Congress chief Mallikarjun Kharge on Monday wrote to President Droupadi Murmu highlighting the "gross injustice" done to the country's youths seeking regular employment in the armed forces due to the Agnipath scheme and urged her to ensure justice for them.
The future of nearly 2 lakh young men and women has become uncertain due to the ending of the regular recruitment process in the armed forces, Kharge said in his letter to the President.
The President is also the Supreme Commander of the Indian Armed Forces.
These youths spent years in pursuit of their dream and "the resulting frustration and hopelessness has even led to several reported deaths by suicide", Kharge claimed.
"Our youths cannot be allowed to suffer in this manner. I appeal to you to ensure that NYAY and justice is done," he said.
In June 2022, the government rolled out the Agnipath recruitment scheme for short-term induction of personnel into the armed forces with an aim to bring down the age profile of the three services.
It provides for recruiting youths between the age bracket of 17-and-a-half years and 21 years for four years with a provision to retain 25 per cent of them for 15 more years.

A 20-year-old woman undergoing Agniveer training in the Indian Navy allegedly died by suicide by hanging herself in her hostel room at INS Hamla in Mumbai, police said on Tuesday.
The woman, hailing from Kerala, was undergoing training at the INS Hamla in the Malwani area in the western suburb of Malad, an official said.
She allegedly hung herself in her hostel room on Monday morning, he said.
While no suicide note was recovered from the spot, it appears the woman took the extreme step due to personal reasons, the official said.
The woman had been training at the facility for the last 15 days after completing her basic training, he said.
The police have registered an accidental death report (ADR) and further investigation is underway, the official added.
Agniveers are soldiers recruited by the armed forces under the Agnipath scheme, which was introduced in 2022.

Amid violence over the 'Agnipath' scheme, Union minister and former Army chief General V K Singh (retd) on Sunday slammed the protesters saying if they don't like the new policy for recruitment into the armed forces they shouldn't opt for it.
Speaking to reporters on the sidelines of an event in Maharashtra's Nagpur city, Singh said the Indian Army doesn't conscript soldiers and that aspirants can join of their own volition.
"Joining the Army is voluntary and not a compulsion. If any aspirant wants to join, he can join as per his will, we don't conscript soldiers. But if you don't like this recruitment scheme ('Agnipath') then don't come to (join). Who is asking you to come? You are burning buses and trains. Who told you that you will be recruited into the armed forces. You will be selected only if you fulfil the eligibility criteria," he said.
He also hit out at the Congress over party leader Priyanka Gandhi's statement against the Agnipath scheme and alleged that the grand old party is finding fault with even the best work of the Modi government as it is upset with Rahul Gandhi's questioning by the ED.
Replying to a question over Priyanka Gandhi's statement made earlier in the day in Delhi that the Agnipath scheme will destroy the youth as well as the army, Singh said, "Congress is upset because Rahul Gandhi is being questioned by the Enforcement Directorate (ED). Hence, the party finds fault with even the best of the best work of the government." "The Opposition, particularly the Congress, is trying to mislead the youngsters. The only work that the Opposition is left with is to criticise and stop any government schemes. They want to create unrest in the country to defame the government," he said.

Singh said the concept of the 'Agnipath' scheme was conceived when the Kargil Committee was formed after the 1999 war.
"The primary idea was that a soldier can join the armed forces for a short period....which will solve two things," he said in an apparent reference to the demand for compulsory military training in India and maintaining the young age profile of the armed forces.
Singh said the demand for compulsory military training for the youth and other citizens of India had been made for the last 30 to 40 years.
"In the past, it was said that the training can be imparted through the NCC but the demand for military training was always there," he added.
Singh said the short-period recruitment scheme was thought about wherein the service period will be for four years and performers will be retained. Besides, the remaining 75 per cent of retirees would be adjusted in employment at various places.
He said the Army is neither an employment agency nor a company or a shop. People join the Army out of their interest to serve the nation, he added.
When asked if the discontent over the 'Agnipath' scheme will discourage aspirants from turning up at recruitment rallies to join the armed forces, the former General said the government relaxed the entry age limit to 23 years (for one time) because the recruitment to the armed forces remained stalled due to the pandemic for two years.
"If a person had missed out on earlier recruitment opportunities he is still eligible to apply. This is a voluntary scheme and anyone who fits the criteria can apply," he added.&nbsp;

