According to the island's emergency operation centre, about 100 people remain trapped in various parts of the region and are awaiting rescue.
As Ragasa moved closer to making landfall, its impact was already being felt in the Pearl River Delta region, according to the National Meteorological Centre.
Wind speeds of 212 km per hour were recorded in Zhuhai city.
The typhoon's outer circulation continues to lash Taiwan's eastern, northern and southern coastal areas, triggering heavy rainfall.
On Tuesday afternoon, a dam at a barrier lake in Hualien County overflowed, causing flooding in nearby areas.
China's State Flood Control and Drought Relief Headquarters on Tuesday elevated the typhoon emergency response to Level III for Guangdong and Hainan provinces.
Over 1.04 million people have been relocated across Guangdong, the CGTN report said on Tuesday, citing the provincial emergency management department.
Local authorities are reinforcing infrastructure and preparing for flooding risks, including possible stormwater backflow.

The prime minister, elaborating on India's vision and policy towards the grouping, floated an acronym for SCO. "S for Security, C for Connectivity and O for Opportunity," he explained.
"I would like to emphasise that security, peace, and stability form the foundation of any nation&rsquo;s development. However, terrorism, separatism, and extremism remain major challenges along this path," he said.
Modi said terrorism is not only a threat to the security of individual nations, but a shared challenge to all of humanity.
"No country, no society, no citizen can consider themselves completely safe from it. That is why India has consistently stressed the importance of unity in the fight against terrorism," he said.
The prime minister also underlined the importance of connectivity for regional growth and development.
"We believe that every effort towards connectivity must uphold the principles of sovereignty and territorial integrity. This is also enshrined in the core principles of the SCO Charter," he said.
"Connectivity, that by-passes sovereignty, ultimately loses both trust and meaning," he added.
The comments are seen as an indirect reference to China's Belt and Road Initiative (BRI). India has been opposing it as a part of the project goes through Pakistan-occupied Kashmir.
The prime minister also proposed the creation of a Civilisational Dialogue Forum under the SCO.
"Such a platform will allow us to share the richness of our ancient civilisations, art, literature, and traditions on a global stage," he said.
The prime minister also emphasised ensuring the development of the Global South.
Keeping aspirations of the Global South confined in outdated frameworks is a grave injustice to future generations, he said.

In the SR talks on Tuesday, both sides are expected to deliberate on new confidence-building measures besides reviewing the overall situation along the LAC.
Though the two sides disengaged troops from the friction points, they are yet to de-escalate the situation by pulling back the frontline forces from the border.
Each side currently has around 50,000 to 60,000 troops along the LAC in the eastern Ladakh region.
NSA Doval travelled to China in December last and held the SR talks with Wang, weeks after Prime Minister Narendra Modi and Chinese President Xi Jinping decided to revive various dialogue mechanisms between the two sides at a meeting in the Russian city of Kazan.
The military standoff in eastern Ladakh began in May 2020 and the clashes at the Galwan Valley in June that year resulted in a severe strain in bilateral ties.
The face-off effectively ended following completion of the disengagement process from the last two friction points of Demchok and Depsang under an agreement finalised on October 21 last year.
In the last few months, the two sides also initiated a number of initiatives to rebuild the ties that included resumption of Kailash Mansarovar Yatra and New Delhi restarting issuance of tourist visas to Chinese nationals.

There is no point now in speculating where he will be born, in which region, whether it will be in India or Tibet. On this issue, there is only one clarity, which His Holiness has perhaps said in an interview, that the next Dalai Lama will be born in a free world," he said.
Asked whether he was indicating that the next Dalai Lama would not be from China and could be from somewhere else, Khandu said, "Yes, definitely not from China because there is no democracy there." "So wherever there is democracy... it can be anywhere in the world where there is democracy," he said.
When pointed out that Tibet is also under Chinese rule, the chief minister responded, "That is why, I am not saying specifically it would be from this country or that country." "It would be a bit immature for us to say this right now. But this much is certain... where there is democracy, where people have their freedom, can express their views. I think there is clarity on that," he said.
The chief minister said the Gaden Phodrang Trust will carry out the search for the next Dalai Lama.
"The search for the 15th Dalai Lama... the entire process will begin only after the present Dalai Lama passes away. So there is no hurry in this," he said.
On China&rsquo;s objection to the Dalai Lama&rsquo;s succession issue, Khandu said, &ldquo;I don&rsquo;t know why China is objecting to it. They must have their own policy. There is no Dalai Lama institution in China. The Dalai Lama institution is recognised mainly in the Himalayan belt and by the Tibetan Buddhists. China has no role in it.&rdquo; The chief minister said the Dalai Lama institution has been continuing for over 600 years, from the first Dalai Lama to the current 14th.
He said there was speculation about whether the Dalai Lama institution would continue and if the next Dalai Lama could be a woman.
"Before the 90th birthday of the 14th Dalai Lama, all heads of Buddhist traditions met and confirmed the institution will continue,&rdquo; he said.

