Voicing concern over the persisting humanitarian crisis in Gaza, India asserted that a ceasefire must be put in place, emphasising that &ldquo;intermittent pauses in hostilities&rdquo; are "not enough" to address the scale of challenges facing the region's people.
&ldquo;Today&rsquo;s meeting takes place against the backdrop of a persisting humanitarian crisis in Gaza," said India&rsquo;s Permanent Representative to the UN Ambassador Parvathaneni Harish, addressing an open debate in the UN Security Council on Wednesday.
"Intermittent pauses in hostilities are not enough to address the scale of humanitarian challenges confronting the people, who grapple daily with acute shortages of food and fuel, inadequate medical services and lack of access to education,&rdquo; Harish said at the open debate on the 'Situation in the Middle East, including the Palestinian question'.
Underlining that the way ahead is clear, and highlighting India&rsquo;s consistent position in this regard, Harish said the ongoing human suffering must not be allowed to continue.
&ldquo;Humanitarian assistance needs to be facilitated in a safe, sustained and timely manner. There is no substitute to peace. A ceasefire must be put in place. All hostages must be released. Dialogue and diplomacy remain the only viable paths to achieving these objectives. There are no other fixes or solutions,&rdquo; he said.
He also expressed hope that an upcoming UN conference on the Israel-Palestine conflict would pave the way for &ldquo;concrete steps" towards achieving a two-State solution.
Harish told the Council debate, held under Pakistan&rsquo;s presidency of the Security Council for the month of July, that India shares historic and strong ties with its Palestinian brothers and sisters.
&ldquo;We have always stood by them and our commitment towards the Palestinian cause is unwavering,&rdquo; he said, noting that India was the first non-Arab country to recognise the State of Palestine. &nbsp;Describing the health and education situation in Gaza as &ldquo;particularly troubling&rdquo;, Harish said the World Health Organisation estimates that around 95 per cent of all hospitals in Gaza are damaged or destroyed.
The Office of the High Commissioner for Human Rights reports that more than 650,000 children have had no schooling for over 20 months, he said.
Harish said that India takes note of the High-Level International Conference on the implementation of a two-State solution scheduled for July 28-30.
&ldquo;While engaging in a forward-leaning and constructive manner, it is our hope that this conference would pave the way for concrete steps towards achieving a two-State solution,&rdquo; Harish said.
He said India underscores its readiness to contribute to efforts aimed at shaping a political horizon that restores hope for the Palestinians and achieving sustained peace in the Middle East.
The high-level conference, co-chaired by Saudi Arabia and France, was scheduled to take place from June 17-20 but was postponed due to escalating tensions in the region.
UN Secretary General Antonio Guterres has stressed that it is essential to keep alive the two-State solution perspective &ldquo;with all the terrible things we are witnessing in Gaza and the West Bank. &nbsp;&ldquo;And for those that doubt about the two-state solution, I ask: What is the alternative? Is it a one-state solution in which either the Palestinians are expelled or the Palestinians will be forced to live in their land without rights? That would be totally unacceptable. I firmly believe that it is the duty of the international community to keep the two-State solution alive and then to materialise the conditions to make it happen,&rdquo; he had said.
President of the General Assembly Philemon Yang has described the international conference as a crucial opportunity that &ldquo;we must seize to chart an irreversible path towards the implementation of the two-State solution. It is imperative that this conference succeeds.&rdquo; India reiterated that the pathway to enduring peace is rooted in a two-State solution - one that establishes a sovereign, viable and independent State of Palestine within recognised and mutually agreed borders, living side by side with Israel in peace.
India&rsquo;s endeavour is to make a &ldquo;tangible impact&rdquo; on the daily lives of the Palestinians by implementing projects in diverse sectors, and the country is currently implementing projects valued at more than USD 40 million, Harish said.

