Lieutenant Governor V K Saxena has approved the restructuring of the Delhi Administration Subordinate Services (DASS) cadre acceding to a decades-old demand of officers and employees, an employees' federation said on Saturday.
The DASS cadre had not been restructured since its formation in 1967 despite several government orders, the Federation of Officers and Employees of DASS Cadre said in a statement.
Saxena earlier directed to prepare a proposal in this direction.
A three-member committee comprising retired IAS officers S B Shashank and Kulanand Joshi and serving IAS officer Y V V J Rajasekhar was constituted for the purpose and this committee identified 221 Group 'A' posts which could be included in 'DASS', the statement said.
The Services Department submitted the proposal to Chief Secretary Naresh Kumar.
Kumar submitted the proposal, along with his recommendation, to Saxena for his approval.
The lieutenant governor has now approved the proposal for creation of 221 Group 'A' posts in DASS cadre, it said.
The lieutenant governor's decision was welcome by officers and employees of the DASS cadre, it added.

The Supreme Court said on Thursday it will appoint a DERC chairperson for a brief period on an ad-hoc basis pending a decision on the Delhi government's plea contesting the lieutenant governor's power to make such an appointment, while expressing anguish that nobody cares about the "headless" institution and are "busy fighting".
Amid the deadlock between the Arvind Kejriwal-led Aam Aadmi Party (AAP) government and Delhi Lieutenant Governor (LG) V K Saxena over the appointment of Delhi Electricity Regulatory Commission (DERC) chairperson, the top court said it will do some homework and appoint someone on a "pro tem basis" to the post.
The strong observations came in the wake of submissions that though the LG and the chief minister met, as asked by the apex court, they failed to resolve the issue over the appointment of the chief of the power regulator.
"It is sad that nobody cares what happens to the institution. Individually, you keep fighting with each other...That institution is headless," a bench comprising Chief Justice D Y Chandrachud and Justices P S Narasimha and Manoj Misra said.
"We will appoint somebody on an ad-hoc basis," the bench said, while observing that it will have to do little bit of homework, consult people and take their consent for this.

Amid a row over crores of rupees spent on renovating Chief Minister Arvind Kejriwal's official residence, LG VK Saxena has ordered officials to secure the records of expenditure and sought a report on the matter within 15 days.
The BJP has been attacking Kejriwal and AAP, claiming Rs 45 crore was spent on the renovation of the chief minister's residence 6, Flagstaff Road during 2020-22. The AAP has hit back, saying the BJP was trying to divert attention from real issues by raising this matter.

Alleging "total violation of Constitutional provisions" by Aam Aadmi Party (AAP) government in illegal appointment of private individuals as government nominees on the Board of Anil Ambani-owned DISCOMs BRPL (BSES Rajdhani Power Limited) and BYPL (BSES Yamuna Power Limited), Delhi Lieutenant Governor VK Saxena on Friday asked for the removal of these nominees and replace them with Senior Government Officers, as had been the practice in the past. These nominees include AAP Spokesperson Jasmine Shah, Naveen ND Gupta (son of AAP MP, ND Gupta), Umesh Tyagi and JS Deswal.
According to the Raj Niwas statement, their nomination to the Boards of the DISCOMs was patently illegal since the due process of law was not followed and their appointment was void ab initio. The LG has taken these decisions on the basis of an inquiry report submitted by the Delhi Power Department and the Chief Secretary in light of a complaint dated September 26, 2022.
These compromised nominees provided undue financial benefits running into thousands of crores to Ambani's DISCOMs, at the cost of the state exchequer and Delhi government-run undertakings (DTL, IPGCL and PPCL). LG has asked for Chief Minister Arvind Kejriwal to be informed about this and action be taken. It has been brought out in the report that, these private individuals were illegally appointed surreptitiously by the AAP government as 'government nominees' on the Board of BRPL and BYPL in 2019, despite written objections on file by the then LG, Najeeb Jung on November 1, 2016 and LG, Anil Baijal on August 11, 2017.

