The government raised excise duty on petrol and diesel by Rs 2 per litre, now at Rs 13 and Rs 10 respectively. Despite this, retail prices remain unchanged due to recent international oil price declines offsetting potential cost increases.

The government on Monday hiked excise duty on petrol and diesel by Rs 2 per litre each but there will be no change in retail prices as the increase will be adjusted against the price cut that was warranted because of falling international oil prices.
The excise duty on petrol was hiked to Rs 13 per litre and that on diesel to Rs 10 a litre, an official order showed.
The increase in duties will "come into force on the 8th day of April, 2025," it said.
While any change in taxes are normally passed on to consumers, there will be no change in retail selling price of petrol and diesel as the excise hike will be set off against the reduction in retail prices that was warranted from fall in international oil prices.
International oil prices have slumped to their lowest since April 2021 as escalating trade tensions between the United States and China stoked fears of a recession that could cut oil demand.
Brent futures lost USD 2.43, or 3.7 per cent, to USD 63.15 a barrel on Monday while US West Texas Intermediate crude futures were down USD 2.42, or 3.9 per cent, at USD 59.57.
India is 85 per cent dependent on imports to meet its oil needs.
"PSU Oil Marketing Companies have informed that there will be no increase in retail prices of #Petrol and #Diesel, subsequent to the increase effected in Excise Duty Rates today," the oil ministry said in a post on X.
The Modi government during its 11-year rule hiked excise duty whenever international oil prices fell.
The government had between November 2014 and January 2016, raised excise duty on petrol and diesel on nine occasions to take away gains arising from plummeting global oil prices.
In all, duty on petrol rate was hiked Rs 11.77 per litre and that on diesel by 13.47 a litre in those 15 months that helped government's excise mop-up more than double to Rs 2,42,000 crore in 2016-17, from Rs 99,000 crore in 2014-15.
The government had cut excise duty by Rs 2 in October 2017, and by Rs 1.50 a year later. But it raised excise duty by Rs 2 per litre in July 2019. It again raised excise duty on March 2020, by Rs 3 per litre each.
Excise duty was raised by Rs 13 and Rs 16 per litre on petrol and diesel between March 2020 and May 2020.
But in the following years, it rolled back the Rs 13 and Rs 16 per litre excise duty hike as international oil prices soared. This helped bring down petrol prices from a record hike of Rs Rs 105.41 a litre in Delhi and highest ever diesel rate of Rs 96.67.
Just before general elections were announced last year, the government had cut petrol and diesel prices by Rs 2 a litre each.
Petrol currently costs Rs 94.77 a lire in Delhi and Rs 87.67 is the price for a litre of diesel.&nbsp;

The clarification comes after Gadkari's comments at the 63rd Annual SIAM (Society of Indian Automobile Manufacturers) convention, where he expressed concerns about the environmental impact of diesel-powered vehicles and said,&nbsp; "I am going to handover a letter to the Finance Minister this evening stating that an additional 10% GST be put on diesel-powered vehicles,"
He also said, "Say goodbye to diesel... Please stop making them, otherwise, we will just increase the tax so much that it would become difficult to sell diesel cars"
However, the minister has now clarified that there is no such proposal at the moment.&nbsp;

Diesel sales dropped in June as the arrival of monsoon cut demand in the agri sector and reduced vehicular movement, preliminary industry data showed.
Demand for diesel, the most consumed fuel in the country, accounting for about two-fifths of the total demand, fell 3.7% to 7.1 million tonnes in June compared to the year-ago period.
Diesel sales soared 6.7% and 9.3% in April and May respectively, as agriculture demand picked up and cars yanked up air-conditioning to beat the summer heat.
Month-on-month sales were almost flat compared to 7.09 million tonnes of diesel consumed in May.
Petrol sales, however, rose 3.4% to 2.9 million tonnes in June 2023 compared to the year-ago period. Sales were unchanged month-on-month, the data showed.
Petrol and diesel sales have been on the rise since the second half of March on the back of a pick-up in industrial and agriculture activity.
But the arrival of monsoon has cooled temperatures and reduced demand for running diesel gensets to irrigate fields and cut down consumption in tractors and trucks in the first half of June.
Petrol consumption during June was 33.5 per cent more than COVID-marred June 2021 and 20.6 per cent more than pre-pandemic June 2019.

