The Congress on Wednesday slammed the Narendra Modi government after President Droupadi Murmu's address to the joint sitting of both houses of Parliament, alleging the Cabinet clears the speech every year like a recycled ritual, reusing the same set of claims without truth or accountability.
Congress president Mallikarjun Kharge said the Viksit Bharat slogan is repeated loudly, "yet it has no clear goals, timelines and measurable outcomes".
"While making lofty speeches on 'development', the anti-poor, pro-crony Modi government has mercilessly dismantled MGNREGA -- an Act that guaranteed the Right to Work -- snatching away the only source of livelihood for crores of workers," Kharge said on X.
"What kind of Viksit Bharat is this, where the poor are denied the means to survive, and dignity is sacrificed for slogans," he posted.

In a joint sitting of Parliament, marking the beginning of the Budget session, President Murmu urged members of both Houses to stand united on issues such as the resolve for Viksit Bharat, and campaign for Swadeshi and national security, while asserting that these issues were beyond all differences.
She also said the government will continue to accelerate the momentum of "reform express" as she listed various economic and social initiatives taken to make India a developed nation by 2047.
Asked about the president's address, Congress general secretary organisation K C Venugopal said, "Nothing was there; just a repetition of things they have done which they have told earlier also."
"Totally hollow speech prepared by the government that is customarily delivered by the President. Hollow promises of the government are repeated again and again," Venugopal said.
On opposition uproar as the President mentioned the new VB-G RAM G Act, he said, "We protested at that point in time. We are already on an agitation for the withdrawal of the VB law. That is why I said these are hollow promises of the Union government."
President Murmu's reference to the VB-G RAM G Act in her address to the joint sitting of both houses of Parliament sparked protests from opposition parties, which raised slogans, demanding a rollback of the law.
The President said the Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) Act would provide a guarantee for 125 days of work, and stop corruption and leakages.
She also asserted that it would provide a new impetus to rural development.
Speaking with reporters in the Parliament House complex on the President's address, Congress MP Manish Tewari said, "The honourable President is only the spokesperson of the government for the purposes of this address. The address is written by the government and cleared by the cabinet."
"Under those circumstances, it was an insipid address; there was no vision which was laid out, only a list of alleged achievements of the government was read out. So, if there is one word to describe the address, it is -- insipid," Tewari said.
He asserted the opposition wants the VB-G RAM G Act be repealed and MGNREGA be reinstated.

President Droupadi Murmu urges MPs to unite on Viksit Bharat, swadeshi, and national security while highlighting reforms, social justice, and economic growth in her Budget Session address.

