India and Germany agreed to deepen cooperation in defence, trade, semiconductors and critical minerals, signing 19 pacts as Prime Minister Narendra Modi and Chancellor Friedrich Merz pledged stronger strategic ties.

India and Germany on Monday unveiled measures to boost cooperation in areas of defence, trade, critical minerals and semiconductors, with Prime Minister Narendra Modi and Chancellor Friedrich Merz vowing to bolster overall bilateral ties to jointly navigate challenges arising out of geopolitical upheaval.
Following talks between Modi and Merz, the two sides inked 19 pacts, including a roadmap for defence industrial collaboration and another on expanding cooperation in the higher education sector. A separate pact was inked on engagement in the telecommunications sector.
The two leaders also pitched for early finalisation of the India-European Union (EU) free trade agreement to expand the overall trade basket. A visa-free transit for Indian passport holders for transiting through Germany was also announced to boost people-to-people ties.
The German leader, accompanied by a large business delegation, landed in Ahmedabad early this morning on a two-day visit to India. It is his first trip to Asia as the German Chancellor.
"The growing cooperation in defence and security is a symbol of our mutual trust and shared vision. I express my heartfelt gratitude to Chancellor Merz for simplifying the processes related to defence trade," Modi said in his media statement.
"We will also work on a roadmap to enhance cooperation between our defence industries, which will open up new opportunities for co-development and co-production," he added.
In the talks, Modi and Merz reaffirmed their commitment to a free and open Indo-Pacific, respect for international law including UNCLOS (UN Convention on the Law of the Sea), and announced a new bilateral Indo-Pacific consultation mechanism. The move comes amid China's increasing military muscle-flexing in the region.
Modi and Merz also reaffirmed their strong support for the India-Middle East-Europe Economic Corridor (IMEC), emphasising its transformational potential in reshaping and promoting global commerce, connectivity and prosperity.
In his comments, the prime minister also said that both sides are jointly advancing new projects in areas such as climate, energy, urban development, and urban mobility.
"The new mega project in green hydrogen involving companies from both countries will prove to be a game-changer for the energy of the future. "India and Germany are working together to build secure, trusted, and resilient supply chains," he said.
Modi said the growing trade and investment ties have infused "new energy" into the India-German strategic partnership as he pointed out that the bilateral trade has now reached its highest level ever and crossed the USD 50 billion mark.
"More than 2,000 German companies have been present in India for a long time. This reflects their unwavering confidence in India and the immense opportunities that exist here," he said.
The prime minister said both sides agreed that "terrorism is a serious threat to all humanity" and that India and Germany will continue to fight it together with "full determination".
In his remarks, Chancellor Merz extensively talked about people-to-people connections between the two countries and said the number of skilled workers, including caregivers and nurses, needed from India is increasing rapidly.
An agreement on skill partnership inked following the Modi-Merz talks is expected to facilitate the mobility of more Indian healthcare professionals to Germany, which is home to around 300,000 Indian expatriates and 60,000 students.
"We are experiencing that great powers use supply chains and raw materials increasingly as instruments of power. Together we want to oppose this," Merz said.
"We reduce unilateral dependencies of our supply chains and that makes both our economies more resilient," he said.
Modi, in his remarks, described the Indo-Pacific as an area of "high priority" for both countries.
The two leaders also discussed in detail a range of global and regional issues, including the conflict in Ukraine and the situation in Gaza.
"India has always advocated for the peaceful resolution of all problems and disputes, and supports all efforts being made in this direction," Modi said.
"India and Germany agree that reforming global institutions is crucial for addressing global challenges. Our joint efforts through the G4 group to reform the UN Security Council are a testament to this shared belief," he said.
On mobility of talents, Modi said special emphasis has been placed on enhancing migration, mobility and skilling.
"India's talented young workforce is making a significant contribution to Germany's economy."
The prime minister said the comprehensive roadmap on higher education will give a new direction to the partnership in the education sector.
"I invite German universities to open their campuses in India," he said.
A joint statement said the two leaders also unequivocally and strongly condemned terrorism and violent extremism in all its forms including cross border terrorism and called for concerted international efforts to combat terrorism in a comprehensive and sustained manner.
Modi and Merz condemned in the strongest terms the terrorist attack in Pahalgam in April last year as well as the terror incident in Delhi in November, it said.
"They committed to strengthen co-operation against terrorists and terrorist entities, including those listed in the UN 1267 Sanctions Committee," it said.
"Both sides also called upon all countries to continue to work towards eliminating terrorist safe havens and infrastructure as well as to disrupt terrorist networks and financing in accordance with international law," the statement added.

