PM Narendra Modi highlights the decade-long impact of Digital India, citing rapid internet expansion, record UPI usage, and global leadership in AI and digital public infrastructure.

Prime Minister Narendra Modi asserted on Tuesday that the Digital India initiative launched a decade ago bridged the digital divide between haves and have-nots, and democratised opportunity, stressing that it has become a people's movement.
In a post on LinkedIn, he said while decades were spent doubting the ability of Indians to use technology, his government changed this approach and trusted the ability of citizens to use technology.
Modi asserted that his government used technology to eliminate the gap between the haves and the have-nots, he added.
"When the intent is right, innovation empowers the less empowered. When the approach is inclusive, technology brings change in the lives of those on the margins.This belief laid the foundation for Digital India: a mission to democratise access, build inclusive digital infrastructure, and opportunities for all," he said.
In 2014, Modi said, India had around 25 crore internet connections. Today, that number has grown to over 97 crore, with over 42 lakh km of optical fibre cable equivalent to 11 times the distance between the earth and the moon now connecting even the most remote villages, he added.
He said India's 5G rollout is among the fastest in the world, with 4.81 lakh base stations installed in just two years.
High-speed internet now reaches urban hubs and forward military posts alike, including Galwan, Siachen, and Ladakh, he noted.
He recalled that internet penetration was limited, digital literacy was low, and online access to government services was scarce in 2014, the year his government came to power.
He said many doubted whether a country as vast and diverse as India could truly go digital.
"Today, that question has been answered not just in data and dashboards, but in the lives of 140 crore Indians. From how we govern, to how we learn, transact, and build, Digital India is everywhere," he said.
Ten years ago, India embarked on a bold journey into uncharted territory with great conviction, he said.
A decade later, the journey has touched countless lives and ushered in a new era of empowerment, he said, adding India has made many strides in digital payments, powered by the collective resolve of 140 crore Indians.
India Stack, which is the digital backbone, has enabled platforms like UPI, which now handles 100 plus billion transactions a year, he said, adding that around half of all real time digital transactions happen in India.
Through Direct Benefit Transfer (DBT), over Rs 44 lakh crore has been transferred directly to citizens, cutting out middlemen and saving Rs 3.48 lakh crore in leakages, he said, adding that schemes like SVAMITVA have issued over 2.4 crore property cards and mapped 6.47 lakh villages, ending years of uncertainty.
The prime minister said India's digital economy is empowering MSMEs and small entrepreneurs like never before.
He asserted that ONDC (Open Network for Digital Commerce) is a revolutionary platform which opens a new window of opportunities by providing a seamless connection with huge market of buyers and sellers.
He added that the GeM (Government E-Marketplace) enables the common man to sell goods and services to all arms of the government. This not only empowers the common man with a huge market but also saves money for the government.
"Imagine this: You apply for a Mudra loan online. Your creditworthiness is assessed through an account aggregator framework. You get your loan and start your venture. You register on GeM, supply to schools and hospitals, and then scale up via ONDC," he said.
ONDC recently crossed 200 million transactions, with the last 100 million in just six months, he notes.
He said from Banarasi weavers to bamboo artisans in Nagaland, sellers are now reaching customers nationwide without middlemen or digital monopolies.
The GeM has also crossed Rs 1 lakh crore Gross Merchandise Value GMV in 50 days, with 22 lakh sellers, including over 1.8 lakh women-led MSMEs, who have fulfilled orders worth Rs 46,000 crore, he said.
Modi said India's digital public infrastructure is its global offering.
From Aadhaar, CoWIN, DigiLocker, and FASTag to PM-WANI and One Nation One Subscription is now studied and adopted globally, he said.
Through its G20 Presidency, India launched the Global DPI Repository and a USD 25 million social impact fund, helping nations across Africa and South Asia adopt inclusive digital ecosystems, he said.
Modi said India now ranks among the top three start up ecosystems in the world, with over 1.8 lakh start ups. But this is more than a start up movement, it is a tech renaissance, he added.
India is doing extremely well when it comes to AI skill penetration and AI talent concentration among our youth, he said in the post.
Through the USD 1.2 billion India AI Mission, India has enabled access to 34,000 Graphics Processing Units at globally unmatched prices at less than Rs 1/GPU hour, making India not just the most affordable internet economy, but also the most affordable compute destination, he said.
Modi said, "India has championed humanity-first AI. The New Delhi Declaration on AI promotes innovation with responsibility. We are establishing AI Centres of Excellence across the country." The prime minister said the next decade will be even more transformative, as India is moving from digital governance to global digital leadership, from India-first to India-for-the-world.
He said digital India has not remained a mere government programme but has become a people's movement.
It is central to building an Aatmanirbhar Bharat, and to making India a trusted innovation partner to the world, he said.
Modi said, "To all innovators, entrepreneurs, and dreamers: the world is looking at India for the next digital breakthrough." "Let us build what empowers. Let us solve what truly matters. Let us lead with technology that unites, includes, and uplifts."

