Bihar Polls 2020: All You Need to Know

As temperatures dip in some parts of the country, the political heat is rising in Bihar as polling draws near and political parties give their campaigns one final push. &nbsp;
The election for the 243-seat Bihar assembly is being held in 3 phases &ndash; 71 constituencies will vote in the first phase on October 28, 94 seats will go to polls in the second phase on November 3 and third phase on November 7 will cover 78 assembly seats. The ballots will be counted on November 10. &nbsp;
Around 7.29 crore people including nearly 78 lakh first-time voters will decide the fate of political stalwarts like Nitish Kumar and as well as that of rising sons like Tejashwi Yadav and Chirag Paswan. &nbsp;
Alliances have changed since the last Bihar assembly elections in 2015 which saw the RJD, JD(U) and Congress combine come to power. However, Nitish Kumar walked out of this grand alliance in 2017 to return to the BJP-led NDA fold. He continued as the Chief Minister but BJP&rsquo;s Sushil Kumar Modi replaced RJD&rsquo;s Tejashwi Yadav as the Deputy Chief Minister. &nbsp;
2020 might be the younger Yadav scion&rsquo;s year of vengeance as he takes the field as the chief ministerial candidate of the Congress-RJD Mahagathbandhan. The RJD has bagged the lion&rsquo;s share and will be contesting 144 seats, Congress 70 seats and the CPI-ML, CPI and CPI(M) will be contesting a total of 29 seats. The grand alliance is however a few allies short with Vikasheel Insaan Party and former CM Jiten Manjhi&rsquo;s Hindustani Awam Morcha quitting the alliance and joining NDA. &nbsp;
The ruling coalition may have gained 2 allies but it lost 1 very important ally with Lok Janshakti Party led by late Ram Vilas Paswan&rsquo;s son Chirag Paswan deciding to party ways with NDA in Bihar over differences with Nitish Kumar. While the LJP will fight the polls alone, it will field candidates only against JD(U) and not the BJP.&nbsp;
The saffron party is contesting 110 seats, the JD(U) 115 seats and smaller allies Vikasheel Insaan Party and CM Jiten Ram Manjhi&rsquo;s HAM will be fighting from 11 and 7 seats respectively.&nbsp;
There are other minor political parties and alliances in the fray as well. Former NDA ally Upendra Khushwaha&rsquo;s Rashtriya Lok Samta Party has joined hands with Asaduddin Owaisi&rsquo;s AIMIM. Chandrashekhar Azad&rsquo;s Azad Samaj Party has formed an alliance with MP Pappu Yadav&rsquo;s Jan Adhikar Party. &nbsp;
Whether these smaller parties dampen the Diwali festivities of the bigger ones by dividing their votes or Nitish Kumar beats anti-incumbency to retain his chair or an ailing Lalu Yadav sees his son lead his party to victory will be clear when the EVMs are unlocked on November 10. &nbsp;

RJD president Lalu Prasad's 'samdhi' Chandrika Roy has been nominated by the JD(U) as the Nitish&nbsp;Kumar-led party announced the&nbsp;list of 115 candidates.&nbsp; Roy, who is&nbsp;father of Tej Pratap Yadav's estranged wife Aishwarya, had recently switched over to the JD(U) from RJD.&nbsp;Roy will contest from Parsa&nbsp;and has represented the&nbsp;seat&nbsp;six times in the past. The name of the former state police chief Gupteshwar Pandey, who took VRS last month and later was given membership of the JD(U) by the chief minister himself, is missing from the list of nominees made public during the day.
Lalu's 'samdhi'&nbsp;Chandrika Roy to fight against RJD

