Hong Kong firefighters searched through a high-rise tower complex apartment-by-apartment Friday for more victims after a massive fire engulfed seven of its eight buildings, killing at least 128 people in one of the city's deadliest blazes.
Crews were prioritising apartments from which they received more than two dozen calls for assistance during the blaze, but were unable to reach, Derek Armstrong Chan, a deputy director of Hong Kong Fire Services, told reporters.
The toll rose Friday afternoon to 128 after more bodies were found in the blackened towers, and Secretary for Security Chris Tang told reporters at the scene that the search for victims was continuing and the numbers could still rise.
The fire started midafternoon Wednesday in one of the Wang Fuk Court complex's eight towers, jumping rapidly from one to the next as bamboo scaffolding covered in netting in place for renovations caught ablaze until seven buildings were engulfed.
It took more than 1,000 firefighters, some 24 hours to bring the blaze under control, and even nearly two days later, smoke continued to drift out of the charred skeletons of the buildings from the occasional flare-up.
The final search of the buildings was expected to be completed later Friday, at which point officials have said they will officially end the rescue phase of their operation at the complex in Tai Po district, a northern suburb near Hong Kong's border with mainland China.
It was unclear how many people could possibly be inside the buildings, which had almost 2,000 apartments and some 4,800 residents.
&ldquo;We will endeavour to force entry into all the units of the seven blocks concerned so as to ensure that there are no other possible casualties,&rdquo; Chan said.
He said an updated figure on the number of missing people cannot be calculated until the search and rescue operation is complete.
The apartments from which a total of 25 unanswered rescue calls were received, which are being prioritised, were primarily on higher floors, where the fire was last to be extinguished, he said.
More than 70 people were injured in the blaze, including 11 firefighters, and about 900 people were housed in temporary shelters.
Most of the casualties were in the first two buildings to catch fire, Chan said.
The apartment complex housed many older people. It was built in the 1980s and had been undergoing a major renovation.
Hong Kong's anti-corruption agency said on Thursday it was investigating possible corruption relating to the renovation project.
Three men, the directors and an engineering consultant of a construction company, have been arrested on suspicion of manslaughter, and police said company leaders were suspected of gross negligence.
Police have not identified the company where the suspects worked, but The Associated Press confirmed Prestige Construction &amp; Engineering Company was in charge of renovations in the tower complex.
Police have seized boxes of documents from the company, where phones rang unanswered Thursday.
Authorities suspected that some materials on the exterior walls of the high-rise buildings did not meet fire resistance standards, allowing the unusually fast spread of the fire.
Police also said they found plastic foam panels &mdash; which are highly flammable &mdash; attached to the windows on each floor near the elevator lobby of the one unaffected tower.
The panels were believed to have been installed by the construction company, but the purpose was not clear.
Authorities planned immediate inspections of housing estates undergoing major renovations to ensure scaffolding and construction materials meet safety standards.
The fire was the deadliest in Hong Kong in decades. A 1996 fire in a commercial building in Kowloon killed 41 people.
A warehouse fire in 1948 killed 176 people, according to the South China Morning Post.

Hong Kong firefighters were scouring scorched high-rises Thursday for over 250 people listed as missing, a day after the financial hub's worst blaze in decades killed at least 55 in an apartment complex.
Over 24 hours after fire broke out in the eight-building housing estate with 2,000 units, flames were still visible in some windows as crews sprayed water on the blackened exteriors.
Authorities have begun investigating what sparked the disastrous blaze, including the presence of bamboo scaffolding and plastic mesh wrapped around the structures as part of construction work.
Hong Kong's anti-corruption body said it has launched a probe into renovation work at a housing complex, hours after police said they arrested three men on suspicion of negligently leaving foam packaging at the fire site.
The intense flames in four of the eight apartment blocks were finally extinguished and the fires in three others were under control, officials said Thursday afternoon. One building was not affected.
Multiple residents of Wang Fuk Court, located in Hong Kong's northern district of Tai Po, told AFP that they did not hear any fire alarm and had to go door-to-door to alert neighbours to the danger.
"The fire spread so quickly. I saw one hose trying to save several buildings, and I felt it was far too slow," said a man surnamed Suen.
"Ringing doorbells, knocking on doors, alerting the neighbours, telling them to leave -- that's what the situation was like," added.
Crowds moved by the tragedy gathered near the complex to organise aid for displaced residents and firefighters, part of a spontaneous effort in a city that has some of the world's most densely populated and tallest residential blocks.
"It's truly touching. The spirit of Hong Kong people is that when one is in trouble, everyone lends support... It shows that Hong Kong people are full of love," said Stone Ngai, 38, one of the organisers of an impromptu aid station.
But the toll continues to increase and fire service officials told reporters that 51 victims lost their lives at the scene, while four died in hospital.
Hong Kong authorities will immediately inspect all housing estates undergoing major works following the disaster, the city's leader John Lee said.
 - Dozens in hospital -
Another displaced resident, Wong Sik-kam, recalled how his son was one of the firefighters dispatched to the scene.
"My son called me and told me about the fire... I thought it was just a normal fire, like a kitchen accident that would be put out. Who knew it would get so bad?" Wong said.
Among the dead was a 37-year-old firefighter, who was found with burns on his face half an hour after losing contact with colleagues, according to the fire service director Andy Yeung.
A government spokesman told AFP that 61 people were being treated in hospital. Fifteen were in a critical condition, 27 in a serious condition and 19 were stable.
City leader Lee said in the early hours of Thursday that 279 were unaccounted for, though firefighters said later that they had established contact with some of those people. Authorities have not updated the figure since.
Lee said more than 900 people sought refuge at temporary shelters overnight.
The Indonesian consulate said around noon that two of the deceased were Indonesians working as migrant domestic workers.
 - 'Unable to reach people' -
On Wednesday night, sections of charred scaffolding fell from the burning blocks and flames could be seen inside apartments, sometimes belching out through windows into the night sky, casting an eerie orange glow on surrounding buildings.
"The temperature at the scene is very high and there are some floors where we have been unable to reach people who requested help, but we will keep trying," said Derek Armstrong Chan, the deputy director of fire service operations.
He said the wind and drifting debris likely spread the fire from one building to another, although he added that authorities are investigating the cause of the blaze.
Chinese President Xi Jinping expressed condolences to the victims, including "the firefighter who died in the line of duty", according to state media.
Lee said he was "deeply saddened" and that all government departments were assisting residents affected by the fire.
On Thursday afternoon, some of the residents in adjacent blocks who had been evacuated as a precaution were allowed back into their homes.
Volunteers distributed clothes and lunch boxes at the open-air podium of a nearby mall, while a few people gave out flyers with information about missing people.
Deadly fires were once a regular scourge in densely populated Hong Kong, especially in poorer neighbourhoods.
However, safety measures have been ramped up in recent decades and such fires have become much less commonplace.

