An intense storm with heavy early-morning rain hit the national capital on Friday, causing a house collapse that killed a woman and her three children and delaying more than 200 flights.
Many busy road stretches, including Minto Bridge and ITO, were waterlogged, causing heavy traffic jams in many areas.
The city received 77 mm rain in just three hours during the downpour which started around 5 am.
Visuals from several areas showed uprooted trees and people stuck in waterlogged roads. Videos surfaced on social media which showed half-submerged vehicles wading though Minto Road.
Major Somnath Marg in RK Puram, Minto Road and Khanpur were particularly affected in the rain.
The India Meteorological Department (IMD) has issued a red alert, urging people to remain extremely vigilant and take necessary precautions.
Three children and a woman died after a a tree fell on their house following strong gusty winds that accompanied rains in the city, causing it to collapse.
"We received a call regarding a house collapse in Kharkari Nahar village in Najafgarh at 5.25 am. We deployed multiple teams on the spot and four people were rescued from the rubble," a Delhi Fire Services official said.
They were rushed to a nearby hospital where they were declared dead, he said.
The deceased have been identified as Jyoti (26) and her children --- Aryan (7), Rishabh (5) and Priyansh (7 months). Her husband Ajay (30) sustained minor injuries in his chest and wrist.
According to IMD data, in the last three hours, the Safdarjung weather station, the city's primary observatory, recorded 77 mm of rainfall. Lodhi road recorded 78 mm, Palam recorded 30 mm, Najafgarh 19.5 mm, and Pitampura 32 mm of rainfall.
Delhi Chief Minister Rekha Gupta inspected waterlogged road stretch at Majnu Ka Tila area while PWD minister Parvesh Verma reached the Minto bridge area to take stock of the situation.
"Waterlogging continues to be a concern across various parts of Delhi due to choked drains and pothole-ridden roads. Officials have been instructed to immediately identify all such vulnerable spots in the city that are prone to waterlogging," she said.
The chief minister described the pre-monsoon showers as a "warning sign" for the city's infrastructure, calling it the result of a decade-long backlog in development.
"If Delhi doesn't see planned development, such management issues will continue to arise. But today, the entire administration is on its toes to address these challenges," she added.
The Aam Aadmi Party lashed out at the BJP government with senior leader and former Delhi CM Atishi posting videos of waterlogging in Dhaula Kuan and ITO on X.
"Is this what the people of Delhi expected from the 4-engine BJP Govt?" she posted on X, referring to the BJP governments at the Centre, in Delhi, the municipal corporation and the local MP.
Three flights were diverted and over 200 flights were delayed at the IGI airport as thunderstorms and gusty winds disrupted operations.
An official said two flights that were to land at the Delhi airport were diverted to Jaipur and one to Ahmedabad.
More than 200 flights were delayed, according to data from flight tracking website Flightradar24.com.
Delhi International Airport Ltd (DIAL), which operates the airport, in a post on X at 5.20 am, said some flights were affected owing to inclement weather conditions.
Later in a post on X at 7.25 am, DIAL said the thunderstorm has passed but there is some impact on flight operations due to adverse weather conditions.
Delhi Fire Services received around 100 calls of rain-related incidents during the 3-4 hours of storm and heavy showers. Trees were uprooted in many parts of Delhi further affecting traffic on the roads.
The Public Works Department said it received 100 complaints of waterlogging by 12 pm and added that 150 quick response teams were deployed to clear waterlogging and other problems.
In the Lutyen's Delhi area, 25 tree fall cases and 12 complaints related to waterlogging were received.
Narendra Girsa, Councillor of Dwarka's Nasirpur area, said that an MCD school in the locality was flooded with water after rainfall.
Girsa said the school was built on a lower ground level while the surrounding areas are elevated, which caused rainwater to flow into the school premises.
The IMD has predicted moderate to heavy rain for Friday and Saturday, along with moderate to severe thunderstorms and wind speeds reaching 70-80 kmph in parts of Delhi-NCR.
Light rain is likely in some other areas of the region.&nbsp;