The Tibetan spiritual leader on Wednesday said the institution of the Dalai Lama will continue and only the Gaden Phodrang Trust - founded by his office in 2015 - will have the authority to recognise the future reincarnation, ending speculation whether he will have a successor or not after his death.
His announcement ahead of his 90th birthday on Sunday is set to intensify tensions with Beijing.
"The Dalai Lama's reincarnation must follow the principles of domestic recognition, the &lsquo;Golden Urn&rsquo; process, and approval by the central government, in line with religious traditions and laws,&rdquo; Chinese Foreign Ministry spokeswoman Mao Ning told a media briefing while responding to the Dalai Lama's announcement.
The Dalai Lama caught the attention of the world following his high-profile defection to India in 1959 with a large group of Tibetans after the Chinese military under the command of Communist Party founder Mao Zedong took over Tibet.
Since then, he made Dharamsala his "adopted" home, which drew the ire of Beijing and his presence there continued to be a bone of contention between China and India, and the struggle for Tibetan autonomy may have to be continued by his successor.
His successor issue is also expected to flare up fresh tensions between Beijing and Washington as China's policy comes in conflict with the US Tibetan Policy and Support Act of 2020, which reaffirmed America's steadfast support for the Dalai Lama and Tibetan Buddhism.
The reincarnation of the Dalai Lama and Panchen Lama, the second-high priest of Tibetan Buddhism, has to go through the centuries-old tradition of the Golden Urn law procedure started by the 18th century Qing dynasty, Mao said.
The current 14th Dalai Lama himself was recognised after his predecessor's death following traditional rituals, but his recognition was granted directly by the then-central government, exempting him from the Golden Urn process, Mao said.
She also spoke about how the traditional ceremony was incorporated in 2007 into China&rsquo;s official regulations, along with a clause explicitly banning interference by overseas individuals and parties.
Significantly, the question and Mao's reply related to the Dalai Lama&rsquo;s succession plan was conspicuously missing from the official transcript of the media briefing posted on the Chinese Foreign Ministry website on Wednesday.
Mao also defended the &ldquo;sinicisation&rdquo; of Tibetan Buddhism and other religions under the guidelines issued by Chinese President Xi Jinping.
&ldquo;I believe that sinicisation of religion is not about restricting religious practice; rather, all religions must adapt to the social, cultural and historical context of the country. Tibetan Buddhism in China is a prime example of a religion that has integrated Chinese characteristics, exemplifying the process of sinicisation,&rdquo; Mao said.
In New Delhi, China's Ambassador to India Xu Feihong said the practice of Living Buddha reincarnation has continued for over 700 years and has formed rigorous religious rituals and historical conventions.
"The 14th Dalai Lama himself was searched for in strict accordance with religious rituals and historical conventions after the passing of the 13th Dalai Lama, and enthroned after being granted exemption from the lottery with the then central government's approval," he posted on X.
He said the government of China implements a policy of freedom of religious belief.
"It protects the tradition of reincarnation of Living Buddhas in accordance with the law. The reincarnation of the Dalai Lama must follow the process that consists of search and identification in China, lot-drawing from the Golden Urn, and central government approval, and comply with religious rituals and historical conventions as well as Chinese laws and regulations," he added.
The Dalai Lama is revered by the vast majority of over six million Tibetans as a living manifestation of Chenrezig, the Buddhist god of compassion. He is regarded as the most consequential spiritual leader of Tibetan Buddhism as unlike his predecessors he had to confront the atheist regime headed by the Communist Party of China.
A commentary on the Dalai Lama&rsquo;s succession carried by state-run Xinhua news agency Tuesday ruled out official recognition without proper rituals.
Any so-called "reincarnation" that bypasses traditional religious rituals, whether conducted within or outside the Chinese territory, lacks religious legitimacy and will by no means be recognised by Tibetan Buddhist followers, it said.
Notably ahead of the much-expected announcement by the Dalai Lama, China-appointed Panchen Lama, the second most important Buddhist monk in Tibet after the Dalai Lama, met President Xi here on June 6 and swore his loyalty to the ruling Communist Party.