India is taking steps to enhance online safety and combat cybercrimes with the introduction of the Digital India Bill. The bill, proposed by Rajeev Chandrasekhar, the Minister of State for Electronics and Information Technology, aims to regulate the internet and address various online safety concerns. These concerns include the dissemination of child sexual abuse material, religious incitement material, patent violations, and misinformation on social media platforms. Chandrasekhar emphasized the need for this legislation given India's significant digital transformation, with a staggering 850 million internet users in the country. Under the bill, online platforms will be held accountable for hosting prohibited content. Specifically, there will be 11 types of content that will be banned, such as pornography, harmful material for children, copyright infringement, and misleading information. The ultimate goal of the Digital India Bill is to establish India as a safe and trustworthy digital destination, with online platforms sharing the responsibility of ensuring user safety and trust. In addition to this bill, the government is also planning to present the Digital Personal Data Protection Bill in Parliament. These efforts reflect the government's commitment to safeguarding digital citizens and fostering an open and secure online environment.

Union Minister Rajeev Chandrashekhar stated that the Act would make internet service providers and other intermediaries more accountable for hosting offensive content. He stressed that the government wants the internet to be a tool for empowerment while also being safe and trustworthy. The Digital India Act will supplement the Information Technology Rules, which were modified in 2022 to hold intermediaries accountable. The Act will also cover online gaming. Chandrashekhar argued that intermediaries should reveal the originator of anonymous content and that the right to free expression and privacy should not be exploited for criminal activities. He acknowledged that CSAM is a result of events outside the internet and must be addressed separately by the law.

&lsquo;If you look at the 800 million people online, you know that it is all of India. It cuts across states and therefore it cuts across languages. It cuts across different degrees of urbanization, and income classes. So, all of the differences that were there in the real world are showing up here as well,&rsquo; said Ajit Mohan. &lsquo;I think there are multiple Indias for sure,&rsquo; added Ananth Narayanan.
Mohan and Narayanan further discussed the young demographics of our country and how it is reflected in people's willingness to embrace new things. &lsquo;Think when you have a product or a format that hits the bull's eye, you don't get friction from people resisting adopting something new that is different from how they've done it before. Whether that is how they discover a product, whether that's how they get in touch with a doctor,&rsquo; Ajit Mohan said.
Mohan said that this phenomenon is because the average age of our country is 26, &lsquo;if you look at the aging curve, we get younger for a few more years before we start aging, which is quite different from almost every country in the world.&rsquo;
Mohan further spoke about how this also enabled the massive explosion of the usage of the messaging platform WhatsApp in the last two or three years. &lsquo;I think what's interesting is, the digital journey allows you to segment better, to target better, and to deal with them in a more personalized manner, whether it's through WhatsApp... But it allows you mass personalisation, which was not possible before,&rsquo; added Narayanan.
Mohan maintained that the younger demographics are a big advantage for the growing digital landscape of India but, &lsquo;some of the old stuff continues to remain relevant.&rsquo; &lsquo;I think it's a country that is growing fast, but it's still a country with a lot of disparity in income. So, the classic cliche about you having to get the value equation right continues to be true, I think, even in this new world. But digital is playing a huge role, and that hasn't changed. So, I think it's as complex as the country is,&rsquo; he said.
Ananth Narayanan agreed and shared how this has changed the way brands have to think about inventory and product assortment. &lsquo;It's a very interesting opportunity to actually build products that create real value for consumers and being able to personalize both the shopping experience and the assortment for each customer.&rsquo;