UN Security Council members criticized the United States Wednesday after it vetoed a resolution calling for a ceasefire and unrestricted humanitarian access in Gaza, which Washington said undermined ongoing diplomacy.
It was the 15-member body's first vote on the situation since November, when the United States -- a key Israeli ally -- also blocked a text calling for an end to fighting.
"Today, the United States sent a strong message by vetoing a counterproductive UN Security Council resolution on Gaza targeting Israel," Secretary of State Marco Rubio said in a statement after Wednesday's 14 to 1 vote.
He said Washington would not support any text that "draws a false equivalence between Israel and Hamas, or disregards Israel&rsquo;s right to defend itself.
"The United States will continue to stand with Israel at the UN."
The draft resolution had demanded "an immediate, unconditional and permanent ceasefire in Gaza respected by all parties."
It also called for the "immediate, dignified and unconditional release of all hostages held by Hamas and other groups," and demanded the lifting of all restrictions on the entry of humanitarian aid into Gaza.
Hamas, whose unprecedented attack inside Israel on October 7, 2023 sparked the war, condemned the "disgraceful" US veto, reiterating accusations of "genocide" in Gaza, something Israel vehemently rejects.
The veto "marks a new stain on the ethical record of the United States of America," the group said in a statement, accusing Washington of "legitimizing genocide, supporting aggression, and rationalizing starvation, destruction, and mass killings."
 - 'Moral stain' -
Pakistan's ambassador to the UN Asim Ahmad meanwhile said the failed resolution would "remain not only a moral stain on the conscience of this council, but a fateful moment of political application that will reverberate for generations."
China's ambassador to the UN Fu Cong said: "today's vote result once again exposes that the root cause of the council's inability to quell the conflict in Gaza is the repeated obstruction by the US."
The veto marks Washington's first such action since US President Donald Trump took office in January.
Israel has faced mounting international pressure to end its war in Gaza.
That scrutiny has increased over flailing aid distribution in Gaza, which Israel blocked for more than two months before allowing a small number of UN vehicles to enter in mid-May.
The United Nations, which warned last month the entire population in the besieged Palestinian territory was at risk of famine, said trickle was far from enough to meet the humanitarian needs.
- 'Judged by history' -
"The Council was prevented from shouldering its responsibility, despite the fact that most of us seem to be converging on one view," said France's ambassador to the UN Jerome Bonnafont.
Riyad Mansour, the Palestinian ambassador to the UN, said after the Security Council vote he would now ask the General Assembly to pass a resolution calling for a ceasefire.
Israel's ambassador to the UN Danny Danon however said that the Palestinian plan to put the resolution to a vote at the General Assembly, where no country can veto it, was pointless, telling countries "don't waste more of your energy."
"This resolution doesn't advance humanitarian relief and undermines it. It ignores a working system in favor of political agendas," he said.
"The United Nations must return to its original purpose&mdash;promoting peace and security&mdash;and stop these performative actions," Rubio said.

