Heavy overnight rains in Uttarakhand damaged roads, houses, and shops, washed away a bridge, and led to flooding in Dehradun and Mussoorie.

Cloudbursts and heavy rains overnight left a trail of destruction in Uttarakhand's capital Dehradun and its neighbouring areas on Tuesday, sweeping away at least five people and leaving more than 500 stranded in different locations.
Sahastradhara, Maldevta, Santla Devi and Dalanwala were the worst-hit by the disaster, according to the district disaster management office here. Sahastradhara received 192 mm of rain, followed by Maldevta (141.5 mm), Hathi Barkala and Jolly Grant (92.5mm each) and Kalsi (83.5 mm).
Several roads, houses and shops were damaged while a bridge was washed away. Five people were swept away by the torrential waters in different parts of the city, and 584 have been left stranded, it said.
Most rivers were in spate following the showers. The Tamsa river, on the banks of which the famous Tapkeshwar temple is located, is flowing very close to the danger mark. The Ganga and the Yamuna are flowing close to the warning level.
The Tamsa swelled rapidly in the morning, inundating the temple and submerging the gigantic Hanuman statue near its entrance up to the shoulders. The temple's priest, Bipin Joshi, said that he has not seen the river waters rise so high in the past 25 to 30 years.
Luckily, there were few devotees within the temple premises in the early morning hours when the inundation occurred, he said, adding that the priests staying at the temple are safe.
Disaster Management Secretary Vinod Kumar Suman said teams are engaged in relief and rescue operations in the affected areas, while 300 to 400 people have already been moved to safety.
About 200 children trapped by waterlogging at the Devbhoomi Institute campus in Paundha area of Dehradun were rescued by an SDRF team, said Banshidhar Tiwari, Director General, Information.
Waterlogging in Tehri left people stranded at Geeta Bhawan, he said, adding that they were later rescued. Also, a road in Nainital has been blocked by debris brought by a landslide triggered by heavy rain, he said.
Residents of Majhara village were on the road, having survived what they called a landslide that hit their dwellings early in the morning. They claimed that some people have gone missing.
Chief Minister Pushkar Singh Dhami visited the rain-affected areas of Dehradun district to review the situation on the ground. Local MLAs and senior officials accompanied him.
Interacting with reporters in the rain-hit Maldevta area, he said, "All rivers are in spate following heavy rains. Roads have been breached at 25 to 30 places. Approach roads are cut off. Houses and government properties have been damaged. Normal life is severely affected. Rescue teams are working on a war footing to restore normalcy." "The state government stands with every affected family. The administration is already on alert mode, and the NDRF, SDRF, police and local administration are active," he said.
The chief minister's office, in a social media post in Hindi, said Dhami has briefed Prime Minister Narendra Modi and Union Home Minister Amit Shah about the situation in Uttarakhand following heavy showers.
They assured the state of all possible help and asserted that the Union government stands firmly with the people of Uttarakhand in this hour of crisis, according to the CMO.
Heavy rains caused the Song River to swell, flooding nearby areas.
Speaking to PTI Videos earlier in the day, Sub-Divisional Magistrate of Sadar, Hari Giri, said, "The water level is rising, and the flow is very strong right now. No deaths have been reported so far. Tourists were staying in the hotels." The river endangered a bridge in Maldevta, prompting the administration to respond quickly and work in coordination to restore normalcy.
Waterlogging has been reported in Dehradun's IT Park area, with water entering many offices, leaving people stranded.
"I have been stranded here since 5:30am. There is a lot of water. The car here has been stuck since last night and is submerged. Water has entered offices and basements," said Hrithik Sharma, a local.
Dhami inspected the Maldevta and Kesarwala areas of Dehradun district, hit hard by heavy rains, and took stock of the situation. He directed officials to speed up relief and rescue operations and assured the locals of all assistance.
The blocked routes should be opened at the earliest, and supply of safe drinking water and electricity should be ensured immediately, the chief minister stressed.
During the inspection, Dhami was accompanied by MLA Shri Umesh Sharma 'Kau', Garhwal Commissioner Shri Vinay Shankar Pandey, IG Garhwal Shri Rajiv Swaroop, Additional Secretary Shri Banshidhar Tiwari and senior officers of the district administration.&nbsp;

