China has a spy based in Cuba since 2019: US official

China has been operating a spy base in Cuba since at least 2019, part of a global effort by Beijing to upgrade its intelligence-gathering capabilities, according to a Biden administration official.
The official, who was not authorised to comment publicly and spoke on the condition of anonymity, said the US intelligence community has been aware of China's spying from Cuba and a larger effort to set up intelligence-gathering operations around the globe for some time.
The Biden administration has stepped up efforts to thwart the Chinese push to expand its spying operations and believes it has made some progress through diplomacy and other unspecified action, according to the official, who was familiar with US intelligence on the matter.
The existence of the Chinese spy base was confirmed after The Wall Street Journal reported on Thursday that China and Cuba had reached an agreement in principle to build an electronic eavesdropping station on the island.
The Journal reported that China planned to pay a cash-strapped Cuba billions of dollars as part of the negotiations.
The White House and Cuban officials, however, called the report inaccurate.
&ldquo;I've seen that press report, it's not accurate,&rdquo; White House National Security Council spokesman John Kirby said in an MSNBC interview on Thursday.
&ldquo;What I can tell you is that we have been concerned since day one of this administration about China's influence activities around the world; certainly in this hemisphere and in this region, we're watching this very, very closely.&rdquo; The US intelligence community had determined that Chinese spying from Cuba has been an &ldquo;ongoing&rdquo; matter and is &ldquo;not a new development,&rdquo; the administration official said.
President Joe Biden's national security team was briefed by the intelligence community soon after he took office in January 2021 about a number of sensitive Chinese efforts around the globe where Beijing was weighing expanding logistics, basing and collection infrastructure as part of the People's Liberation Army's attempt to further its influence, the official said.
Chinese officials looked at sites that spanned the Atlantic Ocean, Latin America, the Middle East, Central Asia, Africa and the Indo-Pacific. The effort included looking at existing collection facilities in Cuba, and China conducted an upgrade of its spying operation on the island in 2019, the official said.
Tensions between the US and China have been fraught throughout Biden's term.
The relationship may have hit a nadir last year after then-House Speaker Nancy Pelosi's visit to democratically governed Taiwan.
That visit, the first by a sitting House speaker since Newt Gingrich in 1997, led China, which claims the island as its territory, to launch military exercises around Taiwan.
US-China relations became further strained early this year after the US shot down a Chinese spy balloon that had crossed the United States.
Beijing also was angered by Taiwan President Tsai Ing-wen's stopover in the US last month that included an encounter with House Speaker Kevin McCarthy. The speaker hosted the Taiwanese leader at the Ronald Reagan Presidential Library in southern California.
Still, the White House has been eager to resume high-level communications between the two sides.
Secretary of State Antony Blinken is planning to travel to China next week, a trip that was canceled as the balloon was flying over the US Blinken expects to be in Beijing on June 18 for meetings with senior Chinese officials, according to US officials, who spoke Friday on condition of anonymity because neither the State Department nor the Chinese foreign ministry has yet confirmed the trip.
CIA Director William Burns met in Beijing with his counterpart last month. White House national security adviser Jake Sullivan met with his Chinese counterpart in Vienna over two days in May and made clear that the administration wanted to improve high-level communications with the Chinese side.
Defense Secretary Lloyd Austin recently spoke briefly with Li Shangfu, China's minister of national defense, at the opening dinner of a security forum in Singapore. China had earlier rejected Austin's request for a meeting on the sidelines of the forum.

The U.S. Defense Department has released a selfie taken by the pilot of a US Air Force U2S Dragon Lady who was surveilling the Chinese spy balloon as it travelled across American airspace earlier this month.
During the balloon's flight, it was regularly followed by US spy planes before being shot down over the South Carolina coastline on the orders of President Joe Biden on February 4.
The selfie was taken on February 3, when the balloon was close to Kansas.
China claimed it was a civilian balloon used for meteorological research and sharply criticized the U.S. for shooting it down.

Blinken also added that Beijing might be supplying arms and other lethal aid to Moscow which is at war with its neighbour Ukraine.
Antony Blinken also urged China to not help Russia evade the impact of sanctions by the West.
"The Secretary directly spoke to the unacceptable violation of US sovereignty and international law by the PRC high-altitude surveillance balloon in US territorial airspace, underscoring that this irresponsible act must never occur again," State Department Spokesperson Ned Price said.
"During the meeting, Blinken made clear the United States will not stand for any violation of our sovereignty, and that the Chinese high-altitude surveillance balloon programme &mdash; which has intruded into the airspace of more than 40 countries across five continents &mdash; has been exposed to the world," he said.

The relations between the US and China strained after Washington said Beijing flew a spy balloon over America before US fighter jets shot it down on President Joe Biden&rsquo;s orders.
The balloon incident prompted Blinken to postpone a planned visit to Beijing. The February 5-6 trip would have been the first by a US secretary of state to China in five years and was seen by both countries as an opportunity to stabilise their strained ties.

US officials have briefed its friends and allies including India on the finds of the Chinese surveillance balloon that was shot down by a fighter jet off the coast of South Carolina in the Atlantic Ocean on Saturday.
On Monday, Deputy Secretary of State Wendy Sherman briefed officials from about 40 embassies here about it.
&ldquo;The surveillance balloon effort, which has operated for several years partly out of Hainan province off China&rsquo;s south coast, has collected information on military assets in countries and areas of emerging strategic interest to China including Japan, India, Vietnam, Taiwan and the Philippines,&rdquo; The Washington Post reported on Tuesday.
The Post's report was based on interviews with several anonymous defence and intelligence officials.

Officials have said these surveillance airships, operated in part by the PLA (People's Liberation Army) air force, have been spotted over five continents, the daily reported.
&ldquo;These balloons are all part of a PRC (People's Republic of China) fleet of balloons developed to conduct surveillance operations, which also violated the sovereignty of other countries,&rdquo; a senior defence official was quoted as saying.
According to the daily, in recent years, at least four balloons have been spotted over Hawaii, Florida, Texas and Guam &mdash; in addition to the one tracked last week.
Three of the four instances took place during the Trump administration but were only recently identified as Chinese surveillance airships, it said.
