87-year-old man dies of Covid-19 in China's Beijing 

China reported its first new death from COVID-19 in nearly half a year in Beijing.

China on Sunday announced its first new death from COVID-19 in nearly half a year as strict new measures are imposed in Beijing and across the country to ward against new outbreaks.
The death of the 87-year-old Beijing man was the first reported by the National Health Commission since May 26, bringing the total death toll to 5,227. The previous death was reported in Shanghai, which underwent a major surge in cases over the summer.
While China has an overall vaccination rate of more than 92 per cent having received at least one dose, that number is considerably lower among the elderly, particularly those over age 80. The commission did not give details on the vaccination status of the deceased.

That vulnerability is considered one reason why China has mostly kept its borders closed and is sticking with its rigid &ldquo;zero-COVID&rdquo; policy that seeks to wipe out infections through lockdowns, quarantines, case tracing and mass testing, despite the impact on normal life and the economy and rising public anger at the authorities.
In a partial response, the central city of Zhengzhou said Sunday it will no longer require a negative COVID-19 test from infants under age 3 and other &ldquo;special groups&rdquo; seeking health care.
The announcement by the Zhengzhou city government came after a second child's death was blamed on overzealous anti-virus enforcement.
The 4-month-old girl died after suffering vomiting and diarrhea while in quarantine at a hotel in Zhengzhou.

 A parliamentary committee has recommended the Union Health Ministry "audit deaths due to oxygen shortage", especially during the Covid second wave, in coordination with states to enable robust documentation of the mortalities.
The committee said it was "disturbed" by the ministry's "unfortunate denial" of COVID-19 deaths due to oxygen shortage.
"The ministry must meticulously examine the oxygen-stricken Covid deaths and ensure that proper compensation is accorded to the families of the victims," the panel said, adding it expected more transparency and accountability from government agencies.
The Parliamentary Standing Committee on Health, in its 137th report presented to Rajya Sabha on Monday, said the increase in the number of Covid positive cases had put severe pressure on the health infrastructure.
There were several instances of patients' families pleading for oxygen and waiting in queues for cylinders and the media reported stories of hospitals running out of the life-saving gas and making desperate appeals when they were reportedly left with only a few hours of supply, it said.
The committee said that in its 123rd report it had warned the government of the possible shortage of oxygen cylinders and supply of oxygen in hospitals.
"The committee is disappointed to note that the ministry in its submission in 2020 had assured that the country is self-sufficient in oxygen and oxygen cylinders; however, their hollow claim was brutally exposed during the second wave," the panel said in its 137th report.
"The government failed to manage even distribution of oxygen in states and amidst the skyrocketing demand it could not maintain a steady flow of oxygen leading to an unprecedented medical crisis," the panel said.
It added that poor logistic management and the failure of the government in ensuring a quick response from the healthcare system speak volumes of the utter chaos in the government machinery, especially during the second wave.
Poor monitoring of the oxygen generation capacity and availability of medical oxygen, oxygenated and ventilator beds in hospitals further aggravated the situation, the panel said.
"The committee wonders that in response to the Union government's request to states and Union Territories to furnish details of Covid deaths owing to lack of oxygen, 20 states and Union Territories responded and none of these have reported confirmed death due to oxygen shortage," it said.
"The committee is disturbed at the unfortunate denial of the Ministry of Health and Family Welfare regarding Covid deaths due to oxygen shortage in the country." It said that it takes into account media reports that there were many deaths due to oxygen shortage in hospitals. However, the sheer negligence of the fact shows the absence of empathy in government parlance, the parliamentary panel alleged.
The panel noted there were no definite guidelines for identifying the deaths due to inadequate supply of oxygen.
"Oxygen shortage is not noted as a cause of death in the medical records and most of the deaths were attributed to co-morbidities," the committee said, expressing disappointment at this utter "ignorance" by the government.
"The ministry, in coordination with the states, must audit the deaths due to oxygen shortage and enable robust documentation of the Covid deaths that will in fact generate the responsive and responsible sense of government and cautious formulation of policy and combat situational health care emergency," it said.