Beijing has in the past accused the Dalai Lama of indulging in "separatist" activities and trying to split Tibet and considers him as a divisive figure.
However, the Nobel Peace Prize-winning spiritual head of Tibetan Buddhism has insisted that he is not seeking independence but "genuine autonomy for all Tibetans living in the three traditional provinces of Tibet" under the "Middle-Way approach".
The Chinese government held nine rounds of talks with the Dalai Lama&rsquo;s representatives from 2002 to 2010, without any concrete outcome. No talks were held on record after Xi took over power in 2012.
In the talks, the Tibetan side pitched for genuine autonomy for the Tibetan people in line with the Dalai Lama's middle-way policy.
However, China consistently rejected his autonomy plan, stating that it covered vast stretches of the Himalayan region beyond the current Tibet Autonomous Region.

Citing sources, the paper said that this new organisation could potentially replace the regional bloc SAARC, which comprises India, Afghanistan, Bangladesh, Bhutan, the Maldives, Nepal, Pakistan and Sri Lanka.
A recent trilateral meeting between Pakistan, China and Bangladesh in Kunming, China, was part of those diplomatic manoeuvres, they said, adding that its goal was to invite other South Asian countries, which were part of SAARC, to join the new grouping.
However, Bangladesh's interim government had dismissed the idea of any emerging alliance between Dhaka, Beijing and Islamabad, saying the meeting was not &ldquo;political&rdquo;.
&ldquo;We are not forming any alliance,&rdquo; foreign affairs adviser M Touhid Hossain had said.
According to sources, India would be invited to the new proposed forum, while countries like Sri Lanka, Maldives, and Afghanistan are expected to be part of the grouping.
The main purpose of the new organisation is to seek greater regional engagement through enhanced trade and connectivity, the newspaper said.
It added that if the proposal is materialised, it would replace the SAARC, which has been suspended for a long time due to the India-Pakistan conflict.
Its biennial summits have not taken place since the last one in Kathmandu in 2014.
The 2016 SAARC Summit was to be held in Islamabad. But after the terrorist attack on an Indian Army camp in Uri in Jammu and Kashmir on September 18 that year, India expressed its inability to participate in the summit due to &ldquo;prevailing circumstances&rdquo;.
The summit was called off after Bangladesh, Bhutan and Afghanistan also declined to participate in the Islamabad meet.

Qingdao, Jun 27 (PTI) Defence Minister Rajnath Singh has conveyed to his Chinese counterpart Admiral Don Jun that India and China should maintain the positive momentum in the bilateral ties and avoid adding new complexities.
Singh held "constructive" talks with Don on the sidelines of a conclave of defence ministers of the Shanghai Cooperation Organisation (SCO) in this Chinese port city on Thursday evening.
The Indian defence minister's visit to China came amid efforts by both New Delhi and Beijing to reset their ties following an understanding last October to end the military standoff along the Line of Actual Control (LAC) in eastern Ladakh.
"Held talks with Admiral Don Jun, the Defence Minister of China, on the sidelines of the SCO Defence Ministers' Meeting in Qingdao. We had a constructive and forward-looking exchange of views on issues about bilateral relations," Singh said in a social media post on Friday.
"Expressed my happiness on the restarting of the Kailash Mansarovar Yatra after a gap of nearly six years," he said.
"It is incumbent on both sides to maintain this positive momentum and avoid adding new complexities in the bilateral relationship," he added.
Singh also presented Don a Madhubani painting called 'Tree of Life' that symbolised wisdom and vitality, officials said.

Singh's visit to Qingdao coincided with the resumption of the Kailash Manasarovar Yatra in Tibet. It is taking place after a gap of nearly five years.
The Kailash Mansarovar Yatra was suspended initially in 2020 because of the COVID-19 pandemic and subsequently because of the military standoff between the two sides on the Line of Actual Control (LAC) in eastern Ladakh.
The pilgrimage to Mount Kailash and Mansarovar Lake in China&rsquo;s Tibet Autonomous Region holds religious significance to Hindus as well as Jains and Buddhists.
The military standoff in eastern Ladakh began in May 2020, and a deadly clash at the Galwan Valley in June that year resulted in a severe downturn in ties between the two neighbours.
The face-off effectively ended following completion of the disengagement process from the last two friction points of Demchok and Depsang under an agreement finalised on October 21 last year.
In December last, NSA Doval visited Beijing and held talks with Wang under the framework of Special Representatives (SR) dialogue on the boundary dispute.
The decision to revive the SR mechanism and other such dialogue formats was taken at a meeting between Prime Minister Narendra Modi and Chinese President Xi Jinping in Kazan on October 23, 2024.
The Modi-Xi meeting came two days after India and China firmed up a disengagement pact for Depsang and Demchok.

His post came after the negotiating teams from both sides concluded two-day talks in London, where they agreed to resolve their trade disputes.
&ldquo;Full magnets, and any necessary rare earths, will be supplied, up front, by China. Likewise, we will provide to China what was agreed to, including Chinese students using our colleges and universities (which has always been good with me!)&rdquo; Trump said.

