The Financial Action Task Force (FATF), a global anti-money laundering watchdog based in Paris, is set to scrutinize India for its handling of non-profit organizations (NGOs), as per a Bloomberg report. The investigation aims to assess whether local laws are being misused to suppress NGOs and think tanks, including internationally recognized entities like Amnesty International and the Center for Policy Research.
Under Indian laws, all NGOs are required to obtain a foreign contribution license to receive international donations, overseen federally by the Home Ministry. Critics like Amnesty argue that the administration has increasingly exploited these regulations to curtail the activities of NGOs and hinder their work. Organizations, including Greenpeace and Amnesty International, have allegedly faced challenges and, in some cases, shut down operations due to alleged harassment by government agencies.
The FATF plans to send a team to India in November to meet with representatives from NGOs, both local and international, to gain firsthand insights into the situation, reported Bloomberg.

As per Bloomberg, The Indian government removed the list of organizations with cancelled licenses from public view in July 2022. Union minister Anurag Thakur launched a scathing attack on the Congress on Monday over a Financial Action Task Force (FATF) report, which alleged that an Indian banker bought over-valued artwork from a "close relative" of a member of the party as a bribe for national awards.
"New models of Congress' corruption are coming to the fore. Now, the FATF has published a case study that shows how a former Union minister in the UPA government pressured an individual into buying Priyanka Gandhi Vadra's average painting for Rs 2 crore," the Union minister for information and broadcasting said in a statement.
He was referring to the FATF report titled "Money Laundering and Terrorist Financing in the Art and Antiquities Market" that cites the case of a leading Indian banker who bought artwork of no value to pay kickbacks.
The report does not name the banker or the politician.
Thakur said the FATF was earlier talked about in the context of Pakistan's continuance on its "grey list" for terror financing but now, the global watchdog is being discussed in the context of an influential family in India.
"It is a matter of great shame that the story of corruption of the Gandhi family is made into a case study and being told to the whole world, that too by an organisation that works to stop terror financing," the minister said.

"Was Padma Bhushan being given in exchange for money and painting? Is this a corruption model of the Congress? How many other national honours have you sold for money?" Thakur asked the opposition party.&nbsp;

"The Russian Federation's actions unacceptably run counter to the FATF core principles aiming to promote security, safety, and the integrity of the global financial system," the group said.
It added that Russia was still accountable for implementing FATF's standards.
Following a five-day meeting in Paris, FATF added Nigeria and South Africa to its list of countries subject to increased monitoring, and removed Cambodia and Morocco from the category.
Russia has been expelled from the Council of Europe and suspended from the UN Human Rights Council, but is still a member of many international organisations.

In order to exit the 'grey list', Pakistan had to address deficiencies in its systems pointed out by FATF in 2018 and 2021.

After 4 years of ignominy, Pakistan has finally managed to exit the 'grey list' of FATF, a global watchdog for terror financing and money laundering.
The decision was taken during the plenary of the Financial Action Task Force held in Paris, France on October 20 and 21, 2022. However, the FATF stated that Islamabad will have to continue working to improve its anti-money laundering, and combating financial terrorism (AML/CFT) regime.
In order to exit the 'grey list', Pakistan had to address deficiencies in its systems pointed out by FATF in 2018 and 2021. Islamabad had to complete a list of 34 action items in order to escape the fate of being placed in the 'black list'.
The development comes in the backdrop of Pakistan facing an economic crisis. Now, the country can try to get financial help from the International Monetary Fund (IMF), the World Bank, the Asian Development Bank (ADB) and the European Union (EU).

A Pakistani terrorist who plotted attacks against India, claimed to have been dead for years, and suddenly arrested and jailed a few days ago.
In an interesting turn of events, terrorist Sajid Majeed Mir has been sentenced to 15 and a half years in prison. He was part of the 26/11 Mumbai terror attack plot, and had been declared dead by Pakistani authorities earlier.
An anti-terrorism court in Lahore issued the verdict in early June. Mir had been incarcerated at Lahore's Kot Lakhpat prison since his arrest in April. An embarrassed Islamabad apparently tried to keep the case under wraps with the Counter Terrorism Department of Punjab Police not notifying the conviction.

Sajid Mir is a Lashkar-e-Taiba operative who is on the Most Wanted lists in India and USA. He acted as the 'project manager' of the 26/11 conspiracy, and handled the plotting and reconnaissance operations. Mir recruited David Headley, who had visited India to carry out surveys of the areas which were eventually attacked. Mir is also accused of conspiring to carry out attacks in Denmark.
He now joins other top Lashkar operatives in prison. These include chief of the terror organisation, Hafiz Saeed - the mastermind of the 26/11 attacks. He has been sentenced to 68 years in prison in terror financing cases. However, he is expected to spend very little time in jail as the sentences will run concurrently.
Another Lashkar terrorist in jail is Zakiur Rehman Lakhvi. He acted as the operational commander of the 26/11 conspiracy. He is also in jail under terror financing charges.

So, why is Pakistan suddenly taking action against terrorists, after years of letting them roam free?
The country is currently trying to exit the 'grey list' of the Financial Action Task Force, or FATF. Islamabad was placed in the grey list in 2018 for allowing terror financing and money laundering from its territory. In order to exit the grey list, Pakistan has to take action against terrorists. To verify that effective action has truly been taken, FATF officials are slated to visit the country soon.
If Pakistan fails to convince FATF that it is cracking down on terrorist networks, then it might be relegated to the 'black list'. This would lead to imposition of sanctions. Foreign investments and loans will dry up, and trade with other countries will become extremely difficult.
Pakistan is already struggling with economic distress along with political instability.If the FATF decides to penalise Islamabad, it might just push the country into a Sri Lanka-like situation.
But it is also difficult to believe that a country which has encouraged terrorism for many decades, has suddenly decided to clean up its act. So, is the jailing of sinister terrorists justice, or just a show?