The United States said talks for a second phase of a Gaza ceasefire deal were on track, as Hamas said Israel agreed to release Palestinian prisoners in exchange for the bodies of four Israeli hostages.
In Israel, thousands of mourners gathered for the funeral procession of Shiri Bibas and her sons, who were killed in captivity in Gaza and had become symbols of the hostages' ordeal.
The ceasefire has largely halted the Israel-Hamas war sparked by the October 7, 2023 attack, and has seen 25 hostages released so far in exchange for hundreds of prisoners.
But its complexity and long-drawn-out implementation have highlighted its fragility in a war that has shattered millions of lives on both sides of the Israeli-Palestinian conflict.
In Washington, US President Donald Trump's top envoy on the Middle East said Israeli representatives were en route to talks on the next phase of the ceasefire deal.
"We're making a lot of progress. Israel is sending a team right now as we speak," Steve Witkoff told an event for the American Jewish Committee.
"It's either going to be in Doha or in Cairo, where negotiations will begin again with the Egyptians and the Qataris," he said.
Hamas said an agreement was reached on the delayed release of Palestinian prisoners.
"It was decided that they would be released simultaneously with the bodies of the Israeli prisoners, which had been agreed upon for handover during the first phase," Hamas said in a statement on Tuesday.
Israel has yet to confirm its release, and has not commented on whether it is sending a delegation to discuss the second phase of the truce.
This first phase is supposed to end on Saturday, but negotiations planned for the rest of the process -- which were to begin in early February -- have not yet started.
Hamas has said it is ready to release "in one go" all the hostages remaining during the second phase.
On Sunday, the group accused Israel of endangering the Gaza truce by delaying the release of 620 Palestinian prisoners.
Israel justified the delay by citing concerns over how the hostages have been freed, with Prime Minister Benjamin Netanyahu describing the process as "humiliating ceremonies".
 - 'Dignified swaps' -
Since the ceasefire took effect on January 19, Hamas has released 25 living hostages in public ceremonies across Gaza, where masked, armed fighters have escorted the captives onto stages decorated with slogans.
Israel has released more than 1,100 Palestinian prisoners.
The International Committee of the Red Cross has urged all parties to carry out prisoner and hostage swaps "in a dignified and private manner".
In Israel, the prisoners are largely viewed as "terrorists" for the violent attacks they have carried out against civilians and security forces.
For Palestinians, however, the releases are viewed as long-delayed justice with the prisoners often regarded as symbols of resistance against Israeli occupation.
Both sides have accused each other of violating the ceasefire, but it has so far largely held.
Israel vowed to destroy Hamas after its October 7 attack, the deadliest in the country's history, and has made bringing back all hostages seized that day one of its war objectives.
The attack that triggered the war resulted in the deaths of more than 1,200 people, most of them civilians, according to an AFP tally of official Israeli figures.
Israel's retaliation in Gaza killed more than 48,000 people, according to the health ministry in the Hamas-run territory, figures that the United Nations deems credible.
 - Bibas funeral -
In Israel, thousands of mourners gathered for the funeral procession of Shiri Bibas and her sons Kfir and Ariel.
Israel's national anthem was played as the black vehicle convoy passed through the crowd of mourners in the central city of Rishon LeZion, where the remains of the three hostages had been prepared for burial.
"I think if I stop to think about it for more than a split second, I feel so sickened, so sickened," said Simi Polonasky, 38, who travelled from Miami to support hostage families.
"It's not a regular situation: if you're not feeling numb, you're feeling so shattered and broken that it almost feels hard to continue," she told AFP, starting to weep as she spoke.
On Tuesday, hundreds of people attended the funeral of hostage Oded Lifshitz, a peace activist and former journalist who died in captivity and whose body was returned last week.
"We have fought all these years for social justice and peace. Unfortunately, we have received a terrible blow from those we helped on the other side," said his wife, Yocheved Lifshitz, who was also kidnapped on October 7 in Kibbutz Nir Oz but released a few weeks later.
Alongside the Gaza war, which displaced much of the enclave's population of 2.4 million, Israel has intensified its military operations in the West Bank.
The Israeli army said Tuesday it also carried out air strikes targeting military sites containing weapons in southern Syria, just days after Netanyahu called for demilitarising the area.
At least two people were killed by a strike on one of the sites, the headquarters of a military unit southwest of Damascus, a war monitor said.

