CPI(M) Kerala state secretary M. V. Govindan on Friday said all secular forces should come forward to protest Governor Rajendra Arlekar&rsquo;s decision to use RSS symbol of &lsquo;Bharat Mata&rsquo; in official functions at the Raj Bhavan.
Addressing reporters here after a party state secretariat meeting, he justified state Education Minister V. Sivankutty boycotting a function orgainsed to distribute prizes for the Scouts and Guides held at the Raj Bhavan on Thursday for displaying the portrait.
Govindan said only national symbols should be used at official functions, and not the symbols commonly used by any other outfits like the RSS. &ldquo;The governor&rsquo;s move is against the Constitution,&rdquo; he said.
He said the state Agriculture Minister P Prasad had refused to attend a function at the Raj Bhavan when he was told that he should pay tributes to the &lsquo;Bharat Mata&rsquo; symbol of the RSS before the ceremony.
The Raj Bhavan had since informed the government that it will not be repeated at public functions, which has now been violated again, Govindan alleged.
The Raj Bhavan had later issued a statement criticising Sivankutty's action, terming it as violation of protocol and a 'grave insult' to the office of the Governor.
On the Nilambur assembly by-election held on Thursday, he said the ruling Left Democratic Front (LDF) will register a big win despite the &lsquo;negative campaign&rsquo; taken up by the Opposition United Democratic Front (UDF).
&ldquo;There will be an explosion in the UDF after the by-poll results,&rdquo; Govindan said.
The LDF could make significant gains through its political campaign exposing the false narratives of the UDF, while the fissures in the Congress came out in the form of verbal battles between its leaders, he claimed.
To a question, Govindan said the secretariat meeting did not discuss his controversial remark on CPI(M)&rsquo;s collaboration with the RSS during the Emergency period.
The Chief Minister Pinarayi Vijayan, and the party had made a clarification, and the matter ends there, he said.

Sudhakaran faces FIR for postal ballot comment

CPI(M) leader G Sudhakaran faces an FIR for controversial 1989 poll remarks. The controversy, involving postal ballots, triggered a swift response from the Election Commission. Sudhakaran's comments have prompted concerns over electoral integrity.

A case under various provisions of the Representation of People (RP) Act and the IPC was on Friday registered against CPI(M) veteran G Sudhakaran in connection with his recent remarks claiming that postal ballots were opened during the 1989 Alappuzha Lok Sabha election.
Sudhakaran, in a purported video aired on TV channels, can be heard making the controversial remarks during a gathering of former NGO Union leaders here on Wednesday.
It prompted the Election Commission to launch a probe into the matter and the CPI(M) veteran's statement was recorded on Thursday by EC officials.
Following that, Sudhakaran, at another event here on Thursday, claimed that what he had said earlier was not completely true and he had added something extra to it from his "imagination".
"Nothing like that ever happened. No ballot boxes were opened and no ballots were ever tampered with. I have never taken part in anything of that sort and I have never done any bogus voting.
"I have also not paid anyone to do bogus voting. What I said on that day was only meant as a small warning to those doing such activities and to let them know that we are aware of what they are doing," he had said.
Despite the claim, the police on Friday filed an FIR against him under sections 128 (maintenance of secrecy of voting), 135(removal of ballot papers from polling station), 135A(booth capturing) and 136(other offences and penalties) of the Representation of the People Act, 1951 and sections 465(punishment for forgery), 468(forgery for cheating) and 471(using forged document as genuine) of the IPC.
The punishment for the offences under the Representation of the People Act range from a few months to a maximum of two years, while those under the IPC carry jail terms from two years to seven years.
According to the FIR, the action was taken based on a report sent to the Alappuzha District Police Chief by the District Collector who is also the District Election Officer.
In the controversial video, Sudhakaran was heard saying that NGO union members should not cast their votes for rival candidates.
He said that it is not necessary for all NGO members to vote for the party, but those who submit sealed ballots should not assume that "we won't find out" whom they have voted for.
"We will unseal them, verify, and correct them. Even if a case is filed against me for saying this, I don't mind," he was quoted as saying in the video aired by news channels.
Sudhakaran had said that some NGO union members had cast their votes for opposition candidates.
"When KSTA leader K V Devadas contested for Parliament from Alappuzha, postal ballots were unsealed and examined at the district committee office. It was found that 15 per cent had voted for the opposing candidate. Patching up what's broken isn't difficult," he had said.
KSTA is a school teachers' organisation backed by the CPI(M).
It was not clear from the video whether the tampering of postal ballots--after they were unsealed--was carried out by him or his associates during the 1989 Lok Sabha election for the Alappuzha seat.
Sudhakaran said that Devadas had contested against Congress leader Vakkam Purushothaman in that election and lost by 18,000 votes.
However, the Election Commission documents say in the election, Purushothaman secured 3,75,763 votes, defeating CPI(M) candidate Devadas, who received 3,50,640 votes.
Purushothaman won by a margin of 25,123 votes, which accounted for 3.36 per cent of the total valid votes.
The CPI(M) Alappuzha district leadership had rejected Sudhakaran's claim, stating that nothing of the kind had happened and that the party had no role in it.

