The defence minister, speaking at an online event after inaugurating 44 bridges, said India is not only facing the situations along the frontiers resolutely, but it is also bringing in major development including in border areas.
"You are well aware of the conditions created along our northern and eastern borders. First it was Pakistan, and now also by China, as if a border dispute is being created under a mission. We have a border of about 7,000 km with these countries where the tension continues," Singh said.
The defence minister was speaking after inaugurating the bridges built in strategically key areas of Ladakh, Arunachal Pradesh, Sikkim, Himachal Pradesh, Uttarakhand, Punjab and Jammu and Kashmir.
A majority of these bridges are expected to significantly improve movement of troops in areas along the border with China in Ladakh, Sikkim and Arunachal Pradesh sectors, officials said.
Both India and China held a series of diplomatic and military talks to resolve the border standoff. However, no breakthrough has been achieved to defuse the situation.
Singh said in the challenging times of COVID-19 and despite the border tensions and disputes caused by Pakistan and China, the country was not only resolutely facing them but also bringing about historical changes in all sectors of development.
The defence minister also laid the foundation stone for Nechiphu Tunnel in Arunachal Pradesh. This 450 metre-long tunnel would ensure all-weather connectivity across Nechiphu pass.
The bridges inaugurated by Singh included 10 in Jammu and Kashmir, eight in Ladakh, two in Himachal Pradesh, four each in Punjab and Sikkim and eight each in Uttarakhand and Arunachal Pradesh.
In his address, Singh complimented the Border Roads Organisation (BRO) for their achievements in improving infrastructure in border areas and said that dedication of 44 bridges in one go in itself was a record.
He said the annual budget of BRO that varied from Rs 3,300 crore to Rs 4,600 crore in years between 2008 and 2016, saw a substantial rise and is pegged at over Rs 11,000 crore in 2020-21.
"There was no reduction of this budget despite COVID-19," he said Singh said construction of the bridges will benefit both the civilian population as well as the military in the areas.
"Our armed forces personnel are deployed in large numbers in areas where transport is not available throughout the year," he said, noting improvement in border infrastructure will significantly help armed forces.
"These roads are not only for strategic needs, but they also reflect equal participation of all stakeholders in the development of the nation," Singh said.
The defence minister praised the Border Roads Organisation (BRO) for working tirelessly even during the coronavirus-triggered lockdown period.
The defence ministry said despite unprecedented snowfall breaking a 60-year record, all strategic passes and roads were cleared for traffic about one month before their average yearly opening dates.
"I am happy to know that over 2,200 kilometers of roads have been cut by the BRO during the last two years, using the latest technologies, and state-of-the-art equipment. Also, surfacing was carried out on about 4200 kms of roads," he added.
Amid the border standoff with China, India is expediting work on several key projects including on a strategic road linking Darcha in Himachal Pradesh with Ladakh that will criss-cross a number of high-altitude snow-bound passes.
The nearly 290-km-long road will be crucial for the movement of troops and heavy weaponry into the frontier bases of the Ladakh region and will provide a crucial link to the Kargil region.&nbsp;

"I was with my foreign minister counterparts from India, Australia, and Japan &ndash; a format that we call the Quad, four big democracies, four powerful economies, four nations, each of whom has real risk associated with the threats imposed &ndash; attempting to be imposed by the Chinese Communist Party. And they see it in their home countries too," he said.
Pompeo met External Affairs Minister S Jaishankar in Tokyo on Tuesday and they underscored the need to work together to advance, peace, prosperity and security in the Indo-Pacific and around the globe. He described his meeting with Jaishankar as "productive." "They see, the people of their (Quad) nations understanding that we all slept on this for too long. For decades, the West allowed the Chinese Communist Party to walk all over us. The previous administration bent a knee, too often allowed China to steal our intellectual properties and the millions of jobs that came along with it. They see that in their country too," he said in the interview.
In another interview with Larry O&rsquo;Connor, Pompeo said in his meetings with his counterparts from Japan, India and Australia, they began to develop a set of understandings and policies that can jointly take these countries to work to present a true resistance to the threats that the Chinese Communist Party poses to each of these nations.
"They absolutely need the United States to be their ally and partner in this fight," he said.
"But they&rsquo;ve all seen it, whether it&rsquo;s the Indians, who are actually having a physical confrontation with the Chinese up in the Himalayas in the northeastern part of India, the Chinese have now begun to amass huge forces against India in the north," he said.
India and China are locked in a bitter border standoff in eastern Ladakh since early May that has significantly strained the bilateral ties.

