US Secretary of State Antony Blinken said Tuesday that a Gaza ceasefire deal was still possible but he charged that an International Criminal Court arrest bid for Israeli leaders was setting back diplomatic efforts.
Testifying before Congress, Blinken was repeatedly disrupted by protesters critical of US support for Israel. Several were evicted after shouting that he was a "war criminal," but protesters -- many showing symbolically reddened hands --were later allowed to sit silently behind him.
Blinken credited Qatar and Egypt with assisting the "extensive effort" to secure a temporary ceasefire between Israel and Hamas in return for the release of hostages.
But CIA Director Bill Burns, the US point man in the talks, left the region empty-handed some 10 days ago.
"I think we've come very, very close on a couple of occasions," Blinken told the Senate Foreign Relations Committee in the first of four appearances before Congress planned through Wednesday.
"We remain at it every single day. I think that there's still a possibility," Blinken said.
"But it's challenged by a number of events and I have to say, yes the extremely wrongheaded decision by the ICC prosecutor yesterday -- the shameful equivalence implied between Hamas and the leadership of Israel -- I think that only complicates the prospects for getting such an agreement," Blinken said.
Karim Khan, the prosecutor of the International Criminal Court, on Monday said he had applied for arrest warrants against Israeli leaders including Prime Minister Benjamin Netanyahu as well as Hamas chiefs.
President Joe Biden called the move "outrageous" for putting together Hamas, which attacked Israel on October 7, and Israel, which has carried out a relentless military campaign in Gaza since then.
Republican lawmakers urged Biden to take action against the ICC. Previous president Donald Trump imposed sanctions on an earlier prosecutor, a step reversed by Biden after he took office.
Senator Lindsey Graham pointed to a previous probe by the ICC, of which the United States is not a member, into US military actions in Afghanistan.
"If they'll do this to Israel, where next?" Graham said.
"At the end of the day here, what I hope to happen is that we level sanctions against the ICC for this outrage to not only help our friends in Israel, but protect ourselves over time," he said.
Blinken did not commit to sanctions, saying repeatedly that the Biden administration was looking at an "appropriate response" to the ICC.
Defense Secretary Lloyd Austin earlier said that the United States would keep cooperating with the ICC on a separate probe into alleged war crimes by Russia in Ukraine.
Hamas's October 7 attack on Israel resulted in the deaths of more than 1,170 people, mostly civilians, according to an AFP tally based on Israeli official figures.
Hamas also took 252 hostages, 124 of whom remain in Gaza including 37 the army says are dead.
Israel's retaliatory offensive against Hamas has killed at least 35,647 people in Gaza, also mostly civilians, according to the Hamas-run territory's health ministry.

US Secretary of State Antony Blinken spoke of his Jewish roots as he visited Israel amid the war with Hamas

US Secretary of State Antony Blinken vowed on a visit to Israel Thursday that the United States will "always" back it but said the Palestinians also have "legitimate aspirations" not represented by militant group Hamas.
The Islamist gunmen killed 1,200 people in Israel, mostly civilians, and took about 150 hostages in their surprise onslaught Saturday. Israel has retaliated by raining air and artillery strikes on Hamas targets in Gaza for six days, claiming over 1,350 lives there.
Israeli forces have prepared for a possible ground invasion of the Palestinian coastal territory after what has been labelled Israel's 9/11.
"You may be strong enough on your own to defend yourself," Blinken said at a joint press conference with Prime Minister Benjamin Netanyahu. "But as long as America exists, you will never, ever have to. We will always be there by your side."
Israel has levelled entire city blocks in Gaza and destroyed thousands of buildings, while Hamas has now fired more than 5,000 rockets at Israel, the army said.

US President Joe Biden has vowed unwavering support for Israel and not called for restraint against Hamas, but Blinken hinted at the need for an eventual peace settlement -- an idea that has long met resistance from the right-wing Netanyahu.
"Anyone who wants peace and justice must condemn Hamas' reign of terror," Blinken said.
"We know Hamas doesn't represent the Palestinian people, or their legitimate aspirations to live with equal measures of security, freedom, justice, opportunity and dignity."
Netanyahu voiced appreciation for US support, which includes military aid, and said that Hamas, which rules the blockaded Gaza Strip, should be treated like the Islamic State group.
"Just as ISIS was crushed, so too will Hamas be crushed. And Hamas should be treated exactly the way ISIS was treated," Netanyahu said.
Blinken, speaking in personal terms, said that "I come before you not only as the United States secretary of state but also as a Jew" and "a husband and father of young children".
"It's impossible for me to look at the photos of families killed, such as the mother, father and three small children murdered as they sheltered in their home in Kibbutz Nir Oz, and not think of my own children," he said.

