As Pakistan's economy continues to remain in crisis, External Affairs Minister S Jaishankar on Thursday said that no country can come out of the difficult situation "if its basic industry is terrorism."
Speaking at the annual Asia Economic Dialogue organised by the external affairs ministry in Pune on Thursday, Jaishankar said, "The reality of this particular relationship (India-Pakistan) is that it has a fundamental issue which we cannot and we must not avoid. And that issue is that of terrorism because the moment you start doing this walk around that..."
"And we mustn't be in denial of what are very fundamental problems in that relationship. And just as a country has to fix its economic issues, a country has to fix its political issues, too. A country has to fix its social issues too. No country will ever come out of a difficult situation and become prosperous power if its basic industry is terrorism," he added.
Notably, Pakistan's economy is in shambles and the country is holding virtual talks on the Memorandum of Economic and Financial Policies (MEFP) in order to strike the staff-level agreement.

Cash-strapped Pakistan government calls emergency session of Parliament

The cash-strapped Pakistan government on Wednesday introduced a money bill in parliament to raise Rs 170 billion in taxes by June this year as part of conditions by the IMF to get the next tranche of an already agreed loan.
Finance Minister Ishaq Dar presented the Finance (Supplementary) Bill, 2023, in the National Assembly -- the lower house -- empowered to legislate on money matters.

Speaking in the house after introducing the bill, Dar said the government was aware of the hardships of common people and tried its best to not further burden them through new taxes.
He also accused the previous government of Pakistan Tehreek-e-Insaf (PTI) led by Imran Khan of damaging the national economy. &ldquo;When we were in the government, Pakistan&rsquo;s economy was 24th largest in the world, but now it has dropped to 47th position,&rdquo; he said.
Dar also said that the devastating floods of the last year also played havoc with the economy, creating huge problems for the government.
The government was forced to bring legislation through the parliament after President Arif Alvi on Tuesday refused to promulgate an ordinance to raise the new taxes and &ldquo;advised&rdquo; the finance minister to take parliament into confidence over the Rs 170 billion taxes.
The Cabinet met after the president's "refusal" and approved the bill later in the evening after a debate. It also summoned the parliament to meet in an emergency session and pass the new bill.
The Federal Board of Revenue (FBR) issued an order after the cabinet meeting to enhance a federal excise duty on locally manufactured cigarettes, which would generate up to Rs 60 billion in taxes on tobacco products, while the Finance Division issued a notification increasing the general sales tax by one per cent to 18 per cent to raise another Rs 55 billion.
The remaining amount of Rs 55 billion to fulfil Rs 170 billion International Monetary Fund (IMF) demand was being collected through an increase in excise duty on airline tickets, and sugary drinks as well as an increase in withholding tax rates through the Finance (Supplementary) Bill 2023.
Pakistani and IMF officials are now holding talks in virtual settings to finalise a deal to provide the much-needed funds to shore up the foreign exchange that dropped to below USD 3 billion this month.&nbsp;

Chinese President Xi Jinping has said that the Communist Party must be united to prepare for “great struggles and face major risks”, ahead of this month’s key Congress of the ruling party where he is expected to get endorsed for a record third five-year term unlike his predecessors.
In an article published in the party's journal Qiushi on Saturday, China’s National Day, 69-year-old Xi said the country “has never been closer” to achieving its great national rejuvenation, but the last mile would be full of perils and challenges.
“Our party must be united to lead the people to face major challenges effectively, defend against major risks, overcome major barriers and resolve major contradictions. We must press on with great struggles under new historical characteristics,” Xi wrote, the Hong Kong-based South China Morning Post reported on Sunday.
He, however, did not elaborate.
His comments exhorting the 96-million-member strong Communist Party of China (CPC) came as it is set to hold the once-in-a-five-year Congress on October 16 here which would discuss the new political and economic policy frameworks for the future and also endorse Xi for a new five-year term in power or perhaps for life.
If endorsed, Xi will become the only leader after the party's founder Mao Zedong to continue in power beyond the stipulated 10-year term. Xi will be completing the 10-year term this year.
His call for the party's unity came as China under his leadership faced increasing isolation with growing adversity with the US, EU and Japan over Taiwan besides growing domestic pressures owing to economic slowdown exasperated by his zero COVID policy forcing lockdowns of various cities over recurring spikes of the virus.
Xi said that the party members must demonstrate tenacity and persistence to complete the journey.
This required the party to stay focused and have conviction in the path it had taken, he added.
“We will not walk back to the old path of isolation and dogmatism, nor shall we ever take the evil path of changing flags,” he said, using a metaphor common in revolutionary language to mean changing the political system.
Ahead of the Congress, a number of high-level security officials who were reportedly part of a “political clique” against Xi were either indicted or sentenced to death on charges of corruption and misuse of power.
Since he came to power in 2012, Xi has carried out an anti-corruption campaign in which over a million officials, including dozens of top military officers, were punished.
Critics of Xi say the anti-graft campaign which is still continuing has enabled him to consolidate his hold on the party and the military.
The CPC holds a Congress every five years. But this year's Congress is regarded as significant, as it is a leadership change year for the century-old party.
On Friday, Premier Li Keqiang, in a speech to the annual National Day gala, urged local governments not to stand by idly but take immediate action to stabilise the economy.
Stating that time waits for no man – Li, currently, the number two leader after Xi, urged officials to focus all their efforts to improve the economy.
“Our economy right now is facing many challenges and difficulties. Time waits for no man. We must focus all efforts on implementing measures to stabilise the economy. We still have the confidence and ability to keep our economic growth within the accepted range,” Li, who will step down after the Congress, said.