Israel threatened Tuesday to resume "intense fighting" in Gaza if hostages were not released this weekend, while Hamas insisted it remained committed to the ceasefire deal and accused Israel of violations.
Under the terms of the truce, which has largely halted more than 15 months of fighting in Gaza, captives were to be released in batches in exchange for Palestinians in Israeli custody. So far, Israel and Hamas have completed five hostage-prisoner swaps.
But the deal has come under increasing strain in recent days, prompting diplomatic efforts to salvage it and Hamas to say it was "committed to the ceasefire".
Israeli Prime Minister Benjamin Netanyahu said that "if Hamas does not return our hostages by Saturday noon, the ceasefire will end, and the IDF (Israeli military) will resume intense fighting until Hamas is decisively defeated".
His threat echoed that of US President Donald Trump who said on Monday that "hell" would break loose if Hamas failed to release "all" Israeli hostages by Saturday.
The president proposed taking over Gaza and removing its more than two million residents.
"If all of the hostages aren't returned by Saturday 12 o'clock... I would say cancel it and all bets are off and let hell break out," Trump said.
He reaffirmed his deadline while hosting Jordan's King Abdullah II on Tuesday.
King Abdullah said on social media he "reiterated Jordan's steadfast position against the displacement of Palestinians", adding it was "the unified Arab position".
Senior Hamas leader Sami Abu Zuhri said Trump's remark "further complicates matters".
"Trump must remember that there is an agreement that must be respected by both parties," he told AFP.
Egypt, a US ally which borders Gaza, said Tuesday it plans to "present a comprehensive vision for the reconstruction" of the Palestinian territory which ensures residents remain on their land.
 - 'Gates of hell' -
Hamas has said it would postpone the next hostage release, scheduled for Saturday, accusing Israel of violating the deal and calling for it to fulfil its obligations.
UN chief Antonio Guterres has urged Hamas to proceed with the planned release and "avoid at all costs resumption of hostilities in Gaza".
Yemen's Huthi rebels, who are aligned with Hamas and have attacked Israel throughout the war in support of the Palestinians, said they were "ready to launch a military intervention at any time in case of escalation against Gaza".
Netanyahu did not specify whether he was referring to all captives, but his Finance Minister Bezalel Smotrich called on the premier to "open the gates of hell" if Israel doesn't get back "all the hostages... by Saturday".
The far-right politician demanded the "full occupation of the Gaza Strip" and an end to all humanitarian aid.
The Israeli military said it has reinforced its troops, while hostage families rallied outside Netanyahu's office in support of the ceasefire.
"There is a deal. Go for it!" said Zahiro, whose uncle Avraham Munder died in captivity.
In Gaza, resident Adnan Qassem was praying "the ceasefire holds".
"The ruling faction in Israel wants war, and I believe there is also a faction within Hamas that wants war," said the 60-year-old from Deir el-Balah.
 - 'Humanitarian catastrophe' -
Trump's latest threat came hours after Hamas's armed wing, the Ezzedine al-Qassam Brigades, said the hostage release scheduled for Saturday was postponed.
It accused Israel of failing to meet its commitments under the agreement, including on aid, and cited the deaths of three Gazans at the weekend.
But the group said "the door remains open" for the release to go ahead "once the occupation complies".
The Gaza war was triggered by Hamas's October 7, 2023 attack on Israel, which resulted in the deaths of 1,211 people, mostly civilians, according to an AFP tally of official Israeli figures.
Militants also took 251 hostages, of whom 73 remain in Gaza, including 35 the Israeli military says are dead.
The health ministry in Hamas-run Gaza says the war has killed at least 48,219 people in the territory, figures the UN considers reliable.
A UN report issued on Tuesday said that more than $53 billion will be required to rebuild Gaza and end the "humanitarian catastrophe" in the devastated territory.