- 'Cycle of violence and horror' -
Israeli army spokesman Richard Hecht said the military was readying for a potential order to launch a ground invasion in the war with Hamas: "This has not been decided yet... but we are preparing for a ground manoeuvre if it is decided."
"Right now we are focused on taking out their senior leadership," he told journalists.
Fears have grown for Gaza's 2.4 million people now enduring the fifth war in 15 years in the long-blockaded territory, which has also seen Israel cut off water, food and power supplies.
Israeli Energy Minister Israel Katz vowed the total siege of Gaza would continue until the hostages are freed.
"Humanitarian aid to Gaza? No electric switch will be turned on, no water tap will be opened and no fuel truck will enter until the Israeli abductees are returned home," he said in a statement.
"The human misery caused by this escalation is abhorrent," said the International Committee of the Red Cross Middle East chief Fabrizio Carboni, who stressed hospitals without electricity "risk turning into morgues".
UN Secretary-General Antonio Guterres voiced concern about the "supercharged cycle of violence and horror", urged the release of all hostages and the lifting of the siege, and stressed that "civilians must be protected at all times".
There have been calls for a humanitarian corridor to allow Palestinians to escape ahead of a possible Israeli ground invasion that would spell brutal urban combat and house-to-house fighting.
If Israel does send ground forces into Gaza, it risks walking into a Hamas "trap", warned a former head of Britain's MI6 intelligence service, Alex Younger, speaking on BBC radio.
"You shouldn't do what your enemy wants you to do," he said, arguing the inevitable loss of innocent life would further drive radicalisation and regional sentiment against Israel and its allies.
"These are all things that Hamas wants," he said.
- 'All I do is cry' -
Israel has called up 300,000 reservists and rushed forces, tanks and heavy armour to the southern desert areas around Gaza from where Hamas launched their unprecedented attack on October 7.
Israeli soldiers have since then swept the southern towns and kibbutz communities and killed 1,500 of the militants while making ever more shocking discoveries of large numbers of dead civilians.
"I would never have been able to imagine... something like this," Doron Spielman, an Israeli army spokesman, said at one gated community where more than 100 residents were killed.
"It looks like... an atomic bomb just landed here."
Israeli outrage has been further fuelled by Hamas's capture of at least 150 hostages -- mostly Israelis but also foreign and dual nationals -- now being held in Gaza.
"I know he's out there somewhere," one of the affected Israelis, Ausa Meir, said of her brother Michael, who is among the captives. "It's very, very painful."
Hamas has threatened to kill hostages if Israel bombs Gaza civilian targets without advance warning -- deepening the anger and fear in shell-shocked Israel.
"Everybody is impacted in Israel," said Joana Ouisman, 38, a finance executive. "I've been watching TV all day for the past three to four days. All I do is cry."
- 'We must win' -
Israel's war now flaring in the south is further complicated by a threat from the north, the Iran-backed Hezbollah group based in Lebanon.
Israel has massed tanks on the border after repeated clashes with Hezbollah in recent days, including cross-border rockets and shelling.
The United States has deployed an aircraft carrier battle group to the eastern Mediterranean in a show of support and warned Israel's other enemies not to enter the conflict.
Israel's arch-foe Iran has long financially and militarily backed Hamas and praised its attack but insists it had no involvement.
Iran's President Ebrahim Raisi argued that all Islamic and Arab countries must confront Israel and support the "oppressed Palestinian nation", in a phone call with his Syrian ally Bashar al-Assad.
Israel also struck Syria's two main airports, in Damascus and Aleppo, Syrian state media said, in "simultaneous" attacks on landing strips that put them out of service", state media said, citing an unidentified military source.
Israel has launched hundreds of air strikes on Syria, its northern neighbour, in recent years, primarily targeting Iran-backed forces and Hezbollah fighters as well as Syrian army positions.
Israel rarely comments on individual strikes on Syria but has repeatedly said it will not allow its biggest enemy Iran to expand its footprint there.

