump, who are very popular among Indian Americans, would be campaigning on your behalf among the Indian Americans with your views on India-US relationship?" he was asked.
"I know India and I understood those young people (Kimberley, Donald J Trump Jr and Ivanka) that you mentioned. They're very good young people. And I know their relationship with India is very good and so is mine," Trump said.
The president said that he has a very good relationship with PM Modi.
"Prime Minister Modi is a friend of mine and he's doing a very good job. Nothing easy, but he's done a very good job," he said as he recollected his historic address at the 'Howdy Mody' event in Houston last September.
"We had an event in Houston, as you know. And it was a fantastic event. I was invited by Prime Minister Modi and this was a massive (event)... And it was incredible. And the prime minister could not have been more generous. We have great support from India. We have great support from Prime Minister Modi," Trump said.
The president then referred to his India visit early this year in February before the coronavirus pandemic hit the two countries.
"I also, as you know, went to India just prior to the pandemic setting in because India has been hit very hard, left really about a week before that, and we had an incredible time. What we saw the people are so incredible it's really an incredible place, an incredible country and its definitely big," he said.
"But you've got a great leader and he''s a great person," Trump said.
In recent weeks both the Democrats and Republicans have intensified their outreach to the Indian American community, in particular in the battle ground states.
