The Dirba constituency today witnessed a wave of development as Punjab Finance Minister Advocate Harpal Singh Cheema laid the foundation stones of Baba Saheb Bhim Rao Ambedkar Community Hall in Dirba, which will be constructed at a cost of around Rs.2 crores and a 17-kilometer canal water pipeline project worth around Rs.2.20 crore in Village Janal of Dirba constituency.
After laying the foundation stone of the community hall, the Cabinet Minister announced that the construction of community hall, having seating capacity of 500 people, will be completed within 6 months.
He said that Chief Minister S. Bhagwant Singh Mann led Punjab Government is committed to the comprehensive development of the state and as part of this initiative, development works are being carried out at a rapid pace across constituencies, ensuring that all challenges faced by the people are systematically addressed.
The cabinet minister said that a long-standing demand of the scheduled castes and economically disadvantaged families of Dirba for construction of the hall has been fulfilled.
The cabinet minister stressed, this hall will benefit a large number of people, particularly enabling poor and middle-class families to conduct their joyous and solemn occasions with great convenience, noting that when poor and middle-class families are compelled to organize their events at expensive venues by taking loans, they become burdened under debt for several years, with their financial difficulties remaining unresolved. However, this community hall will prove to be extremely beneficial for the people and will also protect them from falling into debt, he added. S. Cheema also informed that grants have been released for the three gates of the Gurdwara Sahib in Dirba.&nbsp;
Earlier, laying the foundation stone of a 17-kilometer canal water pipeline project in village Janal, the Finance Minister said that this is the part of initiative focused on ensuring that every agricultural field of the the state receive canal water facilities.
S. Cheema said that upon completion of this pipeline, around 850 acres of agricultural land will receive canal water supply. He said that the Punjab Government's objective is to ensure that every drop of canal water in Punjab reaches the farmers' fields. This initiative will not only conserve groundwater resources but also result in significant cost savings for farmers while substantially enhancing soil fertility, he categorically added.
He informed them that canal water pipeline installation work is progressing at a rapid pace across various villages in the constituency, which will provide canal water facilities to a vast area of Dirba constituency and reduce dependence on groundwater.&nbsp;
With groundwater conservation in mind, he urged farmers to prioritize direct seeding of paddy. The area under direct seeding in the constituency had increased last year and is expected to expand further this year. He said that if water resources are not preserved, agricultural activities in the state will become impossible. The government's efforts to provide canal water will prove instrumental in conserving groundwater resources, said the finance minister.&nbsp;
The cabinet minister mentioned that special focus is being laid to the development of villages of the Dirba constituency and he is diligently overseeing the completion of various development projects under his supervision. The Dirba constituency is emerging as an exemplary model throughout the state, he added.&nbsp;

The Odisha government has formed a 16-member committee to give special attention to Kotia gram panchayat in Koraput district and to frame an administrative mechanism for addressing the issues faced by the people there, an official notification said.
The 16-member special committee headed by Revenue and Disaster Management Minister Suresh Pujari was formed after approval of Chief Minister Mohan Charan Majhi on Thursday.
The Kotia cluster of villages located on the state's border with Andhra Pradesh are important for the government as the neighbouring state also makes claim over the area and the dispute continued since 1968. Though the Supreme Court in 2006 directed both the states to maintain the status quo, tensions over governance and development interventions persist in the region.
"It was decided to give special attention to Kotia group of villages under Pottangi Block of Koraput district and to frame an administrative mechanism in order to address the issues faced by the people through a robust mechanism so that the various departments presently providing different services through their agencies independently to the people could come under one umbrella," the official notification said.
It said that all the schemes implemented by different departments could be done through a single agency headed by a special officer with an independent office for holistic development of Kotia gram panchayat for a lasting solution.
"Besides, there is also a need to propagate/strengthen Odia language, culture, literature, tradition, festivals in the bordering areas in order to create affiliation under 'Odia Ashmita'," it said.