He told ABC that "this is a massive terrorist attack that is gunning down Israeli civilians in their towns, in their homes, and as we&rsquo;ve seen so graphically, literally dragging people across the border with Gaza.

Secretary of State Antony Blinken will reaffirm the strength of the US-India bilateral relationship during his visit to India and will have the opportunity to discuss matters of shared interests, officials have said.
Blinken arrived in New Delhi Wednesday night after his Central Asia trip. He is in New Delhi primarily to attend the G20 Foreign Ministers meeting. On the sidelines of the meeting, he will have a meeting with his counterparts from Quad countries and participate in a panel discussion with them.
"Secretary Blinken will reaffirm the strength of the US-India relationship and express our commitment to continue working together and in groups like the Quad to advance economic growth for our two countries and expand cooperation as we have our shared priorities," White House Press Secretary Karine Jean-Pierre told reporters at a news conference on Wednesday.
Quad is comprised of Japan, India, Australia and the United States. The four countries had in 2017 given shape to the long-pending proposal of setting up the "Quad" or the Quadrilateral coalition to counter China's aggressive behaviour in the Indo-Pacific region.
China is engaged in hotly contested territorial disputes in the South and East China Seas. Beijing has also made substantial progress in militarising its man-made islands in the past few years.
Beijing claims sovereignty over all of the South China Sea. But Vietnam, Malaysia, the Philippines, Brunei and Taiwan have counterclaims. In the East China Sea, China has territorial disputes with Japan.
Blinken would also hold bilateral talks with External Affairs Minister S Jaishankar.
"Namaste, India!" Blinken's Deputy Spokesperson Vedant Patel said on the landing of Blinken in New Delhi.
"Secretary Blinken has arrived in New Delhi for the G-20 FMM (foreign ministers meeting) and to strengthen the US-India strategic partnership, which is founded on our shared values including a commitment to democracy and the rules-based international system," Patel said in a tweet.
Soon after the landing of Blinken in New Delhi, State Department Spokesperson Ned Price told reporters that he will attend the G20 meeting and take part in the Raisina Dialogue.
He will also have an opportunity to engage on a bilateral basis with (his counterpart) Jaishankar, and other senior Indian leaders, he said.
"Our relationship with India is a global strategic partnership. It is a partnership that is broad; it is a partnership that is deep and comprehensive. So, they'll have an opportunity to discuss the issues that will dominate the agenda within the G20," Price said.
"They&rsquo;ll have an opportunity to discuss some of the new areas of partnership between the United States and India, including when it comes to technology, including when it comes to the cyber realm, including when it comes to the ways in which we are attempting to integrate our partner, India, into our broader set of partnerships across the world including through I2U2, the partnership that brings together the United States, India, Israel, and the United Arab Emirates," he said.
Blinken will have an opportunity to discuss the shared vision for a free Indo-Pacific, and broadly he'll have an opportunity to talk about what is a bedrock of the partnership between the United States and India, Price said.
"What unites our two countries are common interests. We all share an interest in a free and open Indo-Pacific region. But our people and the deep people-to-people ties are also predicated on the shared values between our two countries," he said.
"Of course, as two of the largest democracies in the world, we always discuss these issues knowing that we can learn from one another, and our engagement puts us in a position to strengthen our own democracies," Price said.
Responding to a question, Price said G20 is an important forum.
"We are supportive of India&rsquo;s leadership and its effective stewardship of the G20 this year, and it's an important forum where, as guided by the Indian leadership this year, participants will be able to talk about the issues that matter most to the people that are represented by this forum," he said.
They'll have an opportunity to talk about food security, to talk about energy, health security, common challenges like fentanyl and narcotics, he said.
"The G20 is not principally a security forum, but as the leaders recognized in Bali under Indonesia&rsquo;s leadership last year, security issues do have implications for all of these issues that the G20 countries care about.
"What we saw coming out of the G20 finance ministers meeting last weekend was a very clear manifestation that the G20 is determined to make progress, to address and confront these common challenges, and to the extent, there are divides within the G20, it is Russia, it is China that find themselves isolated," Price said.

