The Ministry of Education in India has established a nine-member panel to delve into the growing concerns surrounding coaching centres and the proliferation of 'dummy schools.' This initiative also aims to scrutinize the effectiveness and fairness of competitive entrance exams, officials have revealed.
The panel is chaired by Higher Education Secretary Vineet Joshi and is tasked with proposing strategies to lessen students' reliance on coaching centres as they transition to higher education. According to a senior official from the Ministry of Education, the committee's mandate includes investigating gaps in the current schooling system that lead to dependency on coaching centres.
This involves examining the system's limited emphasis on critical thinking, logical reasoning, analytical skills, and innovation, coupled with the persistence of rote learning methods.
The emergence of 'dummy schools' and their role in promoting full-time coaching to the detriment of formal schooling will also be scrutinized. The panel is expected to propose solutions to reduce this trend. Additionally, the committee will evaluate how competitive entrance exams align with the school education system, and their role in fuelling the growth of the coaching industry.
Further, the panel will assess the role and impact of formative assessments at both school and higher education levels, the absence of which may hinder students' conceptual understanding and readiness for competitive exams.
The growing demand for quality higher education, the limited seats available in premier institutions, and the resultant push towards coaching institutes will also be analyzed. Another focus will be on understanding the awareness levels among students and parents about various career pathways.
The committee aims to address how this lack of awareness contributes to the over-reliance on a select few elite institutions. It will also evaluate the current availability and effectiveness of career counselling services in schools and colleges and recommend improvements to these career guidance frameworks.

An education department officer on Thursday denied media reports that girl students were asked to clean toilets at a government school in Madhya Pradesh's Guna district, while state panchayat minister Mahendra Singh Sisodia ordered a probe into the incident.
Photographs purportedly showing a group of girl students cleaning toilets at a government school in Guna district appeared in the local media on Thursday. The media reports suggested the girls were students of Classes 5 and 6, and studying at a primary and middle school located in Chakdevpur village in the district.
In the evening, the district education officer (DEO) denied reports that the girls were forced to clean toilets in the school.
The girls, during a probe, clarified they had not cleaned the toilets and had just poured water by fetching it from a hand pump in the premises on Tuesday after using the lavatories as they had become dirty due to rains, DEO Sonam Jain said.
Jain said she has recorded statements of the girls as well as their parents and also staff members of the school and all of them denied that the students were asked to clean the toilets.
An official said after the photographs purportedly showing girl students holding brooms in their hands and cleaning toilets by fetching water from a hand pump appeared in the local media in the morning, state minister Sisodia directed the Guna district collector to probe the matter.
A team of the school education department also reached the school on Thursday to conduct a separate probe, the official said.
Both primary and middle sections of the school are being run from the same campus in the village.
"We have taken the matter very seriously and are probing the issue. Action will be taken against those found guilty in the matter,” the education department's deputy director, Chandra Shekhar Sisodia, said.

PTI,&nbsp;Islamabad: Pakistan has imposed mini smart lockdowns in several cities after a surge in the COVID-19 positivity rate, a senior minister said on Sunday, amid fears of a second wave of the coronavirus pandemic in the country.
On Sunday, Pakistan reported 666 new COVID-19 cases, taking the total number of infections to 318,932, according to the Ministry of National Health Services.
Minister for Planning Asad Umar in a post on Twitter said that mini lockdowns have been imposed in some cities after &ldquo;positivity rate crossed 2 per cent after remaining below 2 per cent for six weeks&rdquo;.
Positivity rate is the percentage of positive results out of the total number of tests sampled.
Mini smart lockdowns have been imposed in Karachi, Islamabad and Pakistan-occupied Kashmir.
"Instructions have been issued to administrations across the country to ensure that precautionary measures are followed. But like in the past, success is impossible without the cooperation of the people," he said in the tweet.
Education Minister Shafqat Mahmood also asked people to follow guidelines and avoid big gatherings.
"Large public gatherings must not take place. These alone can unleash a second wave," he said.
According to the health ministry, Punjab province on Sunday confirmed 203 new COVID-19 cases. It was for the first time since August 15 that Punjab recorded more than 200 cases.
Sindh reported 140,131 cases, Punjab 100,687, Khyber-Pakhtunkhwa 38,329, Islamabad 17,296, Balochistan 15,520, Gilgit-Baltistan 3,924 and Pakistan-occupied Kashmir 3,045 cases.
The National Command and Control Centre (NCOC), the nerve centre to synergise and articulate unified national effort against COVID-19, on Thursday imposed restrictions on large-scale public gatherings in marriage halls after rise in the COVID-19 infections in recent weeks.
The restrictions have come ahead of a big rally announced by the opposition parties, under the banner Pakistan Democratic Movement, on October 16 at Gujranwala in Punjab province against the Imran Khan-led government.
However, the Opposition leaders have rejected the call to avoid big rallies.
&ldquo;Some weeks ago this government was taking credit for controlling the coronavirus but suddenly it started saying that it was getting out of control,&rdquo; Rana Sanaullah of Pakistan Muslim League-Nawaz earlier had said.&nbsp;