As part of the festival, the kitists have already visited places like Rajkot, Surat, Dholavira (in Kutch) and Statue of Unity (Narmada) during the last two days and enthralled the visitors, it said, adding that the festival in Ahmedabad will continue till January 14.&nbsp;
Last year, the festival attracted more than 3.83 lakh visitors across Gujarat.Through the 'International Kite Festival', Gujarat Tourism is attracting visitors to leading cultural and tourist destinations, such as Dholavira and the Statue of Unity.&nbsp;

Congress leader Rahul Gandhi has alleged that the BJP is proposing "elimination of the Constitution" that grants equal rights to all and vowed to create a system of opposition's resistance that will succeed in removing the party from power.
Speaking at the Hertie School in Berlin last week, Gandhi also alleged that the BJP has launched a full-scale assault and has captured the institutional framework of the country to help use it as a tool for building its political power and that is what the Opposition is fighting against.
In an hour-long video released by the Congress on Monday, Gandhi said India's largest and complex democracy is a global asset and the "assault" on the Indian democratic system is also an attack on the global democratic system.
"What the BJP is proposing essentially is the elimination of the Constitution. Elimination of the idea of equality between states, elimination of the idea of equality between languages and religions, elimination of the idea of the central core of the Constitution which is that every individual will have the same value," the leader of opposition in Lok Sabha said to a group of students at the Hertie School.
In the video, 'Politics is the art of listening', Gandhi said, "We will create a method, a system of opposition resistance that will succeed. But, we're not fighting the BJP. You have to understand that we're fighting their capture of the Indian institutional structure."
Answering queries of students, Gandhi claimed that there is a weaponization of the institutional framework.
"We fundamentally believe that there is a problem with the electoral machinery in India. Second thing is that there is a wholesale capture of our institutional framework. There is a full-scale assault taking place on the institution framework of our country," he claimed.
He noted that there is an atmosphere in India where the institutions are not performing the role they should be performing.
Gandhi said while the Europeans struggled to build a European Union, India built an economic and political union in 1947, which was based on the Constitution.
"If you are going to have any conversation about democracy on the planet, you cannot ignore by far the largest and most complex democracy in the world. That is why I say Indian democracy is a global public good, it is not just an Indian asset, it is a global asset.
"So when I talk of the attack on the Indian democratic system, I don't say it but it is actually an attack not just on the Indian democratic system, it is an attack on the global democratic system," Gandhi observed.
The Congress leader was on a tour to Germany last week.

Germany's Euro 2025 campaign had been full of promise, but not matched in substance.
Merz was filmed watching Germany goalkeeper Ann-Katrin Berger's amazing save in the quarterfinal win over France as if he'd never seen it before. He he was never so excited during a soccer game than he'd been watching Germany win on penalties the previous weekend.
A commitment to meet France's president, Emmanuel Macron, meant Merz couldn't attend the semifinals in Zurich.
Anyone watching Germany during the tournament was left wondering what the team is really capable of.
A highlight reel would feature a string of fine saves from Berger, committed defending from Franziska Kett, Giovanna Hoffmann and Jule Brand &ndash; who are all forwards &ndash; and only occasional flashes of brilliance in attack, such as Brand's opening strike in the team's first game against Poland.
Germany, the eight-time European champion, only nearly reached the final through sheer dogged determination.
Captain Giulia Gwinn was injured against Poland and ruled out for the remainder of the tournament. A 2-1 come-from-behind win over Denmark ensured early progress from the group, before a chastening 4-1 loss to Sweden in the last group game.
Germany had defender Gwinn's replacement, Carlotta Wamser, sent off early against Sweden for swatting the ball away from goal with her hand, then Kathrin Hendrich sent off early in the quarterfinal match against France for pulling French captain Griedge Mbock back by her hair.
It meant Germany reverted to defensive tactics in both games, protecting Berger's goal while hoping the likes of Brand and star forward Klara B&uuml;hl might score on counterattacks.
B&uuml;hl's corner allowed Sjoeke N&uuml;sken to score the equalizer against France and the team held on despite French dominance to win 6-5 on penalties after Berger's heroics.
The Germany goalkeeper was feted afterward for her amazing save to stop stand-in captain Janina Minge's backward header from going into her own net when she leaped backwards and somehow clawed the ball away from the line. Berger also saved two penalties and scored her own spot kick in the shootout.
The win filled the German players and supporters with confidence ahead of the game against Spain, despite the overall performance against France.
&ldquo;We dominated them from start to finish. Now they're through. I'm sorry, but they don't deserve it,&rdquo; France winger Selma Bacha said.
Germany was short on defenders against Spain with Sarai Linder joining Gwinn on the injury list and Hendrichs and N&uuml;sken both suspended. But it didn't stop the team defending, with forwards helping out at the back, producing timely blocks and committed challenges to frustrate Spain's star forwards. Berger again made a host of saves until she left space at her near post and Bonmat&iacute; squeezed the ball through.
It ended Germany's hopes of a rematch with defending champion England in the final, and left Merz with an opening in his schedule.&nbsp;

The talks come after Russia pounded Ukraine with some 300 drone strikes Saturday, Ukrainian officials said. Moscow continues to intensify its long-range attacks on Ukrainian cities, and analysts say the barrages are likely to escalate.
In an shift of tone toward Russia, the U.S. president last week gave Moscow a 50-day deadline to agree to a ceasefire or face tougher sanctions.

