Only one application has so far been received for citizenship under the CAA in Assam, Chief Minister Himanta Biswa Sarma said on Monday.
The lone application was made in Barak Valley, he said, without elaborating further.
"The anti-CAA movement was based on lies and they (who were at the forefront) will have to answer now. So many days have passed, and only one application has been made in the state till date," Sarma said.
The CM was talking to reporters after an election rally at Sonari in Sivasagar district, which comes under the Jorhat Lok Sabha seat.
The Centre had last month implemented the Citizenship (Amendment) Act, 2019, notifying the rules four years after the law was passed by Parliament to fast-track citizenship for undocumented non-Muslim migrants from Pakistan, Bangladesh and Afghanistan who came to India before December 31, 2014.
Sarma also said &ldquo;there will be no contest&rdquo; in the five constituencies going to polls in the first phase on April 19.
Among the remaining nine seats where polling will be held in two more phases, he said there will be a contest in one constituency each, though he did not name those.
"If we consider BJP's performance in the 2021 assembly polls, even after delimitation, we are in the lead," the chief minister said.
Sarma also claimed that there will be &ldquo;no one left&rdquo; in the Congress by 2026.&nbsp;

A bench headed by Chief Justice D Y Chandrachud posted the matter for resumed hearing on April 9.
Solicitor General Tushar Mehta, appearing for the Centre, told the bench that he needed four weeks to file a reply to the 20 applications.
These applications have sought a stay on the Rules till the apex court disposes of the petitions challenging the constitutional validity of the Citizenship (Amendment) Act, 2019.
"It (CAA) does not take away citizenship of any person," Mehta told the bench, also comprising Justices J B Pardiwala and Manoj Misra.
The Centre had on March 11 paved the way for the implementation of the Citizenship (Amendment) Act, 2019, with the notification of the relevant rules, four years after the contentious law was passed by Parliament to fast-track Indian citizenship for undocumented non-Muslim migrants from Pakistan, Bangladesh and Afghanistan who came to India before December 31, 2014

Senior Advocate Kapil Sibal, representing the IUML, sought an urgent hearing of the stay application as the citizenship, once granted, would be impossible to reverse.
"The Citizenship Amendment Act was passed in 2019. At that time there was no rules, so no stay was granted by this court. Now they have notified the rules ahead of the Lok Sabha elections. If citizenship is granted, it will be impossible to reverse. So the interim application may be heard," Sibal argued.
The amendments to the Citizenship Act was passed in 2019 enabling Hindu, Sikh, Jain, Parsi, Buddhist and Christian migrants from Bangladesh, Pakistan and Afghanistan to seek Indian citizenship. The law provided for an accelerated path to citizenship for illegal migrants fleeing religious persecution from the three neighbouring countries, as long as they entered India on or before December 31, 2014.
But the law excluded Muslims, drawing criticism from various corners, as it was perceived to be discriminatory on the basis of religion.
250 petitions are pending against the Act in the Supreme Court. Petitioners argue that a law has to be religion-neutral to stand the test of Constitutional validity.

"The stand of the government is that this law is completely unwarranted; it is one that must be repealed," said Stalin.
The DMK chief reiterated that the CAA went against pluralism, secularism, minority communities and the Sri Lankan Tamil refugees.&nbsp;
TMC chief Mamata Banerjee expressed doubts over legal validity of CAA rules. She said it is a game to take away citizens' rights and directly linked to the implementation of the NRC.
Addressing a programme in Habra in North 24 Parganas district, Banerjee urged the people to think several times before applying for citizenship under the law.
Banerjee alleged that the CAA was unconstitutional and discriminatory.

BJD lawmaker Parsuram Dhada said, "The BJD welcomes the CAA as it is giving citizenship to the people and not taking away anyone&rsquo;s rights to live in the country."
Odisha Chief Minister and BJD president Naveen Patnaik on December 17, 2019, had said, "The Citizenship Amendment Act has nothing to do with Indian citizens, it only deals with foreigners. The Biju Janata Dal MPs, both in the Lok Sabha and Rajya Sabha, made it clear that we do not support NRC. I would like to appeal to our citizens to let peace prevail and not indulge in rumour-mongering".

"The Muslims have always been a target of the BJP, which is not something new for the party. Even in the CAA, the Muslims have been made a specific target. This is not new politics for the BJP, this has been their approach before as well," he said.