US President Joe Biden on Wednesday said his administration will take action against Saudi Arabia after the Riyadh-led OPEC+ alliance announced plans to cut oil production, a move that America said would support oil exporters such as Russia.
&ldquo;We&rsquo;re going to react to Saudi Arabia, and they&rsquo;re (Congress) doing consultation when they come back. And we will take action,&rdquo; Biden told reporters at the White House.
He was responding to a question from lawmakers, including Indian-American Congressman Ro Khanna, calling for a stopping of US arm sales to Saudi Arabia in the wake of the Kingdom&rsquo;s decision to reduce oil production.
Biden on Tuesday said there will be "consequences&rdquo; for Saudi Arabia as Riyadh other countries tied to OPEC have announced plans to cut oil production by 2 million barrels a day in response to the slowing economy, a move that the Biden administration said would support Russia.
US National Security Advisor Jake Sullivan told reporters separately that the President was clear a day earlier that the US is re-evaluating the relationship with Saudi Arabia.
&ldquo;This is a relationship that has existed over decades...And it's been built on a basis of bipartisan understanding. And the President wants to make sure that he is consulting closely with the Congress on a bipartisan basis as he re-evaluates,&rdquo; he said.

He will make his decisions about how we proceed with respect to the relationship on his timetable, having had the level of consultation and reflection that he is keen to have, because these are, of course, consequential decisions,&rdquo; Sullivan said.
&ldquo;He was clear yesterday that he has embarked on that process, and he's doing so with the purpose of looking out for US interests and values as we think about the future of the US-Saudi relationship,&rdquo; Sullivan said.
Sullivan said as the President has said from when he came into office, there is a range of interests and values that are implicated in the US-Saudi relationship and countries across that region and around the world.
&ldquo;And, you know, the President will examine all of that. But one question he's going to ask is: Is the nature of the relationships serving the interests and values of the United States? And what changes would make it better serve those interests and values?&rdquo; he said.
&ldquo;The step that OPEC+ took last week with respect to energy that helped Russia raises real questions. And you've heard not just from the President, but from members of Congress of both parties on this,&rdquo; he told reporters.
&ldquo;So, I'm not going to get ahead of where he will end up on this because, as he said yesterday, he wants to be able to engage and consult with Congress when they return. He wants to be able to reevaluate in a methodical, strategic, effective way. And then he will, at a time and place of his choosing, lay out how he intends to proceed with respect to the relationship,&rdquo; Sullivan said.

A Lebanese parliamentarian on Wednesday entered a bank branch near Beirut, demanding some of her trapped savings to cover medical expenses.
Cash-strapped Lebanon in recent weeks has witnessed a surge in depositors storming bank branches to forcefully withdraw their locked savings as the country's economy continues to spiral. On Tuesday, depositors stormed at least four banks, two of which were armed.
Lebanon's cash-strapped banks have imposed informal limits on cash withdrawals since late 2019. Since then, three-quarters of the population plunged into poverty, and the Lebanese pound lost some 90 per cent of its value against the dollar.
Beirut legislator Cynthia Zarazir entered a Byblos Bank branch near the capital, demanding USD 8,500 from her savings to cover expenses for a surgery.
The reformist lawmaker arrived with a lawyer, and for several hours has been negotiating with the bank branch's management.
“I am a Lebanese citizen demanding my rights in light of this exceptional situation,” Zarazir told the press and bystanders.
Her lawyer Fouad Debs, a member of legal and advocacy group the Depositors' Union, told The Associated Press that negotiations are ongoing, and that she has rejected a “ridiculous” proposal to withdraw her savings in Lebanese pounds at a fraction of its dollar value.
Meanwhile, dozens of protesters scuffled with riot police near at the Central Bank's headquarters in Beirut.
And in Byblos, a man fired an assault rifle at the glass facade of a bank branch, after employees did not let him in without an appointment.
The general public has commended the bank heists, some even hailing the perpetrators as heroes.
Among the most notable cases was Sally Hafez, who last month stormed a Beirut bank branch with a fake pistol and gasoline canister to take some USD 13,000 to fund her 23- year-old sister's cancer treatment.
The banks meanwhile have condemned the angry depositors' actions, and said in a statement Tuesday that the Lebanese government is primarily to blame for the crisis. Last month, the banks closed for a week after at least seven banks were raided, and have since only partially reopened.
Debs, who alongside the Depositors' Union has tried to help depositors unlock their trapped savings, said that the situation is no longer bearable and that Lebanon needs to reform its economy to become viable again.
“What we want is a collective solution which would be through a recovery plan that's fair, comprehensive, transparent, and includes the restructuring of the banks and public debt,” Debs told the AP, adding that the politicians and bankers should be held accountable for the crisis.
Lebanon for over two years has been struggling to reach an agreement with the International Monetary Fund for a bailout program. The country's government and divided parliament have stalled over about a dozen mandatory reforms ever since they reached a tentative agreement in April, including restructuring its banks, implementing formal capital controls, and reforming its outdated bank secrecy laws. Interestingly, it comes ahead of the 51st session of the UN Human Rights Council Session, to be held in Geneva from September 12 to October 7, where a resolution on Sri Lanka is expected to be tabled.&nbsp;

