Chief Minister Vishnu Deo Sai on Tuesday honoured Swachhata Didis for their exceptional contribution in making cities clean and beautiful by ceremonially washing their feet at the &lsquo;Swachhata Sangam&rsquo;.&nbsp;
The event, held at Bilaspur&rsquo;s Bahatarai Indoor Stadium, also saw the felicitation of urban bodies that excelled in the Swachh Survekshan 2024-25. Deputy Chief Minister Arun Sao presided over the programme, organised by the Urban Administration and Development Department.
The Chief Minister inaugurated and laid foundation stones for development works worth more than ₹260 crore. Announcing incentives for top-performing municipalities, he said, &ldquo;The urban body achieving first place in cleanliness at the national level will receive ₹1 crore; the second-place winner will get ₹50 lakh; and the third will be awarded ₹25 lakh.&rdquo;The event was attended by MLAs Dharamlal Kaushik, Amar Agrawal, Dharamjeet Singh, Dileep Lahariya and Sushant Shukla; Bilaspur Mayor Pooja Vidhani; Chhattisgarh Textbook Corporation Chairman Raja Pandey; CREDA Chairman Bhupendra Savanni; and Zila Panchayat Chairperson Rajesh Suryavanshi, among other dignitaries.Congratulating the Urban Administration Department for successfully organising &lsquo;Swachhata Sangam&rsquo;, CM Sai said, &ldquo;Our sanitation workers&mdash;Swachhata Didis&mdash;have made an immense contribution in the field of cleanliness, and today, washing their feet is a gesture of deep respect. Prime Minister Narendra Modi launched the Swachh Bharat Mission in 2014.&nbsp;
Since then, we have been moving forward consistently, and Chhattisgarh has achieved remarkable success in this area. These achievements motivate us to go even further.&rdquo;He noted that the department has been introducing various innovations for public convenience and urged citizens to participate in the &lsquo;Har Ghar Tiranga&rsquo; campaign on Independence Day, contributing towards making the state clean and beautiful.Deputy CM Arun Sao called it &ldquo;a historic day in Chhattisgarh&rsquo;s journey towards cleanliness.&rdquo; He said, &ldquo;When the Prime Minister initiated the cleanliness mission in 2014, it became a people&rsquo;s movement. Our urban bodies have won six national-level awards&mdash;this is a matter of immense pride. Raipur Municipal Corporation has secured a Seven-Star rating in the Garbage-Free City category. Among towns with populations under 20,000, as many as 58 from Chhattisgarh have earned Three-Star ratings. Our cities have also excelled in source segregation and waste management.&nbsp;
Chhattisgarh is advancing rapidly on all cleanliness parameters. Our aim is to make our cities clean, beautiful, and well-equipped, making cleanliness the state&rsquo;s identity.&rdquo;Urban Administration and Development Department Secretary Dr. Basavaraju S.said 115 cities in the state improved their rankings in the Swachh Survekshan 2024-25. Seven urban bodies were felicitated by President Droupadi Murmu in New Delhi for their outstanding performance.&nbsp;
More than 30 urban bodies excelling at the divisional level were also honoured at the event. CM launches online property tax portal CM Sai also launched the GIS-based Property Tax Live Portal to enable online property tax payments in three municipal corporations&mdash;Birgaon, Bhilai-Charoda, and Dhamtari&mdash;and in 43 municipal councils. With the facility now operational in 46 cities, this marks a major step in modernising local governance and providing citizens with convenient, at-home services.
The move is also expected to boost tax collection efficiency.The &lsquo;Swachhata Sangam&rsquo; also saw the launch of a state-level competition to raise cleanliness and urban beautification standards across municipal bodies. The Chief Minister released a video on the Swachh Survekshan 2024-25 by pressing a remote button.
Inauguration and foundation stones worth ₹260 crore During the event, CM Sai inaugurated 24 construction and development works worth ₹63.57 crore in Bilaspur district and laid the foundation stones for 25 works valued at over ₹197 crore.Among those present were Divisional Commissioner Sunil Jain, IG Sanjeev Shukla, Collector Sanjay Agrawal, SP Rajnesh Singh, mayors and chairpersons of all urban bodies, deputy chairpersons, municipal commissioners, chief municipal officers, senior engineers, Swachhata Didis, and Swachhata Commandos in large numbers.