President Droupadi Murmu on Wednesday urged parliamentarians to stand united on the resolve for Viksit Bharat, campaign for swadeshi as well as national security, asserting that these were matters beyond all differences.
Addressing a joint sitting of both the Houses of Parliament, which marked the start of the Budget Session, she said the government will continue to accelerate the momentum of "reform express" and listed various economic and social initiatives taken to make India a developed nation by 2047.
Murmu said the world saw the valour of Indian armed forces through Operation Sindoor when they destroyed terror camps on the strength of their own resources and asserted that any terror act will be responded with decisive action. India has proved that power can be used with responsibility and wisdom, she said.
"Amid different opinions and diverse viewpoints, there has been unanimity about nothing being greater than the nation," Murmu said, addressing the Members of Parliament (MP) in the Lok Sabha chamber of Parliament. The President's address is prepared by the government.
In her address, Murmu invoked Mahatma Gandhi, Jawaharlal Nehru, Babasaheb Ambedkar, Sardar Vallabhbhai Patel, Jayaprakash Narayan, Ram Manohar Lohia, Pandit Deendayal Upadhyaya and Atal Bihari Vajpayee and said they shared the belief that differences of opinion are natural in a democracy but certain subjects are beyond differences.
"The resolve of Viksit Bharat, the security of India, Atmanirbharta, the Swadeshi campaign, efforts for national unity, Swachhata and on all such matters concerning the nation, the parliamentarians must stand united," the President said, asserting that this was the spirit of the Constitution.
Murmu urged all the MPs to take a unified stand on issues of national interest as participants in the country's development and infuse new energy into its progress.
Amid unease over certain sections of the University Grants Commission's regulations to promote equity in higher education institutions, the President said the government was working with "full sensitivity" for all &mdash; for Dalits, backward classes, the marginalised and tribal communities.
Murmu further said her government was committed to social justice in the country.
In the third term of the government, she said, work is being done to further empower the poor, and social security benefits are available to nearly 95 crore citizens now.
"My government is committed to true social justice," she said, adding that 25 crore Indians moved out of poverty in the last 10 years.
The President said the government has been successful in tackling corruption and scams, and ensuring proper use of public funds.
"For India, the end of the first 25 years of this century has been filled with several successes, proud achievements and extraordinary experiences. In the last 10-11 years, India has strengthened its foundation in every sector," she said.
Murmu's mention of the Viksit Bharat &ndash; Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) scheme was met with loud protests from the Opposition benches.
The President said the VB-G RAM G initiative would provide guarantee for 125 days of work, would stop corruption and leakages, and provide a new impetus to rural development.
The Opposition members raised slogans demanding its rollback, even as the treasury benches thumped their desks in support of the scheme.
Murmu had to take a brief pause amid opposition cries of "vapas lo" (roll back) against the Act that replaced the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).
Further, the President hailed the signing of a free trade agreement with the European Union, saying it will give impetus to the manufacturing and service sectors and create new employment opportunities for the country's youth.
Over the last 11 years, she said, the economic foundation of the country has grown significantly stronger and despite various global crises, India has remained the fastest growing major economy in the world.
She said astronaut Shubhanshu Shukla's visit to the International Space Station last year was the beginning of a historic journey and space tourism was also not beyond India's reach.
"The visit of India's young astronaut, Shubhanshu Shukla, to the International Space Station marks the beginning of a historic journey," the President said.
She said that in the coming years, the country will move ahead towards establishing an Indian station in space.
Murmu said the nation was enthusiastically working on the Gaganyaan Mission.

Ahead of President Murmu's arrival, a senior Marshal in the Lok Sabha, who was dressed in a traditional attire, removed the Sengol and walked in a procession with Speaker Birla amid drum rolls.&nbsp;
The vice president, the prime minister and the Lok Sabha Speaker welcomed the president at the Gaja Dwar of the Parliament building and proceeded to the Lok Sabha chamber in a procession led by the officer carrying the 'Sengol' reverentially.&nbsp;

Rafale jets were used during Operation Sindoor, launched by India in response to the April 22 dastardly Pahalgam terror attack.
In April 2023, Murmu, the supreme commander of the Indian armed forces has undertaken a sortie in Sukhoi-30 MKI fighter aircraft at the Tezpur Air Force Station, Assam.
Former presidents A P J Abdul Kalam and Pratibha Patil had undertaken sorties in Sukhoi-30 MKI fighter aircraft at the Air Force Station, Lohegaon near Pune on June 8, 2006 and November 25, 2009, respectively.
Manufactured by French aerospace major Dassault Aviation, Rafale fighter aircraft were formally inducted into the Indian Air Force in September 2020 at the Air Force Station, Ambala.
The first five Rafale aircraft, which had arrived from France on July 27, 2020, were inducted in 17 Squadron, the 'Golden Arrows'.
The Rafale jets were used in Operation Sindoor, which was launched on May 7 to destroy several terror infrastructures in territories controlled by Pakistan. The strikes triggered four days of intense clashes that ended with an understanding on stopping the military actions on May 10.

