A long spell of dry winter weather finally ended on Friday as Delhi recorded its first rain of the year, with several parts of the city receiving showers in the morning.
Rain accompanied by thunderstorms and gusty winds brought brief relief from high pollution levels in the city.
The change in weather was brought about by this year's first intense western disturbance, the weather office said. By 8:30 am, Safdarjung recorded 1.3 mm of rainfall, while Palam also logged 1.3 mm. Lodi Road received 1.6 mm, Ridge 1.8 mm, Ayanagar 1.7 mm, Janakpuri 1.5 mm, and Mayur Vihar 1.0 mm, according to data from the India Meteorological Department (IMD).
According to the IMD forecast for the day, Delhi would see one or two spells of rain during the early to forenoon hours and another spell of very light to light rain in the afternoon and evening. The weather alert has been downgraded from orange to yellow.
The showers led to a significant shift in air quality, as Delhi's AQI stood at 293 in the "poor" category, according to the CPCB's Sameer app, an improvement from 313 recorded at 4 pm on Thursday. Of the monitoring stations, 23 were in the "very poor" category, 15 in "poor," and one station recorded "moderate" air quality.
Temperatures varied across the capital. Safdarjung recorded a minimum temperature of 13.7 degrees Celsius, up by 7 degrees from the previous day, while Palam logged 13 degrees Celsius, a rise of 5 degrees. Lodi Road recorded 14.1 degrees Celsius, Ridge reported 13.7 degrees, and Ayanagar 14.2 degrees, all showing a significant rise in minimum temperature from the previous day.
The maximum temperature, however, is expected to be around 18 degrees Celsius, much lower than Thursday's 27.1 degrees. The ongoing impact of the western disturbance over northwest India would continue on Friday in the form of rainfall, thunderstorms, lightning, and gusty winds, IMD said.
Delhi, Jammu, Kashmir, Ladakh, Punjab, Haryana, western Uttar Pradesh, and north Rajasthan could be affected for a few hours, it added. Due to the rainfall, visibility over highways and other roads may drop, the met department said, advising necessary precautions while driving. Visibility at Palam airport dropped to 1,000 m from 2,500 m at 6:30 am and is likely to reduce further to 800 m.
Meanwhile, the Commission for Air Quality Management (CAQM) on Thursday revoked Stage III of the Graded Response Action Plan (GRAP) across Delhi-NCR, citing improvement in overall air quality. However, measures under Stages I and II will remain in force.

&ldquo;Exercising powers conferred by Section 54 of the Delhi Municipal Corporation Act, 1957, the Central Government has appointed Sanjeev Khirwar, LAS (AGMUT:1994) as Commissioner of Municipal Corporation of Delhi,&rdquo; the notification stated.
Khirwar, a 1994 AGMUT cadre officer, was transferred to Ladakh in 2022 following the stadium incident, while his wife, Rinku Dugga, also an AGMUT officer, was posted to Arunachal Pradesh. At the time, the Ministry of Home Affairs had acted after the Delhi Chief Secretary submitted a report on the incident.
Prior to his transfer, Khirwar held key administrative positions in Delhi, including Principal Secretary (Revenue), Divisional Commissioner, and additional charge as Environment Secretary. He also served as Private Secretary to the Women and Child Development Minister Krishna Tirath between 2009 and 2014, and later held postings in the Commerce Ministry and as Secretary of Health and Family Welfare.
From 2022 to 2026, Khirwar served as Secretary in the Union Territory of Ladakh. He will now succeed Ashwani Kumar, a 1992 AGMUT cadre officer who was appointed MCD Commissioner in 2024.
Over the years, Khirwar has held multiple roles across Delhi and Union Territories in departments including environment, general administration, and revenue, while navigating both administrative responsibilities and high-profile public controversies.

