A proposal to teach Manusmriti (Laws of Manu) to Delhi University's LLB students is slated to be discussed in a meeting of its Academic Council on Friday, a move which has drawn criticism from a section of teachers.
The Faculty of Law has sought approval from the highest decision-making body of Delhi University (DU) to revise the syllabus of its first and third-year students to teach them 'Manusmriti'.
The changes in the syllabus of the jurisprudence paper pertain to semesters one and six of LLB.
According to the revisions, two readings on Manusmriti -- Manusmriti with the Manubhasya of Medhatithi by G N Jha and Commentary of Manu Smriti - Smritichandrika by T Kristnasawmi Iyer -- are proposed to be introduced for the students.
The decision to suggest the revisions was unanimously approved in a June 24 meeting of the faculty's Course Committee headed by its dean Anju Vali Tikoo, according to the minutes of the meeting.
Objecting to the move, the Left-backed Social Democratic Teachers Front (SDTF) has written to DU Vice-Chancellor Yogesh Singh stating that the manuscript propagates a "regressive" outlook towards the rights of women and the marginalised communities and that it is against a "progressive education system".
In a letter to Singh, SDTF general secretary S S Barwal and chairperson S K Sagar said recommending Manusmriti to students as a suggested reading "is highly objectionable as this text is adverse to the progress and education of women and marginalised communities in India".
"In Manusmriti, in several sections, it opposes women's education and equal rights. Introduction of any section or part of Manusmriti is against the basic structure of our Constitution and principles of Indian Constitution," the letter read.
The SDTF demanded that the proposal be immediately withdrawn and it should not be approved in the Academic Council's meeting scheduled to be held on July 12.
It further requested the vice-chancellor to issue an order to the law faculty and the concerned staff members to continue teaching the paper jurisprudence based on the existing syllabus.&nbsp;

DU forms panel to probe Jan 27 ruckus outside Arts Faculty over BBC film screening

In a notification, the university said the vice-chancellor has constituted the committee to enforce discipline and maintain law and order on the campus.

The Delhi University on Saturday formed a 7-member committee to investigate the ruckus outside the Arts Faculty building over the screening of a BBC documentary on the 2002 Gujarat riots.
The committee, headed by DU Proctor Rajini Abbi, has been asked to submit its report to Vice Chancellor Yogesh Singh by 5 pm on January 30.
In a notification, the university said the vice-chancellor has constituted the committee to enforce discipline and maintain law and order on the campus.
The other members of the committee are Professor Ajay Kumar Singh of the Department of Commerce, Professor Manoj Kumar Singh, Joint Proctor, Professor Sanjoy Roy of the Department of Social Work, Professor Rama, Principal of Hansraj College, Professor Dinesh Khattar, Principal of Kirorimal College, and Gaje Singh, Chief Security Officer, it added.
"The Committee may specifically look into the incident of the 27th of January, 2023 which occurred outside the Faculty of Arts and opposite gate No. 4, University of Delhi," the notification said.
A commotion erupted at the Delhi University on Friday as students attempted to screen the controversial BBC documentary, even as police and the university administration intervened to scuttle the move.
Twenty-four students affiliated with the National Students' Union of India (NSUI) were detained from the Delhi University's Arts Faculty and a heavy police deployment was maintained in the North Campus.
The university claimed that "outsiders" were trying to screen the documentary and the police was called to maintain law and order.&nbsp;

The university has added new sections to the fee structure like University Facilities and Services Charges, Economically Weaker Section Support University Fund and University Student Welfare Fund.
Besides this, the DU has also increased the charge under University Development Fund from Rs 600 to Rs 900.
A Delhi University Teachers' Association (DUTA) executive has estimated that the increase in the annual fee for a student will be around Rs 1,000. However, the university has said the fee hike will not be to that extent.
In a notification issued on July 26, the DU said the restructuring has been done to rationalise fees for admissions across various colleges of the university and to ensure uniformity in various heads of expenditure.
The varsity has also informed that the new fee structure will be implemented from the academic session 2022-23.
According to the university, there is no change in the tuition fee and Delhi University Student Union (DUSU) fund. Meanwhile, certain portions of the fee are to be decided by the colleges. These are College Student Welfare Fund, College Development Fund and College Facilities and Service Charge.
A DU official told PTI that a new section -- EWS Support University Fund-- has been added to the fee structure. Under this section, a student will have to pay Rs 100 annually.
"This is a new addition and the fund collected under this head will be used by the university for the welfare of the economically weaker section students," Director South Campus Prakash Singh said.
There is no overall big hike in the fee, Singh claimed.
"We have just organised it. There is no big change. Similar money was collected from students but now we have just added sections to specify to organise it," he said.
A college principal, meanwhile, said new sections like University Facilities and Services Charges have been added. "The section was not among the fee components earlier and now the university will charge Rs 500 under this head. Colleges also charge for using their facilities and services, like lab equipment," he said on the condition of anonymity.
The new fee structure is to be approved by the governing body of every college. "The university will decide how much they have to be charged. The fee will increase to a certain amount," he said.
DUTA executive Aanand Prakash said the varsity earlier used to charge Rs 600 towards the University Development Fund, now they have increased the amount to Rs 900.
"Besides this, new sections have been added. The fee will go up by a minimum of Rs 1,000. After the university hike, the college will also restructure the fee and this will further increase the fee. I don't understand why the university is feels the need to charge for the EWS fund when every college has the provision of charging students under this head," he said.