The London talks focussed on both sides reaching a deal on China resuming supplies of rare earth metals, the key elements needed to manufacture mobile phones, semiconductors and missiles, besides automobile production. &nbsp; Following the talks, US Commerce Secretary Howard Lutnick said the deal between the two countries should result in restrictions on rare earth minerals and magnets being resolved.
While China blocked rare earth exports, the US restricted Beijing&rsquo;s access to US goods such as semiconductors and other related technologies linked to artificial intelligence (AI).
"We have reached a framework to implement the Geneva consensus," Lutnick told the media, according to a BBC report.
"Once the presidents approve it, we will then seek to implement it," he said.
Rare earths are a group of metals consisting of 17 elements. Though present in several counties, their extraction is costly and messy, causing massive amounts of pollution.
According to the International Energy Agency, China accounts for 61 per cent of global mined rare earth production but controls 92 per cent of the global output.
Ahead of talks with the US, China last Saturday approved a certain number of export license applications for rare earth-related metals.
The approval was granted considering rising global demand for medium and heavy rare earth elements driven by industries such as robotics and new energy vehicles, a spokesperson of the Ministry of Commerce said in Beijing.
China&rsquo;s recent restrictions on the exports of key metals caused widespread disruption in the manufacturing of automobiles and semiconductor chips in a host of countries, including India.
While China is negotiating with the US and the EU, Beijing reportedly has not yet responded to India&rsquo;s request to resume exports of the key rare-earth elements. &nbsp; &nbsp; The shortages were so acute that Japan&rsquo;s Suzuki stopped production of its Swift model, according to reports from Tokyo.
Trump&rsquo;s latest posts followed a phone call between Xi and him last week leading to the talks between the two countries in London.
The two negotiating teams finished their latest round of talks by announcing they had agreed in principle to a framework that each side would bring home for review by their respective leaders as the world&rsquo;s two biggest economies attempt to get their trade-war ceasefire deal signed in Geneva last month back on track.
Beijing also took exception to US threats to revoke visas of thousands of Chinese students studying in the American Universities.
An official statement released by Xinhua in Beijing on Wednesday said both China and the US &ldquo;made new progress in addressing each other&rsquo;s economic and trade concerns&rdquo; during the &ldquo;candid and in-depth&rdquo; dialogue.
Vice-Premier He Lifeng, who led the Chinese delegation, said that &ldquo;China does not want a trade war, but it is not afraid of one&rdquo;, according to the statement.
&ldquo;The two sides should resolve economic and trade differences through equal dialogue and mutually beneficial cooperation. China is sincere in economic and trade consultations, but it also has its principles,&rdquo; He was quoted as saying.
Lutnick, US Treasury Secretary Scott Bessent and Trade Representative Jamieson Greer led the US side in what was described as &ldquo;the first meeting of the China-US economic and trade consultation mechanism&rdquo;.
Both the US and China agreed to temporarily lower tit-for-tat tariffs after talks in Geneva last month.
The truce is due to last 90 days to provide time for the top two economies to reach a broader substantive agreement to end their tariff war.
Trump imposed 145 per cent of tariffs against the Chinese exports of about USD 439.9 billion and China retaliated with 125 per cent on American exports of about USD 143 billion. &nbsp; However, the Geneva truce was disrupted after the US took exception to China not lifting the restrictions on the exports of rare earth metals.
Under the Geneva agreement, the US lowered tariffs imposed on goods from China from 145 per cent to 30 per cent while China dropped its retaliatory tariffs from 125 per cent to 10 per cent.
Analysts said China wouldn&rsquo;t have agreed to lift restrictions on rare earths unless it received other meaningful concessions.
&ldquo;Trump said China would supply magnets and rare earths but gave no clear explanation of what the US is offering in return, except for student visas,&rdquo; Su Yue, principal China economist at the Economist Intelligence Unit, told Hong Kong-based South China Morning Post.
&ldquo;But China wouldn&rsquo;t have agreed unless it received other meaningful concessions. Trump seems to be framing the deal as a win for the US, but that could actually signal that China walked away with more,&rdquo; he added.

Muttaqi told Wang that the Afghan interim government values the traditional friendship with China and places Beijing in an important position in its foreign policy.
The Afghan government will continue to firmly abide by the one-China principle and oppose interference in China's internal affairs, he said.
Wang, also a member of the Political Bureau of the Communist Party, welcomed Muttaqi's visit to China on the occasion of the 70th anniversary of the establishment of diplomatic relations between China and Afghanistan.
China respects Afghanistan's independence, sovereignty and territorial integrity, as well as the independent choices made by the Afghan people, Wang said, noting that China will, as always, support the government of Afghanistan in achieving long-term peace and stability in the country at an early date.
