Farmers faced off with riot police in Brussels streets paralysed by tractors on Monday, as EU ministers huddled to try to streamline rules and reduce red tape fuelling protests across the bloc.
An estimated 900 tractors brought the city's European quarter to a halt for the second time in a month as farmers lit fireworks, burned tyres, hurled eggs and sprayed manure on police, who fired water cannon and tear gas to press them back.
While there were no reports of injuries, the standoff was a tense new show of force in the Europe-wide farmers' movement, spurred by what they see as excessive EU environmental requirements and unfairly cheap imports.
Agriculture ministers from the 27-nation bloc were in Brussels to examine proposals for simplifying the EU's Common Agricultural Policy (CAP), in a new attempt to try to assuage farmers.
But for the protesters in Brussels, who came from Spain, Portugal and Italy as well as Belgium, none of it felt like enough.
"It's their responsibility to talk to us," said Marieke Van de Vivere, who came to protest against green regulations she says are strangling her family farm.
"When our horse poops, we have to tell them how much it poops, we have to pay for the horse that poops, we have to tell them what happens with the poop of the horse -- where it goes, what day," she said.
"It's too crazy to explain."
Adoracion Blanque, of the Spanish young farmers' association, had a similar message.
"There are so many demands and bureaucracy that we farmers cannot continue producing," she told AFP.
The rolling farmer protests, which saw French President Emmanuel Macron angrily heckled over the weekend, have unnerved EU leaders concerned they could prove a boon for the far right at European Parliament elections in June.
Brussels has given ground with a string of concessions in recent weeks.
These include an extended suspension of rules on leaving land fallow and safeguards to stop Ukrainian imports flooding the market under a tariff-free scheme introduced after Russia's 2022 invasion.
In the short term, the latest European Commission proposals could further lift environmental constraints by easing demands for former livestock farmers to convert their land into grassland.
The commission also envisions cutting the number of on-site farm inspections by 50 percent and granting leeway to farmers who fail to meet CAP requirements because of extreme weather.
"These measures will be a very first step towards answering people's concerns, but it is not enough," Belgium's agriculture minister David Clarinval, whose country holds the rotating EU presidency, told reporters after the meeting.
He said EU states urged the commission to "rapidly supplement them with new and more ambitious measures".

Laura Demullier of the OCAD centre said in an interview that the highest priority for authorities now was to get thousands of football fans attending the Belgium-Sweden soccer match safely out of the stadium where the match had been abandoned halfway through.
Two Swedes were killed in a shooting late Monday in central Brussels, police said, and Belgium's Prime Minister Alexander De Croo suggested the attack was linked to &ldquo;terrorism" and convened an emergency meeting of top Cabinet ministers.
&ldquo;I have just offered my sincere condolences to @SwedishPM following tonight's harrowing attack on Swedish citizens in Brussels," De Croo said. He added on X, formerly known as Twitter, &ldquo;As close partners the fight against terrorism is a joint one.&rdquo; It was not immediately clear if the shooting was linked to the international uproar over the Israel-Hamas war.
&ldquo;A horrible shooting in Brussels, and the perpetrator is actively being tracked down,&rdquo; said Interior Minister Annelies Verlinden, adding that she was joining government talks at the National Crisis Center.
Media reports aired amateur videos showing a man shooting several times near a station using a large weapon.
A police official, who spoke on condition of anonymity because they were not authorized to speak to reporters, said the two victims were Swedes.
The Swedish national soccer team was scheduled to play Belgium at Heysel Stadium later in the evening, some 3 miles (5 kilometres) away.
Police spokeswoman Ilse Vande Keere said officers arrived soon at the scene, and sealed off the immediate neighbourhood. She declined to elaborate on circumstances of the shooting.
The shooting came at a time of increased vigilance linked to the ongoing Israel-Hamas war that has heightened tension in several European nations. At the same time, the Belgian capital has been the scene of increased violence linked to increasing international drug trafficking.

&ldquo;Following a suspected terrorist attack in Brussels this evening, it has been decided after consultation with the two teams and the local police authorities, that the UEFA EURO 2024 qualifying match between Belgium and Sweden is abandoned,&rdquo; UEFA said.
Belgium's crisis center raised the level of threat in Brussels and its region to the highest and asked citizens to avoid unnecessary travel.
The Swedish FA said in a message to Swedish supporters on site that the Belgian police wanted supporters to stay in the arena for security reasons.
&ldquo;Keep calm and take care of each other,&rdquo; the FA said. &ldquo;Our thoughts go out to all the relatives of those affected in Brussels.&rdquo;

A long-time political prisoner before she came to power, Suu Kyi was once admired for her non-violent struggle against Myanmar's military rule and she won the 1991 Nobel Peace Prize.
But in recent years, she has been rejected internationally for Myanmar's oppression of the Rohingya. More than 700,000 Rohingya fled to neighboring Bangladesh to escape the army's brutal counterinsurgency campaign in 2017.
&ldquo;The decision (...) to exclude Aung San Suu Kyi formally from all activities of the community of Sakharov Prize laureates is a response to her failure to act and her acceptance of the ongoing crimes against the Rohingya community in Myanmar," the EU Parliament said in a statement.
Suu Kyi won the Sakharov Prize in 1990 but was only able to collect it 23 years later.
She is currently Myanmar's state counsellor, the de facto head of state. She looks set to keep her position after the November 8 general election, with her National League for Democracy party widely expected to again win the most seats.
As state counsellor, Suu Kyi does not oversee the military, but she has repeatedly denied accusations that the army committed genocide against the Rohingya.&nbsp;