Israel released 90 Palestinian prisoners on Monday after Hamas handed over three Israeli hostages, completing the first exchange under a long-awaited truce aimed at ending more than 15 months of war in Gaza.
The three hostages released Sunday, all women, were reunited with their families and taken to hospital in central Israel where a doctor said they were in stable condition.
Hours later in the Israeli-occupied West Bank, Palestinian prisoners released by Israel left Ofer prison on buses at around 1:00 am (2300 GMT Sunday), with jubilant crowds celebrating their arrival in the nearby town of Beitunia.
As the ceasefire took effect on Sunday morning, thousands of displaced, war-weary Palestinians set off across the devastated Gaza Strip to return home.
In the northern area of Jabalia, hundreds streamed down a sandy path, heading to an apocalyptic landscape piled with rubble and destroyed buildings.
"We are finally in our home. There is no home left, just rubble, but it's our home," said Rana Mohsen, 43, back in Jabalia.
The initial 42-day truce was brokered by Qatari, US and Egyptian mediators.
It is meant to enable a surge of sorely needed humanitarian aid into Gaza, as more Israeli hostages are released in exchange for Palestinians in Israeli custody, Israeli forces leave some areas and the parties negotiate the terms of a permanent ceasefire.
 - Reunited -
The three Israeli ex-hostages, Emily Damari, Romi Gonen and Doron Steinbrecher, were taken back to Israel by security forces after Hamas fighters handed them over to the Red Cross in a bustling square in Gaza City, surrounded by a sea of people, including gunmen.
"After 471 days Emily is finally home," said her mother Mandy Damari, but "for too many other families the impossible wait continues".
Steinbrecher's family said in a statement that "our heroic Dodo, who survived 471 days in Hamas captivity, begins her rehabilitation journey today".
In central Tel Aviv, there was elation among the crowd who had waited for hours for the news of their release.
The Hostages and Missing Families Forum campaign group hailed their return as "a beacon of light", while Prime Minister Benjamin Netanyahu said they had emerged "from darkness".
During this initial truce, 33 Israeli hostages, 31 of whom were taken by militants during Hamas's October 7, 2023 attack, are due to be returned from Gaza in exchange for around 1,900 Palestinians.
Of those, more than 230 Palestinian prisoners serving life sentences for deadly attacks against Israelis are slated for deportation, according to a list made public by Israeli authorities. Two Hamas officials said the prisoners would be deported mainly to Qatar or Turkey.
The Israel Prison Service confirmed the release of 90 prisoners early Monday.
In Beitunia, near Ofer prison, crowds cheered and chanted as buses carrying the freed inmates arrived, with some climbing atop and unfurling a Hamas flag. Others set off fireworks.
"All the prisoners being released today feel like family to us. They are part of us, even if they're not blood relatives," Amanda Abu Sharkh, 23, told AFP.
The next hostage-prisoner swap would take place on Saturday, a senior Hamas official told AFP.
 - 'Nothing left' -
Minutes after the truce began, the United Nations said the first trucks carrying desperately needed humanitarian aid had entered the Palestinian territory.
"It is imperative that this ceasefire removes the significant security and political obstacles to delivering aid," UN Secretary-General Antonio Guterres said.
The truce is intended to pave the way for a permanent end to the war, but a second phase has yet to be finalised.
It came into effect nearly three hours later than scheduled, and during the delay, Gaza rescuers said Israeli bombardment killed 19 people.
Thousands of Palestinians carrying tents, clothes and their personal belongings were seen going home on Sunday, after the war displaced the vast majority of Gazans, in many cases more than once.
Returning Jabalia resident Walid Abu Jiab said he found "massive, unprecedented destruction", with "nothing left" in Gaza's war-battered north.
In Deir el-Balah, in central Gaza, Umm Hasan al-Buzom, 70, said she would even "crawl my way back home" if needed.
"But we can't return for fear that the (Israeli) occupation forces might shoot at us."
Aid workers say northern Gaza was particularly hard hit, and lacked all essentials including food, shelter and water.
The World Health Organization said it was ready to pour aid into Gaza but that it would need "systematic access" across the territory to do so.
WHO chief Tedros Adhanom Ghebreyesus later said on X that "restoring the health system in Gaza will be a complex and challenging task, given the scale of destruction".
 - 'Commitment' -
Another UN agency, the World Food Programme, said it was moving full throttle to get food to as many Gazans as possible.
"We're trying to reach a million people within the shortest possible time," the WFP's deputy executive director, Carl Skau, told AFP.
Before the war, Gaza's population stood at 2.4 million people.
On the eve of the truce, Netanyahu called the first phase a "temporary ceasefire" and said Israel had US support to return to the war if necessary.
Hamas's armed wing, the Ezzedine al-Qassam Brigades, said its adherence to the truce would be "contingent on the enemy's commitment".
The war's only previous truce, for one week in November 2023, also saw the release of hostages held by militants in exchange for Palestinian prisoners.
Hamas's October 7 attack, the deadliest in Israel's history, resulted in the deaths of 1,210 people, mostly civilians, according to an AFP tally of Israeli official figures.
Of the 251 people taken hostage, 91 are still in Gaza, including 34 the Israeli military says are dead.
The truce took effect on the eve of Donald Trump's inauguration for a second term as US president.
Trump, who claimed credit for the ceasefire deal, said on US television network NBC that he had told Netanyahu the war "has to end".