"The Secretary directly spoke to the unacceptable violation of US sovereignty and international law by the PRC high-altitude surveillance balloon in US territorial airspace, underscoring that this irresponsible act must never occur again," State Department Spokesperson Ned Price said.
"During the meeting, Blinken made clear the United States will not stand for any violation of our sovereignty, and that the Chinese high-altitude surveillance balloon programme &mdash; which has intruded into the airspace of more than 40 countries across five continents &mdash; has been exposed to the world," he said.

The US government has rejected the possibility of revoking the designation of Pakistan-based terror groups as global terrorist organisations.
US Secretary of State Antony Blinken conducted a review of terror groups like Hizbul Mujahideen and Tehreek-e-Taliban Pakistan. Blinken said that the circumstances which led to these groups' designation as Foreign Terrorist Organisations have not changed.
USA's national security does not warrant revocation of the designation of these groups, the Biden administration said.
Tehrik-e Taliban Pakistan (TTP) was designated as a terrorist organisation by the US on 1 September 2010. It also identified its leaders Hakimullah Mehsud and Wali ur-Rehman as specially designated global terrorists.
TTP, commonly known as the Pakistani Taliban, is an umbrella organisation of various Islamist armed terrorist groups operating along the Afghan&ndash;Pakistani border. Formed in 2007, the group shares a common ideology with the Afghan Taliban and assisted them in the 2001&ndash;2021 war.
Based out of Pakistan, Kashmir-centric Hizbul Mujahideen has been designated as a global terrorist organisation by the US, Canada, India and the European Union.

The US government on 2 February said that it had detected a spy balloon the size of "three buses", and steps were being taken to protect sensitive information.
Chinese Foreign Ministry spokesperson Mao Ning also said she had no information about whether a planned trip to China by US Secretary of State Antony Blinken would proceed next week as scheduled. Blinken had been due to arrive in China on 10 February, becoming the highest-ranking US official to visit since the Covid-19 pandemic began.
If the visit occurs, Blinken would arrive amid a sharp downturn in relations between Beijing and Washington over trade, Taiwan, human rights and China's territorial claims in the South China Sea.

A threat alert was sounded in USA as an alleged Chinese spy balloon was spotted over American airspace.
The Pentagon on 2 February 2023 said that the government was tracking the high-altitude surveillance balloon which is as big as 3 buses. Officials said that immediate action was taken to prevent collection of sensitive information by the balloon.
"NORAD (North American Aerospace Defense Command) continues to track and monitor it closely," Pentagon Spokesman Brigadier Gen Pat Ryder told reporters. US President Joe Biden has been briefed about the incident, a senior defence official said, adding the Pentagon is exploring various options.
The Pentagon added that the balloon does not pose a threat to commercial air traffic as it is flying at a higher altitude. Chairman of the Joint Chiefs of Staff Gen Mark Milley and US Northern Command Gen Glen VanHerck have recommended not to "take kinetic action&rdquo; because of the potential risk to the safety and security of people on the ground from the possible debris field, officials said.
The development came days ahead of US Secretary of State Antony Blinken's trip to Beijing.
&ldquo;Currently, we assess that this balloon has limited additive value from an intelligence collection perspective. But we are taking steps nevertheless to protect against foreign intelligence collection of sensitive information," said a defence official.

External Affairs Minister S Jaishankar met US Secretary of State Antony Blinken on Sunday and discussed the Ukraine conflict, the strategic Indo-Pacific region and bilateral relations on the sidelines of the ASEAN-India summit in the Cambodian capital.
Jaishankar is accompanying Vice President Jagdeep Dhankhar, who is leading the Indian delegation to the ASEAN-India Commemorative Summit and the 17th East Asia Summit.&nbsp;
&ldquo;A good meeting with US Secretary of State @SecBlinken. Discussed Ukraine, Indo-Pacific, energy, G20 and bilateral relations,&rdquo; Jaishankar said in a tweet.

"Both of our democracies are works in progress... sometimes that process is painful. Sometimes it's ugly. But the strength of democracy is to embrace it," Blinken said.
In the course of his remarks, Blinken referred to rising global threats to democracy and international freedoms, talked about "democratic recession", noting that it is vital for India and the US to continue to stand together in support of these ideals.
