Union minister Jitendra Singh on Monday suggested use of Artificial Intelligence (AI) in identifying IAS officers for domain-specific postings and targeted government projects.
The minister's proposal came during an event in which he launched the electronic civil list, 2025 in the form of an e-book -- a digital compendium of serving Indian Administrative Service (IAS) officers across the country.
Singh, while unveiling the e-book, said the IAS continues to attract some of the finest minds in the country and plays a vital role in strengthening India's federal governance.
He highlighted the e-civil list as an important tool for transparency, offering a structured view of the country's administrative leadership.
Singh, the Minister of State for Personnel, proposed an AI-based search option into the e-civil list.
This enhancement, he noted, could allow domain-specific searches to help identify suitable officers for mission mode and other targeted government projects, while ensuring that access to such features remains appropriately restricted, according to a Personnel Ministry statement.
The minister also stressed the importance of regularly updating the digital list to maintain its relevance and utility.
The e-book, published by the Department of Personnel and Training (DoPT), contains comprehensive details of IAS officers &mdash; including their name, batch, cadre, present posting, pay level, educational qualifications and retirement dates &mdash; as updated on January 1.
It also provides cadre-wise strength, the number of officers retiring over the next five years and appointment data from 1969 onwards.
For the first time, officers' photographs have been included in the digital document, the statement said.
Designed as a searchable PDF with embedded hyperlinks, the e-book offers a user-friendly interface that enables instant access to information.
"The civil list is an important resource not just for administrators and decision-makers but also for the general public," Singh said, adding that the move reflects the Centre's larger push for digital governance.
The minister described the initiative as part of the government of India's Digital India mission, aimed at modernising systems and improving citizen-centric services, the statement said.
By discontinuing the printing of hard copies, the department is also saving on government expenditure and contributing to eco-friendly governance practices, it added.
The DoPT, as the cadre-controlling authority of the IAS officers, compiles the civil list annually using inputs from central records and state cadres. The 2025 edition reflects a total authorised cadre strength of 6,877 officers, with 5,577 officers in active service across 25 state cadres.
The launch event was attended by several senior dignitaries, including Director General of the Indian Institute of Public Administration (IIPA) S N Tripathi, Director of the Lal Bahadur Shastri National Academy of Administration (LBSNAA) Sriram Taranikanti and Secretary, Department of Personnel and Training (DoPT), Rachna Shah, along with other senior officials.
The e-book civil list, 2025 is now available to the public on the DoPT website https://dopt.gov.in.

In order to ensure that necessary arrangements for the conduct of free, fair and peaceful election have been made as per provisions of Law and to oversee the electoral process with strict vigilance, the State Election Commission, Punjab has deputed 22 IAS Officers as Election Observers in different Districts of the State. Out of these, five officers will oversee elections in 5 Municipal Corporations (with one officer in each Municipal Corporation).
Disclosing this on December 11, an official spokesperson of the Punjab State Election Commission said that remaining Observers will supervise Municipal Council/ Nagar Panchayat Elections in different Districts of the State. These Observers were directed to reach their allotted Districts latest by 11 AM on 12 December 2024 (i.e. last day of nominations) to review all arrangements and necessary activities pertaining to the elections.
He further informed that these Observers shall review law and order arrangements made by the District Administration with regard to elections, elections related complaints, quantity of elections material, commissioning of EVMs, training of polling staff, enforcement of Model Code of Conduct, Videography/CCTV arrangements etc. They would be available in their allotted Districts, till the counting process is over. This is for the information of general public, and candidates.

The government on Tuesday put on hold the district training programme of controversial IAS officer Puja Khedkar, who is under the scanner for allegedly forging disability certificates to clear the Civil Services examination.
She has been asked to report back to the Lal Bahadur Shastri National Academy of Administration by July 23, a state government official said.
The academy has decided to recall her for further necessary action, the official said.
A letter by Additional Chief secretary of Maharashtra, Nitin Gadre said the academy has decided to put Khedkar&rsquo;s district training programme on hold and has immediately recalled her for further necessary action.
&ldquo;You are hereby relieved from the district training programme of the state government of Maharashtra. You are instructed to join the academy at the earliest but not later than 23rd July 2024 under any circumstance,&rdquo; the letter said.

Quoting sources, NDTV reported that the Election Commission removed the officer for 'bragging about his deployment' on social media.
Taking cognisance of the matter, the poll body reportedly relieved him as general observer and barred him from any election duty until further orders.

Is it proper for a woman IAS officer to bring her child to a public function and address the gathering holding him in her arms? This is the question being hotly debated by the netizens of Kerala over Pathanamthitta district Collector Divya S Iyer bringing her son to the valedictory ceremony of a private film festival and delivering the speech with the three-and-a-half -year old child in her arms.
While critics pointed out at 'propriety', those backing Iyer, including her husband, highlight the multiple roles women play and their right to have their moments with their children.
The incident triggered a controversy after Deputy Speaker of the state Assembly, Chittayam Gopakumar, one of the organisers of the sixth International Film Festival of Adoor, shared a video of the Collector with her son attending the finale of the three-day event on October 30 on his Facebook page.
However, he deleted the video from his FB handle later.
In the video, Iyer could be seen sitting with her child on the dais, cuddling him and later affectionately talking to him while standing up to deliver her speech.
While a large number of people came out criticising her, saying the act was improper for a high-ranking officer, several others voiced support to the Collector and pointed out to the example of New Zealand Prime Minister Jacinda Ardern who had made history by bringing her three-month-old daughter to the United Nations General Assembly in 2018.
While Ardern delivered her speech at a peace summit in the UN, her partner Clarke Gayford had held the infant on his lap, creating headlines worldwide.
As criticism mounted against Iyer over the incident, her husband K S Sabarinadhan, former legislator and Youth Congress state vice-president, came out in strong defence of his spouse, saying she took the boy along with her as it was a holiday and the function was purely unofficial.
In a Facebook post on Thursday, he said Iyer is a committed officer who completely dedicates her week days for official purposes but would try to spend Sundays with her son by avoiding travel, meetings and other programmes.
However, some functions could not be avoided in certain circumstances and in such situations she would inform the organisers in advance that she would attend the event along with their son, he said.
Noting that such a discussion was good in one way, he said it was not the issue of one Divya Iyer alone but of the majority of working women who stand firm on their feet by overcoming several hurdles and difficulties.
At least, half of the criticism would be over if we learn how many difficulties are being overcome by women, who are playing multiple roles as wife, mother and so on, besides handling professional duties.
"Working mothers do not need anyone's sympathy. But, the society should give them a positive space to work," Sabarinadhan added.
Renowned writer Benyamin and social activist Dhanya Raman were among those who extended whole-hearted support to the woman IAS officer in the controversy.
Raman, in a recent Facebook post, said let all children have the chance to grow up enjoying the love of their mothers' heart.
Benyamin said besides being the district collector, Iyer is also a person who plays multiple roles like wife, mother, friend and so on.
"She also needs private moments. She also has the right to spend some time with her child," he said in a FB post.
Asking what was objectionable in taking the child along with her while attending a private function, he also said "why cannot we think about the rights of mother and child?" He also pointed out at the respect shown to women in many foreign countries if they arrive at public platforms, parliaments and legislative assemblies with their babies.
However, many persons including noted lyricist Rajeev Alunkal criticised the Collector's act saying by bringing the child to a public function, she acted without much propriety.
Several other critics charged that the woman official had "over-acted" and did not give much seriousness to the event.
The officer is yet to react to the controversy.