COVID-19 vaccines prevented over 42 lakh potential deaths in India in 2021, said a study published in The Lancet Infectious Diseases journal, which based its findings on estimates of "excess" mortalities in the country during the pandemic.
Globally, the mathematical modelling study found that COVID-19 vaccines reduced the potential death toll during the pandemic by nearly 20 million (1 million = 10 lakhs) or more than half in the year following their implementation.
In the first year of the vaccination programme, 19.8 million out of a potential 31.4 million COVID-19 deaths were prevented worldwide, according to estimates based on excess deaths from 185 countries and territories, the researchers said.
The study estimates a further 5,99,300 lives could have been saved if the World Health Organisation's target of vaccinating 40 per cent of the population in each country with two or more doses by the end of 2021 had been met.
The study estimated the number of deaths that were prevented between December 8, 2020 and December 8, 2021, which reflects the first year in which the vaccines were distributed.
"For India, we estimate that 42,10,000 deaths were prevented by vaccination in this period. This is our central estimate, with the uncertainty in this estimate ranging between 36,65,000-43,70,000," lead author of the study, Oliver Watson from the Imperial College London, the UK, told PTI.
"What this modelling study shows is that the vaccination campaign in India has likely saved millions of lives. This shows the remarkable impact that the vaccination has had, especially in India, which was the first country to experience the impact of the Delta variant," Watson said in an email.
The India numbers are based on the estimates that 51,60,000 (48,24,000-56,29,000) deaths may have occurred in the country during the pandemic, a number which is 10 times the official figure of 5,24,941 deaths reported so far, he said.
"These estimates are based on the estimates of excess mortality in India during the COVID-19 pandemic, which we have sourced from The Economist and are similar to the estimates that the WHO have reported. Independently, our group has also investigated the COVID-19 death toll based on reports of excess mortality and seroprevalence surveys and arrived at similar estimates of almost 10 times the official count," Watson said.
According to the estimates by The Economist, 2.3 million people died in India from COVID-19 by the start of May 2021, as against official figures of around 2,00,000.
The WHO had last month estimated that there were 4.7 million Covid-linked deaths in India, a figure that was refuted by the government.
Of the almost 20 million deaths estimated to have been prevented in the first year after vaccines were introduced, almost 7.5 million deaths were prevented in countries covered by the COVID-19 Vaccine Access initiative (COVAX), the researchers said.
COVAX was set up because it was clear early on that global vaccine equity would be the only way out of the pandemic, they said.
The initiative has facilitated access to affordable vaccines for lower income countries to try to reduce inequalities, with an initial target of giving both vaccine doses to 20 per cent of the population in countries covered by the commitment by the end of 2021, the researchers said.
Since the first COVID-19 vaccine was administered outside of a clinical trial setting on December 8, 2020, almost two-thirds of the world's population has received at least one dose of a COVID-19 vaccine (66 per cent), they noted.
Despite the incredible speed of the vaccine roll-out worldwide, more than 3.5 million COVID-19 deaths have been reported since the first vaccine was administered in December 2020, they said.
To estimate the impact of the global vaccination programmes, the researchers used an established model of COVID-19 transmission using country-level data for officially recorded COVID-19 deaths occurring between December 8, 2020 and December 8 2021.
To account for under-reporting of deaths in countries with weaker surveillance systems, they carried out a separate analysis based on the number of excess deaths recorded above those that would have been expected during the same time period.
China was not included in the analysis owing to its large population and very strict lockdown measures which would have skewed the findings, the researchers said.
The team found that based on officially recorded COVID-19 deaths, an estimated 18.1 million deaths would have occurred during the study period if vaccinations had not been implemented.
Of these, the model estimates that vaccination has prevented 14.4 million deaths, representing a global reduction of 79 per cent.
These findings do not account for under-reporting of COVID-19 deaths, which is common in lower income countries.
The team did a further analysis based on total excess deaths during the same time period to account for this.
They found that COVID-19 vaccination prevented an estimated 19.8 million deaths out of a total of 31.4 million potential deaths that would have occurred without vaccination, a reduction of 63 per cent.
More than three quarters (79 per cent) of deaths averted were due to the direct protection against severe symptoms provided by the vaccination, leading to lower mortality rates, the researchers said.
The remaining 4.3 million averted deaths were estimated to have been prevented by indirect protection from reduced transmission of the virus in the population and reduced burden on healthcare systems, thereby improving access to medical care for those most in need, they said.
The study found that the vaccine impact changed over time and in different areas of the world as the pandemic progressed.
In the first half of 2021, the greatest number of deaths averted by vaccination was seen in lower middle-income countries, resulting from the significant epidemic wave in India as the Delta variant emerged.
This subsequently shifted to the greatest impact being concentrated in higher income countries in the second half of 2021, as restrictions on travel and social mixing were eased in some areas leading to greater virus transmission.
The shortfall in the WHO target of fully vaccinating 40 per cent of the population of each country by the end of 2021 is estimated to have contributed to an additional 5,99,300 deaths worldwide that could have been prevented.
Lower-middle income countries accounted for the majority of these deaths.
"Our study demonstrates the enormous benefit that vaccines had in reducing deaths from COVID-19 globally," said Professor Azra Ghani, Chair in Infectious Disease Epidemiology at Imperial College London.
"Whilst the intense focus on the pandemic has now shifted, it is important that we ensure the most vulnerable people in all parts of the world are protected from ongoing circulation of COVID-19 and from the other major diseases that continue to disproportionately affect the poorest," Ghani said.
The authors note several limitations to their findings. Notably, their model is based on a number of necessary assumptions, including the precise proportions of which vaccine types have been delivered, how they were delivered and the precise timing of when new virus variants arrived in each country.
They also assumed that the relationship between age and the proportion of COVID-19 deaths occurring among infected individuals is the same for each country.

