Bypolls for three assembly seats in Himachal Pradesh represented by three Independent lawmakers who resigned from the assembly and joined the BJP will be held on July 10, according to the schedule issued by the Election Commission on Monday.
The three Independent MLAs -- Ashish Sharma (Hamirpur), Hoshiyar Singh (Dehra) and KL Thakur (Nalagarh) -- resigned from the assembly on March 22 and joined the BJP the following day.
Their resignations were accepted by the speaker on June 3.
There is speculation now that the BJP may field these three as its candidates from their respective seats.
Sharma, Singh and Thakur were among the nine MLAs, including six from the Congress, who voted for BJP candidate Harsh Mahajan in the February 27 Rajya Sabha elections.
The six Congress MLAs were disqualified from the assembly for defying a party whip to be present in the House and vote in favour of the government. They later joined the BJP and were fielded from the respective constituencies they vacated on a saffron party ticket.
In the bypolls to the six assembly constituencies, held simultaneously with the Lok Sabha elections, the Congress retained four seats while two were won by the BJP.
The 68-member House is now functioning with 65 MLAs after the bypolls. The ruling Congress has 38 MLAs while the BJP has 27.
According to the Election Commission's schedule, the notification for the bypolls will be issued on June 14 and the last date for filing nominations will be June 21.
The papers will be scrutinised on June 24 while the last date for withdrawing nominations is June 26. The votes will be counted on July 13.
Chief Minister Sukhvinder Singh Sukhu said the Independent MLAs could support any party in the House and there was no need for them to resign.
"They were elected for five years but resigned within 14 months and the people of the state will decide their fate," he said.
In a related development, the Congress has dissolved its Hamirpur block unit and will shortly reconstitute it.

A case has been lodged against a teacher of a government school in Himachal Pradesh for allegedly forcibly showing a pornographic video to a Class-9 girl and indulging in shameful acts with her, police said on Saturday.
The girl's mother got a complaint lodged against the drawing teacher of the Government High School in Junga, located about 20 km from state capital Shimla, at the Dhalli police station on Friday.
The accused had allegedly asked the student to stay back for extra classes on May 2 and forcibly showed her a video of a naked girl on his phone, besides inappropriately touching her, the complaint said.
A case for attempt to outrage modesty, sexual harassment and assault under sections 354 and 354A of the Indian Penal Code and sections 10 and 12 of the Protection of Children from Sexual Offences (POCSO) Act has been registered against the accused teacher, police said.

Several Gujarat MLAs, including four from the Congress who joined the BJP recently, have also been fielded by the party for bypolls necessitated by their resignations.

Three Independent MLAs in Himachal Pradesh, who had voted in favour of the BJP candidate in the recent Rajya Sabha elections, submitted their resignation to the Assembly secretary on Friday, and trained their guns on Chief Minister Sukhvinder Singh Sukhu.
One of them told reporters that they would join the BJP and contest elections on its ticket.
The three MLAs -- Ashish Sharma (Hamirpur constituency), Hoshiyar Singh (Dehra) and K L Thakur (Nalagarh) -- reached Shimla Friday, and accompanied by leader of the opposition Jai Ram Thakur and other BJP MLAs, submitted their resignation to Assembly secretary Yash Paul Sharma.
"We have submitted our resignation. We will join the BJP and contest elections on its ticket," Hoshiyar Singh told reporters.
Speaker Kuldeep Singh Pathania said the Independent MLAs have submitted their resignation and have not cited the reason. Necessary procedure would be followed in the matter, he added.
All the three Independents had sought BJP tickets during the 2022 Assembly polls but they were denied tickets and contested as Independents. However, later when the Congress formed the government with 40 legislators, the three Independents had supported the government.
The Independent MLAs said Chief Minister Sukhu has stooped to such a level that he is targeting them and their families and registering false cases against them.
The three Independent MLAs, along with six Congress rebels, voted in favour of the BJP candidate in the Rajya Sabha elections last month.
The rebel Congress MLAs were disqualified for defying a whip to be present in the House and vote in favour of the ruling Congress during cut motions and budget.
The Election Commission of India had announced by-elections in the six assembly seats falling vacant after the disqualification of Congress legislators along with four Lok Sabha seats in the last phase on June 1.
Talking to reporters, Hoshiyar Singh said they had gone to submit their resignation to the speaker but he was not available.
They then handed over their resignation letters to the Assembly secretary and later met Governor Shiv Pratap Shukla to apprise him of the development.
"Our conscience did not allow voting for an outsider --? Congress candidate Abhishek Manu Singhvi -- in the Rajya Sabha election and it was our right to vote per our wish," Singh said, adding that "ever since the result of Rajya Sabha elections, the state government has started politics of vendetta." "Under these circumstances, we have decided to resign. We will join BJP and contest elections on BJP ticket under the leadership of Prime Minister Narendra Modi, Home Minister Amit Shah and BJP national president J P Nadda and strengthen the nation as well as the state," he added.
K L Thakur claimed that development had come to a standstill in the past 14 months under the Congress rule and "we were unable to work for the people and there was no point in remaining an MLA." Meanwhile, Chief Minister Sukhu said the Independent MLAs should not have resigned and should have respected the people's mandate.
It is a matter of probe whether money was involved in the whole episode or the MLAs were pressured, he said.
"Kuch galat kiya hoga, tabhi istifa diya hai (they must have done something wrong that is why they have resigned)," he added.
With the disqualification of six Congress MLAs, the strength of the ruling Congress came down from 40 to 34, including the speaker, in the 68-member Assembly. The BJP has 25 members.