The panel has been mandated to recommend to the chief minister on the issues of Kotia group of villages. It will also define the special agency structure, hierarchical and funding patterns and convergence of various schemes.
The proposed special agency to be headed by a senior officer will operate with an independent office. The aim is to bring all departmental services&mdash;currently functioning independently&mdash;under one umbrella for effective and coordinated service delivery to the residents of Kotia, an official said.

Assam's Cabinet has approved initiatives across tourism, energy, and infrastructure, including stadium upgrades and new concert tourism policy.

The Assam Cabinet on Wednesday approved policies for concert tourism and solar power generation, and the upgradation of Khanikar Stadium in Dibrugarh into the largest such facility in the state.
It also gave its nod to provide personal security to individuals with credible threat perceptions against payment of remuneration to the government.
Addressing a press conference at Dergaon in Golaghat district after chairing the Cabinet meet, Chief Minister Himanta Biswa Sarma said, &ldquo;Individuals, facing credible threats, can now apply for personal security, subject to the condition that they must pay a remuneration to the government. This facility will be granted only after a due assessment of the threat perception.&rdquo; He said the Cabinet has approved a new policy for the Concert Economy.
&ldquo;Our state was losing out on the Concert Economy to other states, including our neighbour Meghalaya. This policy aims to position Assam as a premier music and entertainment tourism hub to host large-scale concerts and music festivals,&rdquo; Sarma said.
Guwahati, Dibrugarh and Jorhat will be developed as concert tourism hubs under this policy, he said, adding that the first such programme will be organised in December in Guwahati.
The Cabinet has okayed &lsquo;Assam Solar Power Generation Promotion Policy 2025&rsquo;, which aims to generate 3,500 MW capacity by 2030 and attract public and private investments to create 15,000 jobs, the chief minister said.
A proposal for notification to include over 47,000 hectares of land under the 6th addition to Kaziranga National Park has also been green-lighted, Sarma said.
Some of the areas, included originally under the 6th addition, have been kept out, though inclusion of new places has ensured that the total area of the sanctuary has increased, he added.
The chief minister said that Rs 209 crore has been approved to upgrade Khanikar Stadium in Dibrugarh from a 5,000 to a 35,000-seat capacity, which will make it the largest stadium in the state.
The council of ministers also gave its nod to a proposal of spending Rs 284 crore for the construction of an Assam Assembly building in Dibrugarh, including an MLA hostel and an auditorium with a 1000-seat capacity, he added.
Sarma said that the Cabinet has sanctioned over Rs 205 crore as the last and final share of investment of the Government of Assam&rsquo;s committed contribution to the expansion of the Numaligarh Refinery Ltd.
&ldquo;With this, the government of Assam will complete the investment of Rs 823 crore for NRL&rsquo;s expansion as committed earlier,&rdquo; he added.
Sarma said administrative approval has also been given for the Phase 2 construction and development of residential quarters and associated facilities at the Lachit Barphukan Police Academy, Dergaon, at a cost of Rs 229.41 crore, which is expected to be completed in two years.

West Bengal Chief Minister Mamata Banerjee on Monday called for accelerating industrial development in the northern districts of the state.
Interacting with industrialists and entrepreneurs at the North Bengal Business Meet here, Banerjee said the government has identified 10 acres to set up an international convention centre.
She said the proposed centre will come up near Uttarayan (state secretariat in north Bengal) here, which will help in hosting business conclaves besides housing a hotel.
Banerjee also stressed the need to set up more homestays, which will generate employment for locals.
The CM announced the setting up of industrial parks in Dabgram and Falakata, along with plans to set up a data centre in Siliguri.
She emphasised that despite a lack of central government funds for sectors such as housing, rural roads and erosion control, the state government has been running various social welfare schemes using its own resources.
"The industry in north Bengal should come up with proactive ideas," she said, adding that there is a need to develop alternative tourist destinations beyond Darjeeling, which has become congested.
