The Haryana Police on Friday said it was withdrawing its earlier decision to invoke provisions of the National Security Act (NSA) against some farmer leaders who are part of the ongoing farmers' agitation.
This comes a day after Ambala police issued a statement saying that it was implementing the process of detaining office bearers of the protesting farmer outfits under section 2(3) of the National Security Act, 1980, to maintain law and order and prevent criminal activities.
However, on Friday, Inspector General of Police (Ambala Range) Sibash Kabiraj said, "It is to clarify to all concerned that the matter of invoking provisions of the National Security Act on few farm union leaders of Ambala district has been reconsidered and it has been decided that the same will not be invoked." He also appealed to the protesting farmers and their leaders to maintain peace and cooperate with authorities in maintaining law and order.
Police officials said efforts were being made by the farmers' organisations to break the barricades put up at the Shambhu border. Attempts are also being made to disturb law and order by pelting stones and creating a ruckus, police said in a statement issued in Hindi.
The statement said government and private properties had been damaged and 30 policemen injured.
Provocative posts are being shared through social media platforms like Facebook, WhatsApp, Instagram and Telegram to disturb social harmony, it added.
In another statement, the Haryana Police said that it would move to recover damages through the seizure of properties and bank accounts of protesters.
The damage caused to properties was being assessed, it said.
The Samyukta Kisan Morcha (Non-Political) and the Kisan Mazdoor Morcha (KMM) are spearheading a 'Delhi Chalo' march to press the government into accepting their demands, including a legal guarantee of Minimum Support Price for crops and a farm loan waiver.
Farmers leaders on Wednesday put the 'Delhi Chalo' march on hold for two days after a protester was killed and about 12 police personnel injured in clashes at Khanauri and had also said that they would decide their next course of action on Friday evening.

The Haryana Police has initiated action under the National Security Act (NSA),1980, against farmer leaders spearheading the ongoing 'Delhi Chalo' march. A press release on Thursday by police in the Ambala district, where protesters clashed with cops, said there had been persistent efforts by farmers to dismantle the barriers erected at the Shambhu border.
&ldquo;Daily attempts are being made to spoil the law and order by pelting stones at the police administration and by creating ruckus," the Ambala police wrote on X.
The police also cited damage to public and government property that is being assessed.&nbsp;
"If public property is damaged by the agitators during the movement, there is an amendment in the Prevention of Damage to Public Property Act 1984 (PDPP Act) under the provisions of the Supreme Court in which, the people who caused damage to public property during the movement or called for the movement and the officials of that organization are held responsible for any damage caused," the press release said.
Police said proceedings to compensate for the loss to government property have already been initiated through "attachment of property and seizure of bank accounts" of the protesting farmers.
The press release also highlighted concerns over the use of social media platforms by leaders of the protest to "make provocative speeches" aimed at "disturbing communal harmony".
"Proceedings have been initiated under the National Security Act 1980/NSA against agitators and office-bearers of the unions under Section 2(3) of the National Security Act, 1980, so that, law and order is maintained and communal harmony is not disturbed," said the official statement.

Farmer leader Sarwan Singh Pandher said the Modi government must know that the agitation will not stop. He said that the farmers will hold discussions on the Khanauri incident and clarify future course of action later.
Meanwhile, Congress has demanded an FIR against Haryana Home Minister Anil Vij over the protester's death.
Congress leader Partap Singh Bajwa said that he has seen a video which showed that the victim was shot in the back of the head. Calling the police action unprovoked, the Congress leader said the protesters were in Punjab territory and none of them didn&rsquo;t do anything wrong.
"It is unfortunate that a 23-year-old youth Subhkaran Singh from Bathinda district was killed in police firing at Khanauri border. I have seen the video which showed he was shot in the back of the head," said Bajwa.
"I demand that a case be filed against Haryana Home Minister Anil Vij in a police station in Punjab," added Bajwa.
The deceased farmer was identified as Subhkaran Singh who was in his early 20s. Singh was a resident of Baloke village in Punjab's Bathinda district.&nbsp;
Patiala-based Rajindra Hospital's medical superintendent H S Rekhi told reporters that three people, one of them dead, were brought to the hospital from Khanauri. The deceased had an injury to his head and the other two are stable, Rekhi said.

Farmers are all set to resume their 'Delhi Chalo' march on Wednesday, after talks with the central government failed to resolve their concerns.
Thousands of protesters, who began the march to Delhi on February 13, were stopped at the Punjab-Haryana border, at the Shambhu and Khanauri points. Haryana Police resorted to tear gas, pellet guns and barricades to block the farmers from crossing the border. Several protesters and security personnel were injured during the resulting clashes. &nbsp; &nbsp;&nbsp;
But this time, the farmer unions have doubled down on their resolve to march to Delhi, and have taken several precautions.

"It is reliably learnt that heavy earthmoving equipment including proclain (digger), JCB etc., that have been further modified/armour-plated have been acquired by protesting farmers and have been deployed at the border locations where the protesters are camping right now.
"These machines are meant to be used by the protesters to damage the barricades thereby posing serious danger to the police and paramilitary forces deployed on duty and is likely to compromise the security scenario in Haryana," Kapoor said in his communication.
Farmer leader Sarwan Singh Pandher targeted the Centre ahead of the march for using force to block protesters' entry into the national capital.
"When we moved towards Delhi, shelling happened...Bullets were also used on the tyres of the tractors...DGP Haryana has said that they are not using tear gas on farmers...We demand punishment for those using it then," he said.
In an apparent warning, Pandher said, "The government will be responsible for whatever happens now."