As Delhi battles severe air pollution every year, environmental experts have said that while emergency measures like the Graded Response Action Plan (GRAP) provide temporary relief, they have failed to address the root causes.
&ldquo;GRAP is a well-designed policy by the Commission for Air Quality Management (CAQM) and functions as an emergency response to some extent, but it has failed to bring about a significant reduction in pollution levels in Delhi,&rdquo; environmentalist Sunil Dahiya told PTI.
Dahiya, who has over 14 years of experience as a strategist and research analyst on environmental issues, claimed that GRAP is based on an &ldquo;outdated emission inventory,&rdquo; and there is no mechanism to track whether the implemented measures have reduced the overall emission load across the NCR.
GRAP is divided into four stages, each prescribing a set of pollution-control measures aimed at preventing further deterioration of air quality. &ldquo;Although tools such as the Decision Support System (DSS) and the Real-Time Advanced Air Source Management Network (R-AASMAN) exist, they are not linked in a way that allows assessment of GRAP&rsquo;s success in reducing absolute emission loads in Delhi-NCR,&rdquo; Dahiya said.
The DSS, developed by the Indian Institute of Tropical Meteorology (IITM), Pune, under the Ministry of Earth Sciences, provides modelling-based inputs to policymakers for managing Delhi's air pollution, while R-AASMAN, developed in collaboration with the Delhi Pollution Control Committee (DPCC) and IITM, is used for real-time source identification.
Noting that Delhi rarely records &lsquo;good&rsquo; air quality days during the remaining months of the year, Director of the Chintan Environmental Research and Action Group, Bharati Chaturvedi, urged for concrete solutions such as decongestion, improved public transport, an end to biomass and waste burning, and stronger monitoring systems.
&ldquo;GRAP should be phased out gradually, as it is akin to applying an ointment to a fracture. It was introduced as a measure to provide temporary relief to citizens while authorities worked simultaneously on long-term solutions. If we do not look beyond GRAP, the city will continue to face the same situation year after year,&rdquo; Chaturvedi told PTI. She also stressed the need to strengthen pollution control authorities and create clearer growth avenues for scientists.
In November 2025, the CAQM tightened GRAP norms, advancing several pollution-control measures to earlier stages. The revised schedule shifted multiple actions from higher alert stages to lower ones, meaning restrictions are now triggered sooner as the Air Quality Index (AQI) worsens.
Under the new framework, several curbs that previously fell under Stage II ('Poor' AQI 201-300) are now enforced at Stage I. These include uninterrupted power supply to discourage the use of diesel generator sets, deploying additional personnel to streamline traffic at congestion-prone points, issuing pollution alerts through media, and augmenting CNG and electric public transport fleets with higher service frequency and differential fares to promote off-peak travel.
Measures earlier listed under Stage III ('very poor' AQI 301-400) have been moved to Stage II, such as staggering working hours for government offices in Delhi, Gurugram, Faridabad, Ghaziabad, and Gautam Buddh Nagar. Similarly, restrictions previously applicable only in Stage IV ('severe+') now apply at Stage III ('severe' AQI 401-450). These include allowing public, municipal and private offices to operate with 50 per cent staff while the remainder work from home.
Harjeet Singh, Strategic Advisor to Fossil Fuel Non-Proliferation Treaty initiative, emphasised the need for an &ldquo;uncompromising airshed-level governance model&rdquo; that overrides &ldquo;state politics&rdquo;, and a massive investment in public transport. &ldquo;Systemic change demands that we stop managing the pollution and start managing the source. We need to break our reliance on fossil-fuelled private transport and hold industrial polluters accountable year-round,&rdquo; Singh said, comparing reliance on &lsquo;GRAP&rsquo; to &ldquo;trying to douse a forest fire with a garden hose.&rdquo;
Reacting to the statements by the environmental experts, a CAQM official told PTI that they review the GRAP measures periodically, examining areas where they can be revised and made more stringent. &ldquo;We are actively examining areas where they (GRAP) can be revised and made more stringent. At the same time, we are particularly emphasising on better implementation of existing norms,&rdquo; the CAQM official said.
The official added that activities identified under the GRAP framework are assessed from an implementation perspective to ensure effectiveness on the ground, and that work is underway to introduce stricter measures backed by robust enforcement mechanisms.
GRAP was first notified by the Ministry of Environment and Forests in 2017 for implementation through the Supreme Court-mandated Environment Pollution (Prevention and Control) Authority.
Delhi recorded the highest annual average PM10 concentration in the country in 2025 at 197 micrograms per cubic metre, nearly three times higher than the national standard of 60 micrograms per cubic metre, according to an analysis.

