Olympic medallist wrestler Bajrang Punia has claimed that he refused to provide urine samples during the selection trials in Sonepat in March because the dope control officials failed to furnish adequate proof that they were carrying proper equipment to conduct the tests.
The Tokyo Olympic Games bronze medallist said he had only demanded an explanation from the officials as on one of the two previous occasions, they (NADA officials) had come with expired kits while during other time, they appeared with only one testing kit as opposed to the mandatory three.
Bajrang, one of the country's most successful wrestlers, was suspended by National Anti-Doping Agency (NADA) on April 23 after being served a whereabouts failure notice on April 18.
On Thursday, wrestling's world governing body UWW also suspended him till the end of this year following NADA's decision to hand him a provisional suspension for refusing to undergo a dope test on March 10 in Sonepat.
"This is to clarify that, I have at no stage refused to give my sample for doping control. On 10 March 2024, when I was approached by alleged doping control officials, I merely reminded them that the last two times they came to collect my sample, they had gotten expired kits once," wrote Bajrang on 'X' on Friday.
"...and on the other instance, they had approached me with a single testing kit as opposed to the three testing kits," added Bajrang, who has been at the forefront of a protracted agitation against former Wrestling Federation of India chief Brij Bhushan Sharan Singh.

The grappler, who competes in the 65 kg category, said he had sought an answer from the Dope Control Officers (DCO) on March 10 on why NADA was not responding to his queries regarding two previous lapses, but he got no explanation.
"I then sought an answer from them (DCOs) as the NADA did not provide an answer to any of my communications demanding an explanation for the same and informed them that I would give my sample upon receiving such explanation from them.
"Not only did the doping control officials refuse to provide an explanation, they did not provide me any proof on this instance of them carrying proper equipment and merely left from the venue where I was at, claiming it to be a refusal from my end," added Bajrang.
Bajrang added that contrary to reports that he left the venue immediately, he was present for almost one hour after the dope control officials had approached him for the sample.
"I continued to be at the venue as I had another bout scheduled for 3/4 position. After my semifinal bout, I met the SAI (Sports Authority of India) doctor at the venue for treatment regarding a knee injury suffered during the semifinals of the Wrestling Trials.
"I only left the venue about an hour after the alleged doping control officials approached me, contrary to how it has been portrayed that I left immediately," added Bajrang.
He also alleged that the DCOs had not followed the norms which mandated them to stay till such time a wrestler submits his medical report to the competition manager.
"The dope controlling officer should have accompanied me till I submitted my medical report to the competition manager as per protocol, rather than leaving in a hurry in middle of the trials, to record my refusal.
"Even if this incident is treated as refusal, the fact that it was due to NADA using expired kits and not providing an explanation for using them, or giving me comfort, that they had not carried expired kits again, should be considered as a compelling justification.
"I took such a stance solely because of the NADAs actions in the past, which, in the absence an explanation, could continue a dangerous trend of the use of expired kits or non-compliance with doping control protocol.
"It is my moral obligation towards the wrestling community and particularly the younger wrestlers, that I exercised here," he added.

Bajrang, one of the country's most successful wrestlers, was suspended by NADA on April 23 after being served a whereabouts failure notice on April 18.

Wrestling's world governing body UWW has suspended Bajrang Punia till the end of this year following NADA's decision to hand him a provisional suspension for refusing to undergo a dope test.
However, in a rather surprising decision, the Sports Authority of India (SAI) sanctioned close to Rs nine lakh for his training abroad despite being well aware of NADA's order.
Bajrang, one of the country's most successful wrestlers, was suspended by NADA on April 23 after being served a whereabouts failure notice on April 18.
In his defence, the Tokyo Olympics bronze-medallist said he never refused to give his sample for testing but merely asked the Dope Control Officer to explain the presence of expired kits which were brought to take his sample.
Bajrang told PTI that he has not received any communication from the UWW about his suspension but the world governing body while updating its internal system clearly mentions that he stands suspended.
"Suspended for the following reason until Dec 31, 2024," reads the update on Bajrang's profile.
"Provisionally suspended by NADO IND for alleged ADRV (Anti-Doping Rule Violation)," was the reason mentioned.
Interestingly, the Mission Olympic Cell (MOC), in its April 25 meeting, was informed that Bajrang has been sanctioned Rs 8,82,000 plus air fare (actual) for his proposal to train at Dagestan, Russia from May 28.
Bajrang's initial proposal was for a 35-day training trip from April 24 but, as per the minutes of MOC meeting, due to "conflicting travel dates due to his whereabouts failure, he chose to defer the travel plans from 24th April, 2024 to 28th May, 2024." The proposal also included travel plans of his strength and conditioning coach Kaazi Kiron Mustafa Hasan and his sparring partner Jitender.
Neither Sandip Pradhan, the SAI Director General, nor Col. Rakesh Yadav, joint CEO TOPS, responded to calls or messages, when PTI reached out for an explanation for the decision to sanction his training.
Bajrang confirmed that he had given a proposal for approval to SAI.
"I am also surprised that SAI cleared it. I have actually cancelled my plan, I am not going anywhere for training now," Bajrang said, adding that his lawyer has filed the reply to NADA.

Bajrang was a medallist in the Tokyo Olympics, therefore even though he lost the qualification match in India, he might be invited to the World Qualifiers on May 31 to take on the 65kg division champion.