The rules for the implementation of the contentious Citizenship Amendment Act, 2019 (CAA) for fast-tracking citizenship to undocumented non-Muslim migrants from Pakistan, Bangladesh and Afghanistan are likely to be issued before the Model Code of Conduct for the 2024 Lok Sabha elections comes into effect.
The Model Code of Conduct (MCC) gets enforced immediately after election schedule is announced, which is likely in next fortnight.
The rules for the CAA is likely to be issued before the MCC comes into effect, sources privy to the development said.
When the rules for the CAA are issued, the Modi government will start granting Indian citizenship to persecuted non-Muslim migrants -- Hindus, Sikhs, Jains, Buddhists, Parsis and Christians -- from Bangladesh, Pakistan and Afghanistan who had come to India till December 31, 2014.
The CAA was passed in December 2019 and it got president's assent subsequently.
However, the law could not be implemented so far as rules are a must for its implementation.
There were massive protests in some parts of the country after the CAA was passed by Parliament. Over a hundred people lost their lives during the protests or police action.
The Ministry of Home Affairs has readied a portal for the convenience of the applicants as the entire process will be online.
The applicants will have to declare the year when they entered India without travel documents. No document will be sought from the applicants, an official said.
According to the law, the benefits under the CAA will be given to the undocumented minorities from the three neighbouring countries.
On December 27, Union Home Minister Amit Shah had said that no one can stop the implementation of the CAA as it is the law of the land and accused the West Bengal Chief Minister Mamata Banerjee of misleading people on the issue.
Addressing a party meeting in Kolkata, Shah said it is the BJP's commitment to implement the CAA.
The TMC, led by Mamata Banerjee, has been opposing the CAA since beginning.
The promise of implementing the controversial CAA was a major poll plank of the BJP in the last Lok Sabha and Assembly polls in West Bengal.
The saffron party's leaders consider it a plausible factor that led to the rise of the BJP in Bengal.
According to the Manual on Parliamentary Work, the rules for any legislation should have been framed within six months of presidential assent or seek extension from the Committees on Subordinate Legislation in Lok Sabha and Rajya Sabha.
Since 2020, the home ministry has been taking extension in regular interval from the parliamentary committee for framing the rules.
Meanwhile, in last two years, district magistrates and home secretaries of nine states have been given powers to grant Indian citizenship to Hindus, Sikhs, Buddhists, Jains, Parsis and Christians coming from Afghanistan, Bangladesh and Pakistan under the Citizenship Act, 1955.
According to the annual report of the Ministry of Home Affairs for 2021-22, from April 1, 2021 to December 31, 2021, a total of 1,414 foreigners belonging to these non-Muslim minority communities from Pakistan, Bangladesh and Afghanistan were given Indian citizenship by registration or naturalization under the Citizenship Act, 1955.
The nine states where Indian citizenship by registration or naturalisation is given under the Citizenship Act, 1955 to non-Muslim minorities from Pakistan, Bangladesh and Afghanistan are: Gujarat, Rajasthan, Chhattisgarh, Haryana, Punjab, Madhya Pradesh, Uttar Pradesh, Delhi and Maharashtra.
Interestingly, authorities of none of the districts of Assam and West Bengal, where the issue is politically very sensitive, has been given the powers so far.&nbsp;

Shah asserted that there is no suspense over the outcome of the Lok Sabha polls and even the Congress and other opposition parties have realised that they will again have to sit in the opposition benches.
"We have abrogated Article 370 (of the Constitution, which gave a special status to the erstwhile state of Jammu and Kashmir). So we believe that the people of the country will bless the BJP with 370 seats and the NDA with over 400 seats," Shah said at the ET NOW Global Business Summit 2024.
Asked about the possibility of the Rashtriya Lok Dal (RLD), headed by Jayant Choudhary, Shiromani Akali Dal (SAD) and some other regional parties joining the National Democratic Alliance (NDA), the home minister said the Bharatiya Janata Party (BJP) "believes in family planning but not in politics", giving an indication that more parties may join the ruling coalition.
When pressed further on the SAD, he said, "Talks are going on but nothing has been finalised." Shah said the 2024 polls will not be an election between the NDA and the INDIA opposition bloc, but between development and those who give mere slogans.
Asked about the Bharat Jodo Yatra of Congress leader Rahul Gandhi, he said the the Nehru-Gandhi scion has no right to go ahead with such a march as his party was responsible for the country's partition in 1947.
On the timing of a white paper tabled by the government in Parliament, Shah said it was necessary as the country has full right to know what mess the Congress-led United Progressive alliance (UPA) left behind when it lost power in 2014.
"At that time (2014), the economy was in a bad shape. There were scams everywhere. Foreign investment was not coming. Had we taken out a white paper at that time, it would have given a wrong message to the world.
"But after 10 years, our government has revived the economy, brought foreign investment and there is no corruption at all. So it is the right time to publish the white paper," he said.
On the Ram temple in Ayodhya, the home minister said the people of the country believed for 500-550 years that the temple should be built at the place where Lord Ram was born.
"However, due to the politics of appeasement and citing law and order, the construction of the Ram temple was not allowed," he said.
On the Citizenship (Amendment) Act (CAA), Shah said the law, enacted in 2019, will be implemented before the Lok Sabha polls after issuing the rules in this regard.
"Our Muslim brothers are being misled and instigated (against the CAA). The CAA is only meant to give citizenship to those who came to India after facing persecution in Pakistan, Afghanistan and Bangladesh. It is not for snatching anyone's Indian citizenship," he said.
On a Uniform Civil Code, Shah said it is a constitutional agenda, signed by the country's first prime minister, Jawaharlal Nehru, and others.
"But the Congress had ignored it due to appeasement. The enforcement of the UCC in Uttarakhand is a social change. It will be discussed on all forums and face legal scrutiny. A secular country cannot have religion-based civil codes," he said.