Delhi woke up to intense cold conditions on Monday as the minimum temperature dipped to around 3 degrees Celsius at several weather stations across the city, making it the coldest January day since 2023.&nbsp;
On January 16, 2023, the minimum temperature had plunged to 1.4 degrees Celsius, according to the India Meteorological Department (IMD). Station-wise data recorded at 8.30 am showed the Safdarjung Observatory, Delhi's principal weather station, registered a minimum temperature of 3.2 degrees Celsius, which was 4.2 notches below normal.&nbsp;
Palam recorded a minimum temperature of 3.3 degrees Celsius, while Lodhi Road logged 3 degrees Celsius. Ridge recorded a minimum of 4.2 degrees Celsius and Ayanagar reported 3.2 degrees Celsius, the IMD data showed.
The IMD said the maximum temperature in the national capital is expected to touch 19 degrees Celsius. It said cold wave conditions are likely to persist over the national capital over the next two days.&nbsp;
Delhi's air quality, meanwhile, remained poor. According to data from the Central Pollution Control Board (CPCB), the city's overall Air Quality Index (AQI) stood at 298 in the 'poor' category.&nbsp;
Around 20 monitoring stations recorded 'very poor' air quality, while the remaining stations were in the 'poor' category. Nehru Nagar recorded the worst air quality with an AQI of 344.&nbsp;
According to the CPCB classification, an AQI between 0 and 50 is considered 'good', 51 to 100 'satisfactory', 101 to 200 'moderate', 201 to 300 'poor', 301 to 400 'very poor', and 401 to 500 'severe'.

Ayanagar was the coldest among the listed stations, with the minimum temperature dipping to 4.8 degrees Celsius, 1.2 degrees below the seasonal average.
As for rainfall, Safdarjung and Lodhi Road recorded trace rainfall during the past 24 hours till 8.30 am, while Ayanagar received 0.8 mm of rainfall. No rainfall was recorded at Palam and the Ridge station during the same period.
According to the Regional Weather Forecasting Centre, drizzle is likely at a few places in Delhi, including Akshardham, Lodhi Road, Nehru Stadium, R K Puram, Defence Colony, Lajpat Nagar, Tughlakabad, IGNOU, Ayanagar and Deramandi.
The India Meteorological Department (IMD), in its All India Weather Summary and Forecast Bulletin, said cold wave conditions are likely to persist over parts of north and northwest India, including Delhi-NCR, over the coming days. "It is a chilly morning but no cold wave conditions are threatening yet," an IMD official said. The maximum temperature in Delhi is expected to hover around 17 degrees Celsius.
Thursday marked the third coldest morning of the season as the mercury at the city's base station Safdarjung dipped to 5.8 degrees Celsius, 1.1 degrees below normal. The second lowest minimum temperature of the season was recorded on December 4 and 5 last year at 5.6 degrees Celsius, followed by December 1, when it stood at 5.7 degrees Celsius.

Cold day conditions persisted on Wednesday as well, with the maximum temperature recorded at 16.7 degrees Celsius, 2.3 degrees Celsius below normal, and the minimum at 8.6 degrees Celsius.
According to the IMD, cold day conditions are declared when the minimum temperature remains below 10 degrees Celsius and the maximum temperature falls 4.5 to 6.4 degrees Celsius below normal, while cold wave conditions are declared when the minimum temperature drops by 4.5 to 6.4 notches below normal.
Meanwhile, Delhi's air quality remained in the 'very poor' category, with the Air Quality Index (AQI) recorded at 325. As many as 26 monitoring stations reported 'very poor' air quality, deteriorating from poor levels recorded a day earlier.

