Atleast 10 killed, 30 injured as huge fire engulfs Cambodian hotel-casino

As many as 10 people have died in a fire at a Cambodian hotel-casino on the border of Thailand, with photos showing groups desperately huddled on ledges as fierce flames surround them.
The blaze at the Grand Diamond City hotel-casino in Poipet broke out late Wednesday night at around 11:30 pm local (1630 GMT), Cambodian police said.
A provisional police report seen by AFP said "about 10 people died and 30 people injured", adding that around 400 individuals were believed to be working at the venue.
Images obtained by AFP showed the building consumed by flames, with firefighters struggling to contain the intense blaze and rescuers attempting to pluck people from a burning ledge.

Local media reported that foreign nationals were inside the casino at the time of the fire.
A Thai foreign ministry source said they were coordinating closely with local authorities, with the injured transferred to hospitals in Thailand's Sa Kaeo province.
"The authorities have been trying to control the fire including by sending in firetrucks from the Thai side," they said.
A volunteer with Thai rescue group the Ruamkatanyu Foundation said the blaze started on the first floor but spread quickly along the carpets, leaping up through the multi-storey building.

Taking another step to ensure the AQI&nbsp;of Delhi dips to green, the Delhi Pollution Control Committee has announced an amendment in the fine for creation of noise pollution.
According to the amendment, people can be fined up to Rs 1 lakh now. The new policy also states individual&nbsp;burning firecrackers will be fined 1000 and 3000, in residential and commercial areas respectively. However firecrackers burst at rallies, weddings or religious events may be fined 10,000 or upto&nbsp;20,000 in silent zones. 2nd time defaulters will be fined 40,000, while 3 time defaulters will have to pay a hefty&nbsp;fine of 1 lakh.&nbsp;

The Delhi Pollution Control Committee has announced an amendment in the fine amount for creation of noise pollution. &nbsp;According to the amendment, people can be fined up to Rs 1 lakh now.
The new rule states that&nbsp;individuals will be fined&nbsp;Rs 1,000 for burning firecrackers after the stipulated time is in residential and commercial areas and Rs 3,000 in silent zones.
If the firecracker rules are violated at a rally, wedding or religious festival, the organiser of the event is liable to pay Rs 10,000 in residential and commercial areas and up to Rs 20,000 in silent zones. 2nd time defaulters will be fined 40,000.
If the rules are violated more than twice, a fine one Rs 1 lakh will have to be paid and the area will be sealed, as per the amended rules..&nbsp;