The National Anti Doping Agency has suspended wrestler Bajrang Punia, a two-time Commonwealth Games champion.
Punia, who was defeated by Rohit Kumar in the March selection trials held in Sonipat, declined to submit the sample following the match.
Punia did not return, not even for the third-fourth place battle, despite attempts by authorities of the National Anti-Doping Agency (NADA) to get a sample from him for a dope test. Punia had received training in Russia in order to be ready for the IOA ad hoc panel-organized trials.
According to the sources, Punia won't be allowed to compete in any competitions or trials until his suspension is removed. If the charges are upheld at the hearing, he might also be denied access to the next Olympic trials.
Bajrang was a medallist in the Tokyo Olympics, therefore even though he lost the qualification match in India, he might be invited to the World Qualifiers on May 31 to take on the 65kg division champion.
According to the dope-collecting officer's report, he left even though he was informed that his refusal would result in a warning for breaking anti-doping rules.

"Punia, surrounded by his supporters, continuously repeated his statement and immediately left the venue refusing to give a dope sample," the DCO stated in his report.
Punia was asked to present a written justification by May 7 for his refusal to submit supporting documentation and a urine sample. &nbsp;
"If you do accept the consequences, the case will be resolved without further disciplinary proceedings, subject to the right of appeal. If you disagree, the matter will be referred for adjudication to the anti-doping disciplinary panel," the letter stated.

Bajrang Punia and Ravi Dahiya -- both Tokyo Games medallists -- were on Sunday eliminated from the race for the Paris Olympics qualification after losing their respective bouts in the selection trials for the upcoming international tournaments.
Punia, who was a prominent face of protest against former WFI President Brij Bhushan Sharan Singh, suffered a crushing 1-9 defeat in the men's freestyle 65kg semifinal against to Rohit Kumar.
This was after he barely managed to win against Ravinder (3-3 on criteria).
If Ravinder had not conceded a caution point in the bout, Punia would have been eliminated in the opening bout itself.
Punia left the Sports Authority of India (SAI) Centre in Sonipat in a huff after being eliminated. The National Anti-Doping Agency (NADA) officials tried to collect sample for dope test from Punia but he did not stay back even for third-fourth place bout. Punia had trained in Russia to prepare for the trials, which are being organised by the IOA ad-hoc panel.
Punia though won a case in the Delhi High Court after contending that suspended Wrestling Federation of India (WFI) had no authority to conduct trials.
The men's 57kg, being organised in Nordic format, was always a tough category since both Tokyo Games silver medallist Ravi Dahiya and star-in-making Aman Sehrawat were in contention.
Dahiya, who is making a comeback from an injury, lost the high-scoring opening bout 13-14 to Aman. Both of them train at Chhatarsal Stadium.
Aman has made a name for himself after winning medal at almost all tournaments in 2023 when Dahiya did not compete. Aman, the Asian Games bronze medallist, staved a last-minute push from Dahiya to win the close bout.
Dahiya lost the next bout to U20 Asian champion Udit to be eliminated.
The winners at the trials will get the opportunity to compete at Asian and World Olympic Qualifiers.

Rejecting the Wrestling Federation of India's invitation to compete in the upcoming national trials, ace Indian wrestler Bajrang Punia has moved an urgent joint petition in the Delhi High Court, seeking a stay on the selection competition here on March 10-11.
It has been learnt from reliable sources that Bajrang, Vinesh Phogat, Sakshi Malik and her husband Satywart Kadiyan moved the court on Wednesday and the matter will be heard on Friday.
While Bajrang did not confirm filing a petition, he questioned the government's silence on the issues concerning Indian wrestling.
The Indian team for the Asian Wrestling Championships Olympic Qualifier in Kyrgyzstan next month will be selected on the basis of the trials at Delhi's IG Stadium.
Bajrang told PTI from Russia, where he is training for the last two months, that he has spent a fortune abroad but he won't compete in trials if they are conducted by the Sanjay Singh-led WFI.
"I would not spend Rs 30 lakh on my training if I were to not compete in the trials, but how the suspended WFI is conducting the trials? I don't get what the government's compulsion is (on allowing WFI to conduct trials)?" Bajrang said.
"I don't understand how a sports body suspended by the Indian government issues a circular and announces the trials. Why is the government silent? We will appear in the trials only if the ad-hoc panel or the government conducts it. How can a suspended body announce the trials?" he asked.
WFI president Sanjay Singh had appealed to the protesting wrestlers to forget the past and appear for the trials.
The trio had led a prolonged protest at Jantar Mantar, demanding the arrest of then WFI president Brij Bhushan Sharan Singh, whom they had accused of sexual harassment.
Bajrang, the Tokyo Olympics bronze winner, said that not just him but Sakshi Malik and Vinesh Phogat will also skip the trials.
"This decision to not appear in trials is a joint decision taken by us. We are together in this," he said.
PTI tried to reach out to Sakshi and Vinesh for confirmation but the former did not return calls and the latter could not be contacted.
Asked specifically if they have moved court against the trials, Bajrang denied the development but a source in the WFI confirmed to PTI that four wrestlers have approached the Delhi High Court.

He further shed light on the wrestling community's contribution stating that it has given four consecutive medals in the last four Olympics.&nbsp; Wrestling activities have been at a standstill for nearly a year since grapplers took to protesting against former WFI chief Brij Bhushan Sharan Singh.&nbsp; A newly-elected WFI committee was also put out of action by the Sports Ministry citing violation of the National Sports Code and the WFI constitution.&nbsp; Sanjay Singh, a Brij Bhushan loyalist, was elected as President of WFI which did not go down well with the protesting wrestlers.&nbsp; Hours after his election, Rio medallist Sakshi Malik announced her retirement from wrestling in a teary-eyed press meet.&nbsp; While Bajrang Punia returned his Padma Shri and Vinesh Phogat returned her Khel Ratna and Arjuna Award in protest.&nbsp;