"We have arrested six more people. So far total of 11 people, including one juvenile, have been apprehended," Additional Commissioner of Police (Central) Nidhin Valsan told PTI.
He said that adequate deployment of police personnel and paramilitary forces has been made in the area to maintain law and order and prevent any untoward incident. Officers are closely monitoring the situation, he added.
An anti-encroachment drive near the Faiz-e-Elahi mosque in Delhi's Ramlila Maidan area on the intervening night of Tuesday and Wednesday triggered violence as many people pelted stones at police personnel, injuring five of them, including the area's station house officer.
Trouble brewed when a social media post claimed the mosque, opposite the Turkman Gate, was being demolished during the anti-encroachment drive, and people started gathering there, police sources said.
They claimed that 150 to 200 people were involved in the pelting of stones and glass bottles at the police and Municipal Corporation of Delhi (MCD) workers.
MCD Deputy Commissioner Kumar Kumar had said around 36,000 square feet of encroached area was cleared during the drive. A diagnostic centre, a banquet hall and two boundary walls were demolished during the drive that went on through the night, Kumar had said.
He had also clarified that the mosque was not damaged in any way.

Gupta said that the video will be sent for forensic examination as both the ruling party and the opposition Aam Aadmi Party (AAP) members have demanded it. He ordered the forensic probe report to be submitted within 15 days.
Atishi has strongly rejected the charge against her and said she was talking about the BJP running away from a discussion on pollution and about their protest in the Assembly over the issue of stray dogs.
"But the BJP deliberately added a false subtitle and inserted the name of Guru Tegh Bahadur Ji into it," she had said, referring to the video shared by the BJP leaders.
The fourth day of the winter session on Thursday was disrupted as BJP MLAs showing posters trooped into the well of the House demanding action against the leader of opposition.
The ruling BJP MLAs demanded the cancellation of House membership of Leader of Opposition Atishi, accusing her of "disrespecting" Sikh Guru Tegh Bahadur.
The speaker adjourned the House for half an hour as both BJP and AAP MLAs resorted to slogan shouting and protests in the House.
After the House resumed, Gupta directed for forensic probe of the video, but the protest by the BJP MLAs continued in the well of the House, forcing him to adjourn the sitting till 1 pm.&nbsp;

The clashes broke out early Wednesday when officials of the Municipal Corporation of Delhi (MCD) were carrying out an anti-encroachment drive near the Faiz-e-Elahi mosque and a graveyard in the Ramlila Maidan area opposite Turkman Gate following directions of the Delhi High Court.
Trouble began after a section of the residents allegedly pelted stones at the police and civic staff, triggering chaos in the area.
Five policemen were injured in the violence, which prompted police to lob teargas shells to bring the situation under control.
Four men have been arrested, while a juvenile has been apprehended in connection with the violence.
An FIR has been registered in the case, and efforts are on to identify those who indulged in the violence by scanning CCTV camera footage and other video clips, police said.
According to sources, the trouble was sparked by a social media post claiming that the mosque was being demolished.