Two trekkers, who were out for an outing in Himachal Pradesh's Billing Valley, died after falling into a gorge. One of them was a woman. For two days, they were not found, but their pet German Shepherd dog, which was accompanying them, remained beside its master and the woman and kept barking till they were found by the rescue teams on Tuesday.&nbsp;
The trekkers who died are identified as Abhinandan Gupta (30) from Punjab's Pathankot and Pranita Wala (26) from Pune. Authorities said that the post-mortem would confirm the cause of death.&nbsp;
Kangra district police chief Veer Bahadur said that Abhinandan Gupta had been living in the area for the past four years for paragliding and trekking activities. Whereas, the woman arrived from Pune a few days back and set out after a round of snowfall.&nbsp;
Veer Bahadur also said, "The preliminary probe has found that a group of four people, two of them women, set out in a car. When the car could not proceed beyond a point, they started walking. As the weather changed, two people in the group backed off and returned to safety with the help of others there. But Gupta reportedly said that he knows the route and he, Pranita and the dog went on their way."
The missing complaint of the two was registered by another group. Later on, a search party was sent to look for them. One of the members of the rescue team said, "This is a steep area and turns very slippery during snowfall. It appears they slipped and fell. They managed to get up once, but slipped again."
The bodies have now been handed over to the families after autopsy.&nbsp;

The craze to visit Atal Tunnel propelled hotel occupancy in key hill resorts of Shimla, Manali to 90 per cent, as a record 28,210 vehicles crossed the Atal Tunnel on a single day on Sunday (December 24).
After snowfall at Atal tunnel on Saturday, tourists made beeline to the tunnel and a record number of 28,210 vehicles crossed Atal Tunnel on Sunday, according to Lahaul and Spiti police on Monday.
The hoteliers are upbeat as the local MeT office has predicted rain in mid hills and rain and snow in higher hills on December 30 and 31.
The occupancy is around 90 per cent and the Manali Carnival from January 1 to 6, which would showcase local culture and cuisines, would boost tourist arrival in the year-end, said President of Federation of Himachal Hotels and Restaurant Associations (FOHHRA) Gajender Thakur.
"We welcome the tourists, who have come to the State in lakhs," said Chief Minister Sukhvinder Singh Sukhu, adding that Himachal has stood up again after the disaster to welcome the tourists.
He also praised the efforts of district administration and the Police jawans for efficiently managing the huge tourist rush and extending helping hand to few struck up in snow particularly at North and South Portal of Rohtang Tunnel at minus 12 degree C.
Kullu district was one of worst disaster hit districts of the state during the monsoon fury but it has bounced back, kindling the hopes for revival of the tourism industry which mainstay of the people in the region.
The hotel occupancy in hill resort of Shimla rose to around 90 per cent during the weekend (Saturday and Sunday), but it dropped to 60 per cent and Monday being a working day, people started returning, Vice President of Shimla Hotel and Restaurant Association Prince Kukreja told PTI.
Even though a white Christmas eluded Shimla city, Carnivals added to the shine of Christmas-New Year festivities in the capital city and with MeT predicting rain and snow on December 30 and 31, the occupancy is expected to be 100 per cent, president of the association M K Seth told PTI.
Carnivals from Christmas to New Year in state capital Shimla have added to the vigor of festivities. Sufiana recitals, Quawalis, performances by musical groups and plays are other attractions.
Group selfies at Historic Ridge Church were in vogue. However, traffic chaos prevailed in the capital city as thousands of vehicles were in the city and traffic congestion was visible at several places.
As many as 55,345 vehicles arrived in Shimla in the past 72 hours, said Shimla Police in a Facebook Post on Monday evening. Elaborate arrangements have been made and traffic police are on the job, the police said.
The Himachal Pradesh Tourism development Corporation (HPTDC) has also offered special packages for New Year celebrations in its resorts for Gala Nights, Dine 'N' Dance, DJ with live music, dance competitions and fun activities for children, said Managing Director HPTDC Amit Kashyap.&nbsp;

In an exclusive interview with the Indian Express, the chief minister said architects from outside are coming to the state and constructing floor on floor, without applying scientific methods. Cold wave: Delhi colder than most places in Himachal, Uttarakhand