In view of the continuous dip in coronavirus cases, the home ministry has decided to end its all COVID-19 containment measures from March 31, two years after their implementation following the outbreak of the pandemic.
However, wearing of face mask and maintaining social distancing norms will continue as earlier.
The Central government had on March 24, 2020 issued for the first time orders and guidelines under the Disaster Management Act, (DM Act) 2005 for the containment of COVID-19 in the country and these have been modified on various occasions.
In a communication to the chief secretaries of all states, Union Home Secretary Ajay Bhalla said that over the last 24 months, significant capacities have been developed for various aspects of management of the pandemic, such as diagnostics, surveillance, contact tracing, treatment, vaccination, hospital infrastructure.
Also, the general public now has much higher level of awareness on the COVID-appropriate behavior, he said.
The states and Union Territories have also developed their own capacities and systems and implemented their detailed specific plans for managing the pandemic, he said, adding over the last seven weeks or so there has been a steep decline in the number of cases.
The total caseload in the country stands at 23,913 only (on March 22) and the daily positivity rate has declined to 0.28 per cent, he said.
It is also worth mentioning that with the combined efforts, a total of 181.56 crore vaccine doses have been administered, he said.
“After taking into consideration the overall improvement in the situation and preparedness of the Government to deal with the pandemic, National Disaster Management Authority has taken a decision that there may not be any further need to invoke the provisions of the DM Act for COVID containment measures,” the communication said.
Accordingly, Bhalla said, after the expiry of the existing order on March 31, no further order will be issued by the Ministry of Home Affairs.
However, the Ministry of Health and Family Welfare advisories on COVID containment measures, including on the use of face mask and hand hygiene, will continue to guide the overall national response to the pandemic, he said.
The Home Secretary, however, said that in view of the nature of the disease, people still need to remain watchful of the situation.

In a communication to the chief secretaries of all states, Union Home Secretary Ajay Bhalla said that over the last 24 months, significant capacities have been developed for various aspects of management of the pandemic, such as diagnostics, surveillance, contact tracing, treatment, vaccination, hospital infrastructure.
Also, the general public now has much higher level of awareness on the COVID-appropriate behavior, he said.
The states and Union Territories have also developed their own capacities and systems and implemented their detailed specific plans for managing the pandemic, he said, adding over the last seven weeks or so there has been a steep decline in the number of cases.
The total caseload in the country stands at 23,913 only (on March 22) and the daily positivity rate has declined to 0.28 per cent, he said.
It is also worth mentioning that with the combined efforts, a total of 181.56 crore vaccine doses have been administered, he said.
&ldquo;After taking into consideration the overall improvement in the situation and preparedness of the Government to deal with the pandemic, National Disaster Management Authority has taken a decision that there may not be any further need to invoke the provisions of the DM Act for COVID containment measures,&rdquo; the communication said.
Accordingly, Bhalla said, after the expiry of the existing order on March 31, no further order will be issued by the Ministry of Home Affairs.
However, the Ministry of Health and Family Welfare advisories on COVID containment measures, including on the use of face mask and hand hygiene, will continue to guide the overall national response to the pandemic, he said.
The Home Secretary, however, said that in view of the nature of the disease, people still need to remain watchful of the situation.

India continues to maintain a downward trend in daily Covid-19 cases after the number of cases hovered above 300,000 in the deadly second wave of the infection. 2.76 lakh new Covid cases were reported in a 24-hour span, the Union health ministry data showed on Thursday morning.
Over 20.55 lakh samples were tested for the infection in the last 24 hours, accounting for the highest single-day tests so far
India also saw a dip in the daily Covid death toll with 3,874 fatalities reported in the last 24 hours. This comes days after the country has been witnessing a surge in daily fatalities.