Echoing similar views, Alok Pandey, a council member, said just like engineering and medical entrance exams, students will take coaching to prepare for DU, thereby not focusing on their school studies.
A nine-member panel constituted by DU vice-chancellor Yogesh Singh had recommended that the varsity should hold entrance examinations through a Common Entrance Test to ensure substantial objectivity in the process of admission, amid a controversy erupting over the high number of cent per cent scorers from the Kerala Board getting admission to the varsity.
The committee formed under the chairmanship of Dean (examinations) D S Rawat was supposed to examine the reasons for over and under admissions to undergraduate courses, study the board-wise distribution of admissions in all undergraduate courses, suggest alternate strategies for the optimal admissions in undergraduate courses, and examine the OBC admissions with reference to the ‘non-creamy layer' status.
"The Committee is of the considered view that admissions may be carried out through a Common Entrance Test (CET),” said the committee in its report.
“It may be conducted through an appropriate mode by the University through a well devised internal arrangement or through any external agency depending upon prevailing operational feasibility and administrative convenience at that time followed by declaration of list of eligible candidates for admissions under various course of study," it said.
According to sources, the modalities for holding entrance exam will be worked out after its approval in the Executive Council meeting. The council also discussed starting PhD and Masters in nanomedicine and BTech programmes from 2022-23.
Fifteen members gave a dissent note against them.
"The MoE and UGC have systematically pushed public funded institutions to take loan from Higher Education Financing Agency (HEFA). We fear that proposals like NMI and B.Tech courses will become an excuse to push DU towards HEFA,” said Abha Dev Habib, former Executive Council member.
“While in principle we welcome starting of new courses, we need to ensure that these come as viable sustained expansions. Starting of BTech courses from 2022-23 without grants, hiring of faculty and settings of lab is treating students as guinea pigs. We have seen enough of these half-baked reforms," Habib added.

We are constantly in touch with our colleges regarding the modalities of cut-offs. A calendar regarding release of cut-off dates will also be issued soon," Rajiv Gupta, chairperson, admissions, who was also present at the press conference, said.
University's cut-off had been soaring for the past few years for UG courses. Last year, cut-offs has gone as high as 100 per cent for some colleges.&nbsp; The Lady Sri Ram College for Commerce had released its cut off-list at 100 per cent for some honours UG courses last year.
University officials present at the press conference said admission for the sports quota will be done on the basis of certificates like last year.
"We have had an intensive meeting of our education committee and have now come up with the dates for admission for this academic session," Joshi said.&nbsp; The admission process will be completely online like last year, he added.
Joshi said the registration process for MPhil and PhD will also begin on July 26 and the last date will be August 21.
"The admission to undergraduate courses will be merit-based, like previous year. There will be no change in the eligibility criteria for the candidates," he said.&nbsp; Like last year, the admission process will be completely online this year too and efforts will be made to make it smooth, he said.
The varsity has also decided that there will be no change in the registration fees for merit-based and entrance-based admissions.
The varsity said the first cut off will be released in the first week of September and academic session will begin latest by the second week of October.&nbsp; "We are hoping to release first cut-off list between September 7 and 10. Admission process is likely to be completed in September. We are anticipating the start of the new academic session from October 1 but if the process takes more time, then we are planning to start it latest by October 18 this year," Gupta said.&nbsp; Last year, the Delhi University's academic session started on October 18.
Later in the day, the varsity in a statement said centralised UG admissions will be done through one registration-cum-application form.&nbsp; "All the departments and colleges will use the same registration-cum-application form for admissions and candidates will not have to fill any other form.
"For PG programmes, candidates will be required to fill one registration form but pay separate registration fees if opting for more than one programme," the university said in the statement.
All candidates applying for M.Phil or Ph.D. programmes will have to fill a common registration form. In no case will the registration fee will be refunded, it added.
The Delhi University will also organise webinars to help candidates during the admission procedure.
"The admission branch is planning to organise webinars and upload tutorial videos to help candidates throughout the admission process. Announcement of these webinars will be published on the university website time to time.
"In addition, computer-based help desks in the form of Chat-Bots and emails will also be available 24*7 to answer queries of the candidates,&rdquo; the statement added.