Violence erupted during an anti-encroachment drive near the Faiz-e-Elahi mosque in Delhi&rsquo;s Ramlila Maidan area early Wednesday, with some people pelting stones at police personnel, leaving five of them injured.
Police used mild force and teargas to quell the protest that broke out on the intervening night of Tuesday and Wednesday and took five people, including a juvenile, into custody and also detained 10-15 others.
Police sources said the trouble broke out after a social media post claimed that the mosque was being demolished during the anti-encroachment drive. Soon after, several people gathered there, and some pelted stones and glass bottles at the police and MCD workers, the sources said.
The Municipal Corporation of Delhi (MCD), on the Delhi High Court's direction, was carrying out a demolition drive on land adjoining the mosque and a nearby graveyard at Turkman Gate.
Some commercial establishments, including a diagnostic centre and banquet hall, were demolished during the drive, MCD Deputy Commissioner Vivek Kumar said while making it clear that no damage was caused to the mosque.
The police said when the drive was underway, around 100-150 people gathered at the site. While most of them dispersed after being persuaded, some created a ruckus and resorted to stone-pelting, resulting in injuries to five police personnel.
They are probing whether the violence was spontaneous or a pre-planned attempt to disrupt the drive, the police said.
The Delhi Police, in a statement, said that teargas was used to disperse the crowd, after which the situation was brought under control and normalcy restored.
Additional Commissioner of Police (Central) Nidhin Valsan said MCD, which owns the land, scheduled the demolition for the intervening night of January 6 and 7. They had informed the police in advance about the proposed drive and sought deployment of force for maintaining law and order.
The Additional CP said most people dispersed after being persuaded. However, some tried to create a ruckus and resorted to stone-pelting, in which five policemen sustained minor injuries and were given medical treatment.
A police source said, "One of the videos that triggered the controversy was allegedly recorded by a person named Khalid Malik, who urged people to step out of their homes in large numbers. Rumours were circulated that bulldozers had been deployed to demolish a mosque, which fuelled tension in the area."
Five people arrested in the case have been identified as Mohd Arib (25), Mohd Kaif (23), Mohd Kashif (25), Mohd Hamid (30) and a 17-year-old boy.
CCTV footage and videos circulating on social media are being analysed to identify other involved, the police said.
In one of the purported videos of the incident, a mob can be seen charging towards police personnel, hurling stones and climbing over barricades erected at the spot.
The police have also recovered masks that some of them wore to hide their identities. Footage from body cameras worn by the police personnel and drone cameras are also being analysed to identify the culprits.
The Additional CP said a banquet hall and a dispensary near the mosque, which were declared encroachments by the court, were to be demolished.
Immediately after receiving intimation from the MCD, the police contacted local residents and informed them that the demolition was a legal action. The police also took people of the area into confidence and received considerable cooperation from them, he added.
The FIR has been registered under Bharatiya Nyaya Sanhita (BNS) sections 221 (Obstructing public servant in discharge of public functions), 132 (Assault or criminal force to deter public servant from discharge of his duty), 121 (Voluntarily causing hurt to deter public servant from his duty), 191 (Rioting), 223 (A) (Disobedience to order duly promulgated by public servant) and 3(5) (Joint liability) and provisions of Prevention of Damage to Public Property Act, 1984.
Kumar said around 36,000 square feet of encroached area was cleared during the drive. The cleared area included a diagnostic centre, a banquet hall and two two-storey boundary walls, Kumar said, adding that the demolition continued through the night.
Kumar also clarified that no damage was caused to the mosque during the drive.
Joint Commissioner of Police (Central Range) Madhur Verma, in a statement, said, "The entire area was meticulously divided into nine zones, each placed under the supervision of an officer of the rank of additional deputy commissioner of police. Adequate deployment of police force was made at all sensitive points."
Prior to the demolition drive, several coordination meetings were held with members of the Aman Committee and other local stakeholders, with the objective of maintaining peace and preventing any untoward incident. All possible preventive and confidence-building measures were undertaken, he said.
"During the course of the demolition, a few miscreants attempted to create a disturbance by indulging in stone pelting. The situation was promptly brought under control through measured and minimal use of force, ensuring that normalcy was restored without escalation," he added.
"The situation is totally under control now. Heavy deployment has been made," the Joint CP said.
Delhi Home Minister Ashish Sood called the incident "unfortunate" and warned that violence would not be tolerated.
"Obstructing or disrupting work being carried out within the framework of law is completely unacceptable," he said.
"I want to clearly state that the Faiz-e-Elahi mosque is completely safe. The action is limited only to those illegal commercial establishments that fall within the scope of the court's orders. There is no arbitrariness or mala fide intent on the part of the government in this matter," Sood stated.
The minister also appealed to the people not to fall prey to any kind of provocation.

The Delhi government has issued a set of directives to DJB which are to be implemented with immediate effect.&nbsp;
"Intensify regular inspections of all water supply pipelines, particularly in areas where drinking water lines run in proximity to sewer lines, to detect and repair any leaks, damages, or potential points of cross-contamination immediately," the directions state. Deploy dedicated teams for round-the-clock vigilance and maintenance in high-density and vulnerable areas, the directions to the DJB's CEO added.&nbsp;
Earlier this month, at least 16 people died after consuming contaminated water in Indore's Bhagirathpura area leaving many more people who are admitted to hospitals.&nbsp;
Among other directions, the Delhi government has directed DJB to "ensure prompt response to public complaints regarding water quality, odour, taste, or discoloration, with on-ground verification and corrective action within the shortest possible time,".&nbsp;