The tussle between the Aam Aadmi Party and the Lieutenant Governor of Delhi is intensifying.
A day after reports that the capital's ruling party had been asked to reimburse ₹163 crore for allegedly publishing party advertisements as government advertisements, the AAP's reply came to light.
The Arvind Kejriwal-led outfit said that the demand of ₹163 crore is "arbitrary, perverse, and contrary to facts and provisions of law, and extant policies as such not accepted by AAP".

Saxena has also approved engaging Solicitor General Tushar Mehta to represent the Delhi government in the case, a senior official said.
"The LG has approved the filing of a review petition in the Supreme Court against its decision of acquitting the three accused," the official said. The three were awarded the death sentence by a trial court which was upheld by the Delhi High Court for the gruesome rape and murder of a 19-year old woman on February 9, 2012 at Chhawla, Dwarka, Delhi. &nbsp;They had appealed against the sentence at the Supreme Court that in its judgment on November 7 , 2022 set aside the trial court and High Court orders.&nbsp;

Amid controversies, Tihar DG Sandeep Goel transferred by Delhi LG 

Chandrashekhar had written to Delhi Lt Governor V K Saxena alleging that AAP leader Satyendar Jain "extorted" Rs 10 crore from him in 2019 to ensure his safety in prison.

Director General (Prisons) Sandeep Goel has been transferred from the Tihar Jail here, days after jailed conman Sukesh Chandrashekhar alleged extortion of Rs 10 crore for protection in prison.
According to an official order issued on Friday, the 1989 batch AGMUT cadre officer has been transferred from Tihar Jail and asked to report to PHQ for further orders.
"Sanjay Beniwal, the 1989 batch IPS officer, is the new DG (Prisons)," it stated.
Chandrashekhar had written to Delhi Lt Governor V K Saxena alleging that AAP leader Satyendar Jain "extorted" Rs 10 crore from him in 2019 to ensure his safety in prison.
Chandrashekhar, who is lodged in Mandoli jail here in connection with a Rs 200 crore money laundering case, submitted the letter to the L-G on October 8 through his advocate Ashok K Singh, making the startling allegations against the AAP leader.
The letter said more than Rs 50 crore was given to the Aam Aadmi Party (AAP) on a promise of giving Chandrashekhar an important post in the party in South Zone, and also help him in getting nominated to the Rajya Sabha.
Chandrashekhar also alleged that he was visited by Jain in Tihar jail, where he was lodged after his arrest in 2017 in the 'two leaf symbol corruption case'.
Jain, who held the portfolio of the jail ministry, asked him if he had disclosed anything to the probe agency related to his contribution to the AAP, he alleged.
Tihar Jail is run by the Department of Delhi Prisons under the Government of Delhi.
"Thereafter in 2019 again I was visited by Satyendar Jain and his secretary and his close friend Sushil in jail, asking me to pay Rs 2 crore every month to him as protection money to live safely in jail, and to get even basic facilities," he alleged.
"Jain asked me to pay Rs 1.50 crore to DG prison Sandeep Goel, who, he said, was a loyal associate of his. He forced me to pay and an amount of Rs 10 crore was extorted from me through constant pressure in a matter of two-three months,&rdquo; he alleged in the letter.
He also alleged that the amounts were collected in Kolkata through Jain's associates.
"Hence a total amount of Rs 10 crore was paid to Satyendar Jain, and Rs 12.50 crore to DG prison Sandeep Goel," Chandrashekhar alleged and added that he has already given this information to the Enforcement Directorate.

Delhi LG suspends 11 officials for lapses in implementation of excise policy: Sources

Lieutenant Governor V K Saxena has suspended 11 officials, including then Delhi excise commissioner Arava Gopi Krishna and deputy excise commissioner Anand Kumar Tiwari, over "serious lapses" in the implementation of the Excise Policy 2021-22, sources said on Saturday.


The LG took the decision in view of the "serious lapses on the part of the officers concerned" in the implementation of the excise policy, including "irregularities in finalising the tender and extending post-tender benefits" to select vendors.