The size and scale of the Indian digital audience, both video and digital consumers have seen a dramatic change in the last 6 years. 'You circle back about six years in 2016, there were only about 50 million people who had access to good quality internet in India that number today is well north of 800 million, and all of that has happened in the last six years,' Ajit Mohan, former Meta India head said at the Ascent Conclave 2022.&nbsp;

Speaking on the expansion of internet access in the country, Ajit Mohan said, a lot of countries have not seen the pace of this transformation that India has seen. Not even China has seen this kind of dramatic expansion in access to the internet. In the last six years, you also have two years, where people were in many ways forced to sample a more digital way of living.
He further added, 'If you really think about it in terms of an economy where different versions of the lockdown happened, it was in many ways a forced introduction to a more digital way of living, and therefore the India that's emerged out of the pandemic, India in 2022, and looking at the next decade, looks dramatically different.' Ananth Narayanan agreeing with Mohan added more facts to the conversation, 'if you look at online retail, all of the e-commerce in India today, is sub 10% of the total retail market, 8-9%. In China, that number is north of 20%, and the same is true in the U.S. The reason this is important is that we haven't seen anything yet. I think the next ten years will be sort of the best years for building out businesses digitally... I think Flipkart, Amazon, etc. are large businesses, but not really, not if you consider the size of the market, in terms of revenues or consumers.'
Ajit Mohan went on to explain how he feels that companies and entrepreneurs have not fully imbibed how dramatic this change is. 'They haven't understood the depth of this in terms of how this changed how people behave, how people discover things, how people shop for things because that 50 to 800 million people expansion in access has happened very quickly,' he said.
'If you're really ambitious, you're solving for 100 million people. You're not solving for 800 million people. And, that tells you the scale of the opportunity that is there, in any business that you're in. If you really think about what's happened and start thinking about what it means to be in a country where 800 million people have access to good quality internet, and in many ways over the last couple of years have already been introduced to a more digital way of living. And, then project this over the next ten years, imagine all of the different ways in which change will happen to how we conduct commerce, how we choose health providers, and how we get educated. We are really at the beginning of that journey, but that foundation is already in place,' he added.&nbsp;
Ananth Narayanan also shared his experience when he started Myntra in 2015. He said that from the first time a consumer came online to the point where they actually bought an article of fashion, the period was 18 months. And, today since consumers are more comfortable with online purchases that number has come down to six months. 'So now every new customer, every hundred million that you add to the Internet, starts doing business online, much much quicker and that transforms that ability to accelerate,' he said.
Adding to the changing digital landscape of India, Narayanan spoke about the other things where he's seen a shift including physical infrastructure. He spoke about how difficult it used to be to reach 26,000 pincodes in India earlier due to poor infrastructure. 'Now with the logistics and supply chain infrastructure that Amazon, Flipkart, Myntra, Nykaa have all built, you know, for a call it ₹140, you can reach any pincode in India with any product in three days,' he said.
Narayanan added, 'I think in the next ten years, massive businesses would get built on the digital infrastructure that exists, whether that's the consumers, whether that's UPI, or whether that's the physical infrastructure that gets sort of built around it. And, I think in the next ten years we'll see massive digital businesses get built, at a scale that we haven't seen yet. So, I think it's a very exciting time to be building digital businesses in India.'

India is assuming G20 Presidency when the world is grappling with geopolitical tensions, economic crisis and climate change. What will be its priorities and challenges?