Israel's security cabinet was set to meet Friday after final details of a Gaza ceasefire and hostage release deal were ironed out, Prime Minister Benjamin Netanyahu's office said, with the United States "confident" the truce would begin as planned this weekend.
If approved by Israel's cabinet, the ceasefire agreement would take effect Sunday and involve the exchange of Israeli hostages for Palestinian prisoners, after which the terms of a permanent end to the war would be finalised.
Away from the diplomacy, Israeli strikes killed dozens of people, Gaza rescuers said Thursday, while Israel's military reported hitting about 50 targets across the territory over the past day.
Netanyahu's office had accused Hamas on Thursday of reneging on key parts of the agreement to extort last-minute concessions -- an allegation Hamas denied.
His office said early Friday a "deal to release the hostages" had been reached and he had ordered the political-security cabinet to meet later in the day.
"The government will then convene to approve the deal," it added.
At least two cabinet members have voiced opposition to the ceasefire, with far-right National Security Minister Itamar Ben Gvir saying that he and his party colleagues would quit the government -- but not the ruling coalition -- if it approved the "irresponsible" deal.
Far-right Finance Minister Bezalel Smotrich also opposes the truce, calling it a "dangerous deal".
But US Secretary of State Antony Blinken, who has been involved in months of mediation efforts, said Thursday he believed the ceasefire would go ahead on schedule.
"I am confident, and I fully expect that implementation will begin, as we said, on Sunday," he said.

- Continued strikes -
Gaza's civil defence agency said Israel pounded several areas of the territory after the deal was announced on Wednesday, killing at least 80 people and wounding hundreds since then.
Hamas's armed wing, the Ezzedine al-Qassam Brigades, warned that Israeli strikes were risking the lives of hostages due to be freed under the deal, and could turn their "freedom... into a tragedy".

The ceasefire agreement followed intensified efforts from mediators Qatar, Egypt and the United States, after months of fruitless negotiations to end the deadliest war in Gaza's history.
If finalised, it would pause hostilities one day before the inauguration of US President-elect Donald Trump, who claimed credit for the agreement.
"If we weren't involved in this deal, the deal would've never happened," Trump said in an interview Thursday.
Envoys from both the Trump team and the outgoing administration of President Joe Biden were present at the latest negotiations, with a senior Biden official saying the unlikely pairing had been a decisive factor in reaching the deal.
In Israel and Gaza, there were celebrations welcoming the truce deal, but also anguish.
Saeed Alloush, who lives in north Gaza, said he and his loved ones were "waiting for the truce and were happy", until overnight strikes killed many of his relatives.
"It was the happiest night since October 7" until "we received the news of the martyrdom of 40 people from the Alloush family", he said.
In Tel Aviv, pensioner Simon Patya said he felt "great joy" that some hostages would return alive, but also "great sorrow for those who are returning in bags, and that will be a very strong blow, morally".

Qatari Prime Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani, announcing the agreement on Wednesday, said an initial 42-day ceasefire would see 33 hostages released, including women, "children, elderly people, as well as civilian ill people and wounded".
Also in the first phase, Israeli forces would withdraw from Gaza's densely populated areas and allow displaced Palestinians to return "to their residences", he said.
Biden said the second phase of the agreement could bring a "permanent end to the war".
He added the deal would "surge much needed humanitarian assistance to Palestinian civilians, and reunite the hostages with their families".
Egyptian President Abdel Fattah al-Sisi also underscored the "importance of accelerating the entry of urgent humanitarian aid" into Gaza.
Cairo said it was ready to host an international conference on reconstruction in Gaza, where the United Nations has said it would take more than a decade to rebuild civilian infrastructure.
In a statement Thursday, G7 leaders called the ceasefire deal "a significant development" and urged Israel and Hamas to work on its "full implementation."
The World Health Organization's representative in the Palestinian territories, Rik Peeperkorn, said Thursday that at least $10 billion would probably be needed over the next five to seven years to rebuild Gaza's devastated health system alone.
The UN Palestinian refugee agency UNRWA, facing an Israeli ban on its activities set to start later this month, welcomed the ceasefire deal.
"What's needed is rapid, unhindered and uninterrupted humanitarian access and supplies to respond to the tremendous suffering caused by this war," UNRWA head Philippe Lazzarini wrote on X.

