A bench headed by Chief Justice S A Bobde passed the order while considering the Centre&rsquo;s stand that it is coming out with comprehensive legislation to deal with air pollution, including the aspect of stubble burning. The bench in response to the Centre said that the&nbsp;only issue is people are choking because of pollution and it is something which must be curbed. Solicitor General Tushar Mehta told the bench that the Centre has taken a &ldquo;holistic view&rdquo; of the matter and the draft of the proposed law on curbing pollution would be submitted before the apex court within four days.

Mumbai Police on Tuesday issued a show-cause notice to Republic TV's Editor-in-Chief ArnabGoswami over his alleged communal comments during his coverage of the Palghar lynching case and the Bandra migrants incident in April this year. Goswami&nbsp;has been asked why&nbsp;a bond of good behaviour should not be taken from him, a police official told PTI.&nbsp;He has been asked to appear before the Special Executive Magistrate and Assistant Commissioner of Police, Worli Division on Friday at 4 pm.&nbsp;

Mumbai, PTI: Mumbai Police on Tuesday issued a show-cause notice to Republic TV's Editor-in-Chief Arnab Goswami over his alleged communal comments during his coverage of the Palghar lynching case and the Bandra migrants incident in April this year. The notice has been sent under section 108 of the Code of Criminal Procedure (CrPC), asking Mr Goswami to show reasons as to why a bond of good behaviour should not be taken from him, a police official said.
He has been asked to appear before the Special Executive Magistrate and Assistant Commissioner of Police, Worli Division on Friday at 4 pm, the official added.
On April 21, Arnab Goswami conducted a debate on his show "Puchhta Hain Bharat" on Republic Bharat about the attack on two monks and their driver in Maharashtra's Palghar.
The show-cause notice said during the debate (in Hindi), Mr Goswami asked whether it was a crime to be Hindu and wear saffron clothes and whether people would have remained silent had the victims not been Hindus.
A case under relevant sections of the Indian Penal Code for "giving provocation to cause riot" and "promoting enmity between different groups on the basis of religion" and other sections has been registered against Mr Goswami following the program, it added.
His comments could create communal disharmony and hatred between Hindus and Muslims, and the show evoked strong reactions on YouTube, the notice said.
Only because of the coronavirus pandemic there was no violence but the comments posed a threat to communal integrity and law and order, so as a preventive action the police had now started the process of taking an undertaking for good behaviour from Arnab Goswami, the official said.
A bond of ₹ 10 lakh for the duration of one year with one guarantor "who is well-known in society and who can control his behaviour" will be taken from Mr Goswami, he added.

Bhubaneswar, PTI: A day before the scheduled commencement of the monsoon session of the Odisha Assembly, 12 legislators, including Deputy Speaker Rajanikant Singh, tested positive for Covid-19 on Monday, an official said.
Ministers Samir Dash, Padmini Dian and Jyoti Panigrahi tested positive for Covid-19 for the second time. They had earlier contracted the disease and had completed their quarantine period, he said.
The infections were detected during a special drive to test samples of lawmakers for Covid-19 ahead of the monsoon session of the Assembly.
Two other MLAs including Government Chief Whip Pramila Mallick had tested positive for Covid-19 on Sunday.
The coronavirus status of some other legislators whose samples were collected during the day will be known on Tuesday, the official said.
"I have tested positive for Covid-19 and have been admitted to SUM Covid Hospital, Bhubaneswar. I request everyone who had come in contact with me in recent few days to get themselves tested. Jai Jagannath," the deputy speaker said in a Twitter post.
Umakanta Samantray, the MLA of Satyabadi seat in Puri district, also said in a social media post that he has tested positive for Covid-19. He urged people who had come in contact with him in the last couple of days to isolate themselves.
The special sample testing drive was launched as per the order of Speaker S N Patro ahead of the monsoon session.
MLAs, journalists and Assembly and ministerial staffers were tested.
The speaker had said that only those testing negative for the infection will be allowed to enter the Assembly building.
As many as 50 MLAs, including nine ministers, have tested positive for Covid-19 in Odisha so far. Many of them have completed their quarantine period.

Highlighting the 'atmosphere created at India's borders', Rajnath&nbsp;Singh&nbsp;who witnessed the Rafale&nbsp;jet induction ceremony along with his French counterpart, Florence Parley, said that the&nbsp;induction of the jets will serve a stern message for the entire world, especially to those eyeing India's sovereignty. He also stressed that India would do everything possible to ensure India's&nbsp;sovereignty and territorial integrity is not compromised under any circumstance.
Air Force Chief Air Chief Marshal RKS Bhadauria&nbsp;also drew attention to the current security situation at the borders, saying the induction couldn't have happened in a more opportune time.

10 Hafte-10 Baje-10 Minute: Delhi Chief Minister Arvind&nbsp;Kejriwal&nbsp;launches anti-dengue&nbsp;campaign in the capital

Delhi Chief Minister Arvind Kejriwal launched his government's anti-dengue campaign, which is now in its second year, on Sunday.
Called '10 Hafte-10 Baje-10 Minute', the campaign aims to tackle dengue and other vector-borne diseases like chikungunya and malaria.
As a part of the initiative, the Chief Minister inspected his house for stagnant water and urged citizens to do the same for the next 10 weeks. Delhi had reported 2036 cases of dengue and two deaths in 2019.
Deputy CM Manish Sisodia, other members of the Aam Aadmi Party and volunteers also joined the drive and posted photos of themselves on social media.
People are expected to take out 10 minutes, every Sunday at 10 am for 10 weeks to check for accumulation of any stagnant water in their homes.