Sri Lanka is facing a &ldquo;devastating&rdquo; economic crisis, a UN report has said, noting that &ldquo;impunity&rdquo; for past and present human rights abuses, economic crimes and corruption were the underlying causes for the island nation&rsquo;s collapse.
The report, prepared by the UN Rights High Commissioner Michele Bachelet, was released on Tuesday, also suggested fundamental changes to address the current challenges and to avoid repetition of the human rights violations of the past.
Interestingly, it comes ahead of the 51st session of the UN Human Rights Council Session, to be held in Geneva from September 12 to October 7, where a resolution on Sri Lanka is expected to be tabled.
This is also the first time that the top UN body has linked the economic crisis with Sri Lanka&rsquo;s gross human rights violations.
&ldquo;For sustainable improvement, it is vital to recognise and assist Sri Lanka to address the underlying factors, which have contributed to this crisis, including embedded impunity for past and present human rights abuses, economic crimes and corruption,&rdquo; the report said.
The broad-based demands by Sri Lankans from all communities for accountability and democratic reforms presented &ldquo;an important starting point for a new and common vision for the future,&rdquo; it said.
&ldquo;Fundamental changes will be required to address the current challenges and to avoid repetition of the human rights violations of the past,&rdquo; the report said.
Sri Lanka is going through its worst economic crisis since its independence in 1948 which was triggered by a severe paucity of foreign exchange reserves.
Last week, the IMF announced that it will provide Sri Lanka a loan of about USD 2.9 billion over four years under a preliminary agreement to help the bankrupt island nation tide over its worst economic crisis and protect the livelihoods of the people.
The UN report called on the Ranil Wickremesinghe-led government to immediately end the reliance on draconian security laws and crackdowns on peaceful protests, reverse the drift towards militarisation and show renewed commitment to, and deliver on, security sector reform and ending impunity.
In July, Wickremesinghe imposed a state of emergency after his predecessor Gotabaya Rajapaksa fled the country and resigned from his post following massive anti-government protests over the government's mishandling of the economy.
Foreign Minister Ali Sabry said earlier this week that Sri Lanka will oppose a new resolution on its human rights accountability, especially an external investigation mechanism, at the UN Human Rights Council session.
Sabry said Sri Lanka was adopting a policy of engagement on rights accountability bilaterally and multilaterally and was looking for a lasting solution.
A possible draft resolution on Sri Lanka is expected to be presented on September 23.
This would be followed by a vote among the member states on the new draft resolution on October 6.
The UN rights body since 2013 has adopted resolutions calling for rights accountability for war crimes blamed both on the government troops and the LTTE group that ran a violent campaign to create a separate state for the Tamil minority in the north and east regions.
Gotabaya Rajapaksa, the now ousted former president, at that time ruthlessly ended Sri Lanka's nearly 30-year civil war with the Liberation Tigers of Tamil Eelam (LTTE) with the death of its supremo Velupillai Prabhakaran in 2009.
The former defence secretary, who stands accused of violating human rights, vehemently denies the charge.
Then-president Mahinda Rajapaksa, the elder brother of Gotabaya, on May 18, 2009 declared the end of the 26-year war in which over 1,00,000 people were killed and millions of Sri Lankans, mainly minority Tamils, displaced as refugees inside the country and abroad.
Another resolution initiated in 2015, co-sponsored by Sri Lanka, called upon the country to establish a credible judicial process with the participation of Commonwealth and other foreign judges, defence lawyers, and authorised prosecutors and investigators.
Sri Lanka, however, consistently opposed the idea.
In a 2021 resolution, the UN rights body rejected the domestic mechanism proposed by the then Gotabaya Rajapaksa government.
The 2021 resolution was adopted with 22 votes for and 11 siding with Sri Lanka, including China.
There were 14 abstentions including India.&nbsp;