"Many shops in Sadar Bazar are very small, with a house tax of Rs 500 or Rs 700. Along with that, the Rs 5000 user charge will put a burden on small traders, due to which they are struggling," it said.
Demanding precautions for the upcoming monsoon season, they said, "Water enters the shops during the rainy season, which is why we request the MCD to clean all the sewer lines beforehand." The union also called for the removal of the parking space between Sadar Bazar Police Station and 12 Tooti Chowk, allotted by the MCD, which has led to traffic jams and criminal activities, it stated.
They also demanded action against the various e-rickshaws that are operating without licenses and numbers, further contributing to the traffic woes.
After the meeting, the association claimed that the mayor assured them of appropriate solutions and would work towards developing the area.

Addressing a press conference, former Delhi chief minister and Leader of Opposition in the Delhi Assembly, Atishi, said, "The Aam Aadmi Party (AAP) will play the role of a strong opposition in the MCD as well. BJP did a lot of rigging during the MCD elections but still it lost badly. Even after this, it did not stop and all the councillors were poached." She said her party does not believe in the "politics of sabotage and horse-trading" and has, therefore, decided not to participate in the mayoral contest.
"Now the BJP should form its triple engine government and fulfil its promises made to the people of Delhi without any excuses," Atishi said.
AAP's Delhi unit chief Saurabh Bharadwaj, who was also present at the press conference, accused the BJP of indulging in malpractice during the delimitation process.
"The BJP had stopped the MCD election earlier too. Wards were shifted during delimitation. There was huge fraud and corruption during the process. Despite this, BJP lost the election and AAP formed the government," Bharadwaj said.
He also alleged that BJP councillors have tried to disrupt MCD meetings.
"After much drama by BJP councillors and ongoing defections, we have decided not to field our candidate this time," he said.
The BJP's current strength in the MCD has increased to 119 following multiple defections from the AAP over the past few months. Both MPs and MLAs nominated to the MCD are eligible to vote in the upcoming elections.
According to a notice issued by the MCD Secretary's Office, the corporation will hold its ordinary meeting on April 25, with the elections for mayor and deputy mayor scheduled for 2 pm.

The previous Aam Aadmi Party (AAP) government did not implement the BJP-led NDA government's flagship healthcare scheme in the national capital.
The source said the department has issued an advisory for the implementation of the Ayushman Bharat Yojana in 110 hospitals.
As part of the initiative, a copy of the contract letter has been sent to these hospitals to enter into an agreement with the Delhi government.
Along with this, the guidelines for implementation have also been shared with all the associated hospitals.
The source said the hospitals have been asked to sign the agreement as soon as possible so that the beneficiaries of Ayushman Yojana do not face any problems in availing healthcare services.
The BJP-led Delhi government inked an MoU with the Centre on April 5 to implement the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) in the city.
With this, Delhi has become the 35th state/Union Territory to implement the health insurance scheme.
The Ayushman Bharat scheme provides free and cashless treatment for 1,961 medical procedures across 27 specialties, covering the costs of medicines, diagnostic services, hospitalisation, ICU care, surgeries and more.
Under the scheme, eligible families in Delhi will receive annual health coverage of up to Rs 10 lakh -- Rs 5 lakh from the Centre and an additional Rs 5 lakh as a top-up from the Delhi government.
The BJP, which came to power in Delhi in February after a gap of more than 26 years, approved the implementation of the scheme at its first cabinet meeting held right after Gupta and six of her ministers took the oath of office on February 20.

