The CAG report reveals a Rs 2,002.68 crore loss from Delhi's defunct liquor policy, affecting the AAP's election results.

A report by the Comptroller and Auditor General (CAG), presented in the Delhi Assembly, has revealed significant financial losses due to the controversial liquor policy implemented in November 2021 by the AAP government, which was subsequently scrapped in September 2022.
According to the report, the Delhi government suffered a loss of Rs 2,002.68 crore.
The now-defunct liquor policy became a significant burden for the previous AAP government, resulting in the imprisonment of several leaders, including former Chief Minister Arvind Kejriwal and Deputy Chief Minister Manish Sisodia, due to corruption allegations.
These allegations are believed to have contributed to the AAP's defeat in the recent Assembly elections, allowing the BJP to form a government in Delhi after 26 years.
Presented amidst an uproar in the Assembly, which saw the suspension of 15 AAP MLAs, the CAG report outlines various components of the loss.
The most substantial loss, Rs 941.53 crore, was due to the prohibition of opening liquor shops in non-conforming areas&mdash;those not adhering to land use norms for liquor vends.
Additionally, Rs 890.15 crore was lost because tenders were not issued for 19 zones where licenses had been surrendered. As a result, no excise revenue was obtained from these zones following the surrender of licenses, and no alternate arrangements were made to maintain liquor retail operations there.
Further, the report highlights a revenue loss of Rs 144 due to fees waived for licensees citing Covid-19 and Rs 27 crore caused by the "incorrect collection" of security deposits from zonal licensees. The total loss from these factors amounts to Rs 2,002.68 crore.

The report also showed that the SC, ST and minority communities, which as per the guidelines should have been given priority, were overlooked. Over 8,000 beneficiaries superseded the more deprived beneficiaries in the priority list.

As per the report, financial assistance worth over ₹15 crore was distributed among more than 1,500 ineligible beneficiaries.

In 90 cases, houses were sanctioned to minors, providing benefits to their relatives.
The CAG report was tabled in the Madhya Pradesh assembly on February 8.
It mentioned data from 2016-21, when 26,28,525 houses were sanctioned and ₹24,723 crore was paid to beneficiaries.
The report said that out of the sanctioned houses, 82.35 percent were completed.

&nbsp;The Aam Aadmi Party on Tuesday condemned the Centre's decision to initiate a CAG audit into the reconstruction expenses of Chief Minister Arvind Kejriwal's official residence, saying the move "reeks of desperation" as the BJP anticipates a defeat in the 2024 Lok Sabha poll.
The ruling party's sharp reaction came after Raj Niwas officials informed the Comptroller and Auditor General (CAG) of India will conduct a special audit into the alleged "irregularities and violations" in the "reconstruction" of the chief minister's residence.
The Union home ministry has recommended the special CAG audit taking note of a May 24 letter by Lieutenant Governor V K Saxena which pointed out the "reconstruction" "gross and prima facie financial irregularities" in the "reconstruction" of the chief minister's official residence, the officials claimed.
"This move by the Modi government reeks of desperation as the BJP anticipates an inevitable defeat in the upcoming 2024 general elections. As far as the CAG inquiry into the reconstruction expenses of the Chief Minister's residence, it is important to note that it was already conducted last year, revealing no evidence of financial irregularities," the party said in a statement.
Reinitiating a CAG audit is a "clear reflection" of the BJP's "frustration, paranoia, and authoritarian tendencies", the AAP said.
The BJP is troubled by its successive electoral defeats in Delhi Assembly polls, the ruling party said.
"Conducting a CAG inquiry is a prerogative of an elected government, and by interfering in the affairs of the Delhi government, the central government is violating constitutional principles," it noted.&nbsp;

Rai tendered the apology in an affidavit submitted in a Metropolitan Magistrate court in Delhi in which he stated that the comments he had made against Nirupam are &ldquo;factually incorrect.&rdquo; The court has now disposed of the case following the apology.
Vinod Rai in an affidavit filed in the court has said that he has inadvertently and wrongly mentioned Sanjay Nirupam's name earlier.
Sanjay Nirupam later said Vinod Rai should apologise to the country over the CAG reports on 2G spectrum and coal block allocations, alleging that these were both "bogus".
Rai as CAG authored the coal and 2G spectrum allocation reports during the UPA 2 govt which led to the narrative of massive corruption.