Jaishankar also asserted that advancing security and economic interests of all countries having legitimate and vital interests in the Indo-Pacific remained a priority.
Ahead of the meeting, US Secretary of State Mike Pompeo told Japanese publication Nikkei Asia about Washington's pitch for institutionalising the Quad. "Once we've institutionalised what we're doing -- the four of us together -- we can begin to build out a true security framework," he was quoted as saying by the publication.
Noting that it was a matter of satisfaction that the Indo-Pacific concept has gained increasingly wider acceptance, Jaishankar said, "As vibrant and pluralistic democracies with shared values, our nations have collectively affirmed the importance of maintaining a free, open and inclusive Indo-Pacific." "We remain committed to upholding the rules-based international order, underpinned by the rule of law, transparency, freedom of navigation in the international seas, respect for territorial integrity and sovereignty and peaceful resolution of disputes," he said.
He said the meeting of the foreign ministers, despite the global pandemic, is a testimony to the importance that these consultations have gained, particularly in recent times.
The evolving situation in the Indo-Pacific region in the wake of China's increasing military muscle flexing has become a major talking point among leading global powers in the last few years. The US has been favouring making Quad a security architecture to check China's growing assertiveness.
During his address at the meeting, Pompeo stressed on ensuring a free and open Indo-Pacific and said the conversations among the countries of the grouping should aim to achieve that "good outcome".

Prime Minister Narendra Modi, during a surprise visit to Ladakh on July 4, had said the era of expansionism is over and that the history is proof that "expansionists" have either lost or perished, in comments that were seen as a clear message to China.
Xi, also the General Secretary of the ruling Communist Party of China and the Commander-in-Chief of the Chinese military, said his country will not pursue development behind closed doors.
"Rather, we aim to foster, over time, a new development paradigm with domestic circulation as the mainstay and domestic and international circulations reinforcing each other. This will create more space for China's economic development and add impetus to global economic recovery and growth," he said.
The Chinese president also addressed the issue of the Covid-19 pandemic and international criticism about China's attempts to supress details about the outbreak.
"Facing the virus, we should enhance solidarity and get this through together. We should follow the guidance of science, give full play to the leading role of the World Health Organization, and launch a joint international response to beat this pandemic. Any attempt of politicising the issue or stigmatisation must be rejected," Xi said.
Earlier, US President Donald Trump blasted China on Tuesday for "unleashing&rdquo; the plague of the "China virus&rdquo; onto the world, demanding that the United Nations must hold Beijing accountable for failing to contain the coronavirus that has killed nearly one million people across the world, including 200,000 Americans.
Trump demanded that China, where the coronavirus emerged, be held accountable for failure to control the virus and for allowing it to spread across the world.
"As we pursue this bright future, we must hold accountable the nation which unleashed this plague onto the world: China,&rdquo; he said.
The Covid-19 pandemic has so far infected over 30 million people and more than 958,000 people have died. The US, with 6.7 million infections, crossed the grim milestone of 200,000 deaths.

