Leaders of the Labour-controlled council -- one of Europe's largest -- called the move "a necessary step" to get spending back on a stronger footing

The council of the UK's second biggest city, Birmingham, became Tuesday the latest local authority to declare financial distress, with the opposition blaming Conservative governments of years of under-funding.
Birmingham City Council in central England said it had issued a Section 114 Notice under the Local Government Finance Act 1988, which blocks spending on all but essential services.
Leaders of the Labour-controlled council -- one of Europe's largest -- called the move "a necessary step" to get spending back on a stronger footing.
They said "long-standing issues", including the roll-out of a new computer system, had been compounded by cuts of &pound;1 billion ($1.25 billion) by successive Conservative governments since they came to power in 2010.
"Rampant inflation", alongside increases in the cost of adult social care and reductions in business rates income had also combined to create "a perfect storm", they added.
As it stands, the council said there is an &pound;87 million "in-year financial gap" in its &pound;3.2 billion-a-year budget.
In June, the local authority revealed that it has to pay up to &pound;760 million to settle historic equal pay claims but does not have the resources to do so.
Tory councillors in the city, which is home to some 1.1 million people, blamed Labour mismanagement of public finances for the crisis.
In London, Prime Minister Rishi Sunak's official spokesman said Birmingham had received a more than nine percent increase in additional funding from a pot of &pound;5.1 billion for local councils this year.
The department for local government has been in contact with the council and requested "assurances... about the best use of taxpayers' money", he told reporters.
"The government recognises that there are pressures that both central and local government face," he added but indicated it was an issue for Birmingham's leaders to resolve.

Renowned singer Shankar Mahadevan received an honourary doctorate from Birmingham City University for his outstanding contribution to music and arts on June 23.
The ceremony was held at Royal Birmingham Conservatoire. In an exclusive interview with ANI, Shankar Mahadevan expressed his gratitude and said this is a reminder to work even harder and create more beautiful songs.
Mahadevan shared his experience and said, &lsquo;This is truly special, I feel privileged, I feel honoured and this is just the result of body of work that I have done. I would like to thank Birmingham City University and all the people who decided to confer this legendary, honourable doctorate on me. All I can say is that this is an occasion which tells that I need to work even harder, come up with even more beautiful songs and spread the joy of music which is Indian classical music all around the world.&rsquo;&nbsp;
He added, &lsquo;When an honorary doctorate like this is conferred upon an artiste that you look up to then you&rsquo;ve a goal to achieve. The youngsters feel that their dreams are coming true in front of their eyes. They also start working hard and they would also like to achieve and would like to reach possibly where I reached today. I used to look up at maestros like John McLaughlin and Ustaad Zakir Hussain like they have come to confer this upon me. So it&rsquo;s nice to set a kind example for the next generation.&rsquo;&nbsp;
The ceremony was attended by esteemed personalities including table maestro Ustad Zakir Hussain and legendary guitarist John McLaughlin.

Wrestler Vinesh Phogat is one of the Indian contenders to secure a medal at this year's Commonwealth Games in Birmingham. With two golds in the previous two games, the 27-year-old Indian wrestler will look to win her third consecutive medal at the Commonwealth Games. She will compete in the 53-kg category at Birmingham 2022. In the previous two editions, she had competed in the 48-kg and 50-kg categories respectively.
However, Vinesh will be competing for the first time in a quadrennial event after the Tokyo Olympics debacle, where she made an early exit after entering the event as favourites.
Since then, her career graph went downwards as she was banned by the Wrestling Federation of India after the Tokyo Games. Then, she pulled out of the World Championships trials in August last year due to mental health issues. 
But in the trials for the Birmingham 2022, she strolled past fellow wrestlers and did not concede any point till the final, where she came from behind to secure her qualification for the quadrennial event, starting July. 
On the back of her superb national comeback, India will be hoping for a medal from her star wrestler.

