Thane, Aug 14 (PTI): Security has been ramped up in the Kalyan area following warnings from some political parties and butcher associations about protesting against the local civic body's directive to close meat shops and abattoirs on Independence Day, according to police reports on Thursday.
Various municipal corporations in Maharashtra, including Kalyan-Dombivli, Nagpur, Nashik, Malegaon, and Chhatrapati Sambhajinagar, have ordered the shut down of slaughterhouses and meat shops on August 15. Similar closures have been ordered on other days concerning Hindu and Jain festivals.
The ruling BJP and NCP have expressed differing views on this issue, with Chief Minister Devendra Fadnavis stating that the government does not intend to police people's dietary preferences.
Deputy Commissioner of Police, Zone III, Kalyan, Atul Zende, noted that security has been beefed up in the Kalyan-Dombivli civic jurisdiction to prevent any disturbances.
Some political parties have threatened to agitate near the Kalyan Dombivli Municipal Corporation (KDMC) by setting up meat stalls, selling meat, and holding gatherings. Notices will be served to potential offenders.
The police are contemplating the issuance of prohibitory orders for maintaining law and order. Most proposed agitations were identified via social media. Only a few political entities approached for official permissions, Zende added.
The KDMC has mandated a 24-hour closure of all slaughterhouses and licensed butchers of goats, sheep, chickens, and large animals from midnight of August 14 to midnight of August 15.
The civic body warned of action as per the Maharashtra Municipal Corporation Act, 1949, if any animal is slaughtered or meat sold within this timeframe.
Despite criticism, KDMC Commissioner Abhinav Goel reiterated that the restriction on selling meat has been enforced yearly since 1988, not just for August 15 but also for Gandhi Jayanti, Mahavir Jayanti, Paryushan, Ganesh Chaturthi, and Sadhu Vaswani's birth anniversary. This policy stems from a report by the corporation's health officer.
The Nationalist Congress Party (NCP), headed by Deputy Chief Minister Ajit Pawar, challenged the closure, whereas its ally BJP upheld the measure, referencing a 1988 state government resolution empowering such restrictions.
Opposition parties have criticized this move as well. BJP noted the policy was introduced in 1988 during the tenure of NCP (SP) president Sharad Pawar as chief minister, questioning if the opposition would address him regarding it.

The Wisconsin Supreme Court's liberal majority struck down the state's 176-year-old abortion ban on Wednesday, ruling 4-3 that it was superseded by newer state laws regulating the procedure, including statutes that criminalise abortions only after a fetus can survive outside the womb.
The ban state lawmakers adopted in 1849 made it a felony when anyone other than the mother &ldquo;intentionally destroys the life of an unborn child.&rdquo; It was in effect until 1973, when the US Supreme Court's landmark Roe v. Wade decision legalising abortion nationwide nullified it. Legislators never officially repealed the ban, however, and conservatives argued that the US Supreme Court's 2022 decision to overturn Roe reactivated it.
Wisconsin Attorney General Josh Kaul, a Democrat, filed a lawsuit that year arguing that the ban was trumped by abortion restrictions legislators enacted during the nearly half-century that Roe was in effect.
Kaul specifically cited a 1985 law that essentially permits abortions until viability. Some babies can survive with medical help after 21 weeks of gestation.

In a dissent, Justice Annette Ziegler called the ruling &ldquo;a jaw-dropping exercise of judicial will." She said the liberal justices based the decision on their personal preference to allow abortions.
Urmanski's attorney, Andrew Phillips, didn't immediately respond to an email Wednesday morning seeking comment. Kaul's spokesperson, Riley Vetterkind, also didn't immediately return an email.
Democratic-backed Susan Crawford defeated conservative Brad Schimel for an open seat on the court in April, ensuring liberals will maintain their 4-3 edge until at least 2028. Crawford has not been sworn in yet and was not part of Wednesday's ruling. She'll play pivotal role, though, in a separate Planned Parenthood of Wisconsin lawsuit challenging the 1849 ban's constitutionality. The high court decided last year to take that case. The quartet was among several athletes who were suspended by the National Anti-Doping Agency (NADA) earlier this year under Article 2.3 of the anti-doping rules, which deals with "evading, refusing or failing to submit to sample collection by an athlete" without compelling justification.
The maximum ban period for a first offence is four years but Article 10.8 of the NADA Rules provides for "results management agreements" under which athletes can get reduced punishment based on early admission and acceptance of sanction.
Article 10.8.1 allows athletes charged with a four-year ban to benefit from a one year reduction if they admit the violation and accept the penalty within 20 days of being charged.
Article 10.8.2 provides an opportunity for the athlete to enter into a Case Resolution Agreement with NADA and WADA (World Anti-Doping Agency) in which the applicable period of ineligibility can be agreed upon based on the facts of the case.
Pooja Rani's three-year ban period has already begun from August 13, 2024, the same as that of Kiran and Pankaj. Chelimi Pratyusha's three-year ban period, however, began from February 6 this year.
Pooja, Kiran, Pankaj and Chelimi were also included in Monaco-based Athletics Integrity Unit's (AIU) list of athletes sanctioned for doping and non-doping violations for the month of June.
AIU is the independent anti-doping watchdog established by World Athletics, the international governing body of the sport.

The Supreme Court on Thursday stayed the West Bengal government's order banning the screening of the film "The Kerala Story" and asked Tamil Nadu to ensure the safety of moviegoers after theatre owners decided to stop screening the film due to security concerns.
A bench headed by Chief Justice D Y Chandrachud also directed the producer to put a disclaimer in the movie by 5 pm on May 20 on the claim that 32,000 Hindu and Christian women were converted to Islam.