President Droupadi Murmu on Monday expressed pride at the growing number of women opting for a career in veterinary science and termed it a "very auspicious sign".
Speaking at the 11th convocation ceremony of the Indian Veterinary Research Institute (IVRI) Bareilly, Murmu said even in the villages, it is the women of the household who look after the cattle.
"Today, seeing the large number of girl students among the medal winners, I feel proud that daughters, like other fields, are coming forward in the veterinary field as well. This is a very auspicious sign," Murmu said.
"Who is working in cattle sheds in the villages? It is the mothers and sisters because they are more attached to animals... This is why I like the involvement of daughters in this field," Murmu said.
Murmu arrived in Bareilly earlier in the day and was welcomed by Uttar Pradesh Chief Minister Yogi Adityanath and Governor Anandiben Patel.
Speaking on the occasion, Adityanath lauded the IVRI for its significant contribution during the Covid pandemic, stating that the institute played a crucial role by conducting over two lakh tests in the early stages of the crisis.
"When the threat of Covid emerged, testing posed a major challenge in the initial phase. At that time, IVRI came forward and functioned as a nodal centre, supporting the Uttar Pradesh government in testing efforts." He added, "IVRI not only worked for animals and birds, but also made a vital contribution in saving human lives by conducting over two lakh Covid tests." Congratulating the graduating students, Adityanath emphasised the importance of resilience during times of crisis.
The chief minister said the IVRI's research and services have not only benefitted the livestock sector in Uttar Pradesh, but have also given a new life to various species.
Sharing an incident related to the development of a vaccine for lumpy skin disease in cattle, Adityanath said the vaccine developed by IVRI was initially delayed due to a lack of government clearance.
However, after he reached out to Union Minister Parshottam Rupala, the necessary approval was granted.
"The vaccine was administered to the affected cattle and yielded miraculous results - the disease was completely eradicated," he said.
The chief minister reaffirmed the state's commitment to promoting veterinary research and its applications for the welfare of all living beings.

Droupadi Murmu, who took oath as the 15th President of India on 25 July 2022, has dedicated her life to the upliftment of the underprivileged and strengthening of democratic principles, as stated on the official website of the President of India.
Born on 20 June 1958 in Uparbeda village of Mayurbhanj district, Odisha, Murmu hails from a Santhali tribal family. Her early years were marked by struggle and determination. After completing her primary education in her village, she independently moved to Bhubaneswar to pursue higher studies. She became the first woman from her village to graduate from college, earning a Bachelor of Arts degree from Ramadevi Women&rsquo;s College.
Murmu began her professional journey as a Junior Assistant in Odisha&rsquo;s Irrigation and Power Department from 1979 to 1983. She later served as an honorary teacher at Sri Aurobindo Integral Education Centre in Rairangpur between 1994 and 1997.
Her political career began in 2000 when she was elected to the Odisha Legislative Assembly from Rairangpur. Serving until 2009, she held key ministerial positions including Minister of State (Independent Charge) for the Departments of Commerce and Transport, and later Fisheries and Animal Resources Development. In these roles, she introduced several progressive and people-centric initiatives.
Murmu also contributed significantly through her work on various House and Standing Committees in the Odisha Assembly and was recognised for her legislative service with the Pandit Nilkanth Das - Best Legislator Award in 2007.
In 2015, she was appointed as the Governor of Jharkhand, becoming the first tribal woman to hold the post in a tribal-majority state. Her tenure was marked by efforts to uphold constitutional values and protect tribal rights. His songs, including hits like "Beder Dad Chane," have gained widespread popularity on social media, inspiring young people to connect with their roots.
Vyas Om Jignesh, a 17-year-old with cerebral palsy, was honoured for his dedication to Sanskrit literature, having memorised over 5,000 shlokas and performed in more than 500 shows across India.

In the bravery category, Saurav Kumar, a 9-year-old, was awarded for saving three girls from drowning, while 17-year-old Ioanna Thapa was honoured for rescuing 36 residents of a flat from a fire, displaying quick thinking and courage.