After mediators said a deal had been reached, the office of Israeli Prime Minister Benjamin Netanyahu said the "final details" were being worked on.
Netanyahu spoke with US President Joe Biden and President-elect Donald Trump on Wednesday to thank them for their help securing the agreement, his office said.
Israeli President Isaac Herzog, who holds a largely ceremonial role, said the deal was the "right move" to bring back hostages seized during the October 7, 2023 Hamas attack that sparked the war.
That attack, the deadliest in Israeli history, resulted in the deaths of 1,210 people, mostly civilians, according to an AFP tally of official Israeli figures.

Gaza's civil defence agency said at least 20 people were killed in Israeli strikes after the agreement was announced.

"We hope that this will be the last page of the war, and we hope that all parties will commit to implementing all the terms of this agreement," he said.
Biden, meanwhile, said he was "deeply satisfied this day has come", calling the negotiations some of the "toughest" of his career.
He added that an as-yet unfinalised second phase of the agreement would bring a "permanent end to the war", saying he was "confident" the deal would hold.
Demonstrators in Tel Aviv calling for the release of the hostages embraced as news of the agreement spread, while thousands across Gaza celebrated the reported deal.
"I can't believe that this nightmare of more than a year is finally coming to an end. We have lost so many people, we've lost everything," said Randa Sameeh, a 45-year-old displaced from her home in Gaza City.
Hamas said the ceasefire was the "result of the legendary steadfastness of our great Palestinian people and our valiant resistance in the Gaza Strip".
Pressure to put an end to the fighting had ratcheted up in recent days as mediators Qatar, Egypt and the United States intensified efforts to cement an agreement.
Qatar's Sheikh Mohammed said the three countries would monitor the implementation of the ceasefire via a body based in Cairo.
During the initial 42-day ceasefire, 33 hostages would be released, he said, "including civilian women and female recruits, as well as children, elderly people, as well as civilian ill people and wounded".
Also in the first phase, Israeli forces would withdraw from Gaza's densely populated areas to allow for the exchanges, as well as "the return of the displaced people to their residences", he said.
The number of Palestinian prisoners to be released in exchange for the Israeli hostages in the second and third phases would be "finalised" during the initial 42 days, he said.

In his televised remarks, Israel's Herzog said there was "no greater moral, human, Jewish, or Israeli obligation than to bring our sons and daughters back to us -- whether to recover at home, or to be laid to rest".

The agreement came after months of failed bids to end the deadliest war in Gaza's history, and days ahead of the inauguration of Biden's successor Trump, who hailed the deal even before it was officially announced by the White House.

"This EPIC ceasefire agreement could have only happened as a result of our Historic Victory in November" in the US election, Trump said on social media.
The president-elect added that his White House would "continue to work closely with Israel and our Allies to make sure Gaza NEVER again becomes a terrorist safe haven".
But one far-right member of Netanyahu's cabinet, Finance Minister Bezalel Smotrich, said ahead of a vote on the agreement that it was a "bad and dangerous deal for the security of the State of Israel".

Egyptian President Abdel Fattah al-Sisi pointed to the "importance of accelerating the entry of urgent humanitarian aid" into Gaza as he welcomed news of the deal.
Egypt's state-linked Al-Qahera news outlet cited a security source as saying coordination was "underway" to reopen the Rafah crossing on Gaza's border with Egypt to allow the entry of aid.
The UN's Palestinian refugee agency, UNRWA, facing an Israeli ban on its activities set to take effect later this month, has said it will continue providing much-needed aid.
UNRWA head Philippe Lazzarini welcomed news of the deal in a post on X.
