Nepal President calls political parties to form new govt within 7 days

The President&rsquo;s call comes following the submission of a report by the Election Commission of the final results of the election of members of the House of Representatives (HoR) and Provincial Assembly held on November 20.

President Bidya Devi Bhandari on Sunday called on all the political parties of Nepal to form a new government within seven days, as Prime Minister Sher Bahadur Deuba discussed power sharing deal with the coalition partner Pushpa Kamal Dahal 'Prachanda'.
The President&rsquo;s call comes following the submission of a report by the Election Commission of the final results of the election of members of the House of Representatives (HoR) and Provincial Assembly held on November 20.
As no single party got a majority in the HoR election, the President has called for submitting a claim by a member of the HoR who can garner a majority with support from two or more parties, as stipulated in the Article 76 clause 2 of the Constitution.
The deadline for submission of the claim is 5 pm on December 25, according to a statement issued by the Office of the President.
No party in the 275-member House of Representatives has 138 seats required to form a government.
The Nepali Congress (NC) led by Deuba emerged as the single largest party in the election with 89 seats followed by opposition CPN-UML with 78 seats and CPN-Maoist Centre led by Prachanda secured 32 seats.
The newly-formed Rastriya Swatantra Party (RSP) has 20 seats, Rastriya Prajatantra Party 14, Janata Samajwadi Party (JSP) 12 and Janamat Party six seats.

CPN (Unified Socialist) has 10 seats, Loktantrik Samajwadi Party (LSP) has four, and Nagarik Unmukti Party has three seats. Rastriya Janamorcha and Nepal Workers and Peasants Party have one seat each. There are five independent members in the Lower House.
The Nepali Congress along with the other ruling alliances has the combined strength of 136 seats, two seats short of forming the majority government.
The President&rsquo;s call to form the new government comes at a time when political parties have engaged themselves in hectic consultations.

KP Sharma&nbsp;Oli&nbsp;on Thursday was reappointed as Nepal's Prime Minister as the opposition party failed to oust Oli&nbsp;to form a new government. The 69-year-old CPN-UML&nbsp;chairman who lost a crucial trust vote in the parliament earlier this week was reinstated as PM by Nepal President, Bidya&nbsp;Devi&nbsp;Bhandari. She will administer the oath of office and secrecy to Oli&nbsp;at a ceremony at Shital&nbsp;Niwas&nbsp;on Friday. In a statement released by President's office, it was revealed that no 2 parties or more showed the intent of forming a coalition government by the deadline, which expired on 9 PM, Thursday. Bhandari&nbsp;had on Monday asked the opposition parties to come up with majority support in the parliament by Thursday&nbsp;to form the new govt. Currently, CPN-UML, headed by Oli&nbsp;is the largest party in Nepal with 121 seats in the House of Representatives. To continue his office, he will now have to prove the majority through vote of trust in the parliament within 30 days of his appointment otherwise the House may face dissolution and Nepal will likely conduct early elections.&nbsp;&nbsp;

Army Chief Gen Naravane to visit Nepal early next month 

PTI, New Delhi: Army Chief Gen MM Naravane will travel to Nepal in the first week of November, the maiden high-level visit from India since ties between the two neighbours came under strain after the Himalayan nation came up with a new political map in May claiming several areas in Uttarakhand to be part of its territory.
Officials said Gen Naravane will be conferred the honorary rank of 'General of the Nepal Army' by Nepalese President Bidya Devi Bhandari during his visit, in continuation of an age-old tradition that first started in 1950, reflecting the strong ties between the two militaries.
India also confers the honorary rank of 'General of Indian Army' to the Nepal Army Chief.
"The Chief of Army Staff will travel to Nepal early next month. The dates of his visit are being finalised," said an official.
During his visit, Gen Naravane is scheduled to hold extensive talks with the top military brass of Nepal including his Nepalese counterpart General Purna Chandra Thapa and Defence Minister Ishwar Pokhrel, the officials said.
"Ways to further deepen defence cooperation between the two countries will be explored during the Chief of Army Staff's visit to Kathmandu," said a senior official.
The ties between the two countries came under strain after Defence Minister Rajnath Singh inaugurated an 80-km-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8.
Nepal protested the inauguration of the road claiming that it passed through its territory. Days later, Nepal came out with the new map showing Lipulekh, Kalapani and Limpiyadhura as its territories.
In the midst of the row, Gen M M Naravane said that there were reasons to believe that Nepal objected to the road at the behest of "someone else", in an apparent reference to a possible role by China in the matter. The comments triggered angry reactions from Nepal.
India too had published a new map in November 2019 showing the areas as its territories.
After Nepal released the map, India reacted sharply, calling it a "unilateral act" and cautioning Kathmandu that such "artificial enlargement" of territorial claims will not be acceptable to it.
In June, Nepal's Parliament approved the new political map of the country featuring areas which India maintains belong to it.
In its reaction, after Nepal's lower house of parliament approved the bill, India termed as untenable the "artificial enlargement" of territorial claims by the neighbouring country.
India said Nepal's action violates an understanding reached between the two countries to resolve the boundary issues through talks.
Nepalese Prime Minister K P Sharma Oli has been asserting that Lipulekh, Kalapani and Limpiyadhura belong to his country and vowed to "reclaim" them from India.
The Lipulekh pass is a far western point near Kalapani, a disputed border area between Nepal and India. Both India and Nepal claim Kalapani as an integral part of their territory - India as part of Uttarakhand's Pithoragarh district and Nepal as part of Dharchula district.&nbsp;