The Delhi High Court on Thursday directed the removal of structures blocking a drain in southeast Delhi and said it was a "shame" people lived in such conditions in the national capital.
A bench of Justices Prathiba M Singh and Manmeet PS Arora observed monsoon on the anvil and stressed on clearing Taimoor Nagar drain of blockages to make it functional at the earliest to avoid "flooding" in various colonies in the area.
"It is a shame that we are living in Delhi in this condition. Monsoon is just one month away. Anything, including jhuggi jhopri clusters and colonies, which comes in the way of free flow of water in the drain will be removed. This drain has to be cleaned and laid within the next one month," the bench said.
A colony falling on a drain cannot be regularised, it added.
The bench examined a topographical survey and alignment plan of the drain submitted by the chairperson of the special task force (STF).
The court found a "substantial unauthorised encroachment" in the entire width of the drain owing to the "complete neglect" by the authorities, including Delhi Development Authority, Delhi government, Municipal Corporation of Delhi and Delhi Jal Board.
"This building has to go. It is encroached, unauthorised, constructed on a drain and on public land. It cannot be allowed to stay. Larger public interest has to be given way," the court said.
The alignment of the drain, it said, was approved by the authorities and directed the STF to immediately start the work for laying of the drain.
"Any obstructions which come in the way of the construction of the drain, which is for the larger interest of all the inhabitants of the area, shall be removed...The free flow of the Taimoor Nagar drain is absolutely essential to avoid flooding in various colonies in the south Delhi area," it said.
It further ordered any regularised colony cannot be permitted to expand on a drain, public path, highway or a road, meant to enable movement of traffic and people.
The functioning of this drain is absolutely essential for the movement of people and traffic in the entire area which covers various residential colonies, hospitals, ring road and other important areas of Delhi, it said.
The court directed the additional chief secretary of Delhi government's Irrigation and Flood Control Department to hold a meeting with the authorities on April 23 for removal of the obstructions and lying of the drain.
The plan should be placed before the court on April 28, it said.
Advocate Prabhsahay Kaur, representing the DDA, said the area where the Taimoor Nagar drain would have to be constructed fell in Zone O and in the Yamuna flood plain, therefore, no unauthorised colony would be permitted to occupy the land and no rights would be conferred to such occupants.
The counsel for intervenors, who are occupants of a building abutting the drain, said there were several other similarly created constructions on the drain and the same treatment ought to be meted out to them.
"There cannot be any occupation, habitation, residences built on a drain. Such a position would not be acceptable in the court as much as if the free flowing drain is not created, it can cause enormous destruction to life and property especially during the monsoons," the court said.
The photographs on record indicated to the court that the drain was completely obstructed by the buildings constructed on it.
The court was hearing suo motu petitions on water-logging and rainwater harvesting aside from traffic snarls in the national capital during monsoon and other times.
Several Delhi residents, including lawyers, raised issues over flooding of roads, homes and offices after rains due to clogged drains.

The bomb threat led to judicial proceedings being halted and the emptying of courtrooms.
Advocate Anirudh Yadav, an eyewitness, said that around 11 am, the court received a bomb threat, following which the judges left and the court staff adjourned the listed matters.
"All entry and exit gates were sealed. The bomb-disposal squad conducted floor-by-floor checking of each courtroom," Yadav said.
Dog and bomb detection squads were rushed to the spot for a thorough check for the bomb, which wasn't there.
Police in a statement said the mailer said an RDX-based explosive device was planted in the court.
"Having received the security threat, local police, with senior officers along with Bomb Disposal Squad (BDS), immediately reached the court premises," it said.

On March 15, a woman's body was discovered wrapped in a bedsheet and weighted with a stone and a cement sack in a Delhi drain. The turning point in the investigation was the identification of the woman, made possible through a distinctive nose pin. This piece of jewelry ultimately unlocked the mystery behind the murder.
The nose pin was traced back to a jewelry store in South Delhi, where records revealed it had been purchased by Anil Kumar, a property dealer residing at a farmhouse in Gurugram. The transaction was billed in his name, bringing him under police scrutiny.

When they reached out to Ms. Singh's family, her sister Babita expressed concern, revealing that they had not been in contact with her since March 11. Teams will question the accused that from where they arranged the knife. We also got to know that the accused had previously threatened the deceased," the source said.

The police said that the preliminary investigation suggests that the accused and the victim knew each other and lived in the same locality.
Meanwhile, security has been beefed up in the area with deployment of paramilitary and police.
"The family members caused a traffic jam on the road, demanding justice. We told them that both the killers were arrested. We have deployed multiple police teams and paramilitary forces to maintain law and order situation," a police source said.