Prime Minister Narendra Modi on Wednesday said India's G-20 presidency will be inclusive, ambitious, decisive, and action-oriented, noting that the country is taking the charge at a time when the world is grappling with geopolitical tensions, economic slowdown and rising food and energy prices.
India was handed over the presidency of the influential bloc at the end of the two-day G-20 summit here which was hosted by Indonesia.
In his remarks at the closing ceremony of the summit, Modi said India will strive to ensure that the G-20 acts as a global "prime mover" to envision new ideas and accelerate collective action over the next one year.
"India is taking charge of the G-20 at a time when the world is simultaneously grappling with geopolitical tensions, economic slowdown, rising food and energy prices, and the long-term ill-effects of the pandemic," Modi said.
"At such a time, the world is looking at the G-20 with hope. Today, I want to assure that India's G-20 presidency will be inclusive, ambitious, decisive, and action-oriented," he said.
India will officially assume the G20 Presidency from December 1.
The next G20 Leaders' Summit at the level of Heads of State/Government is scheduled to be held on September 9 and 10 in New Delhi.
The prime minister said India's presidency of the G-20 is a proud occasion for every Indian and that the country will organize G-20 meetings in different cities and states.
"Our guests will get full experience of India's amazing diversity, inclusive traditions, and cultural richness. We wish that all of you will participate in this unique celebration in India, the 'Mother of Democracy'. Together, we will make the G-20, a catalyst for global change," he said.
Modi also listed India's priorities for the G-20.
"Over the next one year, we will strive to ensure that the G-20 acts as a global prime mover to envision new ideas and accelerate collective action," he said.
"The sense of ownership over natural resources is giving rise to conflict today, and has become the main cause of the plight of the environment. For the safe future of the planet, the sense of trusteeship is the solution," he added.
Modi noted that LiFE that is a 'Lifestyle for Environment' campaign can make a big contribution to this. "Its purpose is to make sustainable lifestyles a mass movement." The prime minister emphasised that the benefits of development are universal and all-inclusive.
"We have to extend the benefits of development to all human beings with compassion and solidarity. Global development is not possible without women's participation," he said.
Modi said the G-20 has to convey a strong message in favour of peace and harmony.
"All these priorities are fully embodied in the theme of India's G-20 Chairmanship -- 'One Earth, One Family, One Future'," he said.

It has significant&nbsp;efficiency and security advantages in identifying devices across the internet so they can be located.&nbsp; Rajeev Chandrasekhar,Union Minister of State for Electronics and Information Technology tweeted a report proudly highlighting India's lead. As per the report hyperlinked in the tweet,&nbsp;77.48% of Internet users in India have adopted IPV6, vs 64% in Belgium who ranks 2nd and miles ahead of the 55.06% users in United States (ranked 11). The large boost for IPV6 comes from India's largest telecom&nbsp;network, Jio. As per reports Mukesh&nbsp;Ambani&nbsp;backed Jio&nbsp;tops the&nbsp; world IPV6&nbsp;network adoption charts with more than 93% users on the platform.&nbsp;

Sitharaman highlighted India's performance in the digital world and the government's efforts to build the digital infrastructure framework over the last decade, stressing the increase of the digital adoption rate in India during the COVID-19 pandemic.
"If I use 2019 data, the digital adoption rate in India is about 85 percent. But globally that same year it was only somewhere near 64 percent. So the pandemic time actually helped us to test and prove for ourselves that it is simple to use, common people can use it, and adoption actually was proven," Sitharaman asserted.
Apart from her official engagements with the World Bank, IME, G20, and Financial Action Task Force (FATF), Sitharaman on Monday also attended an event at the Atlantic Council, a think tank based in Washington DC.

As per data from National Payments Corporation of India (NPCI) the 6 year old platform saw transactions worth Rs 8.88 lakh crore in March which is a 7.5% jump from the previous month. The payments mode has broken multiple records in the past two years and is now inching closer to Rs 9 lakh crore in monthly transaction values.But that is not all, for the fiscal year gone by April-March UPI registered transactions over $1 trillion or approximately Rs 75.82 lakh crore.

The past few years have witnessed a change in the way countries attempt to govern the vast, deep and decentralized cyber space. In the midst of large-scale disinformation campaigns threatening the very existence of public institutions, this need to govern stems from very real issues. Yet, the way we choose to do it is as vital in order to maintain the social contract between our society and the State. Regulations without a profound understanding and examination of the workings and meaning behind the cyber realm could leave us in a dire position.