"The intention of the government was very clear that they would not let us enter Delhi at any cost... If you don't want to find a solution through discussion with farmers then we should be allowed to march towards Delhi," the General Secretary of Punjab Kisan Mazdoor Sangharsh Committee told ANI.
Questioning the use of force against agitating farmers, Pandher compared the situation in Haryana to that in Kashmir.
"When we moved towards Delhi, shelling happened...Bullets were also used on the tyres of the tractors...DGP Haryana has said that they are not using tear gas on farmers...We demand punishment for those using it then...Wrong statements are also being given...The situation in Haryana is like that of Kashmir," he said.
The farmer unions have doubled down on their plan to march to Delhi in protest after talks with the Centre failed.&nbsp;
Pandher said, "The govt has given us a proposal so that we backtrack from our original demands... The government will be responsible for whatever happens now."
In the fourth round of talks held in Chandigarh, Union Ministers Piyush Goyal, Arjun Munda and Nityanand Rai suggested that cooperative societies like the NCCF (National Cooperative Consumers Federation) and NAFED (National Agricultural Cooperative Marketing Federation of India) will enter a contract with farmers who grow 'tur dal', 'urad dal', 'masoor dal' or maize for buying their crop at the Minimum Support Price for next five years.
Farmers rejected Centre's plan to procure only five crops, saying there's "nothing" in the proposal that favours them.&nbsp;
Speaking to the reporters after the talks, Samyukta Kisan Morcha (Non-Political) leader Jagjit Singh Dallewal insisted that the government should announce MSP for all the 23 crops.
Besides a legal guarantee for MSP, farmers are also demanding the implementation of the Swaminathan Commission's recommendations, pension for farmers and farm labourers, farm debt waiver, no hike in electricity tariff, withdrawal of police cases and "justice" for the victims of the 2021 Lakhimpur Kheri violence, reinstatement of the Land Acquisition Act, 2013, and compensation to the families of farmers who died during a previous agitation in 2020-21.

'Delhi Chalo': Internet shut in parts in Punjab after Union Home Ministry's order

The Haryana government has already suspended mobile internet services and bulk SMS in Ambala, Kurukshetra, Kaithal, Jind, Hisar, Fatehabad and Sirsa districts.

Internet services have been suspended in certain areas of Punjab's Patiala, Sangrur and Fatehgarh Sahib districts till February 16 on the orders of the Ministry of Home Affairs.
The order came in the wake of the farmers 'Delhi Chalo' march.
According to the ministry order, internet services will remain suspended in areas falling under police stations Shatrana, Samana, Ghanaour, Devigarh and Balbhera in Patiala, areas under police stations Khanauri, Moonak, Lehra, Sunam, Chajli in Sangrur and area under Fatehgarh Sahib police station.
"In exercise of the power conferred by section 7 of Indian Telegraph Act, 1885 read with Sub-rule 1 of Rule 2 of the Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules 2017, and in the interest of maintaining public safety and averting public emergency, it is necessary and expedient to order, the temporary suspension of internet services from 18:00 Hrs on February 12, 2024 to 23:59 Hrs on February 16, 2024 in the following areas," the order issued on February 12 said.

Meanwhile, the RSS-affiliated Bharatiya Kisan Sangh (BKS) on Wednesday said it does not support the farmers' 'Delhi Chalo' march as it was "political" and does not seem to be serving the farmers' interest.
In a statement, BKS general secretary Mohini Mohan Mishra said farmers should get the remunerative price for their produce based on the cost but "political manoeuvres" in the name of farmers with an eye on the elections should be stopped.
He said that when movements are organised in the name of farmers with "political intentions" during elections, violence, chaotic environment and loss of national property follow.

After a face-off with police that lasted several hours on Tuesday, farmer leaders called off the protest for the day. They said they would resume the march from Shambhu on Wednesday.

The Delhi government has rejected a request by the Centre to convert Bawana Stadium into a jail in view of the farmers' 'Delhi Chalo' march.
Delhi Home Minister Kailash Gahlot said the demands of the farmers are genuine and it would be wrong to arrest them.
He added that the farmers are 'annadata' and arresting them would be like rubbing salt into their wounds.
"It is the constitutional right of every citizen to make a peaceful protest," said Gahlot.
Gahlot further suggested the Centre to invite the protesting farmers for talks and find a solution to their problems.
Meanwhile, massive security arrangements have been put in place at the city borders. CrPC Section 144 has been imposed and entry of tractor trolleys and other vehicles carrying protesters has been prohibited.
Visuals from Delhi's Gazipur border, Shambhu border and Tikri border showed barricades and barbed wires erected on the roads.

The farmer leaders decided to go ahead with the march after their talks with two Union ministers regarding their demands remained inconclusive.

The police deployed at the Punjab-Haryana Shambhu border attempted to block the movement of farmers protesting as part of their 'Delhi Chalo' march. They fired tear gas to disperse protesting farmers.
Meanwhile, Punjab Police allowed protesting farmers to cross Rajpura bypass to head towards Haryana's Ambala on their way to Delhi.

With protesting farmers moving towards the national capital as part of their 'Delhi Chalo' march, Supreme Court Bar Association President Adish Aggarwala sought action against them.
Aggarwala wrote a letter to Chief Justice of India DY Chandrachud urging him to take suo motu action against the farmers for trying to enter Delhi.
He said the protesters would create a nuisance and disturb the daily life of citizens.
The SCBA chief further requested the CJI to tell courts not to pass any adverse order due to the non-presence of lawyers.
