Kerala Governor on 15 January 2023 condemned the practice of issuing "kufr fatwa" or edicts which condemn Muslims to the category of unbelievers or heretics.
Arif Mohammed Khan said that 'kufr fatwa' are used as political weapons, and have no place in Islam. He added that Islam as a religion was taken over by politics since the death of Muhammad, the historical figure considered a Prophet by Muslims.
He said that fatwas were issued against him for actions such as giving a speech in Hindi.
Khan made the comments at a conclave organised by Panchajanya, a publication linked to the RSS.

A major political crisis appears to be brewing in Kerala with the Governor intensifying his tussle with the Left Front government.
On 26 October 2022, Governor Arif Mohammed Khan wrote to Chief Minister Pinarayi Vijayan seeking "constitutionally appropriate" action against Finance Minister KN Balagopal.
The Governor accused minister KN Balagopal of making a speech which "undermined India's unity". Khan's letter to CM Vijayan said, "A minister who deliberately violates the oath and undermines the unity and integrity of India cannot continue to enjoy my pleasure. In these circumstances, I am left with no option but to convey that Finance Minister Balagopal has ceased to enjoy my pleasure."
The Governor did not specify the punishment he wants meted out to the minister, but he may be hinting at sacking of Balagopal.
Chief Minister Vijayan unequivocally rejected the demand, saying that his trust in Balagopal remains "undiminished". Opposition party Congress also criticised the Governor's move.

Arif Mohammed Khan was referring to a speech delivered by Balagopal at a university campus on 18 October. Governor Khan said that the speech sought to stoke the fire of regionalism and provincialism.

Soon after Kerala Chief Minister Pinarayi Vijayan's press meet, journalists approached Governor Arif Mohammed Khan for his reaction but he refused to comment saying he won't reply to party cadres "masquerading" as journalists.
"I can only tell you, please whosoever wants to talk to me, they can send a request to Raj Bhavan, I will make it sure that I talk to you. But I don't know who among you is a genuine journalist and who are the cadre masquerading as media. And I do not wish to speak to the cadre," Khan told the media after an event in Thiruvananthapuram.
Later, he called a press conference but channels including Kairali, Reporter, Media One and Jaihind were not given permission to cover the same.

Kerala Chief Minister Pinarayi Vijayan on Monday lashed out at Governor Arif Mohammed Khan for seeking resignation of vice chancellors of nine universities in the state.

The Chief Minister alleged that the Governor's move was an encroachment on the powers of a democratically elected government, and the universities that are supposed to be academically independent.
A day after Khan kicked up a political storm seeking resignation of vice chancellors of nine varsities in the state, Vijayan said it was an unusual move and accused him of "waging war" with an intention to "destroy" the universities in the state.
"It was the Governor who appointed the VCs of these nine universities and if these appointments were made illegally, then the primary responsibility lies with the Governor himself," the Chief Minister said, adding that the chancellor has no authority to seek their resignations.
Armed with a recent Supreme Court order quashing appointment of the vice chancellor (VC) of APJ Abdul Kalam Technological University here for being contrary to University Grants Commission regulations, Khan on Sunday sought resignations of VCs of nine varsities in the state.
The Raj Bhavan said Khan, as Chancellor of universities in the state, also issued directions for the resignations to reach him by 11.30 am on Monday.