Prime Minister Narendra Modi will be present on the occasion, inaugurating the Suposhit Panchayat scheme that aims to bolster nutritional security at the grassroots.
The event will also feature a march-past led by children, representing diverse cultures.
Union Minister of Women and Child Development Annapurna Devi will deliver the opening address, setting the tone for a day dedicated to nurturing young minds and fostering creativity, the ministry said in its statement.
Approximately 3,500 children, including the awardees, will participate in the event, which will feature cultural performances showcasing India's rich heritage.
Educational and creative activities will engage children around the country.
Schools, childcare institutions and Anganwadi centres will host storytelling sessions, creative writing competitions, poster-making events, essay writing, poetry recitals and quizzes.
Online platforms such as MyGov and MYBharat will also facilitate participation.
Veer Bal Diwas is dedicated to inspiring young Indians to contribute to the nation's progress by upholding the values of courage, innovation and service.
Through programmes such as the Pradhan Mantri Rashtriya Bal Puraskar and Suposhit Panchayat, the government reaffirms its commitment to empowering the next generation and fostering a culture of excellence, the ministry said.

N T Rama Rao breathed life into the prominent characters of Ramayana and Mahabharata through his acting. The characters of Lord Rama and Lord Krishna played by him became so alive that people started worshipping NTR, Murmu said.
She noted that NTR also expressed the pain of the common people through his acting.

BRS leader K Keshava Rao has said his party will boycott the President's address to the joint sitting of both Houses of Parliament to protest against the BJP-led Centre's "failure on all fronts of governance".
The Aam Aadmi Party (AAP) too said it will boycott the address.

Rao, who is also the Bharat Rashtra Samithi's floor leader in Rajya Sabha, said his party is "boycotting in protest against the failure of BJP-led NDA government at the Centre on all fronts of governance".

BRS supremo and Telangana Chief Minister K Chandrashekar Rao, is eyeing a role for himself in national politics and has been working on cobbling an alliance of opposition parties.
AAP leader and MP Sanjay Singh said, &ldquo;With all due respect to President Droupadi Murmu, we are boycotting the joint sitting of Parliament as the government has failed on all fronts and has not fulfilled its promises&rdquo;.
Both Rao and Singh clarified that they and their parties respect the President and the President's chair but they are boycotting the address to protest against the BJP-led NDA government at the Centre.&nbsp;

President Murmu said India holds the Group of 20 (G20) presidency this year, which is an opportunity to promote democracy and multilateralism and the right forum for shaping a better world and a better future.

The President said after a series of initiatives in recent years to transform all aspects of governance and unleash the creative energies of people, the world has started to look at India with a new sense of respect.
"Our interventions in various world forums have started making a positive difference. The respect that India has earned on the world stage has resulted in new opportunities as well as responsibilities," she said.

The President said G20 represents about two-thirds of the world population and around 85 per cent of the global GDP, and it is an ideal forum to discuss and find solutions for global challenges.
"To my mind, global warming and climate change are the most pressing among them. Global temperatures are rising and incidents of extreme weather are increasing... Unfortunately, the poor bear the brunt of global warming more than others," she said.
The President said that India is faced with the dilemma of lifting more and more people out of poverty which is possible through economic growth but that also comes from fossil fuels.
She said one of the solutions to the conundrum is promoting the use of alternative energy sources.
"India has taken a commendable lead in this direction by giving a policy push to solar energy and electric vehicles. At the global level, however, emerging economies need a helping hand from advanced nations in the form of technology transfer and financial support," Murmu said.