As many as 22 Naxalites, who were active in the Abhujmad area and carrying collective rewards of Rs 37.5 lakh, surrendered in Chhattisgarh&rsquo;s Narayanpur district on Friday, a senior police official said.
The cadres, belonging to Kutul, Nelnar and Indravati area committees under the Maad division of Maoists, turned themselves in before senior police, Border Security Force (BSF) and Indo Tibetan Border Police (ITBP) officials here.
The surrendered Naxalites told the police that they were disappointed with the &ldquo;hollow&rdquo; Maoist ideology and growing internal differences within the banned outfit, Narayanpur Superintendent of Police Robinson Guria said.
They were also influenced by the development work being carried out in the Maad area in the district, including rapid construction of roads, and wanted to lead a normal life, he said.
Of the Naxalites who gave up arms, Manku Kunjam (33), a divisional committee member, carried a reward of Rs 8 lakh, while three area committee members, identified as Hidme Kunjam (28), Punna Lal alias Boti (26) and Saniram Korram (25), carried a bounty of Rs 5 lakh each, the official said.
Eleven cadres had a bounty of Rs 1 lakh each, while seven others had Rs 50,000 each, he said.
Naranpur police, its District Reserve Guard, ITBP and BSF have played a key role in their surrender. The development has caused a huge blow to the top Maoist cadres. The dream of Naxal-free Maad is taking shape, Guria said.
All the surrendered Naxalites were provided assistance of Rs 50,000 each and would be rehabilitated as per the government&rsquo;s policy, he said.
With this surrender, 132 Naxalites have quit violence in the district so far this year.
Chief Minister Vishnu Deo Sai hailed the success and said that Naxalites now want to shun guns and walk together on the path of development. The &lsquo;double engine&rsquo; government (BJP rule at the Centre and in the state) is committed to rooting out Naxalism by March 31, 2026, he said.
&ldquo;22 Naxalites carrying a bounty of Rs 37.5 lakh have surrendered in Narayanpur district. Rewards ranging from Rs 50,000 to Rs 8 lakh had been declared on them. So far, 1,476 Maoists have surrendered to our government (formed in December 2023),&rdquo; Sai said in a statement.
The laying down of arms by so many Naxalites points to the success of the government's new surrender and rehabilitation policy and public welfare schemes, he said.
&ldquo;Schemes like 'Niyad Nellnar' (your good village) have instilled confidence, and people have been quitting violence and returning to the mainstream of development. We are fully determined for the rehabilitation of these surrendered Naxalites,&rdquo; the CM added.

The Chhattisgarh government on Wednesday decided to set up a tiger foundation society in order to address the dwindling population of big cats in the state and take measures for their conservation, officials said.
The decision to constitute the 'Chhattisgarh Tiger Foundation Society' was taken during a cabinet meeting chaired by Chief Minister Vishnu Deo Sai at his official residence here, a public relations department official said.
The Chhattisgarh Tiger Foundation Society will function under the Wildlife Protection Act, 1972. A similar society has been operational in neighbouring Madhya Pradesh since 1996, an official statement said.
Chhattisgarh state came into existence on November 1, 2000 after being carved out of Madhya Pradesh. There are four tiger reserves in the state.
The society is aimed at conserving the continuously declining tiger population in Chhattisgarh, currently around 20, it said.
This institution (society) will be self-financed, which will not put any additional burden on the government exchequer. It will raise funds from individuals and institutions. This society will be directly involved in activities related to the conservation of tigers and other wildlife, the release said.
"It will promote eco-tourism with the participation of the local community, which will not only increase tourism but also create employment and income opportunities for the local people. Besides, it will encourage environmental education, research and training, thereby helping in making future conservationists," it said.
The initiative will ensure availability of external funds, expertise and resources for conservation, which will provide new employment opportunities to local communities and maintain the environmental balance of the state, it added.
It will prove to be a milestone in the field of wildlife conservation in Chhattisgarh, which will protect biodiversity as well as give a strong base to promote eco-tourism, the release said.
In another key decision, the cabinet gave its nod to provide financial assistance to consumers for setting up solar rooftop plants in their houses under the PM Surya Ghar Muft Bijli Yojana to promote renewable energy, it said.
Under the PM Surya Ghar Muft Bijli Yojana, the Chhattisgarh State Power Distribution Company Limited (CSPDCL) will provide additional financial assistance to consumers other than Centre's central financial aid, for installing solar rooftop plants at the homes of domestic consumers, which will vary based on the capacity of the solar plant (1 kW, 2 kW, 3 kW and above), it said.
A total of Rs 45,000 will be provided for a 1 kW plant (Rs 30,000 as central assistance and Rs 15,000 as state aid), while for a plant of 3 kW or more, the assistance will be Rs 1,08,000 (Rs 78,000 as central assistance and Rs 30,000 as state aid), it said.
Similar assistance has been proposed for housing societies/residential welfare associations. This grant amount will be received by CSPDCL in advance and will be disbursed later to the beneficiaries. A target has been set to install 60,000 such solar power plants in 2025-26, and 70,000 solar power plants in 2026-27. This will entail a financial burden of Rs 180 crore in the financial year 2025-26 and Rs 210 crore in 2026-27, it said.
The CSPDCL will be the implementing agency of this scheme as per the guidelines of the Union Ministry of New and Renewable Energy (MNRE), it added.

