According to the Home Ministry, the CES acted as conduit for the transfer of foreign contribution to non-FCRA associations like Aman Biradari.

The CBI has registered a case of alleged violation of the Foreign Contribution (Regulation) Act against human rights activist Harsh Mander and his NGO and searched his premises on Friday, officials said.
The Home Ministry had stated that Section 3 of the FCRA prohibits acceptance of foreign contribution by correspondents, columnists, cartoonists, editor, owner, printer, publisher of a registered newspaper but Mander has been writing columns and articles in newspapers and web portals.
The CBI has registered the FIR against Mander and the Centre for Equity Studies (CES) for violation of various provisions of the FCRA.
Mander, former member of the Sonia Gandhi-led National Advisory Council during the erstwhile UPA government, is the founder of NGO Aman Biradari.
According to the Home Ministry, Aman Biradari is non-FCRA organisation.
The CES has acted as conduit for the transfer of foreign contribution to non-FCRA associations, it alleged.
"A report by the Centre for Equity Studies in collaboration with Delhi Research Group and 'Karwan-E-Mohabbat' was published by CES in June 2020. Karwan-e Mohabbat is a campaign run under the non-FCRA association Aman Biradari Trust (ABT), which is closely associated with Centre of Equity Studies and Harsh Mander," the Home Ministry alleged.&nbsp;

The Supreme Court has agreed to hear on Friday the bail plea of Alt News co-founder Mohammed Zubair in connection with a case registered against him in Uttar Pradesh for allegedly outraging religious feelings. 

Senior Advocate Colin Gonsalves, who is representing Mohammed Zubair, told the Supreme Court on Thursday, that there is a threat to his life as people out there are threatening him, while urging the court to list the matter urgently.&nbsp;

The Supreme Court has agreed to hear on Friday the bail plea of Alt News co-founder Mohammed Zubair in connection with a case registered against him in Uttar Pradesh for allegedly outraging religious feelings. The court responded to Zubair's plea for an urgent hearing citing 'death threats' that he has been receiving.
The listing, however, awaits the Chief Justice of India's approval on Friday.
Senior Advocate Colin Gonsalves, who is representing Zubair,told the vacation bench of Justices Indira Banerjee and JK Maheshwari, which heard the plea on Thursday, that there is a threat to his life as people out there are threatening him, while urging the court to list the matter urgently.&nbsp;
The counsel said the Allahabad High Court had denied anticipatory bail to Zubair saying it was premature and he was arrested 2-3 days later.
On July 2, a Delhi court had denied him bail and had sent him to 14-days judicial custody.
An FIR was lodged against Zubair in Uttar Pradesh under IPC section 295A (deliberate and malicious act intended to outrage religious feelings) and section 67 of the IT Act on a complaint by Hindu Sher Sena Sitapur district president Bhagwan Sharan on June 1.
Zubair was arrested by the Delhi Police on June 27 for allegedly hurting religious sentiments through a tweet he had posted in 2018. The arrest was made following a complaint raised by a Twitter user&mdash;Hanuman Bhakt who said that a tweet posted by Zubair in 2018 of a movie poster that was released in 1983 had hurt religious sentiments of the followers of a Hindu deity.
The Delhi Police has has since then invoked new provisions&mdash;sections 120B (criminal conspiracy) and 201 (destruction of evidence) of the Indian Penal Code (IPC) and section 35 of the Foreign Contribution (Regulation) Act&mdash;against Zubair.&nbsp;

These entities either did not apply for renewal of their FCRA licence or the Union Home Ministry rejected their applications, officials said.
According to the official website related to the Foreign Contribution (Regulation) Act, among organisations and entities whose registration under the FCRA ceased or validity expired include the Indira Gandhi National Centre For Arts, Indian Institute Of Public Administration, Lal Bahadur Shastri Memorial Foundation, Lady Shri Ram College for Women, Delhi College of Engineering and Oxfam India.
The FCRA registration is mandatory for any association and NGO to receive foreign funding.
There were 22,762 FCRA-registered NGOs till Friday. On Saturday, it came down to 16,829 as 5,933 NGOs ceased to operate.

India on Tuesday strongly reacted to UN High Commissioner for Human Rights Michelle Bachelet's concern over restrictions on NGOs and arrest of activists. New Delhi said that violations of law cannot be condoned under the pretext of human rights and a more informed view of the matter was expected of the UN body. External Affairs Ministry Spokesperson Anurag Srivastava also asserted that India was a democratic polity based on the rule of law and an independent judiciary. Earlier, Bachelet expressed concern over the restrictions on foreign funding for the NGOs and the arrest of activists in the country.

New Delhi/Geneva, PTI: India on Tuesday strongly reacted to UN High Commissioner for Human Rights Michelle Bachelet's concern over restrictions on NGOs and arrest of activists. New Delhi said that violations of law cannot be condoned under the pretext of human rights and a more informed view of the matter was expected of the UN body.
External Affairs Ministry Spokesperson Anurag Srivastava also asserted that India was a democratic polity based on the rule of law and an independent judiciary.
"We have seen some comments by the UN High Commissioner for Human Rights on an issue relating to the Foreign Contribution Regulation Act (FCRA). India is a democratic polity based on the rule of law and an independent judiciary.
"The framing of laws is obviously a sovereign prerogative. Violations of law, however, cannot be condoned under the pretext of human rights. A more informed view of the matter was expected of a UN body," Srivastava said.
Earlier, Bachelet expressed concern over the restrictions on foreign funding for the NGOs and the arrest of activists in the country.
She appealed to the Indian Government to "safeguard the rights of human rights defenders and NGOs, and their ability to carry out their crucial work" on behalf of the many groups they represent.
"India has long had a strong civil society, which has been at the forefront of groundbreaking human rights advocacy within the country and globally," she said in a statement.
"But I am concerned that vaguely defined laws are increasingly being used to stifle these voices," she said.
Bachelet specifically cited as "worrying" the use of the FCRA, which prohibits the receipt of foreign funds "for any activities prejudicial to the public interest." As per the amended FCRA law, furnishing of Aadhaar numbers by office-bearers of NGOs has become mandatory for registration. The Act also provides for reduction in administrative expenses of any NGO receiving foreign funding, from 50 per cent to 20 per cent of annual funds to ensure spending on their main objectives.

Some 2015 stats on NGOs outline why NGOs are important from a social as well as political lens. As per these stats there were around 3 million NGOs in India. This was double the number of schools and 250 times the number of govt hospitals in the country at that time! India had 1 NGO per 400 citizens as compared to 1 policeman per 709 citizens.&nbsp;&nbsp;&nbsp;
NGOs or non-governmental organisations work independently without any government intervention. In India, the term NGO is used as an umbrella term for different types of not-for-profit organizations or NPOs.
NPOs are formed as legal entities working for welfare but no working member shares its profit or loss. NGOs generally work towards societal causes, such as human rights, women's welfare, education and so on, whereas NPOs work in specific fields like promoting arts, science, research, etc. Not all NPOs are charitable organizations, and some may also be formed as a part of tax planning.