The visibility levels dropped to 50 metres at the Palam observatory, near the IGI Airport, and 25 metres at the Safdarjung observatory and the Ridge weather station, an official of the India Meteorological Department (IMD) said. &nbsp; A total of 267 trains were delayed due to bad weather, a railway official said.
It (Monday) was the fifth consecutive day that Delhi's minimum temperature was lower than most hill stations in Himachal Pradesh and Uttarakhand, including Chamba (8.7 degrees), Dalhousie (9 degrees), Dharamshala (9.2 degrees), Shimla (10.3 degrees), Manali (6 degrees), Kangra (8.9 degrees), Dehradun (6.5 degrees), Mussoorie (11.3 degrees), Nainital (6 degrees), Mukteshwar (7.6 degrees) and Tehri (9.2 degrees), according to the IMD.

According to officials there was no loss of life due to timely evacuation. 
As per media reports, some men sitting in the bar noticed sudden cracks in the windows and ran out of the building while alerting others. 
The weather officer has predicted  widespread moderate to heavy rainfall in Sirmaur, Solan, Shimla, Mandi, Kullu, Hamirpur, Kangra, Bilaspur districts and adjoining areas including Shimla town for Saturday and Sunday. 
There is a high probability of one or two spells of very heavy rainfall in parts of these districts during this period, it added.
The department warned that downpours may cause traffic disruptions, landslides, increased runoff in nullahs, rivers and other channels leading to flash floods and poor visibility conditions.
It is advised to take adequate safety measures to avoid any untoward incident, the MeT office suggested.
Light to moderate rainfall is also expected in high hills including parts of Lahaul-Spiti and Kinnaur districts, it added.

At least 16 people have died and many are missing after flash floods in Himachal Pradesh, Jammu and Kashmir, and Ladakh on Wednesday.
In Jammu and Kashmir&rsquo;s Kishtwar, a cloudburst hit a remote village around 4:30 am, leaving seven people dead and 17 others injured. 19 houses, 21 cow sheds and a ration depot situated on the banks of a stream, besides a bridge were damaged in the cloudburst, according to officials. A search and rescue operation by police, Army and State Disaster Response Force is underway to locate over 14 people who are still missing.
In Himachal Pradesh&rsquo;s Lahual-Spiti, two tents of labourers and a private JCB were washed away in the flash floods around 8 pm on Tuesday, officials said, adding that 12 labourers were washed away in the flash floods. Of them, seven bodies recovered, two rescued with injuries and three are still missing, he added.
Two men have also died in Himachal&rsquo;s Chamba district due to flash floods. Besides four people, including a woman, her son, a hydro project official and a Delhi tourist are feared dead in Kullu district, according to officials.
In Ladakh, two cloudbursts hit different areas of Kargil, causing damage to a mini power project, nearly a dozen residential houses and standing crops, the officials said, adding that no loss of life was reported in the cloudbursts, which struck Sangra and Khangral on Tuesday evening.

While tourist rush is certainly a boom for business that has&nbsp;taken a very hard Covid knock, pictures of swarms of tourists in Shimla and Manali have raised Covid concerns again. Social distancing norms and mask rules are being openly flouted.
As the pictures of popular summer tourist destinations brimming with people went viral on social media, many cautioned that the "no hotel beds" situation may soon turn into a "no hospital bed" situation, reminding of the deadly second wave of Covid that devastated the country in April-May.

Influenza outbreak has been reported in two districts of Kerala -- Kettayam and Alappuzha -- and authorities have ordered culling of ducks, hens and other domestic birds. Officials said some 40,000 birds will have to be culled to check the spread. A bird flu alert has also been sounded in Madhya Pradesh after the death of hundreds of crows in several districts.

According to her father, the actress was responding to social issues which caused "heartburn" to some people in Maharashtra, the minister told reporters. Kangana's father met the CM and stated that she was being harassed and based on his request, the Himachal govt approached the Centre. The Minister, however, did not clarify who is going to foot the bills for the security - the state government or the actress herself.

He had also met the CM and submitted a memorandum that his daughter was being subjected to harassment... based on his request, the Himachal Chief Minister informed the centre about the situation, Mr Reddy said.
However, when asked, the Minister did not clarify who is going to foot the bills for the security - the state government or the actress herself.
The Bollywood actor was given Y-plus category security and is protected by about 10 armed commandos round-the-clock after she and some of the Maharashtra politicians indulged in a bitter war of words over the death of actor Sushant Singh Rajput in June.

Meanwhile, the Himachal Pradesh Chief Minister Jairam Thakur said it is the state's duty to provide&nbsp;Kangana&nbsp;with security as she is a daughter of the state and a celebrity. The actor has a programme to visit Mumbai on September 9 for and the government is considering to provide her security during the visit, he added.
