The paper industry has urged the government to ban inferior-grade material imports, impose quality control orders and monitor inward paper shipments to protect local manufacturers from predatory imports.
Raising concerns over rising cheap imports, the Indian Paper Manufacturers Association (IPMA) has stated that the situation is likely to worsen significantly amid the recent baseline and reciprocal tariffs imposed by US President Donald Trump on key Asian exporters, including China and Indonesia.
IMPA has called for urgent policy action to safeguard the domestic paper industry while flagging the threat of global inventories being diverted to India.
The association has sought a ban on imports of rejected and inferior-grade material (stocklot), along with appropriate trade remedial measures, to check cheap paper and paperboard shipments, IMPA said in a statement.
IPMA has also sought monitoring of paper imports under the proposed Inter-Ministerial Import Monitoring Group.
The association has demanded the inclusion of paper and paperboard in the exclusion list of the ASEAN-India FTA and the issuance of Quality Control Orders to curb the influx of sub-standard imports.
IPMA stated that the Indian paper industry, with an estimated annual production of 22 million tonnes and employing over 20 lakh people directly and indirectly, is already grappling with escalating imports of paper and paperboard under preferential trade agreements.
"In the last four years, imports from China and ASEAN have more than doubled. Now, with the US and EU imposing restrictive tariffs and other trade remedial measures to protect their own markets, India is at risk of becoming a dumping ground for excess inventory from export-driven Asian economies," said IPMA president Pawan Agarwal.
IPMA noted that paper and paperboard imports into India touched nearly 1.76 million tonnes in April-December 2024-25, with imports from China (up 36 per cent) and ASEAN (up 23 per cent) during the period.

India's trade deficit, or the gap between imports and exports, widened to $23.5 billion in July, compared to $19 billion in the same month last year, according to data released by the Commerce Ministry. The trade deficit also widened on a month-on-month basis, compared to the $20.98 billion recorded in June. India&rsquo;s Imports Surge The trade gap widened largely due to a surge in imports. Last month, India&rsquo;s imports increased by almost 7.45% to $57.48 billion, compared to $53.49 billion in July 2023. India&rsquo;s Exports Decline On the other hand, India&rsquo;s exports in July declined by 1.2% to $33.98 billion, down from $34.39 billion in the same month last year. This also shows a reversal on a month-on-month basis. In June this year, merchandise exports had risen by 2.56% to $35.2 billion, even as the trade deficit widened. Faster Imports Growth During the April-July period of the current fiscal year, India&rsquo;s merchandise exports increased by 4.15% to $144.12 billion. However, import growth has outpaced exports, surging by 7.57% to $229.7 billion. Commerce Secretary&rsquo;s Take Despite the widening trade deficit, the government expects stronger export growth in FY2024. Discussing the trade data with the media, Commerce Secretary Sunil Barthwal expressed confidence that the country&rsquo;s total exports of goods and services will surpass last year's figure.

The government on August 3 imposed &nbsp;import restrictions on laptops, tablets, all-in-one personal computers, ultra small form factor computers and servers. The ban was aimed at ensuring trusted hardware and systems to enter India.&nbsp;

But, the government gave an exemption from the import Licencing requirements for the import of one laptop, tablet, all-in-one personal computer, or ultra small form factor computer, including those purchased from e-commerce portals through post or courier. Imports will be subject to payment of duty as applicable.
However, the government had to put the decision on hold as it received opposition from various hardware and software manufacturers like Dell, HP, Apple, Samsung and Lenovo.

The government in a notification had said that the products under restrictions need license or permission from the government. However, there would be an exemption from the import Licencing requirements for the import of one laptop, tablet, all-in-one personal computer, or ultra small form factor computer, including those purchased from e-commerce portals through post or courier. Imports will be subject to payment of duty as applicable.
Economic Times earlier reported that Manufacturers' Association for Information Technology (MAIT) which includes top laptop, personal computer (PC) and server makers such as Dell, HP, Apple, Lenovo and Asus, sought an extension of at least six months for the implementation of new import restriction rules.&nbsp;
These top giants reportedly met top executives of Ministry of Electronics and Information Technology and said that that companies needed time to set up manufacturing units in India.