Lieutenant Governor Vinai Kumar Saxena suspended and initiated disciplinary proceedings against 11 officials, including former Delhi excise commissioner Arava Gopi Krishna and deputy excise commissioner Anand Kumar Tiwari, over "serious lapses" in the implementation of the Excise Policy 2021-22, as per sources.
Three ad-hoc DANICS officers and six officials of the Delhi government's excise department are also among those suspended, the sources at the LG office said.
The LG has taken the decision over "irregularities in finalising the tender and extending post-tender benefits" to select vendors," on the part of the officers.
The action was taken by Saxena on the basis of an inquiry report filed by the Directorate of Vigilance (DoV).

A Central Bureau of Investigation (CBI) inquiry has already been recommended by the LG into the alleged violation of rules and procedural lapses in the implementation of the Excise Policy 2021-22.
Under the policy, implemented on November 17, 2021, private firms were issued retail licences for 849 liquor vends across the city divided into 32 zones.
The policy was withdrawn by the Aam Aadmi Party (AAP) government on July 30, led by Chief Minister Arvind Kejriwal.&nbsp;
Meanwhile, Deputy Chief Minister Manish Sisodia on Saturday said he has written to the CBI requesting a probe into what he said was a sudden change in former lieutenant governor Anil Baijal&rsquo;s decision to open shops in unauthorised colonies.
The change in the L-G&rsquo;s decision on shops in unauthorised colonies caused &ldquo;thousands of crores of losses&rdquo; to the Delhi government, said Sisodia.

Delhi Chief Minister Arvind Kejriwal said that his deputy Manish Sisodia will be framed in a "fake case" by the CBI and arrested in a few days.&nbsp;
His remarks came after Delhi Lieutenant Governor (LG) V K Saxena recommended a probe by the Central Bureau of Investigation (CBI) into the Delhi Excise Policy, 2021-22 over alleged violations of rules and procedural lapses.&nbsp;
Sisodia heads the excise department of the Delhi government.&nbsp;
At an online press briefing, Kejriwal also said he has known Sisodia for 22 years and he is a "hardcore honest" man.&nbsp;
"I came to know that a case has been sent to the CBI against Manish Sisodia and the agency is going to arrest him in a few days. It is a completely fake case. There is not even an iota of truth in this case," the national convenor of the Aam Aadmi Party (AAP) said.&nbsp;
Kejriwal also said AAP leaders are not afraid of going to jail as they have done no wrong.&nbsp;
At a press briefing, AAP chief spokesperson Saurabh Bhardwaj alleged that the CBI probe was recommended by the LG at the behest of the BJP-led Centre to implicate Sisodia in a fake case and keep the Kejriwal-led party at bay in the upcoming Assembly polls.&nbsp;
He also alleged that the Centre has been making efforts to "somehow" implicate all the ministers in the Delhi government in fake cases as Prime Minister Narendra Modi is scared of the growing popularity of the AAP and Kejriwal.&nbsp;
"The Centre will try to implicate more of our ministers. It has asked officials to find out anything, true or false, and launch a probe so that the AAP can be kept confined to Delhi and Punjab," Bhardwaj said replying to a question.&nbsp;
He, however, asserted that nothing will come of it and people will eventually understand everything and wonder why Modi is after AAP leaders.&nbsp;
Referring to the arrest of Sateyndar Jain by the Enforcement Directorate (ED) in a money-laundering case, Bhardwaj alleged that the Centre has been making efforts to "somehow" implicate the ministers in the Delhi government in fake cases since the AAP's stupendous victory in the Punjab Assembly polls earlier this year.&nbsp;
The CBI inquiry was recommended on the basis of a report filed by the Delhi chief secretary earlier this month, showing prima facie violations of the Government of National Capital Territory of Delhi Act, 1991, the Transaction of Business Rules (ToBR), 1993, the Delhi Excise Act, 2009 and the Delhi Excise Rules, 2010, officials said.&nbsp;