The Energy Transition Advisory Committee of India's petroleum ministry recommends that the country ban diesel four-wheelers in cities with a population of more than a million people by 2027&nbsp;

India should by 2027 ban the use of diesel-powered four-wheelers in cities with over 10 lakh population and switch to electric and gas-fuelled vehicles, according to a report commissioned by the oil ministry.
The report of the committee headed by former Oil Secretary Tarun Kapoor also suggested phasing out motorcycles, scooters, and three-wheelers with internal combustion engines by 2035.
There should be no diesel city buses addition in urban areas in about 10 years, the panel which submitted its report to the government in February this year, said.
The government is yet to accept the report.
"EVs may be promoted as the optimal solution in preparing for phasing out internal combustion engine two / three wheel vehicles by 2035. In the intermediate period, policy support for ethanol-blended fuel with an increasing blend ratio needs to be given," the report said.
It called for four-wheelers, including passenger cars and taxis, to partially shift to electric and partially to ethanol-blended petrol with almost 50 per cent share in each category.
"Diesel-driven 4-wheelers may be eliminated as soon as possible. Therefore, a ban on diesel-powered four-wheelers in all million-plus cities and all towns with high pollution has to be enforced in five years, i.e. by 2027," the report said.
For transitioning to EVs, CNG as a transition fuel (up to 10-15 years) has been emphasised.
"Vehicles with flex-fuel capabilities and hybrids may be promoted in the short and medium terms. This can be done through the application of fiscal tools like taxation," it said.
To boost electric vehicle use in the country, the report said the government should consider a "targeted extension" of incentives given under the Faster Adoption and Manufacturing of Electric and Hybrid Vehicles scheme (FAME) to beyond March 31.
The report favoured new registrations of only electric-powered city delivery vehicles from 2024 and suggested higher use of railways and gas-powered trucks for the movement of cargo.
These steps will help India achieve the goal of cutting its emissions to net zero by 2070.
Net-zero, or becoming carbon neutral, means not adding to the amount of greenhouse gases in the atmosphere.

India's fuel sales rose in April as diesel demand grew on the back of a pick up in harvesting of Rabi crops and expansion of economic activity, preliminary industry data showed on Monday.
Demand for diesel, the most consumed fuel in the country accounting for about two-fifths of the demand, soared 6.7 per cent to 7.15 million tonnes in April compared to a year ago period.
Month-on-month sales rose 4.8 per cent when compared with 6.83 million tonnes of diesel consumed in March which witnessed a seasonal slowdown.
Petrol sales rose about 2.5 per cent to 2.64 million tonnes during April when compared with the same period of the last year. Sales, however, fell marginally by 0.5 per cent month-on-month, the data showed.
Petrol and diesel sales have been on the rise from the second half of March on the back of a pick up in industrial and agriculture activity. In the first half of March, petrol sales had fallen 1.4 per cent and diesel by 10.2 per cent year-on-year.
Consumption of petrol in April was 23.5 per cent more than COVID-marred April 2021 and more than double in the same period of 2020. Diesel consumption was up 21 per cent over April 2021.
With the continued opening of the aviation sector, India's overall passenger traffic at airports inched closer to pre-COVID levels.
Reflecting the trend, jet fuel (ATF) demand jumped 15.4 per cent to 595,600 tonnes during April when compared to the same period last year. It was 53.3 per cent higher than April 2021 but 4 per cent lower than pre-Covid April 2019. Month-on-month sales fell 3.1 per cent when compared with 614,700 tonnes in March 2023.
Rabi crops, mostly wheat, barley, mustard, sesame and peas, are sown between the months of October and December, and harvested from April to June. Wheat harvesting leads to a rise in diesel demand as harvesters and tractors run on that fuel.
India is enjoying steady growth, with support from the services sector as well as the industrial side of the economy. The country's oil demand was supported by strong industrial activity, industry officials said.
In terms of products, diesel was the main driver of oil demand as there was a pick up in the agriculture sector, as well as requirements for power generation and industry. Use of the fuel in irrigation pumps and trucking supported diesel, they said.
Cooking gas LPG sales fell 2.7 per cent year-on-year to 2.19 million tonnes in April. LPG consumption was 4 per cent higher than in April 2021 and 16 per cent more than pre-Covid April 2019. Month-on-month, the demand dropped 8.1 per cent when compared to 2.38 million tonnes of LPG consumption during March, the data showed.

The Delhi government has deregistered over one lakh 10-year-old diesel vehicles, directing the owners to either retrofitting these vehicles with electric kits or to sell those to other states after acquiring a no-objection certificate. This however may not be the end of taking old vehicles off the roads in a bid to reduce pollution. A senior officer from the Delhi transport department conveyed that petrol vehicles which are older than 15 years will also be deregistered in the coming days.Delhi's transport department has warned that if any deregistered petrol vehicle older than 15 years is found plying on roads, it will be impounded and sent for scrapping.The deregistered diesel vehicles include around 87,000 cars, and the rest include goods carriers, buses, and tractors.
Currently, Delhi has roughly around 43 lakh, including 32 lakh two-wheelers and 11 lakh cars which are older than 15-year.

However, there are 14 States/UTs which have not undertaken any reduction in VAT. These states include Congress and its allies ruled Rajasthan, Punjab, Chhattisgarh, Maharashtra, Jharkhand and Tamil Nadu. AAP-ruled Delhi, TMC-governed West Bengal, Left-ruled Kerala, BJD-governed Odisha, TRS-led Telengana and YSR Congress-ruled Andhra Pradesh.