Authorities say he does not fit the usual profile of perpetrators of extremist attacks. He described himself as an ex-Muslim who was highly critical of Islam and in many posts on social media expressed support for the far-right anti-immigrant Alternative for Germany (AfD) party.
He is being held in custody as authorities investigate him.
The head of the Federal Criminal Police Office, Holger M&uuml;nch, said in an interview on the German broadcaster ZDF on Saturday that his office received a tipoff from Saudi Arabia in November 2023, which led authorities to launch &ldquo;appropriate investigative measures.&rdquo; &ldquo;The man also published a huge number of posts on the internet. He also had contact with various authorities and made insults and even threats. However, he was not known to have committed acts of violence,&rdquo; said M&uuml;nch, whose office is the German equivalent of the FBI.
He said that the warnings, however, proved to be very unspecific. The Federal Office for Migration and Refugees also said Sunday on X that it received a tipoff about the suspect in the late summer of last year. &ldquo;This was taken seriously, like every other of the numerous tips,&rdquo; the office said. In a shocking incident, a far-right anti-Islam activist Michael St&uuml;rzenberger, 59, was stabbed multiple times by an assailant while he was preparing to address a small political rally of Citizens' Movement Pax Europa or BPE in Germany's Mannheim.
The assailant dressed in a black hooded jacket tackled Michael to the ground and swung the knife at him while the onlookers were left terrified and panicked.
As the other BPE members jumped to save Michael from the attacker, the attacker climbed on top of the victim's blood-drenched body and stabbed him a second time. The police immediately rushed to the spot, however, the attacker already had injured two people.
While one of the policemen tried to stop the knifemen, he failed to gain control over the weapon. The suspect then stabbed the policeman leaving him injured. Listening to the frantic cry of the injured cop, the other policeman warned the attacker to pull back.
After the attacker did not respond to the warnings, the officer shot him at close range.
The entire incident was streamed online on the BPE's YouTube channel. The video was later removed from the page.&nbsp;

German lawmakers on Friday approved a government plan to liberalise rules on cannabis, paving the way for the country to decriminalise limited amounts of marijuana and allow members of &ldquo;cannabis clubs&rdquo; to buy it for recreational purposes.
Parliament's lower house, or Bundestag, backed the legislation, a prominent reform project of Chancellor Olaf Scholz's socially liberal governing coalition, by 407 votes to 226. There were four abstentions.
Health Minister Karl Lauterbach said the government's aim is to &ldquo;fight the black market&rdquo; and better protect young people. He said current laws in the European Union's most populous nation have failed, with consumption rising and increasing problems with contaminated or overly concentrated cannabis.
&ldquo;Whatever we do, we can't carry on like this,&rdquo; he told lawmakers. &ldquo;You can stick your head in the sand...but we won't solve a single problem that way.&rdquo; Lauterbach, who noted that he himself long opposed legalising cannabis, argued that addiction researchers say removing the taboo around marijuana and giving information on its risks is the right approach.
The bill foresees legalising possession by adults of up to 25 grams (nearly 1 ounce) of marijuana for recreational purposes and allowing individuals to grow up to three plants on their own. That part of the legislation is supposed to take effect on April 1.
German residents who are 18 and older would be allowed to join nonprofit &ldquo;cannabis clubs&rdquo; with a maximum 500 members each, starting July 1. The clubs would be allowed to grow cannabis for members' personal consumption.
Individuals would be allowed to buy up to 25 grams per day, or a maximum 50 grams per month &mdash; a figure limited to 30 grams for under-21s. Membership in multiple clubs would not be allowed. The clubs' costs would be covered by membership fees, which would be staggered according to how much marijuana members use.
The government plans a ban on advertising or sponsoring cannabis, and the clubs and consumption won't be allowed in the immediate vicinity of schools, playgrounds and sports facilities. An evaluation of the legislation's effect on protection of children and youths is to be carried out within 18 months of the legislation taking effect.
The main centre-right opposition bloc vehemently opposes the change.
&ldquo;You're asserting here in all seriousness as health minister...that we will curb consumption among children and young people with the legalisation of further drugs,&rdquo; conservative lawmaker Tino Sorge said to Lauterbach. &ldquo;That's the biggest nonsense I've ever heard.&rdquo; Lauterbach told reporters after the vote that &ldquo;dealers have no reason at all to celebrate.&rdquo; He noted that, under the new legislation, dealers who are caught selling to children or youths can expect to face a sentence of at least two years.
The plan falls significantly short of the government's original ambitions, which foresaw allowing the sale of cannabis to adults across the country at licensed outlets. The project was scaled back following talks with the European Union's executive commission.
Parliament's upper house, which represents Germany's 16 state governments, could in principle delay the legislation, though it doesn't formally require the chamber's approval. Bavaria's conservative state government has said it would examine whether legal action against the liberalisation plan is possible.
The legislation is one of several that Scholz's coalition, which has since become highly unpopular as a result of economic weakness and persistent infighting, pledged when it took office in 2021.

The car remained parked in the apron area of the airport.
Police added later Saturday that they believed "that a custody dispute is the background to this operation".
