After decades of going back and forth on the matter, the UGC has finally unveiled draft rules for allowing foreign universities to set up campuses in India. The new guidelines give foreign universities autonomy over fees, recruitment of teachers, course structures and admission guidelines. The new rules also allow for satellite campuses to repatriate funds to parent bodies.

This year, 650,000 Indian students went abroad for studying with an outflow of $28-30 bn. This move could potentially give students access to world class education without having to incur high living costs, as well as reverse India’s brain drain problem.

August is an exciting month for new students, especially those who are going abroad. Universities normally start their terms in September, so students are moving to a new country and starting their new lives. But for Indian students looking to study in Canada, the excitement has been dampened by delays in their visas.
Thousands of students, who have enrolled in top Canadian universities, are unable to meet the start dates for their courses. Some of these students have already paid their course fees, around ₹40 - 50 lakh, and a few months of accommodation fees as well.
Universities have also not allowed these students to start online classes until their visas come in, something which they've allowed in 2021 and 2020. The only option now for students, it seems, is to defer admission, and lose out on a year.

In the wake of communal clashes in parts of Rajasthan last month, tensions have mounted in Bhilwara now after a 20-year-old youth was murdered.
Adarsh Tapadia’s was passing through the Sanganer area when his assailants on two bikes stopped and stabbed him to death. Police suspect the youth was killed over a dispute involving his brother and have arrested three prime accused and the role of others involved in the murder was also being probed.
The authorities on Wednesday suspended the internet till Thursday as Hindu groups called for a bandh over the murder. The Opposition Bharatiya Janata Party has supported the bandh call.
Internet services were suspended in Bhilwara on May 5 amid communal tensions after two men were beaten and one of their bikes was set on fire. Communal violence earlier broke out over religious flags ahead of the Eid celebrations in Jodhpur. In April, communal clashes broke out in Karauli with Rajasthan chief minister Ashok Gehlot blaming the BJP for communal tensions ahead of elections in the state next year.