He acknowledged the challenges they face in balancing development needs with the necessity of conservation and emphasized the importance of understanding the historical background of forest legislation, evolving challenges, and the dynamic relationship between law, policy, and enforcement to carry out their duties effectively.
Justice Ramasubramanian also shed light on the evolution of forest legislation, from the British era to the present day, underscoring the changing balance between development and conservation efforts.&nbsp;
He discussed the impact of the 2013 Land Acquisition Act on forest land acquisition, which eventually led to the 2023 amendment of the Forest Conservation Act.
He pointed out that the courts have played a pivotal role in shaping forest conservation, citing the landmark 1995 T. N. Godavarman case, which helped curb the timber industry's detrimental effects on forest cover. The case underscored the need for not just robust laws but also efficient enforcement mechanisms.&nbsp;
The court&rsquo;s continued involvement in the case, through the principle of 'continuing mandamus,' highlights the ongoing challenges in achieving a balance between development and conservation.
In his address, NHRC India Secretary General Bharat Lal emphasized the transformative power of reflection in history. He cited examples such as Emperor Ashoka, who chose a path of peace following the Kalinga War, Gautama Buddha, who renounced his privileges and sought enlightenment to guide humanity, and Mahatma Gandhi, whose expulsion from a train sparked a worldwide movement that changed the course of history.
Shri Lal underlined that human rights are a fundamental necessity and that safeguarding the rights of all, particularly the marginalized, is essential.&nbsp;
He reaffirmed the collective commitment to the human rights principles outlined in the Indian Constitution, especially Article 32, which guarantees equal rights regardless of caste, gender, or religion. He also highlighted the significance of early field experience in shaping the strategic development of policies throughout one&rsquo;s career.
Shri Lal provided an overview of the NHRC's constitution under the Protection of Human Rights Act (PHR Act), 1993, along with its various functions.&nbsp;
He encouraged the officers to reflect on their acquired knowledge and carry it forward to make meaningful societal contributions.&nbsp;
The event concluded with an engaging Q&amp;A session and a vote of thanks by NHRC India Director, Lt Col Virender Singh.

During a meeting of the Uttarakhand Investment and Infrastructure Development Board (UIIDB) in Dehradun, Dhami said that the state government has completed its "homework" and the UCC will be implemented across the state from January 2025.
With this, Uttarakhand will become the first state in the country to implement the Uniform Civil Code after independence.
On the last day of campaigning for the 2022 assembly elections, the chief minister had promised the people of Uttarakhand that if the BJP retained power, the UCC would be implemented in the state.
Dhami said that after the formation of the new government in Uttarakhand in March 2022, it was decided in the first meeting of the cabinet to form an expert committee to implement UCC in the state.
He said that a five-member expert committee was formed under the chairmanship of retired judge Ranjana Prakash Desai. On the basis of its report, the Uniform Civil Code, Uttarakhand, 2024 Bill was passed in the state assembly on February 7, 2024.
Dhami said that the Act was notified on 12 March 2024 after presidential assent.
He said that now the rules of the Uniform Civil Code Act have also been prepared and Uttarakhand is fully prepared to implement the UCC from January.
"The Uniform Civil Code Act of Uttarakhand will give a new direction to the society by following the basic spirit of 'Sabka Saath, Sabka Vikas, Sabka Vishwas. This law will open new doors of empowerment, especially for women and children of Devbhoomi," Dhami said.
Speaking in Rajya Sabha on Tuesday, Union Home Minister Amit Shah had said that UCC will be implemented in all BJP-ruled states.
Dhami instructed the officials to provide proper training and facilities to the personnel for the implementation of the provisions of UCC.
The chief minister said that keeping in mind the convenience of the common people, a portal and a mobile app have also been prepared so that facilities including registration and appeal can be made available online.

The Indian Meteorological Department (IMD) has issued a red alert for Uttarakhand. As per the weather department, the state capital,&nbsp;Dehradun&nbsp;is expected to receive heavy rainfall for the next 24 hours.
Water logging could affect a large number of areas in Dehradun, the Met department said, warning tourists&nbsp;that they&nbsp;should not travel to&nbsp;Uttarakhand&nbsp;for the time being.&nbsp;
A red alert by the IMD indicates 'extremely heavy' rainfall amounting to over 200 mm of rain over a period of 24 hours. The&nbsp;red alert also signifies&nbsp;'warning' and is meant to direct authorities to 'take action' to prevent or deal with any eventualities.
Authorities have&nbsp;also put Himachal&nbsp;Pradesh on alert, after 10 people went missing due to flash floods triggered by incessant rain in the state.

According to state govt authorities, one person died and nine went missing in flash floods triggered by a cloudburst in the tribal district of Lahaul-Spiti,&nbsp;while another man was reported missing from the Chamba district.