The comments by Lt Gen Anil Puri, Additional Secretary in the Department of Military Affairs, came amid violent protests against the new model of recruitment of soldiers into the three services.
The government on Tuesday announced the 'Agnipath' model of recruitment under which soldiers will be inducted into the three services for four years with a provision of retaining 25 per cent of them for an additional 15 years following a selection process.
"The foundation of the Indian armed forces is discipline. There is no space for arson. There is no problem if you show your anger and engage in talks. But there is no space for arson and vandalism," Lt Gen Puri said at a tri-services media briefing.
He said every individual wanting to join the three forces through the 'Agnipath' scheme will have to give an undertaking that they were not part of any protest, arson or vandalism.
Lt Gen Puri said the youths who are part of the arson and violence against the scheme will not be able to join the three services as a police verification process will be carried out before enrolling anyone under the scheme.
"Every individual who wants to join the armed forces through the 'Agnipath' scheme they will have to submit a pledge that they were neither part of any protest nor were involved in any violence. Nobody can join the forces without police verification..We have made the provisions," Lt Gen Puri said.
He also claimed that the protestors were instigated by "inimical forces" as well as some of the coaching institutes.
Lt Gen Puri said around 70 per cent of the aspirants studying in these coaching centres to prepare for entry into the armed forces are from villages.
"They were studying taking loans. They were given assurances by these coaching institutes and they have significant contributions in sending them to the streets," he said.
Lt Gen Puri also appealed to the youths to start preparing for the recruitment tests, saying it is not easy to clear the physical fitness tests. The tri-services media briefing at the headquarters of the defence ministry took place hours after Defence Minister Rajnath Singh held a meeting with the chiefs of the Army, Navy and the Air Force for the second straight day.
Lt Gen Puri said the major reform initiative in the armed forces has been introduced to bring down their age profile and it has been finalised after years of deliberations and studying the recruitment process in several countries.
At the press conference, the three services announced a broad timeline for recruitment of the youths under the 'Agnipath' scheme.
Unveiling the scheme on June 14, the government had said youths between the ages of 17 and-a-half and 21 years would be inducted for a four-year tenure under the scheme.
The government on Thursday night increased the upper age limit for recruitment under the 'Agnipath' scheme to 23 years from 21 for the year 2022.
The announcement of the new scheme came in the backdrop of recruitments into the military remaining stalled over the coronavirus pandemic for two years.

The Army Navy and the Air Force on Sunday came out with a broad schedule for recruitment of soldiers under the Agnipath scheme while asserting that it is being implemented to bring down the age profile of the armed forces.
Lt Gen A Puri, the additional secretary in the Department of Military Affairs, strongly defended the scheme, saying that reducing the age profile of the three services has been on the table for quite some time and even the Kargil review committee had made observations on it.
At a press conference, Lt Gen Puri said the government was going ahead with implementing the Agnipath scheme and appealed to the youths to end their protest.
Giving details of the Navy's plan to induct Agniveers under the scheme, Vice Admiral Dinesh Tripathi said the naval headquarters will come out with a broad guideline for the recruitment by June 25. The first batch of recruits will join the training programme by November 21, he said.

He said the Navy is recruiting both men and women as Agniveers under the scheme.
About the Indian Air Force's plan for induction of recruits under the Agnipath scheme, Air Marshall S K Jha said the registration process will start on June 24 and the process for online examination for phase one of the recruitment will begin on July 24.
"We are planning to start the training for the first batch of recruits by December 30," Air Marshall Jha said.
About the Army's recruitment plan, Lt Gen Bansi Ponappa said the Army will issue a draft notification on Monday and subsequent notifications will be issued by various recruitment units of the force from July 1 onwards.
Recruitment rallies under the Agnipath scheme will take place across India in August, September and October, he said.
Lt Gen Ponappa said the first batch comprising 25,000 personnel will join the training programme in the first and second week of December. The second lot of recruits will join their training around February 23.
He said a total of 83 recruitment rallies will be organised across the country to select around 40,000 personnel.

24-year-old Damira Rakesh was allegedly killed in police firing at Secunderabad railway station in Telangana during the violent protests against the Modi govt's new defence recuitment plan.

Rakesh hailed from Warangal and was youngest of four siblings. His elder brother was left physically challenged after an accident and so the it was on him to fulfill his parent's dream of having an Army man in the family. 
The Indian Express reported that he left home on Thursday to take part in the protests at the Secunderabad railway station next morning.

The deceased, an unfortunate first casualty of the ongoing protests against the Centre's new recruitment policy for the Armed forces, hailed from Dabeerpet village in Warangal district of Telangana.
According to Raju, the village Sarpanch, the victim did his schooling in the village and was pursuing graduation.
He is survived by his father, mother, an elder brother and two elder sisters. Rakesh's father and elder brother are farmers, Raju said. A relative of Rakesh is into police service, he added.

