Safdar Ali, a fugitive evading capture for 16 years over a 2009 kidnapping case, was arrested in East Delhi.

A proclaimed offender on the run for the past 16 years in a kidnapping case was nabbed from east Delhi's Sabzi Mandi area, police said on Friday.
At the time of his arrest, Safdar Ali, 57, was hawking vegetables in a local market.
In April 2009, Safdar Ali allegedly abducted Kalicharan, a resident of Prem Ka Gakaan village in Delhi, after he married his sister Shama.
Kalicharan called his mother and told her he had been kidnapped and taken to Bisauli in Uttar Pradesh.
Police launched a hunt for Kalicharan and arrested one Agar Ali. Safdar Ali remained out of bounds and was declared a proclaimed offender in 2012 by a court.
Since then, he kept shuttling between Delhi and Bareilly till a tip-off led to his arrest on Thursday.
He was tracked down to the Sabzi Mandi area in Mulla Colony, where he sold vegetables.
He said he had been working as a daily wage laborer and at times a vegetable seller.
Safdar Ali confessed to kidnapping Kalicharan and was also found involved in another criminal case registered in Bareilly, police said.

Fugitive diamantaire Mehul Choksi fears that he might be kidnapped again and may be taken to Guyana, from where he may be taken away in an unlawful and illegal manner.Choksi, who is an accused in the Punjab National Bank scam, had alleged he was kidnapped from near his home in Antigua, his country of residence, and taken to Dominica in May.
Choksi told&nbsp;ANI,&nbsp;&ldquo;I may be coerced and kidnapped once again, and taken to Guyana, where there is a strong Indian presence, which may be utilised to spirit me away in an unlawful and illegal manner.&rdquo;
Choksi claimed his experience of being taken to Dominica had affected his physical and mental health.
My lawyers are fighting cases in both Antigua and Dominica and I have complete faith that I shall emerge victorious because I am an Antiguan Citizen who was kidnapped, abducted and taken against my will to a different country," he alleged.
Choksi had gone missing from Antigua on May 23 this year after going out for dinner and was soon caught in Dominica. He was charged with illegal entry by the police in Dominica after he allegedly escaped from Antigua and Barbuda in a possible attempt to evade extradition to India.
Later on July 12, The Dominica High Court granted him interim bail on medical grounds.
The 62-year-old fugitive is wanted in India in connection with a Rs 13,500 crore fraud with the Punjab National Bank (PNB).

Barbara Jarabica, the rumoured girlfriend of Mehul Choksi, in an exclusive interview to India Today &nbsp;claimed that she had no role in the abduction of the fugitive businessman.
In his letter to Antigua Police, Mehul Choksi alleged that he was abducted from Barbara Jarabica's home and taken to Dominica on a boat.&nbsp; He has been in judicial custody in Dominica since May 24, charged with illegally entering the country.
The fugitive businessman said that when he reached Barbara&rsquo;s home to pick her up on May 23 he was beaten by 8-10 men who claimed to be from Antigua Police. He also claimed in his letter that Barbara made no attempts to rescue him or call the police which, he said proved she was an integral part of the plan.
Barbara has however denied being involved in the kidnapping and alleged her name was dragged into the fiasco by Choksi's lawyers and family members.
In the interview she revealed Choksi approached her during her visit to Antigua last year and introduced himself as "Raj". She further said he had flirted with her and gifted her diamond rings and bracelets which she later found to be fake.