The department can also restrict certain visits, including those made by specific chaplains, for purposes such as maintaining national security, preventing crime and facilitating inmate rehabilitation.
Critics worry the changes could undermine inmate rights in a city where many democracy advocates were arrested for their political activism following massive anti-government protests in 2019. The city now has two national security laws that Beijing deemed necessary for stability.
Official data show hundreds of people were sent to correctional services facilities each year between 2020 and 2024 over offenses linked to the protests or for allegedly endangering national security. As of Dec. 31, 2024, nearly 600 people were in custody for such offenses, according to the correctional services department.
In a discussion of the changes with lawmakers this month, Hong Kong Secretary for Security Chris Tang said some prison visitors specifically went to see inmates who were jailed for their roles in &ldquo;the black violence" &mdash; a phrase officials use to describe the 2019 protests &mdash; and they continued to stoke anger against the government. Tang said that was &ldquo;no good&rdquo; for safeguarding national security and detrimental to maintaining prison security.
The city's government, without specifying, said a past incident in which an inmate handed over unauthorized articles to his legal adviser to take out of the prison during a visit has raised public concern. Last year, the city's court system convicted jailed activist Owen Chow and his lawyer after the lawyer took Chow's complaint form, concerning correctional service officers, out of prison without prior approval.
Officials maintained that when a magistrate issues a warrant to bar an inmate from consulting with a particular lawyer, the prisoner can still seek advice from another legal representative of their choice and be entitled to the right to confidential legal advice.
Lawmakers will scrutinize the legal changes next week.
Brandon Yau, secretary of the prisoner support group Waiting Bird, said it seemed some authorities believed former demonstrators of the 2019 protests were still planning organized resistance in jail, but that it doesn't match reality.
Yau, whose group supports many people jailed for social movement-related cases, said those who provided humanitarian support to the inmates just wanted to show care for their well-being in prison and concern about whether they could start anew following their release.
&ldquo;It seems they (authorities) are doing something further to create an atmosphere that they would continue to target and suppress the political prisoners who were convicted for their roles in the social movement,&rdquo; he said.
While there's no immediate impact on his group's work, Yau said the law has granted powers to restrict inmates' visitor lists, and they would have to see how extensively this power is being exercised.

The CFS has informed the vendors concerned of the irregularities and instructed them to stop sales and remove from shelves the affected products."

A cleaning person found two dead baby boys in glass bottles in the living room of a vacated apartment in Hong Kong, police said Saturday. A man and a woman, believed to be the parents, have been detained.
The bottles were 30 centimeters (1 foot) tall and the bodies had no obvious signs of injury, Chief Inspector Au Yeung Tak of the New Territories North division told reporters. He said an autopsy would be conducted to try to determine the age of the babies and whether they were dead at birth.
A 24-year-old man and a 22-year-old woman were detained on suspicion of illegal disposal of bodies. Au Yeung said the pair lived in the apartment and are believed to be a couple.
The landlord sent the cleaning person to the apartment Friday after the tenants moved out. Hong Kong broadcaster RTHK reported that the bodies were &ldquo;soaked in liquid and kept in bottles.&rdquo;