She proposed expansion and development of areas like Kalimpong, Mirik and Kurseong to balance tourism flow.
On the issue of tea garden workers, Banerjee reiterated her government&rsquo;s commitment to their welfare.
"We will go all out to protect tea garden workers," she said.
"The government will support alternative business plans within estates where tea is not cultivated. This will help create local jobs." She expressed concern that "certain quarters are making efforts to thwart this", but affirmed, "Work has to carry on." To preserve the integrity of Darjeeling tea, Banerjee announced the state&rsquo;s intention to set up a laboratory in north Bengal to test for spurious tea being falsely marketed as Darjeeling tea.
She said a skills and fashion university will come up in north Bengal.
"Bengal is the new destination for industry in the country now. Six economic corridors are coming up", she said.
The meet was attended by business leaders such as Rudra Chatterjee of Luxmi Group and other industrialists of north Bengal.

Punjab Chief Minister Bhagwant Singh Mann on Thursday said that after cleaning the mess of previous regimes for three years, the state government is now on path of restoring the pristine glory of Punjab.
Addressing the gathering after dedicating World Skill Campus of Excellence consisting of two premier institutions &ndash; newly renovated State of the Art Industrial Training Institute (ITI) and Multi Skill Development Centre (MSDC) here today, the Chief Minister bemoaned that the state has lagged behind in the process of development due to the regressive policies and malicious intent of the previous regimes.
He said that those were the times when industry was suffering, drug mafia and gangsters were flexing muscles under open patronization of the erstwhile rulers and the development of Punjab had derailed. However, Bhagwant Singh Mann said that since day one of assuming charge in office his government had focused on holistic development of the state and prosperity of its people.
The Chief Minister said that the state government has fulfilled almost all the guarantees promised to people adding that even those guarantees which were not made have also been given to people.
He said that on one hand the BJP led NDA government is enhancing the rates of toll everyday whereas on other hand the state government has closed 17 toll plazas in Punjab.
Likewise, Bhagwant Singh Mann said that a flawless plan was chalked out and executed to give a major push to development of every sector.&nbsp;
The Chief Minister said that unfortunately water had depleted in 117 out 153 blocks, which went into black dark zone. He said that the previous governments never bothered about making any effort to save the groundwater and the farmers at the tail ends, on this land of five rivers, never got water.
Bhagwant Singh Mann said after assuming charge the AAP government has revived 15947 water courses in the state due to which water has reached at the tail ends even in remotest villages.
Likewise, the Chief Minister said that his government has provided free power to households from the month of July after which 90% of them are getting free power.
Bhagwant Singh Mann said that for the first time the state government has purchased a power plant from a private firm to make the state surplus in power production.
He said that it is a matter of immense pride and satisfaction that the state government has named this thermal plant after Sri Guru Amar Dass ji- the third Sikh Guru.
The Chief Minister said that Punjab has complete communal harmony, peace and amity, which are mainly responsible for overall development and prosperity in the state.
Bhagwant Singh Mann said that due to strenuous efforts of Punjab government so far investments worth around Rs 97,000 crore have been firmed up in the state in the last three years adding that leading companies like Tata Steel, Sanatan Textiles and others are making a beeline to invest in the state.
He said that it is a matter of immense pride and satisfaction that companies are making optimum use of the congenial atmosphere backed by excellent infrastructure, power, skilled human resources and best industrial and work culture in the state to spread their business.
The Chief Minister said that he wants to hand over tiffins in the hands of youth by giving them employment so that they shun the syringes and menace of other drugs.
He said that as Idle hands are devil&rsquo;s workshop, so the state government is trying its best to ensure that maximum youth get jobs so that they do not fall prey to the social menaces.
Bhagwant Singh Mann said that unemployment is the root cause of several social problems due to which the state government is focusing on eradicating this malady and so far around 55,000 government jobs have been provided to the youth.
