Roads reopened Thursday in storm-besieged Buffalo as authorities continued searching for people who may have died or are stuck and suffering after last week's blizzard.
The driving ban in New York's second-most-populous city was lifted just after midnight Thursday, Mayor Byron Brown announced.

&ldquo;Significant progress has been made&rdquo; on snow removal, Brown said at a news conference late Wednesday. Suburban roads, major highways and Buffalo Niagara International Airport had already reopened.
Still, Brown urged residents not to drive if they didn't have to.
The National Guard was going door-to-door to check on people who lost power, and authorities faced the possibility of finding more victims as snow melted amid increasingly mild weather. Buffalo police and officers from other law enforcement agencies also searched for victims, sometimes using officers' personal snowmobiles, trucks and other equipment.
Some victims have yet to be identified, Erie County Executive Mark Poloncarz said at a storm briefing Thursday.
&ldquo;There are families in this community who still have not been able to identify where a loved one is, they're missing,&rdquo; he said.
With the death toll already surpassing that of the area's notorious Blizzard of 1977 and rising daily, local officials faced questions about the response to last week's storm. They insisted that they prepared but the weather was extraordinary, even for a region prone to powerful winter storms.
&ldquo;The city did everything that it could under historic blizzard conditions,&rdquo; the mayor said Wednesday.
Meanwhile, officials watched a forecast that calls for some rain later in the week as snow melts in temperatures approaching or topping 50 degrees (10 Celsius).
The National Weather Service forecast that any flooding would be minor, but state and local officials said they were preparing nonetheless. Gov. Kathy Hochul said the state was ready to deploy nearly 800,000 sandbags and more than 300 pumps and generators for flooding response efforts if needed.
During his briefing, Poloncarz apologised for publicly criticizing the city of Buffalo's snow removal efforts as too slow, even &ldquo;embarrassing,&rdquo; a day earlier.
&ldquo;We've been dealing with much, including the unfolding issues associated with the deaths, the identification of bodies, individuals who have not yet been identified, and new deaths that are coming in that are absolutely heartbreaking,&rdquo; said Poloncarz, adding that he was trying to contact Brown to make amends. &ldquo;I basically lost my focus.&rdquo; Brown had rebuffed Poloncarz's complaints, saying Wednesday that the city had been &ldquo;working diligently, working around the clock&rdquo; to clear snow and strove to work cooperatively with others in government and the community.
Brown, Poloncarz and Hochul all are Democrats.
A company that estimates damage from natural disasters said insured losses from the winter storm would be USD 5.4 billion across 42 states. Karen Clark &amp; Co. said New York, Texas, Georgia, Tennessee and North Carolina sustained the most storm damage, with freezing temperatures, which can result in infrastructure disruptions and burst pipes, accounting for the vast majority of the loss.

Millions of people hunkered down in a deep freeze overnight and early morning on Sunday to ride out the frigid storm that has killed at least 20 people across the US, trapping some residents inside homes with heaping snow drifts and knocking out power to several hundred thousand homes and businesses.
The storm unleashed its full fury on Buffalo, with hurricane-force winds and snow causing whiteout conditions, paralysing emergency response efforts &mdash; New York Governor Kathy Hochul said almost every fire truck in the city was stranded &mdash; and shutting down the airport through Monday, according to officials.
The National Weather Service said the snow total at the Buffalo Niagara International Airport stood at 43 inches (109 centimeters) at 7am on Sunday.

The Railway Protection Force (RPF) in Gujarat has registered a case against the owners of buffaloes that were hit by the Mumbai-Gandhinagar Vande Bharat express, in which the front portion of the train was damaged, officials said on Friday.
The nose cone cover of the driver coach of the semi-high speed train, which got damaged after hitting the buffaloes, was replaced with a new one in Mumbai, the Western Railway (WR) said in a statement.
The newly-launched Mumbai Central-Gandhinagar Vande Bharat train had hit the herd of buffaloes around 11.15 am on Thursday near Ahmedabad, when the train was on its way to Gandhinagar. Four buffaloes were killed in the incident, the officials said.
"The RPF has lodged a first information report (FIR) against the unidentified owners of the buffaloes that came in the way of Vande Bharat train between Vatva and Maninagar railway stations in Ahmedabad," WR's senior spokesperson (Ahmedabad division) Jitendra Kumar Jayant said.
RPF inspector Pradeep Sharma posted at Vatva railway station said the FIR was filed under section 147 of the Railways Act, 1989, which deals with unauthorised entry into any part of a railway and misuse of its property. "The FIR was registered on Thursday evening in connection with the incident in which four buffaloes were killed," he said. The railway police have not yet been able to identify the owners of the buffaloes so far and efforts are on to do so, he said.
The incident had occurred in Punitnagar area near Vatva railway station on the outskirts of Ahmedabad city, Sharma added.
The train's damaged nose cone cover made up of FRP (fibre-reinforced plastic) was replaced with a new one in Mumbai, the WR said in a statement.
"The nose cone cover of the train's driver coach along with its mounting brackets was damaged in the cattle-hit incident. However, the vital parts of the train remained unaffected. The damaged nose cone was replaced at the Coach Care Centre in Mumbai Central," WR's chief public relations officer Sumit Thakur said.
After the incident on Thursday, the train had covered the distance to Gandhinagar Capital station and back to Mumbai Central without the nose cover panel as there was no damage to it train's vital parts, he said.
"The nose cover is designed to absorb the impact without transmitting the same to the functional parts of the train. Therefore, it is sacrificial by design and hence replaceable," Thakur added.
Railway keeps sufficient nose-cones as spare, he said.
"The damaged nose cone was replaced in no time and the train was put back to service without any extra down time. The train departed from Mumbai today without any inconvenience to the passengers," he said.
According to the official, the Western Railway is taking all necessary measures to prevent such incidents in future. The indigenously designed and manufactured semi-high speed train, the third service under the Vande Bharat series, was flagged off by Prime Minister Narendra Modi on September 30 from Gandhinagar Capital and it started the commercial run from the next day.
