The Supreme Court on Monday came down heavily on the Delhi government over the issue of rising pollution in the Capital.
The court slammed the Arvind Kejriwal government for coming up with "lame excuses" and "passing the buck" on the pollution emergency.
The court warned the Delhi government that if it continued with its "lame excuses:, it will be forced to hold an audit of the govt revenue earnings and the "amount it is spending on popularity slogans".
The Delhi government on Monday submitted an affidavit in the top court listing steps it is taking to control pollution. Unhappy with the government response, the Supreme Court said that Delhi govt affidavit is all about bashing farmers and how the entire cause is stubble burning.
"We have come to the conclusion that stubble burning is not the major cause of pollution and now it contributes to only 10% to Delhi's air pollution", the court noted.
The court said that major culprits of air pollution are transport, industries, vehicular traffic apart from stubble burning in some areas, and asked the Delhi government what steps it is taking to curb those.

A bench of Justices Manmohan and Sanjeev Narula said private unaided schools "shall be entitled to claim reimbursement of reasonable cost for procurement of the equipment and internet package from the State under the Right to Education (RTE) Act, 2009, even though the State is not providing the same to its students".
The bench directed constitution of a three-member committee, comprising education secretary from the Centre or his nominee, Delhi government's education secretary or his nominee and a representative of the private schools, to expedite and streamline the process of identifying and supplying the gadgets to poor and disadvantaged students.
The court said the committee shall also frame standard operating procedures (SOPs) for identifying the standard of the equipment and internet package to be supplied to the poor and disadvantaged students.
This would ensure uniformity in the gadgets and internet package being used by all the poor and disadvantaged students, the bench said. The judgment came on a PIL by NGO Justice for All, represented by advocate Khagesh Jha, seeking directions to the Centre and the Delhi government to provide free laptops, tablets or mobile phones to poor kids so that they can access classes online during the Covid-19 lockdown.

In an order issued late on the Sunday night, the Delhi Disaster Management Authority (DDMA) said that gymnasiums and yoga institutes will be permitted to reopen in the city, except in the containment zones, with immediate effect.
According to the order, weekly markets have also been allowed on a trial basis till September 30 under 'Unlock-4'.
The AAP dispensation and the Lieutenant Government office have recently been at loggerheads over the reopening of gyms in the national capital. Last month, the Delhi government had sent a proposal to Lt Governor Anil Baijal in this regard, but it was turned down.
The decision about reopening gyms and yoga centres comes at a time the city has been witnessing a surge in the number of coronavirus cases.
On Sunday, the tally of coronavirus cases in Delhi rose to 2.18 lakh with 4,235 more people contracting the viral disease, while 29 fresh fatalities in the last 24 hours pushed the death toll to 4,744.
This was the fifth day in a trot that the national capital recorded a daily spike of over 4,000 fresh cases. The city recorded its biggest single-day jump of 4,321 fresh Covid-19 cases on Saturday, 4,266 on Friday, 4,308 on Thursday and 4,039 on Wednesday.

The Delhi high court on Tuesday ordered that doctor's prescription will not be mandatory from now on for those going voluntarily for RT/PCR test to detect Covid-19 infection in the national capital.
A bench of justices Hima Kohli and Subramonium Prasad said people need to carry Aadhaar card for Delhi address proof and fill up a form as prescribed by the Indian Council of Medical Research (ICMR) to get tested. So far it was mandatory for a person to have a doctor's prescription or show symptoms to get tested for the virus.
Considering a sharp increase in the number of cases in Delhi, the court asked private laboratories to allow 2,000 Covid-19 tests a day for voluntarily screening. Capacity of around 12,000 tests per day is available with the Delhi government, it noted.

New Delhi, PTI: People from Delhi who recently visited the two popular eateries in Murthal whose large number of staff have been found to be Covid-19 positive, should immediately self-isolate and get themselves tested after a couple of days, officials said on Friday.
Sixty-five workers at popular Amrik-Sukhdev Dhaba and 10 at Garam Dharam dhaba on the highway had tested positive for novel coronavirus infection, following which both the eateries were sealed on Thursday till further orders, Sonipat's Deputy Commissioner Shyam Lal Punia said.
Both famous eateries are located in Sonipat's Murthal and nearly 50 km away from Delhi, and on regular days a large number of people from the national capital visit these joints for 'parathas' and other delicacies.
A senior official of Delhi government said the people who went to these outlets by the highway should immediately self-isolate and go for testing after 3-4 days.
"Highway dhabas are dangerous places to go to as of now, as customers can go to any city from that point. So, it's also a logistical nightmare for the surveillance team," the official said on the condition of anonymity.
"The best is families should not go out as much as possible. This is still a heath emergency and people should not be complacent, and venture out only if really necessary," he said.
Contact tracing will be done by the surveillance team given the constrains in this case, the help of apps might be taken, another official said.
"It is very irresponsible on people's part to go out and enjoy, as if everything is normal. They are putting themselves and their family members and others at risk," he said. Murthal is known for its eateries which dot a stretch on both sides of the Ambala-Delhi national highway. People generally drive in cars in groups to relish the lip-smacking delicacies these dhaba-cum-restaurants are known for.
Meanwhile, the Sonipat district administration has launched a massive contact-tracing drive after the 75 workers tested positive for Covid-19, officials said on Friday.
The Sonipat Deputy Commissioner said sampling work has been initiated at other eateries also.
The DC said in the wake of the pandemic, all the eateries had already been directed to maintain a register to record the number of visitors and their contact details.
"On the basis of these, we are trying to contact as many as possible who have eaten food at these two dhabas during the past few days," he said.