The Chief Minister said that the drug mafia was patronized by the earlier governments but his government has launched a crusade against drugs.
Bhagwant Singh Mann said meticulous planning has been done to wipe out the menace of drugs from the state and now war against drugs has begun in a full-fledged manner.
He said that apart from snapping the supply lines of drugs the state government has put the big fishes involved in this crime behind the bars adding that now the property of the drug peddlers is being seized and destroyed adding that this noble cause cannot be accomplished without active public support.
The Chief Minister said that the state government has issued a Whatsapp helpline number 9779100200 for seeking the support of the people in this war. He asked the people to share any information pertaining to the drug smugglers operative in their area or city on this Whatsapp number.
Bhagwant Singh Mann said that the identity of the caller will be kept secret and will not be disclosed to anyone.
The Chief Minister said that youth of the state possess inherent qualities to excel in every field and their capabilities must be utilized properly.
He said that the students and youth are like planes and the state government will provide them a launchpad to go ahead in life. Bhagwant Singh Mann unequivocally said that he won&rsquo;t rest until the youth of Punjab don&rsquo;t achieve their desired goals and excel in every field.
The Chief Minister exhorted the youth to stay grounded even after achieving huge success in life and believe in hard work as it is the sole key to success.
He impressed upon the youth to work hard in the state as there was a lot of scope of progress and prosperity on this land. Bhagwant Singh Mann said that the state government is committed to giving impetus to the development of the state and prosperity of its people.
The Chief Minister said that this Campus of Excellence has a sprawling 20 acre campus which has the capacity to provide skill training and facilitate job placements for over 3,000 students.
He said that it is a matter of immense pride and satisfaction that Rajya Sabha Member Dr. Vikramjit Singh Sahney has adopted and mentored ITI Ludhiana and has contributed Rs. 2 Crores from his MPLAD fund and additional Rs. 70 Lakhs by his own to upgrade and modernize ITI &ndash; Ludhiana.
Bhagwant Singh Mann said that the campus of excellence will offer cutting-edge technology courses including Robotic Welders, 3D Printing Machines, CNC Machines and others in digital classrooms with Audio-Video setups and advanced training Labs.&nbsp;
The Chief Minister bemoaned that due to indifferent attitude of previous regimes, the Multi Skill Development Centre had remained vacant and un-utilized for years adding that this centre will provide total free of charge Skill Courses to the youth in disciplines like Artificial Intelligence, Aviation, Hospitality, Tourism, Agriculture Skill Development, Fashion Designing, Beauty and Wellness, Nursing, CNC Programming, Electrician, Welding, and other courses accredited by National Skill Development Corporation (NSDC).
Bhagwant Singh Mann further said that there was tremendous scope of skilled manpower in various sectors due to which the state government has been focusing to deliver quality skill training to the youth on modern lines for coping up with the demand of local industry.
He said that Skill training center will fulfill a twin objective of coping up with the needs of industry to have skilled manpower on one hand and opening new vistas of employment for the youth on the other.

"In practical terms, that means that we're going to be working closely with India on co-producing and co-developing capabilities that will support India's own defense modernization goals," Ratner said.
India can then "export to our partners across the region, including in South and Southeast Asia at affordable price points."
Ratner cited the possibility of developing drones launched from airplanes and anti-drone defense systems.
He also said the Pentagon is considering in the near and medium term "opportunities to co-produce major capabilities," but did not say which ones.
"We're having good conversations with our counterparts in the Indian government at the highest levels about our respective priorities in that regard, and we hope to have more to announce on this front before too long," Ratner said.
Ties between the United States and India were troubled for many years, but their shared wariness of an aggressive China brought the countries closer together under Prime Minister Narendra Modi and former president Donald Trump.
In 2016, the United States designated India as a "major defense partner," and since then, the two countries have signed agreements that facilitate transfers of top-grade arms and deepen military cooperation.