CPI(M) general secretary MA Baby on Monday urged Prime Minister Narendra Modi to call a special session of Parliament in light of recent developments and requested his "personal participation" in clarifying the government's position.
The CPI(M) joins a raft of opposition parties, including the Congress, in calling for a special session of Parliament in the wake of recent developments.
In a letter addressed to the prime minister, Baby said he was writing in light of recent developments concerning the "de-escalation of tensions and the announcement of a ceasefire" between India and Pakistan.
He said, "This announcement has brought a sense of relief to all sections of our nation, as well as to the peace-loving international community. However, several pressing concerns remain unaddressed -- particularly regarding the terrorist attack in Pahalgam." The "heinous attack" in Pahalgam has "deeply shaken the conscience of the nation." Yet, the overwhelming unity displayed by citizens across the country in its aftermath is a powerful and invaluable force, he added.
Baby said this solidarity must be harnessed to isolate terrorists and their supporters -- both domestic and foreign.
"Regrettably, this moment of national unity is being undermined by virulent campaigns of hatred and jingoism, as well as the spread of misinformation by certain media outlets and elements on social media. These actions have caused significant confusion and unrest among the public," he said.
The CPI(M) general secretary said US President Donald Trump's announcement "regarding the ceasefire -- made prior to any official statement from our representatives -- has raised serious concerns".
India and Pakistan reached an agreement to stop all firings and military actions on land, air and sea on May 10 after four days of cross-border strikes that triggered fears of a wider conflict.
In a short announcement, Foreign Secretary Vikram Misri had said the directors general of military operations of the two countries agreed on the understanding during a call.
The decision by India and Pakistan was first made public by Trump in a social media post while claiming that the talks between the two sides were mediated by the US.
Baby said in his letter to the prime minister, "It is an avowedly accepted policy of our country that we settle our disputes bilaterally, without allowing any third-party intervention. Therefore, this situation requires clear and authoritative clarification from the highest levels of our government." "In the light of these issues, I urge you to convene a special session of Parliament, as already requested by the floor leaders of the CPI(M), and request your personal participation as the prime minister in clarifying the government's position," he added.

The CPI(M) on Thursday released its manifesto for the Lok Sabha elections, promising to scrap all "draconian" laws such as the Unlawful Activities (Prevention) Act and the Prevention of Money Laundering Act (PMLA).
The CPI(M) appealed to voters to defeat the BJP, strengthen the Left, and ensure the formation of an alternative secular government at the Centre.
In its manifesto, the party pledged to fight for "an uncompromising adherence to the principle that religion is separated from politics".
"The CPI(M) stands for the scrapping of all draconian laws like UAPA (Unlawful Activities (Prevention) Act) and PMLA," the manifesto stated.
The party said it will "fight for a law against hate speech and crimes, is committed to scrapping" the Citizenship (Amendment) Act, 2019.
The Communist Party of India (Marxist) promised to tax the super rich and introduce a law on general wealth tax and inheritance tax.
The party said the budgetary allocation for job guarantee scheme MGNREGA must be doubled and a new law guaranteeing urban employment must be legislated.
The Lok Sabha elections will be held in seven phases between April 19 and June 1. The results will be declared on June 4.