PTI,&nbsp;Patna:&nbsp;RJD president Lalu Prasad's 'samdhi' Chandrika Roy has been nominated by the JD(U) from his traditional Parsa assembly seat, but name of the former DGP Gupteshwar Pandey is missing from the list of 115 candidates released by the party on Wednesday.
The JD(U) released list of the candidates at a press conference addressed by state president Basistha Narayan Singh, party leader in Rajya Sabha RCP Singh and its state working president Ashok Choudhary.
Chief Minister Nitish Kumar headed party has already allocated seven seats out of its quota of 122 seats in the 243-member assembly to its associate partner Hindustani Awam Morcha (HAM) of former chief minister Jitan Ram Manjhi.
Roy, father of Tej Pratap Yadav's estranged wife Aishwarya, had recently switched over to the JD(U) from RJD.
Roy, son of former chief minister Daroga Prasd Rai and a minister in the RJD government in the past as well in the 2015 Grand Alliance ministry, will be in fray from Parsa constituency in Saran district which he has represented six times in the past.
The name of the former state police chief Gupteshwar Pandey, who took VRS last month and later was given membership of the JD(U) by the chief minister himself, is missing from the list of nominees made public during the day.
Buxar, hometown of Pandey and Shahpur constituency from where it was speculated in the media that he might contest the state polls have gone to the BJP under seat-sharing formula.
The JD(U) got two seats in the Buxar district- Dumraon and Rajpur (reserved SC)-where it named Anjum Ara and state minister Santosh Kumar Nirala respectively.
Kumar's party has yet not named anybody for the Valmiki Nagar Lok Sabha seat which will see by-election on November 7.
The by-poll has been necessitated due to death of JD(U0 sitting MP Baidyanath Mahto. There was hectic speculations in the media about chance of the former DGP being fielded from there.
Pandey, who had hit the national headlines in the death case of actor Sushant Singh Rajput, hopes now rest on Valmiki Nagar bypolls or a berth in the legislative council in future.
Though Pandey could not find place in the JD(U)'s list, his former police colleague Sunil Kumar, who retired as Director General (Home Guards) recently has been nominated by the JD(U) from Bhore (reserved seat) in Gopalganj district.
Majority of the ministers and turncoats have been given ticket by the JD(U).
Speaker of the outgoing assembly Vijay Kumar Chaudhary will contest from his traditional seat Saraiganj in Samastipur district.
Ministers- Bijendra Prasad Yadav, Ram Sevak Singh, Shrawan Kumar, Jai Kumar Singh, Bima Bharti, Madan Sahni, Khursheed Firoz Ahmad, Shailesh Kumar and Krishnandan Prasad Varma have been repeated from their old constituencies.
Jaivardhan Singh Yadav, grandson of former Bihar minister and a powerful yadav leader Ramlakhan Singh Yadav has been given ticket from his old seat Paliganj while Faraz Fatmi has been named from Darbhanga rural seat. Both had left RJD and joined JD(U) recently.
The two RLSP MLAs-Lallan Paswan and Sudhansu Sekhar- who had crossed over to Kumar's party have also been renominated.
HAM has already named its seven candidates. Jitan Ram Manjhi filed his nomination Wednesday from Imamganj (reserved SC) seat.&nbsp;

Chief Minister Nitish Kumar had announced at a joint press conference Tuesday that while JD(U) will spare some seats to Hindustani&nbsp;Awam&nbsp;Morcha&nbsp;of former chief minister&nbsp;Jitan&nbsp;Ram Manjhi from its share of 122 seats and the BJP will accommodate VIP from its quota of 121 seats in the 243-member assembly. JD(U) has provided seven seats to HAM.&nbsp;VIP&nbsp;chief Mukesh Sahni will also be provided one seat in Bihar legislative council in future. The&nbsp;Vikassheel&nbsp;Insaan&nbsp;Party quit the RJD-led grand alliance last week.&nbsp;&nbsp;

The seat distribution to VIP was announced at a press conference addressed by Deputy Chief Minister Sushil Kumar Modi, Bihar unit president Sanjay Jaiswal and VIP chief Mukesh Sahni.&nbsp;
Jaiswal told reporters that VIP will also be provided one seat in Bihar legislative council in future.&nbsp; VIP floated a couple of years ago by former Bollywood set designer Mukesh Sahni, was with the opposition Grand Alliance till last week.&nbsp;
Sahni had on Friday last announced an abrupt exit from the opposition coalition in protest against "back-stabbing" by RJD, which helms the anti-NDA grouping, and its de facto leader&nbsp;Tejashwi&nbsp;Yadav.&nbsp;
Sahni expressed happiness over return to the BJP-led NDA with which he had started his political innings in 2014 general election with an aim to make Narendra Modi Prime Minister of the country.&nbsp; &nbsp;