He also said sewage treatment plants (STPs) will be installed for the 18 major drains that discharge effluents into the river.
"Complaints will be addressed, new STPs will be set up and the capacity of existing ones will be increased. All STPs are expected to be installed within two years," Mr Verma said.
He claimed that in the past decade, no significant work had been done to clean the river, "not even on paper".
"It never even occurred to the previous government to work for the Yamuna. But now, not only the Delhi government but the PMO itself is involved," Mr Verma added.&nbsp;

She alleged that the BJP dispensation had removed Ambedkar's portraits from the chief minister's office in both the Delhi Secretariat and the assembly.
The suspended AAP lawmakers later held a protest on the assembly premises with Ambedkar portraits, raising "Babasaheb ka ye apmaan nahi sahega Hindustan (India will not tolerate this insult to Babasaheb)" and "Jai Bhim" slogans.&nbsp;
Commenting on the AAP MLAs' suspension, Delhi minister Ravinder Indraj Singh said, "This is not a protest. These AAP leaders are scared&hellip; They are trying to create unrest in the assembly instead of resigning. They are trying to hide something."&nbsp;
Singh's Cabinet colleague Ashish Sood alleged that AAP was attempting to divert attention from corruption during its term in office. "Whenever AAP tries to create a ruckus, it is to cover up its corruption. The CAG (Comptroller and Auditor General) report will expose its wrongdoings."&nbsp;
On Monday, AAP alleged that portraits of Ambedkar and Bhagat Singh were removed from Delhi Chief Minister Rekha Gupta's office. However, the BJP accused AAP of trying to distract people from the CAG reports to be tabled in the assembly.&nbsp;
The BJP shared photographs of the chief minister's office, saying, "The portraits of Mahatma Gandhi, Babasaheb Bhimrao Ambedkar, Bhagat Singh, the president, and the prime minister are displayed in the offices of Chief Minister Rekha Gupta and other ministers."

Delhi CM Gupta pushes for the ₹2,500 aid scheme for women, facing AAP criticism over delays. The initiative seeks to aid economically disadvantaged women amid controversial budget issues.

In a recent press briefing, Delhi's new Chief Minister, Rekha Gupta, emphasized that despite inheriting an allegedly depleted public exchequer from the former Aam Aadmi Party (AAP) administration, her government remains committed to launching the ₹2,500 monthly financial support scheme for women, as promised by the Bharatiya Janata Party (BJP).
This initiative, known as the 'Mahila Samriddhi Yojana', was a key feature of the BJP's election manifesto and targets women from economically disadvantaged backgrounds.
It also includes a one-time payment of ₹21,000 for pregnant women. Gupta stated that the government would pursue this program diligently, detailing plans for its implementation.
Gupta also noted upcoming legislative activities, including the swearing-in of all Members of the Legislative Assembly (MLAs) and the election of the Speaker and Deputy Speaker.
Meanwhile, pro tem speakers are set to be sworn in by the lieutenant governor.
Addressing the delay in the scheme's roll-out, former Chief Minister Atishi of the AAP expressed concerns.
In a written appeal to Gupta, she requested a meeting with the AAP legislative delegation to discuss the progress of the initiative, spotlighting the delay in approval from the first cabinet meeting, which took place on February 20.
Atishi contended that the delay undermines confidence in Prime Minister Narendra Modi's promises made during the election campaign.
Gesturing towards alleged discrepancies in BJP's fulfillment of campaign promises, she criticized Gupta for what she termed as the exposure of Modi's "false claims."
Pointing to prior assurances by Prime Minister Modi, including statements from BJP President JP Nadda about scheme approval timelines, Atishi questioned the authenticity of these commitments. She referred to Modi's assurance that the financial support would be disbursed by March 8 and challenged Gupta to uphold this commitment, thereby avoiding further disillusionment among Delhi's women.
The political dynamics surrounding the scheme continue to unfold as stakeholders await concrete steps from the new administration.