The deceased, aged about 25, has reportedly cleared the requisite tests for selection into Army but a written test was not conducted. This led them to protest today, the sarpanch claimed.
Meanwhile, Telangana Panchayat Raj Minister Errabelli Dayakar Rao and state Sports and Youth Services Minister V Srinivas Goud expressed anguish over the demise of the youth from Warangal district.
Goud demanded that the Centre pay ex gratia to the family of Rakesh, a release said. They found fault with the 'Agnipath' scheme and alleged that the NDA government at the Centre is responsible for the situation arising due to the protests over the scheme.
Violent protests have broken parts of the country demanding the Centre to roll back 'Agnipath' scheme unveiled by the Ministry of Defence which is a pan-India merit-based recruitment scheme for enrolling soldiers, airmen and sailors. Trains were set afire, public and police vehicles attacked and personnel injured as protests over 'Agnipath' snowballed and swept across several states including Uttar Pradesh and Bihar on Thursday.
Under the scheme, young persons will be provided an opportunity to serve in the armed forces as 'Agniveer' for a period of four years, including training period.
Earlier in the day, the Railway Protection Force (RPF) resorted to firing to disperse protesters who went on a rampage at the Secunderabad Railway station where three coaches of a train were set ablaze during the agitation.
Confirming the death, a senior police official told PTI that the firing was done by Railway Protection Force (RPF).

"This is a reform which is much-needed and is a reform in the right direction," Tewari said.
"I do empathise with youth who have concerns over Agnipath recruitment Process. Reality is India needs a younger armed force with lighter human footprint savvy on technology, equipped with state of art weaponry.
"Armed forces of Union shouldn't be an employment guarantee programme," he also said in a tweet.
The remarks are at variance with his party, which has criticised the government over the scheme and has demanded that it should be kept in abeyance and the next step should be taken after holding wider consultations with experts and others.

Hundreds of young people on Thursday took to the streets in Haryana's Gurugram, Rewari and Palwal against the Agnipath scheme for recruitment to defence services, with protesters blocking highways.
A police vehicle was damaged in stone pelting in Palwal and the Agra Chowk on National Highway 19 was blocked.
In Gurugram's Bilaspur and Sidhrawali, protesters laid a virtual seize on bus stands and roads and held a protest at Bilaspur Chowk, crippling traffic on the Gurugram-Jaipur highway.
Heavy police force was rushed to these spots to curb the protests against the new scheme to recruit jawans into the army, the navy and the air force for a four-year-period followed by compulsory retirement for most without gratuity and pension benefits.
"Due to a local protest, traffic is diverted at Bilaspur Chowk (NH-48). All commuters using this route are requested to take alternative routes," Gurugram traffic police said in an advisory.
"Our traffic officials are on the job and ensuring that there is no major congestion. Diversions have been made as and where required," Deputy Commissioner of Police (Traffic) Ravinder Singh Tomar said.

Meanwhile, the protest at Hodal came to end after two hours of blockade.
Ex-soldier and senior Congress leader Captain Ajay Yadav in a statement said that the scheme is aimed to demean the spirit of forces and cut down on benefits being given to army jawans.
"Army is not profession but passion and life. Our districts like Rewari send their sons to serve the nation every year and this demeans their passion. Over four lakh posts are vacant in the army and this cheap attempt to compensate them with small contract employment is unacceptable," Yadav said.

Railway property bore the brunt of the protesters as stationary bogeys were set on fire at Bhabhua and Chhapra stations and window panes of compartments smashed at many places.
In Arrah, the railway station was swarmed by a large number of protesters who were dispersed after the police fired teargas shells.
The East Central Railway zone, headquartered in Hajipur, reported massive disruption of rail traffic. Busy routes like Patna-Gaya, Barauni-Katihar and Danapur-DDU were listed among those worst-affected by the stir, officials said.
In Buxar, station manager Rajan Kumar said many trains were stranded at the outer signal as the tracks were blocked by agitators whom police and administrative officials were trying to pacify.
Demonstrations staged by the protesters disrupted road traffic in districts such as Jehanabad, Buxar, Katihar, Saran, Bhojpur and Kaimur, where many locals sustained injuries in incidents of stone-pelting, the officials said.
Details of police action, including FIRs registered in connection with the violence and arrests made in the connection, were not known immediately.

In Buxar, station manager Rajan Kumar said many trains were stranded at the outer signal as the tracks were blocked by agitators whom police and administrative officials were trying to pacify.
Demonstrations staged by the protesters disrupted road traffic in districts such as Jehanabad, Buxar, Katihar, Saran, Bhojpur and Kaimur, where many locals sustained injuries in incidents of stone-pelting, the officials said.
Details of police action, including FIRs registered in connection with the violence and arrests made in the connection, were not known immediately.

Of the total annual recruits, only 25 per cent will be allowed to continue for another 15 years under permanent commission.
The Union cabinet has approved the "transformative" scheme on Tuesday.
Under the old system, youths aged between 16.5 and 21 years were selected for a minimum of 15 years of service and used to get pension after retirement.