In a 17-second video clip, the authenticity of which PTI could not verify independently, Giri was heard commenting on the "looks of the President".
"They (BJP) said that I am not good-looking. We don&rsquo;t judge anyone by their appearance. We respect the office of the President (of India). But how does our President look?" Giri, the minister of state for Correctional Homes, was heard saying at a rally in a village in Nandigram late on Friday evening.
Later while talking to reporters this morning, Giri apologised for making such a remark.
"I didn't mean to disrespect the Honourable President. I was replying to what BJP leaders said while verbally attacking me. I apologise for making such a remark. I have immense respect for the President of our country," he said.
However, the BJP lashed out at the Trinamool Congress and said Giri's remark reflected the "anti-tribal" mindset of the TMC.
"President Droupadi Murmu hails from the tribal community. Akhil Giri made objectionable comments against the country&rsquo;s President. These comments reflect the anti-tribal mindset of the TMC party," BJP state president Sukanta Majumdar said.
Amit Malviya In-charge of BJP's National Information &amp; Technology Dept, Co-incharge West Bengal said in a tweet, "Akhil Giri, minister in Mamata Banerjee&rsquo;s cabinet, insults the President, says, We don't care about looks. But how does your President look? Mamata Banerjee has always been anti-Tribals, didn&rsquo;t support President Murmu for the office and now this. Shameful level of discourse&hellip;" The TMC said it doesn't support such a comment but won't take responsibility for remarks made by leaders in an individual capacity.
"We don't want to comment on stray remarks by individuals. The party neither supports such remarks nor takes responsibility for such comments. We have immense respect for the President of the country," TMC spokesperson Kunal Ghosh told.&nbsp;

'Sack Tamil Nadu governor': DMK, allies to President Murmu

Stepping up pressure against Tamil Nadu Governor, the ruling DMK has urged President Droupadi Murmu to sack RN Ravi, alleging that he has violated the oath he took under the Constitution and levelled a series of allegations against him.
Among others, the DMK-led Secular Progressive Alliance (SPA) took exception to his "praising Sanatana Dharma" and charged Ravi with "instigating communal hatred." The memorandum dated November 2, 2022 has been submitted with the President's office, the DMK said on Tuesday. It was released here.
The petition, signed by SPA members of Parliament and submitted with the President's office, also listed out the pending bills with the Raj Bhavan, including one seeking exemption to the state from the ambit of the NEET and questioned the delay for the assent.
Ravi and the MK Stalin-led government have been at loggerheads over a number of issues, including the NEET, and his recent remarks over the 'delay' in handing over the probe into the October 23 car explosion to the National Investigation Agency (NIA) by the state government has not gone down well with the ruling dispensation.
Further, the National Entrance-cum-Eligibility Test has emotional connotations in Tamil Nadu, as many aspirants, starting from S Anita of Ariyalur, have died by suicide either unable to crack it or over apprehensions over clearing it. DMK's 2021 poll promises include ensuring NEET exemption to the state.

Instead of forwarding the NEET bill to the Rashtrapati Bhavan, Ravi "usurped the powers of the Hon&rsquo;ble President and questioned the wisdom of the Legislature and returned the Bill, which is ultra vires of the powers conferred on a Governor," the memorandum said.
"Due to his conduct, the TN Assembly had to be convened for a special session and the Assembly re-enacted the NEET Exemption Bill and sent it again to the Governor. This shows that the Governor is acting against the collective will of the people as expressed by the State Legislative Assembly. These are all acts unbecoming of a Governor," the ruling alliance MPs said.
"Tamil Nadu is a paradise where people from different religions, languages and castes live peacefully. The TN Governor Thiru (Mr) R N Ravi has developed an unfortunate propensity to publicly profess his lack of faith in the secular ideals of this country and frequently engages in divisive rhetoric. This is an embarrassment to our government which has utmost commitment to the secular ethos of this nation." Ravi was "unabashedly propagating dangerous, divisive, religious rhetoric in public, which is unbecoming of a Governor. His speeches are made with a calculated intent to incite hatred and create communal unrest among the people. Recently he made a comment that &ldquo;India is dependent on one religion like the rest of the world&rdquo;. This statement is an affront to India&rsquo;s Constitution. India is dependent on its Constitution &amp; laws, not any religion," it said.