The talks are set to be held at Moldo on the Chinese side of the Line of Actual Control in eastern Ladakh, they said.
For the first time, a joint secretary-level officer from the Ministry of External Affairs is expected to be part of the Indian delegation, the sources said, adding India is looking for some concrete outcome from the dialogue.
Both sides reached the agreement to resolve the border row at a meeting between External Affairs Minister S Jaishankar and his Chinese counterpart Wang Yi on the sidelines of a Shanghai Cooperation Organisation (SCO) meet in Moscow on September 10.
The agreement included measures like quick disengagement of troops, avoiding action that could escalate tensions, adherence to all agreements and protocols on border management and steps to restore peace along the LAC.
The Indian delegation at the talks is set to be led by Lt Gen Harinder Singh, the commander of the Leh-based 14 Corps of the Indian Army, while the Chinese side is likely to be headed by Major General Liu Lin, the commander of the South Xinjiang military region.
"In the talks, India will insist on complete disengagement of Chinese troops from the friction points at the earliest," said a source.

New Delhi, PTI: The first batch of five Rafale fighter jets will be formally inducted into the Indian Air Force on Thursday at the&nbsp;air base&nbsp;in Ambala,&nbsp;at a time India is engaged in an escalating border row with China in eastern Ladakh.
A galaxy of dignitaries including Defence Minister Rajnath Singh, his French counterpart Florence Parly, Chief of Defence Staff Gen Bipin Rawat, Air Chief Marshal RKS Bhadauria and Defence Secretary Ajay Kumar will attend the ceremony.
"The program will include ceremonial unveiling of the Rafale aircraft, a traditional 'Sarva Dharma Puja', air display by Rafale and Tejas aircraft as well as by 'Sarang aerobatic team'," an IAF spokesperson said, describing the ceremony as a "very important milestone" in the history of the force.
The Rafale jets, produced by French aerospace major Dassault Aviation, are known for air-superiority and precision strikes.
IAF Spokesperson Wing Commander Indranil Nandi said a traditional water cannon salute will be given to the Rafale fleet before its ceremonial induction into the 17 squadron of the force.
The first batch of five Rafale jets arrived in India on July 29, nearly four years after India signed an inter-governmental agreement with France to procure 36 of the aircraft at a cost of Rs 59,000 crore.
The French delegation at the ceremony will include French envoy Emmanuel Lenain, Air Gen Eric Autellet, Vice Chief of French Air Force, Chairman and Chief Executive of Dassault Aviation Eric Trappier and CEO of missile maker MBDA Eric Beranger.
After the ceremony, Parly and Singh will hold talks in Ambala on ways to further deepen bilateral defence and security cooperation after the ceremony, they said.
Ten Rafale jets have been delivered to India so far and five of them stayed back in France for imparting training to IAF pilots. The delivery of all 36 aircraft is scheduled to be completed by the end of 2021. A second batch of four to five Rafale jets are likely to arrive in India by November. Sources said a preliminary discussion on a possible procurement of another batch of 36 Rafale jets by India from France may figure in the talks between Singh and Parly.

The focus will be on a bilateral meeting that is being seen as key to reducing tensions along the Line of Actual Control. Jaishankar and Wang will participate in a meeting of foreign ministers of the Shanghai Cooperation Organisation&nbsp;on Thursday morning, to be followed by a luncheon meeting of foreign ministers of the Russia-India-China&nbsp;grouping. The day will be capped by the bilateral meeting, the first between Jaishankar and Wang since the standoff in Ladakh sector began in May.

External Affairs Minister S Jaishankar and his Chinese counterpart Wang Yi are set to hold the keenly anticipated bilateral talks on Thursday against the backdrop of a massive spike in tension in eastern Ladakh triggered by fresh face-offs between the two armies along the Line of Actual Control (LAC).
Jaishankar and Wang are in Moscow to attend a Shanghai Cooperation Organisation (SCO) meeting.
Besides the bilateral talks, the two leaders are expected to come face-to-face during a luncheon meeting of foreign ministers of Russia-India-China (RIC) on Thursday.
The focus of the bilateral talks between Jaishankar and Wang are expected to be on finding a breakthrough in cooling down temperatures in eastern Ladakh, a day after the two countries accused each other of firing in the air at the latest flashpoint in the first instance of bullets being used along the LAC after a gap of 45 years.