The development comes after Akash Girepunje, the additional superintendent of police (ASP-Konta division) in Sukma district, lost his life in a Naxal-planted IED blast on Monday.
All the eight transferred IPS officers, belonging to the 2021 batch, were posted as city superintendents of police (CSP) in different districts, a government official said, adding the state home department issued the transfer order on Tuesday.
As per the order, Surguja CSP Rohit Kumar Shah has been posted as Additional Superintendent of Police (anti-Naxal operations) in Sukma district, and CSP Jagdalpur (Bastar district) Udit Pushkar as ASP (anti-Naxal operations) in Dantewada district.
Korba CSP Ravindra Kumar Meena and Raipur CSP Aman Kumar Raman Kumar Jha have been posted as ASPs (anti-Naxal operations) Bijapur district.
CSP Jagdalpur Akash Shrishrimal will be ASP (anti-Naxal operations) Bhanupratappur in Kanker district, it said.
CSP Civil Lines Raipur Ajay Kumar and CSP Bilaspur Akshay Pramod Sabadra have been posted as ASPs (anti-Naxal operations) in Narayanpur district.
Besides, Raigarh CSP Akash Kumar Shukla has been posted as ASP (anti-Naxal operations), Special Task Force, Baghera in Durg district.
On Monday, ASP Girepunje was killed and two other police officers were injured after an Improvised Explosive Device (IED) planted by Naxalites exploded at a stone quarry near Dondra village in Sukma district.

A 24-year-old man died after allegedly being thrown from the roof of a building by some uninvited guests during his friend's birthday party in Chhattisgarh's Janjgir-Champa district, police said on Friday.
Eight men were arrested on Thursday on the charge of murder following the incident which took place on the intervening night of August 31 and September 1 at Sri Krishna Tulsi Dharamshala in Champa police station area., PTI said. 
Quoting Kamleshwar Dewangan, a police officer, PTI reported the deceased was attending his friend Binni Dewangwan's birthday celebration. As the party, also attended by some women, was underway, Kiran Sarathi and Manish Sarathi whom nobody at the party knew turned up uninvited and started dancing, he said. When Kamleshwar and some others objected, the duo got into a fight with them and called their six friends to the spot.
The eight accused started thrashing Kamleshwar and his friends and as he tried to escape to the roof, they caught him and threw him down, the official said.
He died during treatment at a hospital in Bilaspur.
Manish, Kiran and six others were arrested for murder and further probe is on, the police official said.

Four CRPF personnel were killed and three others injured after their colleague opened fire at them in a camp of the paramilitary force in Chhattisgarh's Sukma district on Monday, a police official said.
The incident took place at around 3.15 am in the camp of the Central Reserve Police Force's (CRPF) 50th battalion in Linganpalli village under Maraiguda police station of the area of the district, located nearly 400 km from the state capital Raipur, Inspector General of Police (Bastar range) Sundarraj P said.
As per preliminary information, constable Reetesh Ranjan fired at his colleagues with his service weapon, an AK-47 rifle, the official said.
The seven injured personnel were immediately shifted to a hospital in nearby Bhadrachalam area of neighbouring Telangana, where doctors declared four of them dead on arrival, the official said.
Those killed were identified as constables Rajmani Kumar Yadav, Rajib Mondal, Dhanji and Dharmendra Kumar, he said, adding that three other injured personnel were being treated at the hospital.
"The motive behind the firing is yet to be ascertained and an investigation is on into the incident," the official said.
Constable Ranjan was immediately held and his interrogation is underway, he said.
In a similar incident of fratricide in January this year, a CRPF jawan was killed and another one injured after their colleague opened fire at them in their camp in the state's Bastar district, police earlier said.
The offender had then tried to commit suicide by shooting himself, they said.&nbsp;

Chhattisgarh police have filed a sedition case against an IPS officer, G P Singh.
Officials said during raids at his premises by the state's Anti Corruption Bureau (ACB) and Economic Offences Wing (EOW), documents revealing GP Singh was allegedly involved in promoting enmity and hatching a conspiracy against the government and public representatives were found.
During the raid at the official residence of Singh, an Additional Director General (ADG) rank officer, some pieces of torn papers were found from the backyard of the house. When pieces of papers were rearranged, serious and sensitive contents were found to be written and typed on it, the FIR said.
He was suspended earlier this week in a disproportionate assets case. During a three day search, officers said they discovered movable and immovable assets worth around ₹ 10 crore.

Six chief ministers have written to the Centre regarding the compensation for shortfall in GST&nbsp;collection due the coronavirus&nbsp;pandemic. Chief ministers of West Bengal, Delhi, Chhatisgarh, Kerala, Tamil Nadu and Telangana&nbsp;rejected the repayment options given by the Centre and reminded it that it was legally bound to reimburse states' loss of revenue in the first 5 years of the GST regime. Mamata&nbsp;Banerjee&nbsp;wrote that Centre's repayment option of borrowing money to finance the GST&nbsp;shortfall amounted to betrayal of the states' trust in the Centre. Kerala&nbsp;Chief Minister Pinarayi&nbsp;Vijayan&nbsp;echoed his Bengal counterpart's sentiment and added that it was in accordance with the understanding between state govts&nbsp;and the union govt. Arvind&nbsp;Kejriwal&nbsp;wrote that the borrowing option will put an onerous burden on states already reeling under financial stress. Tamil Nadu&nbsp;Chief Minister and BJP&nbsp;ally E Palaniswami&nbsp;too stressed on non-viability of the Centre's options.&nbsp;