With Commonwealth Games 2022 to be played in Birmingham, England is set to host the event for the third time and first in the last 20 years. England hosted the CWG in 1934 in London and in 2002 in Manchester. 
The Birmingham Games 2022 will be different from the previous editions of the event as many new events have been introduced in the games for the first time and some games have been excluded.
What's new in CWG 2022?
1. More medals for women
The games will be the first multi-sport event where women will be awarded more medals than men. In total, there will be 283 medal events in Birmingham out of which 136 medal events will be for women as compared to 134 for men and 13 medals will be awarded in the mixed events.
2. Biggest Para-sport programme in the event's history
The 2022 games are set to become the largest para-sport event in the history of CWG. The number of para events has also increased to 39 in Birmingham as compared to 36 in Gold Coast. Para events to be played in Birmingham are: Aquatics (Swimming), Athletics, Basketball (3x3 wheelchair basketball), Cycling (Track), Lawn Bowls Men/Women, Powerlifting, Table Tennis, and Triathlon.
3. Inclusion of 4 new sporting events
Women’s T20 Cricket: The games will see the first appearance of women's cricket in CWG history. A total of 8 countries will fight for the medals including England, Australia, New Zealand, India, Pakistan, South Africa, Barbados and Sri Lanka.
Basketball 3x3: The sporting event has replaced basketball in the event and is making its debut in Birmingham 2022. Earlier in the games, a 5x5 version of the game was included in Melbourne 2006 and Gold Coast 2018. 
Wheelchair Basketball 3x3: The para event will be the making his first appearance and to be held at the Smithfield site.
Para Table Tennis : Another para event to be played for the first time in the games. . A total of 32 players with 16 of each gender will participate in this event.
4. Exclusion of Shooting & Archery
For the first time since 1974, shooting hasn't been included in CWG. India won a total of 16 medals in the Gold Coast 2018 including 7 gold, 4 silver and 5 bronze medals and the exclusion will likely hamper India's position on the medal table. Archery has also been excluded from the 2022 games.
5. Esports demonstration:
A total of 3 major esports events will be featured at the tournament as a demonstration with a possibility to be added to the next CWG events. The inaugural Commonwealth Esports Championship will include both men and women and will have separate branding, medals, and organisation. Dota 2, eFootball series by Konami and Rocket League gaming titles will be played on August 6 and 7.

That's because India's most popular sport, cricket is all set to make its first appearance in 24 years at the event. Apart from cricket, the highest ever para events will be played in Birmingham.

<h3>More medals for women</h3>

Starting to play the game at the age of 8, she became India's top-ranked player in the Under 11 category in a very short span of time. She is the only Indian girl to win the US Junior Open in any category.

But Nikhat's transition to the senior level was not easy given her idol MC Mary Kom still was the preferred choice in the flyweight category in 2015. And her problem escalated after she dislocated her shoulder in 2017, keeping her out of the boxing ring for a year.

India's 4x100m relay specialist, Dhanalakshmi Sekar, and triple long jumper Aishwarya Babu failed the dope tests just a week before Birmingham 2022. 
Dhanalaksmi's samples were collected in Almaty, where she was preparing for the USA World Championships but later opted out of the event owing to visa issues. Meanwhile, Aishwarya's superb performance at inter-state championships in Chennai caught the attention of dope officials.

1 dead, 7 injured in multiple stabbing incidents in England

Several people were reportedly stabbed at&nbsp;Birmingham&nbsp;city centre on Sunday, the British police confirmed.&nbsp;
Calling it a major incident, the police said that it could take some time to confirm the reason for the incident.
The police first got reports of stabbings at 12.30 am and soon after that, a number of other stabbings were reported in the area.
While the number of injured people is yet&nbsp;not confirmed, the police have issued warnings asking people to remain calm but vigilant. Police have also asked people to stay away from the area.&nbsp;&nbsp;&nbsp;

The police has launched a murder investigation and is still searching for the motive but there is no suggestion that it is a terror-related incident, police officials said.&nbsp;
The first stabbing was reported just after midnight from a busy central area of the city and was followed by reports of similar incidents from other parts of the area.&nbsp;