Union Minister Shantanu Thakur on Monday said the Citizenship (Amendment) Act (CAA) would be implemented in the country within a week.
During an interview with a news channel, Thakur, a BJP MP from Bongaon, an area with the majority of people belonging to the Matua community in West Bengal's North 24 Parganas district, said that swift implementation of the contentious legislation would be made within seven days.
The CAA, enacted by the BJP-led government at the Centre in 2019, aims at granting Indian citizenship to persecuted non-Muslim migrants, including Hindus, Sikhs, Jains, Buddhists, Parsis and Christians, from Bangladesh, Pakistan, and Afghanistan who entered India before December 31, 2014.
"The CAA will be implemented very soon. It will be implemented within seven days. This is my guarantee," said Thakur, also a leader of the Matua community.
Thakur, the union minister of state for ports, shipping and waterways, has made a similar comment on Sunday.
He has been claiming that the CAA would be implemented in the country ahead of the Lok Sabha polls this year.
Matuas, who constitute a large chunk of the state's Scheduled Caste population, had been migrating to West Bengal since the 1950s, primarily due to religious persecution in erstwhile East Pakistan which later became Bangladesh.
Since the nineties, political parties in West Bengal have actively sought to secure the support of the Matuas, who, due to their significant population and tendency to vote together, are considered a valuable voting bloc akin to the minorities.
The Matua community is believed to benefit the most from the implementation of the CAA.
Thakur's assertion on the CAA's implementation comes amidst reports this month, suggesting that the rules for the legislation would be notified "much before" the announcement of the Lok Sabha elections.
His remarks elicited strong reactions from the ruling Trinamool Congress (TMC) in the state, which has vehemently opposed the CAA, labelling it "divisive".
"Our party supremo and Chief Minister Mamata Banerjee have clearly said that CAA won't be implemented in West Bengal. The BJP leaders are attempting political gimmickry by making such false promises before the Lok Sabha elections," TMC spokesperson Kunal Ghosh said.
Last month, Union Home Minister Amit Shah reiterated that the implementation of CAA is inevitable as it is the law of the land.
During a BJP meeting in Kolkata, he had accused Banerjee of misleading people on the CAA issue The TMC has consistently opposed the CAA, with Banerjee alleging that the BJP is "exploiting" the citizenship issue for political gain.
The promise of implementing the controversial CAA served as a major electoral platform for the BJP in the previous Lok Sabha and assembly polls in West Bengal.
Party leaders believe that it played a pivotal role in the BJP's rise in the state.
According to the manual of parliamentary procedures, the rules for any legislation should have been framed within six months of presidential assent or seek an extension from the committees on subordinate legislation in the Lok Sabha and the Rajya Sabha.
Since 2020, the Home Ministry has been taking extensions at regular intervals from the parliamentary committees for framing the rules.

Dismissing assertions that CAA is against any particular community, the government argued that the act does not approve citizenship to Tibetan Buddhists from China or Tamil Hindu from Sri Lanka.
It contested that the allegations that law seeks to classify only the Muslim community as illegal migrants had no basis in law or in fact.
Over 200 petitions have been filed before the top court to act against CAA arguing that the law promotes religion-based discrimination, thereby, violating equality before law under Article 14.

Indian Americans raised $3.3 million on a single night for Democratic presidential candidate Joe Biden, which many believe is a record amount raised by the community at any single-night fundraiser. But more that just writing cheques, the community also has a wishlist for Biden. The former vice president was pressed to moderate his campaign's positions on Kashmir and the Citizenship (Amendment) Act. Biden was also urged to add an agenda for the Hindu community on his campaign web platform, the Hindustan Times reported.
